an explosion on a subway train in saint peters burg. russian authorities say an explosive device was set off on a train going between two stations. all subway stations in saint petersburg have been shut down due to the explosion. president putin had been visiting saint petersburg earlier in the day but left by the time the explosion went off. putin said investigators are looking into whether that explosion was an act of terror. we'll continue to follow this breaking news and bring you the updates. here at home, a family gathering in concord turned tragic when a little disappeared and later found underwater in a swimming pool. >>reporter: that's right. police tell us it's not clear how long that little girl was under the water but as you mentioned, she was pronounced dead here at the john muir medical center around 11:00 p.m. last night. police tell us they were called to the home in the 2100 block of leland way around 4:45 where the girl was at that home visiting relatives. several adults we're told were inside the home while the children were playing outside. neighbors say when an aunt noticed the girl was missing, that aunt thought the girl was lost so she searched the house and also the neighborhood. family members joined police in that search and an officer made the sad discovery and gunshot wound that girl note -- found that girl floating in the gated and tarped backyard pool. she was pronounced dead around 11:00 p.m. last night. neighbors were shocked and saddened for the family. >> it's sad because i have four kids and it's sad for everyone. >> we hear about things like  this all the time on the news but like sighing it so close -- seeing it so close, it's just real and i can't panel how they feel. >>reporter: police also say that the pool was surrounded by five foot gate. it's not clear how opened the gate or if the family left that gate open. the family -- they're mourning but also cooperating with the investigation. police are also formally charged with kidnapping, drugging, and sexual assaulting a 13 year-old girl. the girl jumped out of a moving pickup truck early saturday morning on highway 1 at south harbor bay and hit in the bushes. the sheriff's office said timothy called 911 to report a passenger in the truck jumped out when it was still moving. she came out of the bushes and told them marble injected her with drugs, raped her, cut her with a knife and carved his name on her body. she was at the gas station when marble offered to give her a ride. he is schedule today appear in court tomorrow. a dramatic violating the department's sow row toll reince policy according to the san francisco examer. that officer who's name is not being released used a private phone to send anti-muslim text messages to other officers. the officer was removed from his job last month by the san francisco police commission on the recommendation of police chief williams scott. the news comes as sfpd is trying to implement reforms after charges of bias policing. according to the report, before the firing, that officer reportedly tried to make up for the messages by volunteering at an islamic center and educating himself. flood victims in santa clara and 42 other counties across the state. president trump announced yesterday that more than $42 million is to help people recover from the winter storms. five years of draught, states saw record breaking rain that saw them to go over the banks. new funds will be available to flood victims who suffered damage from february 1-february 1. $200million will parts in a lake. authorities say a human leg that was attach today a cinder block found underwater at whiskey town lake. divers reported finding other remains that were separate from the leg but did not go into more details. they say the discoveries were made last friday and saturday: officials say they believe the remains are 38 year-old bridgette jones who disappeared last month. her ex-husband was arrested tuesday and he said his ex- wife's death was an accident and died after falling down the stars while charging at him. deputies said he kept his ex- wife's body for four days at home before dumping her body in the lake. hearing scheduled today in the case of the little girl declared brain dead after complications from a tonsil surgery. the hospital and doctor trial date could be set today. she was 13 when doctors declared her brain dead but family always said she's still alive. they moved her to a facility in new jersey and filed a lawsuit. now if the court sides with the family, damages could be in the millions of dollars but if the court rules she's dead, the family will be limit today a wrongful death lawsuit capped at $250,000. computers using the new warm spring from a relative's swimming pool. they thought she wondered off and they called police who then found the little girl in the water. >>reporter: police tell us it's not clear how long the one year- old guilder was under the water -- girl was under the water but pronounced dead last night around 11:00 p.m.. police called to the home in the 2100 block of leland way where the girl was there as a resulting relatives. several adults inside the house while children were playing outside. neighbors say when an aunt noticed the girl was missing, thinking she was lost, she searched house and then the neighborhood. family members joined police in that search and the officer made that discovery and found the girl floating in the gated and tarped backyard pool. cpr was performed but was pronounced dead around 11:00 p.m.. neighbors shocked and saddened and mourning with the family. he kidnapped, drugged and sexual assaulted a 13 year-old girl. the jill gumped out after -- girl jumped out of a moving pickup and hid in the bushes. 50 year-old timothy marble called 911 to report a pass nor in his truck jumped out while the truck was moving. when they arrived the girl came out of the bushes and told them marble kidnapped her, injected her with drugs, raped her, and cut his name into her leg with a knife. girl told deputies she ran away from home thursday night after getting into an argument with her mother and next day she was at a gas station when marble offered to give her a ride. he's schedule today appear in court tomorrow. senate judiciary committee is meeting now to transfer to another northbound train. the layover there means some bart riders are not saving time on morning commute after all. there will be full service at the warm springs station when bart gets new fleet of cars probably sometime next year. april is distracted driving awareness month. more teenagers killed by distracted or wreckless driving than anything else. >> chp officers are educating
