You will get some later on. I think the thunderstorm activity will pop up more north. Santa cruz mountains, wet and cool. 46. Moderate to heavy rain overnight with an inch and two thirds. Some reports of two day totals over three. Watch how that stays lit up. Also theres very heavy rain coming in around saar towing a campbell and san jose. In the lexington hills, around willow glenn, evergreen and santa clara, that is some of the strongest cells right there. The key is the low is getting closer to us and enhancing the rainfall rates. A little isolated areas continue to move there. This is two forecasts. One south of San Francisco. The other to the north. Walnut creek getting good rain. That stretches back over to bay point, concord and also Pleasant Hill. Its been going, going, going in brentwood and antioch and oakley it is letting up a teeny bit on the back edge of that. From milpitas back over to fremont and down to san jose, that looks to be the prime time. All the way into the Santa Cruz Mountains. Storm tracker picked up heavy rain around campbell. That has moved off to the east. It is cooler. North bay, not much rain. Some general areas of rain. I think this afternoon you will get pretty good buildups. 60s on the temps. What do you say, sal . I mean, 580, 680, 24 . What do you want to start with. Were going to start in the east bay, steve. Things are gotten a little better since you mentioned that the rain has moved through for some of these commutes. At the bay bridge, you can see the traffic is backed up but looking a lot more like normal this morning. 20, 25minute delay if youre in the cash lanes before making it on to the bridge. Were looking at interstate 880 in oakland. The traffic here is not bad. It is a little slow after the coliseum heading up north. 680 southbound through Pleasant Hill and walnut creek is slow. Also slow through highway 4. We also see the south bay commute. All of the freeways are filling in. Especially highway 85. It is slow from 101 into cupertino. All of the freeways are beginning to slow. Thats because as steve mentioned, the rain is moving through as you drive through. Earlier this morning, we did have a deadly crash on 580 westbound on 580 near the Oakland Harrison street address. Lets go to reporter alex savidge who is live on the scene. Alex. Reporter good morning, sal. We can tell you that the chp on scene investigation has wrapped up here. All of the southbound lanes heading towards the 24 interchange are back open to traffic. Things moving along at a good pace this morning. It was a much different scene a short time ago. We are now learning more about what happened in this area. We understand now there were two separate crashes and two pedestrians who were struck bypassing cars. We will show you video here. One of those people was hit and killed. The second person was treated for major injuries and is now hospitalized. Now, these two separate accidents Chain Reaction crashes happened about 4 30 this morning. Again, in the westbound lanes of 580 just past harrison street. There was an initial crash that involved a couple of cars. One of the people involved got out of their car and thats when they were hit by another passing car on the freeway. And then a short time later, in this exact same spot, there was a second crash. And, again, the same scenario played out. A person hopped out of their car. One of the people involved in the accident got out of their car and they were struck by another car. We want to take a moment to remind people especially in adverse weather and at night, stay in your vehicle if at all possible when youre in a collision. Call 911. If you can make it off the freeway to talk to the other party, that is the best option. The freeway is no means the best spot to be, especially at night and when it is raining. Reporter and the chp says in all likelihood the wet weather early this morning likely played a role in the two separate crashes. There was heavy rain in oakland at the time of the accidents. Now, all of the drivers involved in those two crashes, including the drivers that struck the pedestrian, they all remain at the scene. They are being cooperative here in the investigation. So the chp is not searching for anyone involved in these accidents. Again, one person was killed. A second person was struck and left with major injuries. We dont have any information on either of those two victims from the chp. But, again, dave, you had two separate crashes out here this morning. All of the lanes of 580 were blocked for about an hour this morning. Again, as you can clearly see behind us, traffic is back open this morning after this investigate. Happening today, the Santa Clara Valley Water District will host a Community Meeting tonight talking about upgrades at the anderson dam that could help prevent flooding in the future. That work is part of the seismic retrofitting of the anderson dam. The district wants to rebuild the dam. That will take years. The Ground Breaking isnt scheduled until 2021. Officials say the plan to make the concrete spillway higher and also increase the size of the outlet pipe. The outlet to this reservoir was built in 1950. It is not a very large outlet. It cant release water very fast. Now, the Public Meeting will start at 6 00 tonight at the Morgan Hill Community center. But the Water District isnt the only one taking action after the recent flooding. San jose is creating a Flood Warning system and talk about building temporary flood walls along coyote creek. Thousands of California Storm victims can start getting help from the federal government there. Are low interest disaster loans available to homeowners and businesses that can be used for repairs or replacing things that were damaged by the powerful storms. So thousands of people who had to evacuate when coyote creek flooded are eligible for loans. I want to get it right now. I dont have flood insurance. The Insurance Company came out and denied everything. You dont need to be a business. These are available to renters and homeowners. But you need to apply and do it within 60 days. An Alameda County judge says all of the debris from the ghost ship ware ship fire must be preserved according to the east bay times. Some of the material taken from the warehouse belonged to the artist thats worked and lived there. Most have been sent to a hangar or dumped into an open field. The rest of the materials could be necessary evidence in the wrongful death lawsuit thats have been filed. A San Francisco Teachers Union official has been placed on administrative leave after a video he appears to admit that he assaulted a student and covered it up. The treasurer and field representative for the united educators of San Francisco. The video was released by a nonprofit known for undercover stings involving unions. One posed as a teacher who hit a child. An investigation is underway by San Francisco School Officials and labor leaders. The arm twisting and deal making on capitol hill in washington will reach a fever pitch today. Republicans are trying to push through a repeal and replacement of the Affordable Care act. Now, the problem for President Trump and the republican leaders, its not democrats. Its getting enough republicans on board and it seems like they still have a ways to go. Republican leaders in congress are relying on President Trump to help close the deal. He was on capitol hill yesterday. But some republicans are still unconvinced. I get the political pressure and the timing. But if you vote for something that results in a bad product, thats the issue. I hope we get it right. American people will remember who crippled the Health Care System in the country. Y. Well, today marks seven years since the passage of president obamas health care overhaul, the Affordable Care act. Jerry brown will be joining former Vice President joe biden and nancy pelosi and other democrats for an event in washington to mark that anniversary. They will be highlighting the 20 million previously uninsured americans who now have Health Insurance under the Affordable Care act. Now, that event is set to take place this morning right on the steps of the u. S. Capitol. A report this morning says President Trumps former Campaign Manager secretly worked for a russian billionaire to advance the interest of russian president putin. According to documents obtained by the associated press, manafort laid out a Strategy Plan in june of 2005 saying he would influence politics and News Coverage within the United States and europe and the former soviet republic to favor the russian government. Beginning in 2006 and kept that relationship until at least 2009. Manafort was then president ial candidate Campaign Chairman last year from march through august. All right, gasia. The time is 7 11. For the first time in six years, csu students may start paying more to go to college. Coming up at 7 30, the increases that students may see after a vote later today. Plus it was once americas Largest Department store. Now sears is warning that it could soon shut down completely. When we return, the retailers attempt to slash a billion dollars in operating costs. We have slow traffic in the east bay. The marin county. Also the south bay. But we do have some improvement. I will tell you why we think that is happening. Well, theres some areas that get a few breaks in the clouds. Some getting heavy rain, especially around hayward and out towards livermore and back towards san jose. We will take a closer look at that coming up. More disappointing news from the big retailers this morning. Pam cook has that in todays money business. Unfortunately we are talking about the retailers once again not doing well. Payless shoes reportedly filing for bankruptcy as soon as next week. Plans to close at least 400 stores as it reorganizes. Bbs stock dropped 46 after telling Bloomberg News that it would focus on online sales. And sears continues to struggle and warns it may not be able to stay open. Sears is taking steps to cut costs by a billion dollars. It was once the largest retailer in the country. After years of losing money, sears executives announced there is substantial doubt about the companys ability to continue. Back in january, it sold the craftsman tool brand to raise money and announced it would close 150 stores. We will continue to watch sears. It allows people to trade and invest in valuable artwork even if you dont have millions to buy it. The numbers are down right no. Not a live look at the big board. I can let you know that the dow jones is down about 82,000 to 20,585. The nasdaq and the s p 5 run are slipping as well. Investors and Fund Managers may be feel more cautious. The dow jumped 13 since President Trump was elected. Now 34 of the Financial Experts surveyed say stocks as a whole are overvalued. That is the highest percentage in the 17year history of that survey. Many investors were incouraged by the promises to slash taxes and roll back regulation on Big Companies. So far no progress on that since the president took office. A new survey also shows 20 of all americans do not have a single dime saved. The bankrate. Com survey says half of all americans do save but not enough to meet the suggested 10 of your income. 38 say they have too many other expenses. 16 say they just havent started saving. Surprisingly households making less than 50,000 a year are twice than likely to have the suggested amounts of savings. Interest rates have played a part in that. You havent been awarded. No reason to save if im trying to make money. Now that Interest Rates will start going up, maybe more people will be inclined to put money in a savings account. Thank you, pam. The time is 7 17. Lets start off with the south bay and look at 280 through downtown san jose. The traffic will be slowing down. In fact all of the south bay freeways look pretty thick right now as you drive through the area. 85 and 101 are also slow getting into that area. It looks like it is raining pretty hard on the san mateo bridge and near it. Our camera is wet and traffic will be slow. Over to the peninsula. By the way, on the peninsula, 280 and 101 are both slow. 101 is getting very thick by the airport heading up to the city. This is 880 in oakland. A little drier in oakland. On 880, traffic will be moderate. Going the other way, hayward to union city and fremont, that traffic will be slow all the way down. Bay bridge toll plaza is backed up for a 15 to 20minute delay. 7 18. Lets bring steve in with details on the weather. Sal, you and i could do an hour show. Yeah. Lets to talk about it. Lets get to it. Some areas to the north not getting rain yet. Youre closer to the spin in the atmosphere that ill show you coming up here. Nice rain here in san lorenzo. It wont stop. Rain boots in tow. That is probably a good idea. A good salesman going through. San leandro, alameda, you can see Castro Valley and also hayward. It keeps going. San leandro. Hayward has been picking up good rain. Here is another band moving through. Thats the key. They keep rolling along. James hampton says we got over two inches in oak springs in orinda. How about that. Rain and rain and you get a break and still rain going through right now. Ill try to find the areas where i pinpoint the rain is right now. The key though is see the low spinning right here. Some of this is enhancing towards central and southern california. But theres a little spin right there. Right there. Watch it. That is taking aim more at the north bay. I think thats why later late morning, early afternoon, i would expect things to really pop up. Especially if we get breaks in the clouds. Yesterday it was all out to the valley. Concord, walnut creek, pittsburg, highway 4 getting rain. Some of that is heavy as well. Might get an enhancement over by diablo. For sure livermore over to pleasanton and back into hayward. It keeps going and going. So 580. 880 as well. Heavy rain from 880 down to highway 92. And its been a rainy night into morning for much of brentwood, highway 4, oakley and antioch and another little band coming through. But the key, the mainak test has been in the last hour or so from about milpitas to the East San Jose foothills right back into san jose, campbell, saratoga and into the Santa Cruz Mountains. There are breaks showing up around santa cruz ill get out of the way. Get out of the way. Youre getting a break right now. Still cells off shore that have to move through. A few 40s here. San rafael and novato. Much cooler air is spilling in. As the westerly on shore breeze increases, you have the systems coming in. We will get steep lapse rates. You take the moisture and vertical development. This looks good for us for thunderstorm activity. The sere a the snow is getting going. There is a Winter Weather advisory until 6 00. And things are quiet in the north bay for now. Look how things are picking up off of the mendocino coast. That is a sign of things to come later. 60s on the temps under a mostly cloudy pattern. All right, steve. Thank you. 7 21. A 14yearold girl says she was raped by two classmates at a maryland campus. More reports about why this case is part of the National Immigration debate. The alleged rape of a 14 yearold girl in a high school in maryland has become part of the National Debate on immigration. Fellow students jose monato and Henry Sanchez are charged with raping the girl in a bathroom last week in rockland, maryland. Both suspects are from Central America and have been in the country for less than a year. The alleged rape occurred just weeks after a City Council Woman introduced legislation to make rockland a sanctuary city. Part of the reason that the president has made illegal immigration and crackdown such a big deal is because of tragedies like this. If convicted, both suspects could get life in prison. Now, our sister station, wttc in washington, d. C. Has been covering the story. Joining us live is ronnica cleary. There is much to talk about in this controversial case including what is next. Reporter one of the points that you mentioned in the intro about the introduction of legislation, four days after the rape occurred, the Maryland Legislature passed that bill for it to be a sanctuary city. The president has come back with harsh words for the county. I dont expect him to sign the legislation. It is an interesting time in talking about the potential for life. These boys are now in our criminal justice system. The 17yearold and 18year old. They both will be charged as an adults. They will fulfill that penalty if there is one and then the potential for deportation. One is a boy, one is a man. They were enrolled as a freshman. How is it that a 17yearold or an 18yearold is considered a High School Freshman . Reporter it does make you scratch your head. And it certainly has had us asking a lot of questions. Now, they are registered freshmen but we have since learned they were not in class with the 14yearold girl who was also a freshman at the school. School. We have heard bits and pieces of this story. One of the things that i heard is how graphically violent this attack was. Reporter its unspeakable. I mean, the violence in question here in the rape that were talking about, it really is horrific. And when the press secretary first responded to my question, he really took time and said we need to remember the human side of this and addressed it as a horrific and terrible crime as well which is an understatement. Im sure youre familiar with the kate steinly case that happened here in the bay area. A young woman was shot and killed by an undocumented immigrant along the waterfront. After that shooting, it become political. Tension between immigrant groups and others saying you shouldnt be here in the first place. Are you sensing that sort of conflict reaching a head where you have in maryland. Reporter well, gasia, indicate kate steinly is a reason that i brought it up. The president made a lot of points about immigration because of kate steinly. Really would this be a case that the president would look to as well to continue that conversation, to change his plans for future executive orders . So that was really a big part of why i felt it was necessary to ask. And the severity of the sentence if they are convicted, it is quite severe. Reporter thats correct. As i said, any potential for deportation would not happen until that sentence, if there is one. They obviously are only charged with the crime. Some areas of rain have been heavy, especially around east bay and clayton and brentwood and also antioch. Back over to san ramon. Look at that line, 680 near the 580, 680 split. It looks like things are letting up a little bit but not completely for folks in contra costa county. From fill pitas and san jose and the Santa Cruz Mountains, it has been on the go. There is another line coming in. Some of these are been really intense from morgan hill gown to gilroy. 50s on the temps. Upper 40s for some. We get afternoon heating here with breaks in the clouds. 60s on the temps. All right, sal. Every ten minutes, something new is popping up, i think. The reason that im going to im going to start in the south bay. As you said, the rain has been moving through. Whenever the rain moves through, we get more crashes and fender benders. I cant mention all of them. But lets start with 280. 280 will be slow driving through the area. Traffic will be busy driving through, getting up to highway 17 and beyond that. Were also looking at a commute to where traffic is going to be slow on that san mateo bridge, heading out to the highrise. No major problems driving over. Once you get to the peninsula, it is slow on 101 from san mateo to burlingame and also slow on the peninsula getting into 101. Here is a look at 880. Traffic slow in both directions, especially after hayward. Hayward has been getting a little bit of rain lately. That has been slowing traffic way down driving towards fremont. At the bay bridge, it stopped raining and as a consequence, things are better here. Lets go back to the desk. The California State University board of trustees may raise tuitions before its twoday meeting ends today. If the tuition hike is approved, it will be the first tuition hike at cal state in six years. It plans for undergrad tuition to go up 5 and would bring the cost of a full year of classes just under 5,500. Cal state Officials Say they need the money because enrollment is growing but state funding is not keeping pace with those costs. The time is 7 35. An alert was issued by Health Officials at uc berkeley because a student has meningitis. They are contacting people who had close contact with the student and looking for places that the student may have visited. This meningitis case was caused by a strain not covered by the vaccine required by incoming students. It is spread by close contact like kissing or sharing drinks or utensils. Health Officials Say watch out for symptoms and they are offering a vaccine at a dropin clinic. Here are some of the symptoms, fever, severe headache, rash, body and joint pain, nausea and vomiting, as well as an increased sensitivity to light as well as confusion and even a stiff neck. Yesterday judge gorsuch sat through 12 hours of questions and testimony. Political analysts say he has done a good job of avoiding confrontations with Democratic Senators and not revealing how he will decide future cases. Thats made by this body. The man accused of kidnapping is under arrest this morning. Lafayette Police Received a call just before 2 00 yesterday afternoon from the chase bank on mount diablo boulevard. The teller says someone entered the home as posing as a construction worker, beat him and stole his shotgun and took him to the bank ordering him to withdraw cash from his own account. Officers responded and arrested the suspect without incident. One of the victims neighbors talked with us on the condition we wouldnt show her face. Im shocked. Im really shocked. We have been here 12 years. Nothing like that has ever happened. The victim was not hurt. The suspect is identified as Manuel Bustos. Now to redwood city where Police Respond today a case of Domestic Violence at a park yesterday that ended in the death of an armed Man Threatening his exwife. Police received a frantic call from a 44yearold woman saying her exhusband was armed with a handgun and chasing her at her workplace. The woman told authorities she had a restraining order against him. When she refused to talk to him, the 43yearold man went to his truck, retrieved the gun and started chasing her in the parking lot. The emergency dispatcher even heard a gunshot during the 911 call. Officers arrived about three or four minutes later and ordered the man to surrender. Police say he then pointed the gun at them and that prompted an officer to open fire. At the same time the man turned the gun around and shot himself. Did they ever tell you to stay in place, to stay inside. Yes, they did. Tell me about that. We got we received an email to say that theres something going on outside and that we should stay in our buildings. Its not clear if the shots fired by police hit the man. An autopsy is being performed. Authorities responded to two separate Domestic Violence complaints made by the exwife this very month. The time is 7 39. Apples brandnew campus is about to open in cupertino. We will take a close look at the project and some of the challenges that the city may face once the workers start showing up. Were talking about apple park, the vision of the late steve jobs. Just weeks away from opening its doors to thousands of workers. Mike mibach is in early. He got to see it up close. Who wants a space ship in their backyard, especially cupertino. The population 60,000. When i was down there last week and you see it, i have to agree im on board with the project. Apple park is indeed an impressive site up close. It is designed to be the home of invasion for generations to come. That was the goal for steve jobs when he sketched this out. Thats what he wanted the campus to be and thats exactly what will happen. Reporter apple park has landed. This video that the Company Provided is showing it off. 175 acre campus, 2. 8 million square foot rain shape building, a visitors center, apple store and even a orchard and popped. All waiting for 12,000 employees just weeks away from moving in. It is an iconic symbol. The cupertino mayor. There will be traffic issues but we hope that apple can help us with some of the solutions. When we first moved here, it was all orchards. Now you have a space ship looking building there. I would like apple to be more visible in our schools. Specifically. Helping our children with special needs. Helping families that come from family thats are disadvantaged. We would love to have that relationship. Weve achieved one of the most Energy Buildings in the world and the campus will run entirely on renewable energy. Beyond all of that, apple provides connectivity throughout the world. We are about i would say at least two thirds of our community are i am grants and they have immigrants and they have family all around the world. In defense of apple, when it comes to schools, they have given just in the fall tens of thousands of ipads to schools and high schools and even steve jobs widow, very active to this day giving millions of dollars to schools across the country here. You said theyre going to keep the other campus. Infinity loop theyre going to keep. Apple is doing good. The stock was down a dollar today but they are doing good. Theyre going to keep that. This campus obviously much bigger. Almost a mile in circumference. I know you like to take your walks. I do. I could walk around it in 15 minutes. But they provide up to a thousand bicycles for employees. Of obviously the Research Facilities are there. They have workout facilities. You have to emphasize, this is open to the public too. An apple store. An apple store as well. The door is open. Theyre trying to make that connection more so than they did with the initial park. So many people, for example, they go to the facebook campus and they can only take a picture by the thumbs up sign. Maybe a little more permeable barrier. Steve jobs loved cal catch thats where he found the inspiration, in the landscape. When you talk about the landscaping at apple park, 70 or so is landscape. You see the big building did you you dont forget the trees. It blends right in. Theres a hilly section where the auditorium is where they named an amphitheater after steve jobs. As the toll plaza goes as you know so goes most of the rest of the commute here. The traffic at the toll plaza is slow. This is 880 northbound. And that is also beginning to slow down northbound on 880. At this point i would actually say 580 is not a bad route. There is a little slowing there as well. This is a look at the san mateo bridge. It was raining hard earlier. Now it has stopped. Just as steve mentioned, it is not raining steadily for a long time but it has been raining for sure. 880 southbound is slow as you drive from hayward to fremont. It is pretty slow on 680, dublin to pleasanton. And you can see in the south bay, look at all of the slow traffic on 101, 280 and 85. Downtown it looks good. But a little bit of wet weather moving through the south bay. Speaking of the weather, lets bring our man, the weather man, our meteorologist Steve Paulson. Sal, did it rain last night . About 50 people have written and said the rain woke me up. It was raining hard. It was. My first thought was i hope it lets up by the time i leave my house. Ive had never rain. But im take it. Its okay. It did let up a little bit. Thank you for letting me know it woke you up. Cottages at point rays. Only a quarter inch of rain. You were one of the lucky ones there will be a series of bands continuing to march in. More so than the north bay at least in the last four hours or so. That will pick up later. The upper level low is approaching. Now were getting closer to the colder air. If you must, if you must, when you get around 18,000 feet, youre looking for minus 20c. That certainly helps. Then we have abundant moisture, no doubt about it. You get the breaks in the clouds. The days are longer and the angle in the sun is higher you get vertical sheer. Certainly when you get that starting to come in, you can see what is happening. You get a spin in the atmosphere that helps fuel all of that. Thats why the north bay will be in line a little later. I think thunderstorms are in the forecast for us. Yesterday was all out to the valley. Still rain pittsburg, antioch, oakley and bethel island. Not as much as earlier. Dublin and san ramon, 680 coming right out of Castro Valley and hayward has had good rain. It looks like over towards to pleasanton as well and then to livermore and the pass, that has been a steady stream or highway, if you will, of rain. That goes back to the grade and fremont and stretches back to san jose and santa clara. There are breaks but look over sunnyvale. Speaking of cupertino. A pretty good cell right there. Causing brief heavy rain. Same for morgan hill and gilroy. It looks like youre almost on the back edge of that. Then the little cells are skirting the santa cruz coast. This one is getting close to pescadero. It could produce brief heavy rain along the coast. Upper 40s and 50s for some. It is cooler. 34 up in truckee. Winter weather advisory out for the mountains until 6 00. Some of the cells that went through us are moving into the mother load and starting to turn to snow. There was a moment of silence held for those killed on march 22nd of last year. Two bombs went off at the brussels airport. A third one went off as a nearby subway station. 32 people were killed in the bombings, along with three terrorists. More than 300 people were wounded in the attacks. Isis claimed responsibility. 900 more people now consider themselves among the victims suffering physical or mental trauma. Well, San Francisco assembly man wants a crackdown on speeding drivers using a different kind of enforcement tool. An automated camera would take a photo of the license plate and car any time that a driver goes more than 10 Miles Per Hour over the posted speed limit. Then it would automatically send a ticket to the cars registered owner. Aaa says it has questions about this, including the cameras accuracy and where they would be set up. That would ensure that they are put in areas of actual concern where speeding is causing safety issues. This year alone, we have seen over 90 individuals killed on the streets of San Francisco and san jose. N jose. Now, the plan calls for a fiveyear Pilot Program for the speed cameras. It would be modeled on similar programs in 140 communities around the country. If approved, it could be in place sometime next year. You know, usually when a bike is stolen, it is gone. For good. What the chp says led up to the accidents coming up. Well, some almost biblical overnight rain has moved off to the east. Were not completely done yet. Still a few cells rotating through. A dozen people have been injured on Westminster Bridge. Parliament itself is on lockdown. At this point we know British Police are calling this a firearms incident. Theyre not providing any other information. As we keep a live eye on the situation, were bringing in video from social media that shows the scene outside of parliament. A number of emergency vehicles, a helicopter landed on the grass. You can see a quick view here. The street appears to be quiet. The area around parliament certainly quiet because parliament itself is in the situation of lockdown. This comes after reports of shots feared outside of parliament. A breaking story were staying on throughout the day. The top story in the bay area, the weather that has been moving in for the entire workweek, since mop. Lets check in with Steve Paulson and see what is active right now. Not too much. Some on the santa cruz coast and a little bit to the east. Not so much to the north. Things will continue to pick up. Lines have picked up around bodega bay and livermore and 580 back over to the pass. Thats been pretty active most of the morning. Just coming out towards the grade, maybe niles canyon as well. There is an isolated cell skirting through. Mainly just to the east of newark and fremont. Look at this little guy coming in. Right there around sunnyvale and also santa clara. There is a brief heavy rain. That is not that big of a cell. Things have ended there. There is some off of the santa cruz coast and moving on shore to the santa patio coast and highway san mateo coast and highway 1. 30s up in the mountains. 40s for some up in ukiah. Look for thunderstorm activity to pick up with sun breaks here. I think that will help fuel that later this afternoon. Relatively quieter now. Much more so than it was earlier. 60s on the temps. Although i dont know i can say that about the traffic. Where it is raining is better than where it rained. This time 101 northbound you can see the roads are wet. Not raining right now on highway 101. It looks like it just did. The water is kicking up from the road and slow traffic throughout the south bay. Also on 280 in san jose, we will see slow traffic, especially southbound coming down toward the area here. Thats southbound 280 on the left driving south towards san jose state. And its very slow. Northbound 280 traffic seems okay on the righthand side that is northbound 280. As we look at the commute here in the east bay, that also has been slow. We can back up here and sew you that 880 south is slow we show you that 880 south is slow into the south bay. We see traffic on the dumbarton bridge moving well. Were looking at the bay bridge toll plaza here. And that is well, it has been slow since the beginning of the morning. Now that people are arriving a little bit late, it has been 25 to 30 minute delay. All of the interstate 580 in oakland is open now after being shut down for a pair of crashes that left one person dead and a second one seriously hurt. Ktvus alex savidge is live at the scene with the latest on the crash investigation. Alex. Reporter good morning, sal. The onscene investigation has wrapped up. As you just mentioned, all lanes of westbound 580 are back open to traffic, leading up to the 98024 interchange. Things moving along well this morning. There were two separate crashes in this area of the freeway. In both cases, people involved got out to check on the damage or talk to the other driver and both of those people were struck bypassing cars. The chp says one of the people who was hit died here at the scene. The second person was taken to the hospital with major injuries. This all happened around 4 30 this morning as heavy rain was moving through oakland and weather likely played a role in these accidents. There was an initial accident involving two cars, according to the chp. One of those people involved got out and was hit by another car driving by on the freeway. Then just a short time later, two other cars collided in the same area. And, again, the same scenario played out. One of the people hopped out of their car and they were then struck by a passing car. The chp says if you are involved in an accident on the freeway, you need to stay in your car. You need to go against your instincts to immediately get out of your car and talk to the other person or immediately get out of the car and look at the damage. This happens a lot with people who have flat tires. Get off the freeway if at all possible if not make it to the shoulder. The chp says all of the drivers involved in these crashes remained here at the scene and they were all cooperative with investigators. It does not appear that drugs or alcohol played a role here. The chp has not been able to give us any information on the victims in this case. But, again, one person was struck by a car and killed. A second person struck by another car and they were taken to the hospital with very serious injuries. And the onscene investigation has wrapped up here. Mike, traffic is back open in this area. While it is starting to clear up across the bay area, we saw road flooding and other storm related problems this morning. In orinda, all of the water turned one roadway near 24 into a muddy river there. Standing water could be seen on plenty of bay area roadways. Flooded streets because of overrun storm drains. Near martinez, a tree fell on to he will ham bra valley road. The Water District is hosting a Community Meeting to discuss upgrades at the anderson dam that could help with flooding. The district wants to rebuild the dam but that will take years. And the Ground Breaking isnt even set until 2021. Water district officials plan to make the concrete spillway higher and increase the size of the outlet pipe. The outlet to this reservoir was built in 1950. It is not a very large outlet. It cant release water very fast. The Public Meeting starts at 6 00 this evening at the Morgan Hill Community center. The Water District isnt the only one taking action after recent flooding. San jose is creating a Flood Warning system and talk of building flood walls along coyote creek. Weather is active today and will be for the next several days. A San Francisco Teachers Union official has been placed on leave. This follows an investigation of an undercover video where he admitted that he assaulted a student and covered it up. San mateo bridge, this commute has been slow until you get to the middle of the span. Then it breaks through for the pence l on the peninsula commute, 101 is slow. Also let you know that 280 is slow in the usual spot. 101 is not as bad today but still slow through south city and down to San Francisco. All of the regular slowdowns are there. 280 a little bit of rain. It looks like it is raining here. As we go to steve now at 8 17, not all of the rain has moved through yet. Ill give the south bay a blue ribbon. Hayward over to dublin and san ramon, it has been going and going and going. A few areas where there is not a break. Others that are getting a break. A lot having to do with the rain. Lets check in with Steve Paulson. People got hit hard this morning. New blue skies behind us. Yes. We had the overnight rain which was really heavy. Torrential at times. West danville at. 84 yesterday and another. 84 today. Talk about similar storms. You dont see that all the time but occasionally you do. San ramon, it has been coming down for a while. Things have let up considerably since then as most of this has moved off. Hayward over to dublin and san ramon and out to livermore, it has been steady most of the morning. Things are quieter right now. All associated with a ban that went through overnight. That has pushed off into the valley. Since isolated areas picking up rain. Certainly livermore out to discovery bay. That has let up as well. You can see some of these moving through. But it really picks up around milpitas. Things have gone bonkers in the last couple of minutes. 237 over to 880 and san jose. It just went through san jose. That stretches back in towards south san jose and up to los gatos and off of kennedy. You see that rain. It is about done there. Still some of these come through and can drop heavy rain in a brief period of time. After that, it is quiet. Pushing up to the Santa Cruz Mountains and Portola Valley. That will pop up later. For some, upper 40s and low 50s. A couple showers scooting through marin county. But not much yet. However, there is a little right there. That will really enhance the thunderstorm buildup or the cloud buildups. That would be in the north bay. The next couple of hours, things will pop up that could lead to another round of thunder showers. 60s on the temps. 8 31. Can you take a breath yet, sal. Do your entire report, lets go to 280 before we miss it. Through your entire report, there has been a train, one of those long trains. We just there we go. It was one of those long trains that steve and i sometimes get stuck behind here at jack london square. But the traffic on 280 is improving. It has stopped raining. I swear it was the entire report of his weather, there was a train. Traffic will be slow getting down to the downtown exits. Northbound has improved a little bit. Lets look at the south bay via the map system. The little break we had downtown there where our camera is is just a short break. 85, 101 and 280 are pretty slow. If youre driving to your job in the valley, you will see especially on 280 after 17, this whole area here is very slow. So is 101. A lot of people trying to get to the same spot. We are seeing a lot of slow traffic. Lets talk about 880 that has not improved. Slow from hayward to fremont. This is a look at highway 101 in San Francisco. This is okay here. But northbound 101 is slow from candlestick to cesar chavez. At the bay bridge toll plaza, a backup of about 30 minutes. Cal state schools system is considering a tuition hike. As you might imagine, students are not happy about this. Leigh martinez is live at San Francisco state to bring us more. Leigh. Reporter thats right. If the vote is yes, this would be the first time in six years that the cost of a cal state tuition goes up. The plan is for undergraduate tuition to increase by 5 . Now, that would mean a 270 increase. And it would bring the cost of a full year of classes to just under 5,500. Cal state Officials Say they need the money to hire more faculty and add more classes because enrollment is growing. But state funding is not enough to cover all of the costs. Out of state students will also see the same base tuition increase. Across the cs campuses, students are not happy. Despite not raising tuition for six years, Student Group unions argue that the cost to enroll was up 283 between 2002 and 2011. You may be wondering, well, wait, didnt we hear Governor Brown announce in his january budget proposal, 150 million increase to funding for csu . Yes but csu is saying that is 160 million less than what they asked for. All right. Leigh martinez. Thank you. An alert has been issued by Health Officials at uc berkeley because a student has meningitis. The unnamed student is being treated and recovering. Uc berkeley have contacted those who may have had close contact with the student. This strain is not covered by the vaccine that is required by incoming students. School suspensions for california students are down, but black students are still facing higher suspension rates. According to the brookings institution, california schools logged 334,649 suspensions in the year 2015. Thats down by more than 204,000 by three years earlier. For black students they fell just over 24 . However overall black students only make 6 of the Public School enrollment and face about 20 of the suspension. Were hearing from a woman whose 4yearold daughter was kidnapped from a trader joes. The family is speaking publicly for the first time about the incident. She was at the checkout and a woman picked up the little girl and walked outside. The woman confronted the woman right in the parking lot. I told her to give me back my daughter. She put her hands up and said ill respect you. Ill respect you. She knew she did something wrong. She was caught and she knew it. The woman who was caught is identified as 41yearold tina zupanik. She has pleaded no contest to a kidnapping charge. The girls family says one year is not enough. Friends have started an online petition seeking a stiffer sentence. A kidnapping suspect is under arrest, accused of trying to force an event bay man to withdraw money from the bank. Police received a call just before 2 00 yesterday afternoon from the chase bank. A man told tellers that someone entered his home as posing as a construction worker, beat him, stole his shotgun and took him to the bank and ordered him to withdraw cash from his account. The suspect was outside the bank waiting in a car. Officers responded and arrested the suspect without incident. One of the victims neighbors talked to us on the condition that we dont show her face. Back now to the breaking news in london. London police say they are now treating the attacks here as, quote, a terrorist incident until we know otherwise, unquote. There appears to be two different crime scenes. One Britains Parliament was on lockdown after an assailant stabbed an officer and was shot by police. According to officials in london. Now to the other scene, officers were called to an incident outside parliament on Westminster Bridge nearby. Its not clear exactly what happened or how many people were injured on the bridge. But according to witnesses there, they say they saw a vehicle strike several people and photos showed a car plowed into the railings. Witnesses in parliament also reported hearing sounds of gunfire. But according to one journalist, gasia, he witnessed, he says, officers actually shooting the assailant. That could have been the gunfire. Some were carrying shields. Officials with Scotland Yard are treating this as a terrorist incident until we know otherwise. The u. K. Prime minister is safe. Here at home President Trump has been briefed on what happened. People in parliament were told to stay in their offices which is what you would expect in a lockdown situation. President trump has been briefed. The United States equivalent to parliament would be congress in our own capitol building. As this is unfolding in the u. They may not be able to stay in business. Sears is taking stems to cut steps to cut costs by a billion dollars. Once the largest retailer in the country. Now there is, quote, substantial doubt about the companys ability to continue. Now, back in january, we reported the company stoled the craftsman tool brand to black and decker to raise money. It would also close 150 stores. Not enough. Sears stock is down another 15 today to 8 a share. We heard from bb, another retailer. The stock dropped 46 after telling Bloomberg News that it would focus online sales and close all stores. And there are reports that Payless Shoes will file for bankruptcy and close hundreds of stores. We will check in on the numbers right now. The dow jones has been down all morning. Not a lot. You see it is down 4 points to 20664. The nasdaq is up. The s p 500 up a little bit as well. Invetors and Fund Managers may be feeling more cautious. The dow has jumped 13 since President Trump was elected last november. Now 34 of the Financial Experts surveyed say the stock market is overvalued. That is the highest value in the 17year history. Some were encouraged by the president rolling back regulation on Big Companies but there hasnt been progress since he took office on those fronts. A new survey shows 20 of all americans do not have a single dime saved. This is a survey from bankrate. Com. It says about half of all americans do save but not enough to meet the suggested 10 of your income. 38 say they have too many other expenses. 16 say they just havent started a savings account. Britains parliament on lockdown right now after an assailant stabbed an officer and then was shot by police. Thats one scene. There is a second scene going on right now. London Police Say Officers were called to an incident on Westminster Bridge, which is not far away from that first scene. Not exactly clear what happened or how many people were injured on the bridge. But witnesses say a car struck several people and that the car plowed into a fence around the Parliament Building. Now, a senior fellow at the Harvard Center for European Studies said that he saw at least five people lying on the ground after being, quote, in his words, mowed down by the car. Now, the man jumped out of that car and then apparently stabbed a Police Officer. And then thats when he was shot, gasia, by police. If i can sort of take you inside the Parliament Building. Sure. With the words that come in the form of a tweet by one british lawmaker that describes it this way. Police response instant. Commotion. Looked around. Weapons drawn. Four shots. Police ordered us to hit ground and get back. Get back tweets this british lawmaker. That is his account of what happened inside of the Parliament Building. From what i read, it seems that someone was able to get inside of the building itself. That brings another question into how this all happened. We know that the scene is very much active. Police in redwood city responded to a case of Domestic Violence at an office park yesterday, one that ended with the death of an armed Man Threatening his exwife. At 2 15 in the afternoon, Police Received a frantic call from a 44yearold woman saying her exhusband was chasing her with a handgun. The woman told authorities she had a restraining order against him. When she refused to talk to him, he went to his truck and retrieved the gun and started chasing her in the parking lot. The emergency dispatcher heard a gunshot during the 911 call. Officers arrived three to four minutes later and ordered the man to surrender. Police say he then pointed the gun at officers, prompting officer to open fire. At the same time, they say, the man turned the gun around and shot himself. We were just shocked. Over there in the other building right here, when they when with he found out that when we found out that there was something going on. Its not clear if the shots fired by police hit the man. An autopsy is being performed. Police responded to two separate Domestic Violence violence complaints by the wife this month. A Community Park will be built in memory of andy lopez. It will be built at the same location where the 13yearold boy was shot and killed by a sheriffs deputy in 2013. The teen was carrying an air soft rifle designed to resemble an actual assault weapon when he was shot 7 times by deputy eric gillhouse. The death was followed by a number of protests and rale hes. Many of the demonstrations took place where the park will be built. A former san bruno firefighter is out on bail after being arrested, accused of stealing thousands of dollars from a toy drive program. She is charged with two felony counts of grand lift. Investigators say nelson stole more than 25,000 from a san bruno professional Firefighter Association bank account over a twoyear period. She stopped working for the Fire Department last october. Imagine getting a speeding ticket and you never get pulled over by police. Yes. Coming up, San Franciscos supervisors are considering a new plan to crack down on speeders going just 10 Miles Per Hour over the limit. This morning marks one year since the deadly terror bomb beings in brussels, belgium. A moment of silence was held this morning for those who lost their lives in the bombings. 32 people were killed in the bombings along with three terrorists. The attacks were claimed by isis. Another 900 people suffered physical or mental trauma. Hundreds of family members of those killed on 9 11 are suing the government of saudi arabia. The government is partially responsible for the terror attacks. The lawsuit seeks unspecified damages. Earlier attempts to hold the country responsible have failed in the past. The 9 11 Commission Report found no evidence that officials funded the tack but a likelihood that saudi government charities did. The government has denied any role in the terror attacks and never been formally implicated. 15 of the 19 hijackers that carried out the 9 11 attacks were from saudi arabia. That area is just south of the willow glenn neighborhood. Sky fox was overhead as officers conducted their investigation. They say the driver who hit the bicyclist stopped at the scene and is cooperating with investigators. The identity of the victim has not yet been released. San francisco assembly man is calling for a crackdown on speeding drivers using a very different kind of enforcement tool. Assembly man david chou said a camera would take a picture of the license plate and car any time that a car was going 10 Miles Per Hour over the posted speed limit and send a ticket to the registered owner. The aaa has questions including the cameras accuracy and where they would actually be set up. They need to be put in areas of actual concern, where speeding is causing safety issues. This past year alone, we have seen over 90 individuals killed on the streets of San Francisco and san jose. The plan calls for a five year Pilot Program for the speed cameras.
