You can see some slowing here and people are behind schedule because of highway 24 and here it is finally beginning to see a little bit of movement but it doesnt look good westbound because of earlier problems that are now clear with no problems on the freeway now accepts slow traffic between lafayette and our orinda into oakland affecting 680 looking at the east bay hayward there is a crash reported and you can see traffic is slow in both directions from hayward to fremont mostly southbound toward the fremont area looking at the south bay northbound 85 at saratoga and that is slow. Certainly the cuts to the epa will be the thing that i think many people in california are most concerned about. Not just in terms of the money but also in terms of what this may mean about the quality of life. We cherish the environment in this state. It might put more pressure on the State Government which is already looking for things to do with the Budget Surplus that they have. And california gets about one third of its money from the federal government. Lets move to the travel ban which was blocked. Is this different than the first time and what do you expect the next step to be . The other big story yesterday with the Justice Department talking about hawking into yahoo accounts hacking into yahoo accounts expect the impact is the same for us here that is being felt in europe and other places and it is the sponsoring of hacking and having the government get involved with hacking something is new. The United States has suffered from this from china and north korea and most definitely russia as well as the influence with elections. Family members and friends gathered in an remembering 16 yearold Elena Mondragon also known as abby. Mondragon was in a car with her cousin and other men tuesday night. There was two man wanted for several armed robberies and when they tried to stop the car the driver rammed into the vehicle and that is when they started shooting. The cousin of mondragon said the police started shooting at the car as it pulled out of the complex in hayward and they never identified themselves. I thought it was a regular car. I did not know it was our car at first. The mother of mondragon said a few weeks ago she had gone off with her cousin and those men and she called on monday to say she wanted to come home but her phone call was cut off and they were not able to contact her again. Two people are under arrest accused of ramming an Oakland Police car. It all began before 7 00 last night an Oakland Police tried to pull over a white dodge pickup truck driven by a man with a female passenger inside. Police chased the pickup truck through a number of settings cities ending in berkeley. Offices quickly arrested the woman but the man went up to the building where he initially refused to come down waiting and smoking with officers below. Police did eventually talk him into coming down and surrendering. It was very scary. Very, very scary. There was a lot of big guns out. The driver managed to work his way to a rooftop and so once he was on the roof we had the perimeter set up and nowhere for him to go. They were taken to the hospital to be evaluated. Investigators did find a gun in the truck of the suspect and Authorities Say there were no other reported injuries. Two lawmakers from San Francisco working on legislation to create a millionaire tax. They are creating a bill that calls for a half percent tax on personal income of more than 1 million for residents in the city. They estimate the tax would bring in more than 60 million a year but the current state law prevents local cities from taxing income. The local politicians are drafting a bill that would change that. The head football coach at Napa High School has resigned stepping down in a hazing scandal. Dda is considering charges against 14 players. Lets look at 680 southbound in this area showing you it will be slow with paramedics on the way and you can see them in that fast lane with chp on the way and they say apparently a bystander got all of this on video so someone is in trouble with a bunch of chp on the way and again someone was knocked out which is not very good. This is a look at the westbound bay bridge that will be slow to the toll plaza from the macarthur maze and we had some earlier incidents in hayward that slowed traffic and in the south bay near saratoga they were clearing an accident so the entire commute is slow with 280 downtown not looking bad. Lets go to the bay bridge toll plaza and you can see traffic is going to be busy but this is more of a normal delay as you drive through. We will stay here because we see a lot of slow traffic this morning and sometimes when there is no accident we tend to not mention it, but this is the nimitz freeway and it is all into fremont with 680 still slow heading south and an accident at livorna in walnut creek heading south getting appear to at southbound 68 getting appear to at southbound 680 not only was there a crash but Police Activity and injuries. So the entire east bay commute i would say is not that good. President trumps proposed budget calls for an overhaul of federal spending. His budget would boost spending on the military and make a down payment on the proposed wall. Leigh martinez is joining us with more on this story. Reporter in order for President Trump to spend what he wants to spend on the military and his Campaign Promise he is cutting foreign aid the epa in several domestic programs. The president plans a 54 billion boost to the military and is the largest since the Ronald Reagan pentagon buildup in the 1980s. It is to fight isil, rivers reductions and reduce navy ships. He repeatedly said mexico would pay for the border while but that is not looking like the case here. Instead taxpayers will pay for it and the portable will get the immediate money with another 2. 6 billion in 2018. The biggest cut is to the epa meaning 3000 epa workers will lose their job. The clean Power Plant Program research is climate change. Programs that happen congressional favorites are also getting cut such as medical research, help for homeless veterans, and community developed grants. Democrats are criticizing the bill that republicans are coming to its defense. We are spending more money to secure the borders and take care of our veterans and less money for things like foreign aid. This is just a part of the federal budget. I think what is interesting about it is the judge in hawaii noted that the factual record before him was unique in that is because usually when cases that allege discrimination you do not have such clear statements of intent to discriminate. He noticed the remarkable facts at issue here make clear that there is nothing secret about the president s intention and he quoted a press release that said he has been calling for a shutdown of muslims entering the United States and that is just about as clear as it could be about what your intent is. Antolin Garcia Torres is accused of killing her and his trial is set to resume with more testimony from witnesses. Five years ago today march 16, 2012 when sierra lamar at 15 years old went to school near her morgan hill home and was never seen by her friends and family again. In the days following hundreds of volunteers put up posters in the hopes of finding her and for a few years search teams met regularly to scour reservoirs and hillsides looking for any sign of her. Her body had never been found and we spoke briefly with her father by phone. He says today he is thinking about and missing his daughter and he says over the past five years it has meant a lot to them with the support they have received from the community. It is a terrible situation and you dont get over it easily but just having the support around has mentally been helpful for us. Based on dna evidence found in his car prosecutors believed he kidnapped her. He has pleaded not guilty and he tried to kidnap three other women before her disappearance. Earlier this week the jury heard from one of those victims who testified a man fitting his description used a stun gun to try to subdue her in her car. When it comes to her murder part of his defense team has argued that the dna evidence against torres is questionable and also the way the investigation was handled following her disappearance.
