Santa cruz is getting hammered by this. The first wave went through. Here comes the second one over highway 9, highway 17. Im sure raining to beat the band, as they say. Good rain across marin county and over towards berglyand stretching out to parts of the east bay. Not as heavy to the north. The first system was focused up north. Now the second one is down to the south. Heavy rain over the pass. Now it looks over the snow grade. The heaviest has moved off to the valley. Hit and miss. Redwood city, back over to the East San Jose foothills and right into the Santa Cruz Mountains. One cell went through Santa Cruz Mountains and over towards morgan hill and gilroy. This is heavy on the snow as well. Winter storm warning is out. All the way until saturday. Feet, feet of snow will be measured. In fact the snow level will come down maybe to 3,000 feet by sunday. Next round of rain is coming in. There will be a series of these coming in. Tremendous jetstream enhancing as it moves on shore. We will get a little bit of a break tomorrow. The south bay, Santa Cruz Mountains being pounded by rain. Crashes are happening. Flooding being reported. They have cleared the tree. But it may be that another tree will come down. That is what has been happening with the heavy rain. It looks like Traffic Volume is lighter. People are not going to drive in this kind of weather. Theres a lot of roadway flooding all over the Santa Cruz Mountains. In the south bay, plenty of crashes and collisions and flooding here. The volume of traffic seems to be lighter but it is raining hard. Lets move along and take a look at the macarthur maze. Not raining hard here. Traffic is slow all around the corner though. A heavy morning for the bay bridge. If youre driving your car, plan on being there for longer than usual. Bay bridge toll plaza is crowded. We can take a look from the toll plaza camera. The only thing that i can see is the carpool lanes are getting through. By the way, Ferry Service is running as normal on the east bay ferry to San Francisco. Just checked in with their website. President elect donald trump and his wife melania are at the white house for a reception with president obama and first Lady Michelle obama. They will head to the capitol for the inauguration. The swearing in happens at noon eastern, 9 00 our time. It is starting to fill in, doug. Reporter it is. Getting loud as well. Everything is going according to schedule this morning. President elect donald trump woke up at blair house across the street from the white house and proceeded to church for a brief service and is now at the white house for a brief tea and coffee with president and mrs. Obama. And then the four of them will ride in the same limousine here to the capitol where there is a crowd waiting. We will pan off here. You can see looking down the National Mall there you see the Washington Monument at the end. I certainly see blank areas there. Some empty areas there. But it is beginning to fill in despite the weather, despite the fact that weve had a fair amount of rain this morning. We dont know ultimately how many people to expect. But this will all happen in just a couple of hours. The president elect and the president will arephrase here. The swearing in will take place just behind me. And one interesting note, what you cant see on the other side of the capitol, theres a helicopter waiting. It wont technically be marine one because it is parked there waiting for president obama to take him to Andrews Air Force base west africa he will fly to california. Obviously not technically marine one at that point because it will not be with the current president. Then president elect trump will become president trump. He has events here at the capitol. It is a historic day. What are your thoughts right now as things unfold . Sure. Its a very historic day. Let me just say that it is important to respect the peaceful transfer of power. It is important that the world understand that we have have elections in our country. And that donald trump will be sworn in as president. However, im not attending because i dont believe first of all that the agenda that donald trump still is reflecting in terms of his immigration policy, wanting to deport millions of dreamers, building a wall with mexico, denying entrance into the country of muslims, the denigration of women. I think much of what he campaigned on he said hes going to follow up on as far as the agenda. So i dont support that. And i cant participate in a celebratory event because it is an event to celebrate. And consequently im not going to attend. I decided that way last week. And issued my statement. Representative lee, what does your action today along with many other California Democratic lawmakers, what does it say about your participation or perhaps your relationship over the next four years . Well, were going to continue to represent our districts. And hopefully there will be ways to work with this new administration. For example, we know that the republicans want to take away health care for millions of people. We have to figure out a way that that does not happen. Hopefully donald trump will understand that we do not want to Senior Citizens do not want to privatize Social Security or medicare. We have to be a voice with this administration for the voiceless, the most vulnerable and say, mr. President , you cant hurt the safety net. You cant destroy the lives of millions of americans. While we have to work with the administration to create jobs and whatever we can do together, there are some that also have to in addition work to resist some of the terrible things that could happen to the most vulnerable, to the disabled and immigrant community. Many people are looking forward to the celebrations. There are protests happening nationwide. People took to the streets in washington, d. C. , los angeles and utah. Other cities as well. There was a large protest last night in new york city in front of trump tower. A protest against the Trump Administration here is just beginning. There is a morning demonstration followed by a noon time rally in oakland. Alex savidge is live at the Federal Building in downtown oakland. The protest is just about to get underway, alex. Reporter it is. I think the heavy rain falling in downtown oakland may be putting a damper on this particular demonstration. We dont have a lot of people here as of right now. Scheduled to get underway at 7 00 this morning. Protesters planning to shut down the Federal Building in downtown oakland. Ill show you the scene behind us. A lot of federal Police Officers have pulled up and parks their suvs outside of the building. Theyre on hand along with Oakland Police ready to handle the crudes. Crowds. You can see folks gathering. More arriving. The crowd may grow somewhat. They have put barricades up outside of the Federal Building because the idea is people want to sort of make this a day where its not business as usual. And obviously theyre voicing their opposition to donald trump. Now, after this action, there will also be a march through downtown oakland at noon time today. And in speaking with the Oakland Police department, they say every available officer is going to be on hand today just to make sure that things remain peaceful. Police officers have been planning for these inauguration protests since the elections back in november. A lot of the organizations have been in communication with us and openly said this is what we plan to do. This is our plan. That allows us to prepare our strategies and plans. Not only that, it is key because we can share that information with the officers. When we have the information on what the intentions of the group is, then we can make our plans and communicate that to our officers so we all are on the same page of what to expect. Reporter and Police Officers will be activating their body worn cameras as necessary they say to record any sort of criminal activity if it should happen. They dont want that to happen. They also warn people that a lot of businesses in downtown oakland will make sure that the Surveillance Systems are working to capture any Property Damage that may happen. Police have no reason to believe that demonstrations today, inauguration demonstrations, will not remain they have no reason to believe that things wont remain peaceful. Again, this is the scene here outside of the Federal Building on clay street in downtown oakland. You probably have maybe a couple dozen people gathered right now for this protest set to get underway at 7 00 this morning. We havent really seen much in the way of any action take place. We will continue to stand by here and let you know how things sort of shake out. Again, heavy rain falling here in downtown oakland right now. Tons of things affecting our morning commute. Its been a rough commute. Look on your right. That is the golden gate bridge. Traffic is moving, but you look at the the camera there, it is raining over there as well. Just be careful wherever you are in the bay area. We will watch it for you. Just be careful. More rain soaked sonoma and ra minute counsel marin county. It is already soaked from the previous rain we had this month. Christien kafton is checking the road theres. Reporter good morning. We are close to the park and ride location in sausalito. This area is closed down. You can see why. Deep water here on the road which can affect traffic coming on to the 101 freeway heading north. So, in other words, 101 north, chp telling me a couple moments ago that they will be closing this area down because they know it will simply bottle neck here and reroute traffic in the area. We will get details how it will affect traffic in the area. You can see the very deep water here, again, near the park and ride location. On to 101 northbound. This is just an indication of just how dangerous this mornings commute can be with deep water on the roadway there. One of the Major Concerns of course is closed roadways either flooded roadways or accidents thats a result of this latest round of storms. We actually came upon one accident this morning and narrow leah void a collision ourselves. We made our way to the lucas valley road exit here in marin county. It was closed down earlier because of flooding which brought up a new concern for emergency crews out there. That is drivers trying to make their way through flares and cones. We saw an officer citing a driver for just that. The concern is the safety of the drivers. And officials working to clear the road as well. We have sort of stopped for the moment. But it will continue. Reduce your speeds and watch for standing water. If you see a lane that is closed or closure of an off ramp, please dont go through it. We have officers trying to clear the drains and open up the ramp. It can become a safety hazard. Reporter those driving conditions are very dealt out there this difficult out there this morning. We saw lightning this morning. We got that around 4 30 this morning as we made our way north on 80 and 580. The advice from chp is take it easy and drive slowly. Coming bag to the live picture, you can see that we are near the park and ride location off of 101. Some of the drivers are out of their vehicles talking with chp, trying to get a sense of what they should do. We will monitor the situation here and how it will affect the morning commute. When the rain hits, more collisions seem to happen, along with the trail of rain. Lets look at the bay bridge toll plaza. Traffic will be busy. By the way, the Oakland Alameda ferry is running as normal. The 7 30 ferry to oakland has been canceled because of a mechanical issue. The next ferry is at 8 00 to that location. The ferries are running as normal. This is a look now at some of the maps. You drive on 17, 101, its a little lighter volume but a lot of slow traffic and standing water. Highway 17, weve had trees down. They have been picked up. But its really tough driving in the Santa Cruz Mountains. 7 19. Lets bring steve in with todays forecast. Sal, i echo what you said. I could be here all morning if i had to report everything. Lets get to the highlights as fast as we can. There are multiple now urban and small stream flood advisories or Flash Flood Warnings out for the san lorenzo valley. A lot go until 120 12a 30 00 or go until 12 30, 1 00. If im not correct, let me know. That goes until 1 00. Morgan hill, by the way, our observer chris henry is zeroing in on 20 inches of rain for the month. He is getting closer. My blossom hill rain gauge picked up an inch of rain since midnight. It is currently pouring at 7 10 in the morning. Yes, it is. The heaviest rain for the first system was north. No doubt about it. Marin county, up to sonoma county. This is taking aim from San Francisco south. The heaviest rain along the peninsula and the Santa Cruz Mountains. They are getting hammer down right there on that rain. That is torrential. It is near the radar site but reports of extremely heavy rain. Twoplus inches of rain for some up there. It goes up to hayward and san leandro. A good line moved through there early in the morning. As alex savidge said, heavy rain over there. Now it is moving off. It looks like highway 24 now. Marin county had its fair share. And the cities had one round of thunderstorms and now a little bit of a break. There looks to be the north bay is not getting in on this too much. They had rain last night. About one to two inches for some. Pretty good out to the valley. Up north, it looks like snow in the higher peaks. Some of the rain is moving back in on the mendocino coast. That stretches to the sonoma coast now. The focus is san mateo to half moon bay. You can see oakland, san ramon, hayward, back over to fremont and palo alto and extending into the Santa Cruz Mountains or from san jose south to morgan hill and gilroy. That is heavy rain. Central california and Southern California, it is pouring in l. A. As well, heading down to san diego. This would be in the desert and heading into arizona. Heavy snow reported south lake tahoe. 50 and 80 i would think would be sold out because it is too hard to the whiteout conditions up there. Winter storm warning until saturday. The snow level going from 4,000 feet. I think 3,000 feet on sunday. Up north of shasta, it could get down to 1500 feet. They will measure this in feet by monday. 40s on the temps. 50s.
