Ktvu fox 2s ali rasmus has more on the Marathon City council. Reporter it was a marathon because it didnt end until after midnight and after it was all, they approved a moratorium on rent increases and evictions without cause. 60 of the people in the city are tenants. Ahead, more than 200 people signed up to speak on the issue before the council. Crowd of people lined up outside of city hall to get into the meeting. Along with banning rent increases of more than 1 , the moratorium closes a loophole that allows landlords to increase rents. Rent advocates say they heard from many longtime oakland residents who say they live in fear of being forced from their home. People are hurting. You heard from little kids and how they are hurting seeing their friends, their adults they know, their parents, having to live on the street. There was pain in the words of those kids. Reporter now, oakland has the fourth highest rent in the nation. The average rental here is about 2300dollar a month. A 14 increase from a year ago. Housing costs, bay area wide, shot up in recent years. This is not a phenomenon thats exclusive to oaks land. Earlier this year, the city of alameda passed a same rent moratorium and san mateo considered a similar measure, but that did not last. The city council will come back trying to create a more permanent solution. Oakland, especially, used to really be known as the affordable side of the bay, a lot of artists and students chose oakland because it was affordable. Reporter yes, and that obviously has changed. I mean the numbers show it. 14 increase just in the last year. And we really saw this phenomenon starting when rents started to really spike up in San Francisco. A lot of people moved across the bay to live in observing labor oakland because it was more affordable but its changed bay area wide over the years. Hasnt itthank you. The man who was seen beaten by police may return to court. He is accused of leading police on a highspeed chase before the videotaped beating. Federal charges are from a march 8th drug bust in visitation valley. The chronicle valley reports that petrov was transferred to the county. The reasons for the transfer were not known San Francisco public defenders want the state to investigate the Police Department. This follows and recent texting scandal where several officers were discovered changing racist and homophobic text messages. The public defender wants to state to conduct an investigation. The chief says he immediately fired the officers involved in that scandal. And the city of San Francisco is set to debate whether to give Police Officers stun gun. The survey conducted from the police union found 68 of likely voters support giving tasers to San Francisco police. Post police chief greg suhr and mayor ed lee support a stun gun pilot program. It is a less lethal option for Police Officers when they confront suspects. Critics say that officers should get better training rather than be given another weapon. Time is 7 06. Tell us about the new regulations they are trying to enforce. The new rules have been in effect for just the last few Months Police have been paying visits to the massage parlors and doing inspections but its been a challenge because in the city of San Francisco, there are 295 of those parlors and they are trying to weed out the ones that are using their businesses as front for illegal sex work. Now, police have identified some hot spots and noticed the parlors are in clusters, usually five to 15 of them all on busy roads in strip malls. They have been able to shut some them over the past several years but complaints from neighbors still keep coming in. The city is looking out into whether a massage parlor can open in the same location as ones that have been closed down because of illegal activity. Its very important when you talk about position tuition, human traffic can, children development, that is number 1. Reporter under the new ordinance, patrons must enter through the front door. Massage parlors must be within two feet of each wall and sleeping quarters are banned. The city of san jose reached out to San Francisco to see how they investigation late massage parlors.
