slowing traffic down. but the rest of the south bay commute doesn't look bad yet. >> thank you. a terrifying ordeal over for passengers and crew on a hijacked airliner in cyprus where a suspect is now in custody. we're following the latest developments and what the hijacker may have wanted. >> the latest reports indicate that the hijacker may have been motivated by personal reasons, possibly a broken heart. the hijacker has been arrested and the ordeal is over. all hostages including 8 americans onboard have been released. local footage shows what is believed to be the last of the crew and the passengers held leaving the plane. one man could be seen climbing out of the cockpit window. negotiations resulted in dozens of passengers being released and climbing down the stairs and boarding a bus. it happened when the plane was hijacked and forced to land at the airport. officials have not identified the hijacker as syed , he claimed to have an explosive belt but they have not confirmed that. the cyprus president says it had nothing to do with terrorism, when asked if it had something to do with a woman, he said always there's a woman in the middle. there will be a thorough investigation, but now he's in custody. >> thank you for that update. 7:04 is the time. the hijacking is raising concerns about egyptian airport security. in october, a metro jet flight that took off from the country airport crashed in the peninsula. isis claimed responsible. new this morning, the brussels airport may partially re-open tomorrow with much tighter security and a make-shift check-in air after the suicide bombs last week. about 800 airport workers will test the temporary arrangements for passenger check-in and the tougher baggage screening after the attacks. the belgium government may have to approve the changes before the airport can re-open on a limited basis. the brussels subway is pretty much up and running again under tight security. but the station hit is still closed. deputies are accused of taking part in the actual beating and now we learn that a third deputy is accuse offend taking part in a cover up after the fact. later on today, they will hold a news conference to address what is a growing scandal within the sheriff's office. the accusations of excessive force and misconduct stem from the beating of a suspect in san francisco it was captured on surveillance video. the two deputies that let fly with batons on the suspected car thief following a chase is already off of the job with pay. a third deputy, not directly involved in the beating and the arrest is implicated in what happened afterward. that deputy is suspended as they look into allegations that one stole jewelry and gave it to a homeless couple who witnessed the beating that night as a bribe to keep them quiet. >> i came around the corner and he's like, hey, i found something. he passed me a very nice gold chain with a large medallion cross on it, turkish gold. >> he's accused of leading deputies on a high-speed chase from the east bay into san francisco in a stolen car. he allegedly used the car to ram sheriff patrol cars that night. later on today, they plan to file a civil claim against the office which is the precursor to a lawsuit. we have learn that had a deputy's body camera, a deputy on scene involved in the arrest reported the entire confrontation and the da's office has the footage now and will be going over it and considering whether to file criminal charges against the deputies. the sheriff will be holding a news conference at 1:00 this afternoon here in dublin to address this scandal within the department, very serious accusations of misconduct by three deputies here in connection with that arrest. >> very serious, thank you. the sheriff's union is calling into an investigation into sheriff smith. they accuse smith of leaking details about the jail fight caught on video this month. the union claims sheriff smith showed her text million dollarsages that she claims were from guards under investigation. the union says she shared the information to sway them of not stripping her of her authority over the jails. five people have died in sacramento after taking street drugs believed to contain a powerful painkiller. some who overdosed thought they were taking a different drug, a norco. this is used to treat severe pain and 50-100 times stronger than morphine. the fbi hacks into the san bernardino shooter's phone without apple's help. he was wanted for shooting an 8-year-old boy from concord. how the man hunt came to a violent shooting at a lowe's parking lot ended a manhunt for the man accused of shooting an 8-year-old boy. police have been searching for the suspect since the shooting outside of the boy's home in concord. someone who recognized him spotted him monday, he was driving in fairfield, pulled into the lowe's parking lot just off of highway 80. three police officers tried to arrest him during a confrontation and one of the officers opened fire. he was taken to the hospital in critical condition. now the mother of the 8-year- old boy says she's grateful that he is now in custody. >> it's a brick off of my chest, most definitely. it's been a struggle the last few days. it's been tough on all of us. >> now the 8-year-old has a bullet lodged in the right side of his neck. it can't be removed. the mother says he is a long time family friend and got into an argument with one of the family members if he survives the shooting, he will face charges of attempted murder and felony child endangerment. the board of supervisors will honor those who responded to the the derailment this year. nine were hurt including four seriously injured when two train cars derailed on march 7th. you might remember one of the cars landed in the creek and first responders say it's a miracle no one died. it is partly because of the quick reactions by first responders they want to thank those workers by recognizing them at today's meeting. three were rescued from a cliff after being stuck there for hours it started around 9:00 last night and the point raise national seashore. the sheriff's department says that someone spotted the stranded hikers down the cliff and called 9-1-1. one climbed down to a beach below. i want to show you a picture from twitter. it shows the search and rescue team tying to reach the two other hikers. in the end, a coast card helicopter was brought in and that was able to pull them to safety. no word on whether they were injured or how they're doing this morning. strange story from texas. what started out as a high- speed chase turned into a muddy rescue. the suspect ended up stripping down to his underwear and jumped into a river bank. he ended up stuck in the mud and accident is clearing and you can see that the traffic is backed up all the way out to the bridge. you will see traffic that is going to be slow because of the crash that is clearing. even highway 4 is slow approaching interstate 80. let's go to the bay bridge, you'll see the traffic is backed up for about a 20-minute delay. we're looking at the south bay, we don't have a lot of slow traffic. we have some after 280 and approaching mount view. 7:31. >> thank you, police in the east bay, they're investigating reports of a sexual assault that happened last night in a popular park. you're near the sea breeze parking, what is the latest on the investigation. >> east bay police told us no arrests have been made in this case. they are still looking for the man responsible and if it happened around 9:30 last night in the parking lot where we are and the building behind us is the sea breeze market and deli, it's a popular spot. but it's only open in the daytime. this parking lot would have been fairly empty they're investigating it, it's technically part of the area. police believe that the female victim and the attacker planned to meet in the parking lot last night. they may have been acquaintances it's unclear how she called for help or if someone heard or saw her in distress. the victim was taken to the hospital. police are looking for the suspect. later this morning, we're hoping to talk to investigators who haven't heard back yet and ask them if there's a description of the man they're looking for, any other information that they want to share with the public. the fbi's legal battle with apple is over. the justice department said it had a third party hack into the part of the shooter. he would not say who the third party is. apple refused to help the government saying it would set a precedence. they need to tell the specialists how it was able to break into that phone. they say this is about more than a single phone and privacy. >> this is about protecting november if it should be banned in richmond. the city approved a rent control ordnance last fall. now they're rallying support to defeat the measure. eliminate rent control would force them out of the community and they say rents have already risen 24% in the last few years. the city council scheduled to report on a plan. if approved, 14 october of new housing projects would have to be considered affordable. that means families earning about 80,000 a year would be able to buy them. >> we should target teachers, entry level management positions in the city of san jose to buy a home at a reduced price. >> developers have fought it for four years and say more housing at all levels are needed in silicone valley. for every home being built, there are five jobs created. the number of people evicted continues to increase. the examiner reports 2100 people forced out of their homes by landlords between march of last year. that's up slightly from 12 months before. it's up sharply from 2010 where there were fewer than 1300 convictions. the report says that the number has grown every year since 2010. it looks like extra security for super bowl related events this year cost the city a lot more money than expected. the city adding up the costs, according to the san francisco chronical, the price of police overtime was $3 million more than a million more than first estimated. the police chief says that security plans changed after the san bernardino and paris attacks. the police department has requested a $700,000 federal reimbursement since it was the federal government that added from the sheriff who will be holding a news conference to address the serious accusations and that will happen at 1:00 today and early this morning at 11:00, the attorney for the man at the center of the case, his attorney will be holding a conference at 11:00 to talk about the civil claim that will be filed. that's a precursor to a lawsuit against the sheriff's office. more on the hijacked airplane. it was terrifying for the people onboard before the terrorist was captured. talk about a motive. as bizarre as it may sound, the hijacker may have been motivated by love and a broken heart. egypt air says all hostages have been released. local tv footage shows what is believed to be the last of the crew and passengers held leaving the plane, one man could be seen climbing out of the cockpit west side. earlier, ongoing negotiations resulted in dozens of passengers released they could be seen climbing down the stairs and boarding a bus. it started 8 hours ago when egypt air bound for cairo with 55 passengers onboard was hijacked and forced to land at the airport in cyprus. the hijacker is egyptian. reports he claimed to have an explosive belt, but no explosives were found. they say it had nothing to do with terrorism, when asked if it was over a woman, he said always, there's a woman in the middle. there will be a thorough investigation, but again, the hijacker is now in custody. thank you. time is now 8:09. also new this morning, the brussels airport may re-open tomorrow with a lot tighter security at a check-in area after the deadly bomb attacks last week. about 800 airport workers will test the temporary arrangements for passenger check-in and tougher baggage screening one week after the attack that killed 35 people and injured more than 270. the station, which was hit by a suicide bomber last tuesday morning is still closed. the investigation goes on. yesterday, people of all faith came together in brussels for a prayer service. a swift response targeting a gathering of christians on easter sunday. 300 injured when a south side bomber targeted a children's play area at a park. a break away isis group claimed responsibility saying they were targeting christians. the fbi lease legal battle with apple is over now. the justice department found a third party able to hack into that i-phone of the san bernardino shooter but did not say who that third party is. apple refused to help the government break into the phone saying it would set a dangerous legal precedent. now, apple says that the government needs to tell its specialists how spotted him monday. he was driving in fairfield and pulled into a lowe's parking lot off of highway 80. three officers tried to arrest him and during the confrontation, one of the officers opened was assaulted. police believe that the female victim and her attacker planned to meet here. they may have been acquaintances. it's not clear how police found out about this. if the victim called for help herself. but the victim was taken to highland hospital. this morning, police still looking for a suspect. she said she was checking to see, i'll follow up and ask if no arrests have been made and is there some sort of suspect description or other information that police want to get out to help with the investigation. >> that will be good to get more information on that. we'll check back in in this. this low going into the rockies stretching from texas to the dakotas, that's a big system. chilly morning, mostly sunny here, a little warmer. there will be some cloud buildups, the breeze is than usual. there's a little bit of a backup and once things happen, we had a crash on 80. once it cleared up, things got better quickly for the morning commute. i want to mention that we have a look at some of these east bay commutes. we're talking about crab this morning. the anticipation building for bay area crab fishermen. >> as they're loading up the boats, we see that this morning to start the crab season. brian tells us that they're still waiting for the results of the tests. >> they are. we're expecting announcements later this morning. i was out here a month ago, the scene is different from then it's buzzing around here. many of the crab fishermen have loaded up and put on the bait and about ready to go here. we're waiting for the announcement this morning. the question today is how much, the question answered later today, how much the price of crab per pound is going to be once they're caught. we expect to hear that later this morning. we have some video of crab fishermen getting ready to head out. some packing up the bait and others loading up the traps on the boat. a test boat was sent out over the weekend to catch and bring back crab to be tested. what they were looking for is the meat to weight ratio. the state gave the go ahead to open up the waters for the commercial season. what will the price per pound be and will it be worth it for the crab fishermen? >> the normal season starts in november. there's not much to say, a lot of people involved losing assets >> reporter: i spoke to some, ideally, they're hoping for $3 or $3.25 per pound. since it considered the end of the season, the peak of the season behind us, that's thanksgiving, christmas and new years and the super bowl as well. some say it likely won't reach that. we'll have to wait and see. hopefully, where he should hear the price per pound of the crab caught hopefully soon after that. this has been pretty rough waters for the crab fishermen, their lives have been changed it's affected their family lives they're eager to head to the water this morning. >> you brought up a good point, they missed out on thanksgiving and christmas, they could have made it up with the super bowl crab. but it wasn't lifted then either. >> reporter: really quickly. i talked to a crab fisherman that says he brings in about 15 grand between november until this time here in march. that's a big chunk of change for that period of time and when you don't have that money coming in, that's going to hurt all over. the families and people lost their homes >> other businesses as well. the ripple effect. flu this morning, another tied vote from the u.s. supreme court and this one gives a win to the california teacher's union. the court dead locked 4-4 over fees paid by union members. they argued that the fee system is needed to prevent nonmembers from getting a free ride. some of the teachers backed by conservative group, they argued that the fees violated the free speech rights for those who disagree with the union. small businesses say that the wage increase forced them to raise prices which might mean fewer customers and they could have to close permanently. one says it's the right thing to do. >> all businesses would increase prices the state legislature would have to approve the pro pose sal. in richmond, renters and some landlords speaking out about a plan to make rent control legal in san jose. 15% of new housing projects would have to be considered affordable. the housing director says families earning about $80,000 per year would be able to buy them. >> we should target teachers, entry level manager positions in san jose -- be be officials say five people have died now in sacramento. 15 were hospitalized after taking street drugs believed to contain fentanyl a powerful painkiller. they thought they were taking a different drug. fentanyl is used to treat pain, it's 50-100 times stronger than morphine. president obama taking steps no the first to address a painkiller addiction in the u.s. the president will be in atlanta for a panel discussion on drug abuse and heroin addiction. they want congress to expand federal funding to treat addiction. they will talk about ways to train doctors and new guidelines and emphasize physical therapy, exercise and over-the-counter medications before they prescribe painkillers. three were rescued from a cliff after being stuck there for hours. it started at 9:00 last night in the national seashore. the sheriff's department says someone spotted the stranded hikers half way down a 200-foot cliff and called 9-1-1. one of the hikers climbed down to the beach below. this picture shows a search and rescue team trying to reach the other hikers a helicopter was called in and pulled them to safety. today the alameda board of supervisors will honor those who responded to the ace train rerailment earlier this month. four were seriously hurt when two derailed on march 7th. one of the cars landed in a creek. they say it's a miracle nobody died. that miracle was because of the quick reaction of first responders and they will thank those workers by recognizing them at the meeting. instagram will asking if there were tests they could take instead of looking for symptoms blood tests revealed concussion patients had higher levels of a specific protein in their blood and that protein stayed in the blood for a week after. >> the simple blood test tells us if some of the proteins released after an injury are detected in the blood. >> the study analyzed 600 patients for three years comparing their ct scans with a blood test. the outcome, 97% accurate they're preliminary. the experts say it's a substantial step towards developing a test used in a variety of situations. >> nascar driver
