Officers are look for three people in connection to a shooting death of a hiker in marin county. The man and his dog were shot monday night on a popular trail. Alex savidge is live at that trail. Reporter that is Surveillance Video could be key here as investigators try to track down whoever shot and killed this hiker as he was walking with his dog monday night along this popular trail just west of fairfax. Marin county Sheriffs Office is desperate for tips here. They are already getting some tips and this morning it seems as though the biggest lead going here is this Surveillance Video. The Sheriffs Office wants you to take a close look at the people you see here. Its taken inside a Convenience Store shortly before the killing and it shows some people that detectives want to speak with about a homicide. The one is a man in a hat, the other is a woman and the third person in the store was a man but his image was not released because it was too blurry to make anything out. Investigators believe these three people may be connected somehow to the killing of steve carter. The 67yearold was found shot to death along what is called the Old Railroad Grade trail. The description of one gentleman that was wearing a bright tie dye tshirt. Reporter the victim was a relationship therapist who lived up in lake county up until late last year. Carter an his wife had been staying with friends recently in marin county. She under went treatment for cancer. The motive for this killing remains unclear. Authorities do believe whoever shot and killed carter may have also stolen his car just after that and that is why the Sheriffs Office is asking everyone to keep an eye out for carters silver vw wagon. The Sheriffs Office is asking anyone who sees that car to call 911 and obviously gasia, the People Associated with that car, anyone inside that car should be considered armed and dangerous. A new reward may be offered to help find the attackers in some unsolved killings in San Francisco. The board of supervisors is considering a proposal to establish a reward fund. This comes after victims family members asked the board yesterday to increase attention on cold cases. Under the proposal, people providing information leading to an arrest and conviction in an unsolved murder case could get rewards up to 250,000. Time 17 06. The Justice Department will release thousands of Prison Inmates in the next month. Ktvu fox 2 allie rasmus is in our newsroom to tell us how this is a part of reducing over crowding and rolling back some pretty tough prison sentences in drug cases. Reporter that is right dave. Its a historic move. Its set to be one of the largest releases of inmates in federal prison in american history. The Justice Department plans to release 6,000 inmates from federal prisons across the country by the end of the month. The Early Release applies to nonviolent drug offenders. Many have been committed in 1990 when punishment was much  more strict. A federal commission reversed the strict penalties and lowered maximum sentences for drug offenders. Federal prisons are 40 over crowded and the unfairness of sentences from the 80s and 90s to change the drug policy Going Forward for future drug offenders and to make it retro active. Reporter prison spending accounts for a third of the Justice Departments budget. Under the new rules inmates can apply to a judge to have their sentence reassessed and shortened which is what a majority did. But not all. There is a third of the inmates in that group that are undocumented immigrants who the Justice Department plans to deport. There are 12 federal prisons in california but only one in the bay area. It is a low security womens prison with 1100 inmates. I contacted the federal bureau of prisons to find out how many if any inmates from that correctional facility would be released early but the representatives there said they dont have that detailed information just yet. The Mission Bay Alliance said it accomplishes nothing but permanent gridlock and life threatening delays for San Francisco. They say they will fight harder to protect the hospital. The Neighborhood Alliance has proposed its own site for the arena about a mile south of the mission bay location. Welcome back to mornings on 2. San Francisco Police are questioning a person of interest about a deadly shooting last night. Police rushed to mason street near market just after 8 00 p. M. Where they found a woman who had been shot. Cpr was performed but they could not save her. Someone has been detained who police are calling a person of interest in the case. Berkeley police say they will give us more details later today about a shooting in the southern part of berkeley. Police received 911 calls about gunfire in the area of russell and california streets. When the Police Arrived they found a man had been shot several times. He was rushed to a hospital. We dont know his condition. Police told People Living in the area stay indoors because a shooter was on the loose. Police are not confirming but there is a report three people were detained. Thousands of People Living near a dam in South Carolina are being ordered to get out now. The beaver damn in the columbia area could breach at any time. People living there are being urged to move to Higher Ground or go to a nearby shelter. The Columbia Canal is also in jeopardy. National guard helicopters dropped off sandbags and heavy equipment to repair damage caused by days of heavy rain and rising flood waters. We want to maintain a minimum water level in our canal. So its doubled in that time. Still not particularly bad at 44 minutes. When you get to the bay bridge toll plaza youly see traffic. You will have to wait there for a bit as you get on to the bridge. The san mateo bridge we had an earlier crash and that has set people back. 580 is a little bit slow. If you are driving on northbound 101 they cleared a crash.
