can see on live storm tracker 2. the it's more on the way. not just one front move into the bay area. there is a continuous band of moisture moving not from the south and west. this will be really targeting the central coast. but even in bay area right now, there you can't see some of the coverage especially up in parts of the north bay and in parts of the south bay as well. a little bit of action on the radar. some wet roadways. s some more development to the west. the bigger deal will be later on tonight and the afternoon commute. current in the upper 50s to lower 6 0s. 8:00 this morning, a sky craft trying to generate some showers out here. we'll have a chance at 12:00. and by late in the afternoon, the evening hours, the rainfall will be increasing in intensity, 60 degrees. so farce right now, we have the clouds and scattered showers. we're going to show up -- that will take us into 5:00. and at 5:00. and at 10:00 tonight. and then count on a wet friday morning commute. and any major downpours right now in the wet roadways. right now, not accepted. friday would be the morning because traffic volume mark is a little lighter on fridays. that helps out a little bit. thank you. if you are watching at home, we're going to take you right to the bay bridge toll plaza. it is going to be a slow traffic here trying to get into and on to the bridge. it's about a 15 to 20-minute delay. it doesn't look bad on that bridge into san francisco. there have been no major problems on that bridge. looking at the san mateo bridge. not a bad commute from the hayward and then ultimate to san mateo. ultimately, people are driverring on 101. 101 here on the peninsula. all the way to redwood city. we go to the south bay commute. for the most part, there's been a nice start. a couple of fender benders. nothing causing major delays. you're still okay for the commute. the chp investigating a homicide that happened on to a freeway onramp. it happened on interstate 80. more on this situation. and just about two minutes ago. and hilltop. and cars coming through. on the shoulder, they have a number of investigators doing this work. the hilltop is closed. this is eastbound 80. behind that patrol car is blocking the view. there are a number of evidence blockers on the ground. one of the detectives told me there are shell casings up and down that onramp. the chp first got the call of the person lying on the shoulder of that off ramp. at first, investigators warrant sure if a pedestrian had been hit. when they arrived, they discovered the victim had been shot multiple times. all we know is it is a man. we have no information about his age or identity. there is no sidewalk so it doesn't appear he is walking. a short time ago, i did get a little bit of information from one of the detectives out here on the scene. below the onramp, there is a designated park and ride hear. -- area. that is also included as part of the crime scene here that they are investigating. the detective said it appears that the victim of this shooting was running away from something. and from that park and ride parking lot until the onramp on to hilltop. the hilltop avenue to interstate 80. it had been closed in both directions. it is now back open for this homicide investigation. one shoulder that onramp shot multiple times. they are going to have investigators out here for a few more hours. three it is back open. police in san francisco, arrested a suspect in a purse snatching by tracking a victim's stolen cell phone. and the woman calling to report the two men stole in her purse and jumped in a car and took off at 7:30. officers tracked the person and located the car in south san francisco. as officers approached the car. it drove off and crashed into another car. the two suspects ran off. police were able to arrest one of them and evidence of that purse snatching was found in the suspect's car. >> and two contra costa are on paid administrative leave. they were accused of drunk and digs disorderly conduct. and assaulting a police officer. the walnut creek marriott hotel report nag four drunk guests would not leave a room. authorities identified them as 31-year-old firefighter andrew zesmond and his girlfriend. and the 32-year-old firefighter johnson and his wife. now, johnson's photo comes from the facebook page of east county today while the photo is coming from instagram. the four were at a hotel charity ball hosted for a firefighter's union for a bikes for tykes program. police say when officers arrived, there was a scuffle between desmond and two officers. >> while we are aware of the incident that occurred, we placed the individuals whether or not are the subject of the investigation on administrative leave pending an investigation by this department. >> -- department. >> now, the firefighter's union did release a statement. it says local 1230 till tim apologizes to the marriott hotel, the walnut creek police department, the fire district and to the public we serve for this unfortunate incident at the site of our charity event. the two police officers suffered minor injuries. the firefighters and their cam pan i don't knows were released on bail. time is 6:07. a man has been arrested accused of stabbing another man with his own pocket knife in broad daylight in the very busy san francisco streets. and the witnesses jumped in to stop the attack. and standing not a bus stop near 5th and market. a suspect walked up and asked to borrow his pocket knife. the suspect used that knife to stab the victim several times including one time in the neck. two muny employees and a witness jumped in and intervened. one of the muny workers tackled the suspect and held him down until the police got there. the wounds of the victim are not. strong aftershocks have being felt in central italy. the first quake measured magnitude 5.5, the second is 6.1. both were centered near the town of visa which is about 80 miles northeast of roam. now, we want to show you some daytime video showing some of the damage. you can see it is extensive to some of the homes and buildings there in the area. so far, reports of injuries are minimal, but police are blaming the quakes for causing a heart attack that killed a 73-year- old man. if forget quake comes two months after the 6.2 earthquake hit near the same area killing 300 people. a man who was trying to set a staling -- sailing record from san francisco to shanghai, china is missing this morning. the coast guard found the sailboat drifting in the pacific near hawaii but he was not on the boat. his apology black -- his life jacket was still on the boat. he's 50 years old. he's an experienced sailor. he left san francisco october 18 october 18th trying to set a record by sailing to shanghai in 20 days. the current record is 21 days. on tuesday, his support team says they had lost contact with him and his boat had lost speed. twitter reported mixed third quarter results and confirmed it will cut about 9% of its workforce. the san francisco-based company reported revenue at 616 million% up 8%. twitter beat analyst expectations for revenue and werings per share. bitter announced earnings at an unusual time before the market opens. usually west coast posts results after the market closes. rescheduled response to avoid overlapping with candidates. that would seem to be encouraging news for trump. >> i do think we're probably an early indicater here. i think we're seeing narrowing in the race as republicans come home. there are more republicans to come home. in some sense, it's natural. the question is whether it is enough and whether he can get juice out of independents to get where he needs to be. >> the same poll shows trump's >> the numbers of the ballots going out is the highest we have ever issued. we have the most voters ever in san francisco who are registered to vote. we have the most voter who is have come at this point in the cycle of city hall to cast ballots. >> san francisco has one of the highest vote by mail percentages in california. 606% of san francisco voters cast their ballots without going to the polls on election day. the san francisco elections director says his office is already having a problem with ballots not fitting through the processing machine. that is because the five-page ballot is too thick when it is all folded together. now, he's asking voters in san francisco to fold each page separately and then stack them together before putting the entire ballot into the envelope. individual ballots won't have to be processed by hand and that will speed up election results. her performance was canceled minutes before because what she was wearing. >> at the 7 everrer's game 24 heading out to the tunnel. there have been no major problems driving through as you drive into oakland. however, it is getting more clouded -- crowded and looking at the accident list here, we don't see a lot which is good on this stretch anyway. let's move along and take a look at the commute here on the westbound bay bridge approach. you can see traffic here is slow for about a 15-minute delay before you make it on to the span. and we are also looking at the south bay commute. i am lucky at what i see so far. you don't see a lot of the road senhor 14s -- sensors changing. a little bit of slow traffic, but you still have a good opportunity to get up into the west valley before it gets too crowded. 6:19. today's weather. some rainfall overnight and some scattered showers. things will picking up later on today late in the afternoon into the evening hours. with that is going to enhance the rainfall especially out towards central california. now, we had the rainfall overnight. hoar is the current radar pattern. you can see some rain showers in parts of the north bay with mostly cloudy skies and rain in portions of the sanoma county and some more action to our south and west. we could put a distance locater 50 miles to our west. we'll hold off to some rain showers for this morning but definitely picking up later on today. current numbers very mild. upper 50s to the lower 60s. so you'll definitely feel it. it's pretty mild out there when you step outside the door there morning. all the way three inches. that will be right on through friday. just for today, these amounts. you'll see they'll come up a little bit right on through 10:00 p.m. tonight for your thursday. we are talking about a quarter of an inch of rain. the south bay. santa rosa, .32 and san francisco a quarter of an inch as well. rain returns today. heavier too often and friday morning. the weekend, a cooler system. that cold front moves in. rain likely for your friday morning and by the afternoon hours will scale back some of the activity. chance for rain on friday. especially up toward the sanola county and rain toward sunday morning as well. here we go this morning. some scattered rain showers out there and maybe some more breaks in the action by about 2:00. look what happens this evening. definitely increase in coverage and intensity for the thursday afternoon and evening commute. friday morning starts out wet, and then we're going to have some more scattered showers for the rest of the day on friday. and they'll be watching out for that. more development in parts of fort bay throughout the day on saturday. the forecast model will probably enhance on that rainfall throughout the day on saturday, especially up in the north bay as i mentioned. temperatures this afternoon, some of the aftermath. it happened early yesterday morning. police say the officer was responding to he ports of a driver evading police, but he lost control of his patrol car and clashed right into that restaurant. fortunately, no one was inside. a landlord in east palo alto accused of vandalizing the cars of some of his tenants is rejecting a plea deal and made no comment before or after a court appearance. prosecutors had offered a deal that included him pleading guilty to felony vandalism. he would pay restaurant fusion and serve one to two years in jail. there is surveillance video from the apartments that he owns that the victims say show him shooting out the windows of cars owned by some of the sten innocents. prosecutors say he wanted to get tenants in rent-controlled apartments to move out so he could raise the rent on those units. >> it's the motivation that we believe under lies this that really does cut into something that sets the core in the bay area. that is customers would not see a longterm price hike related to that closure. now pg ande is alerting customers about a plan to raise rates by 1.6% between 2018 and 2025. the money would go to projects to current pattern out there. we'll come in. you can still see some action in parts of the north bay. alts some more development to our west. this will increase the rainfall a bit in the short term. definitely more on the way later on this afternoon and into the evening hours. current numbers. upper 50s to lower 60s. very mild out there, and the winds are not too much of an slue. we're not when you do get to the tool plaza, you'll see traffic is backed up for about 20 minutes before you make it on to the bridge. no troubles on that bridge in san francisco. down to the peninsula and the argue airport. or further beyond that. maybe you are driving into the valley, you can see traffic is move ago long well. 85 at the freeway that seems to have the most traffic on it in the northbound direction. now, we do to the -- go to the loads are slick in the east bay as we saw rain overnight. more is on the way. ktvu alex savage is live in walnut creek where people are getting ready for in storm. no rain obviously falling right now here in walnut creek. we are light off -- right off of 680 this morning. but we should point out as you mentioned that we do have some showers breeze through the bay area. during the overnight hours, and there are a lot of spots where you are going to see the roadways are wet. you're going to want to be extra careful. these are dangerous conditions. the rain is not falling. the roadways are slick. a lot of people tend to drive as it is dry outside. later for the morning commute hours and heavier downpours in the evening hours. i have asked one woman how she drives differently in wet weather. >> i'm slower and more cautious than i normally am. >> how about your fellow drivers? they do the same? >> no, it's scary. >> and a lot of people also worried about the possibility of flooding as we have a series of storms move into the bay area. and in concord this morning. we stopped by one of the three sandbag stations that are open in that area and one of the stations right near the concord work yard, the city's work yard on gasoline alley is open 24 hours a day u. so some cities handing out sandbags across the bay area. as you can see here back to our live picture, this is traffic building up on 6208 southbound. the roadways generally speaking are fairly dry. there are some pockets where the roadways are somewhat wet. more rain. light this statement quote it is not uncommon for the da's office. investigators work closely with the dae office and will be continuing the investigation into this matter. time is 6:37. police are searching for two thieves who stole cash and jewelly from a 72-year-old man. now, the man says he parked his car outside of his home near the san francisco theological semier nary when two men came up. he told police one of them had a gun and demanded his rolex and his cash. police believe the thieves may have seen the man getting cash at a bank a couple of minutes earlier and the man just followed him home. the dmv officers across the state are still being effected by that major commuter outage. the hardware failure is causing some big problems here in the bay area. they are only able to offer limited services of very low text and driving tests. no word on when the computer system will be back up and running. the kms is to check its website for a list of offices affected before you south bay look? >> yeah, it is busier out there. to be sure, we have had a lot of incidents. we're going to start off, dave, and pam in the south bay, and right now, we already have slow traffic on 280 getting up to highway 17. we don't have any major problems here, but traffic is going to be busy on 110 -- 101 and 85. once you get to the rest of the south bay, i can show it to you on a map. you can see it is not all that bad, but it is getting busy. and getting to the east bay commute, we have slow traffic already from hayward and the union city area. san mateo bridge appears to be busier at this moment. and at the bay bridge the traffic is backed up for traditional 20-minute delay or 20 minutes or so before you make it on to the span. at 6:47. good morning to you. once again tracking clouds and another round of rain showers aapproaching parts ott bay area. of course we had a few drops overnight probably while you were sleeping. we still have a very active weather pattern. you can see the circulation. in fact, we kind move set this up here. those brighter colors indicate a lot of moisture in the atmosphere and that is really focused toward southern california. and that will be happening for today with that moisture moving in. we had the rain as we talked about earlier this morning. right now, you can't see the current pattern out there. lots of clouds and scattered shower remain silent in place. we had some rainfall here and some more development to our west right around the coast closer to the san mateo coastline. already seeping in as you can see out toward west marin as well and extending in parts sanoma county. if you are not experience diagnose rain right now, that could be changing not the short term, but definitely later on today, that will be the bigger rain event. right now, we have temperatures in the upper 50s to the lower 60s. pretty mild. you'll definitely notice that as we step out the door. this is the second in the series of three that will impact the bay area this week. that is for today and into friday. the heaviest rain will be in the coastal hills. that is where we have three inches rain for thursday and friday. three quarters of an inch for three inches. with the coastal hills especially for the santa cruz mountains. you'll get extra lift for the terrain. and you can squeeze out more rainfall. and that will be the case for today, and then once again into tomorrow. enough concern here that we do have this. the flash flood watch posted for the fire burn area. that begins this afternoon right on through friday morning. rainfall potentially could be around three to four inches. the main concern would be for a brief low. rain returns today and into friday, and then another system will impact the region this weekend. that the united states agrees with all of the policies and practices of the cuban government. >> and the white house is hoping to influence cuba and make economic and social changes by improving relations. does not end the u.s. embargo of cuba. only congress can do that. most republican lawmakers continue to support the embargo. >> the marin county town has a deer problem. >> there have been deer that have attacked dogs here. there are all kinds of stories. >> some say the problem is so bad that now it is a health problem. more than a third of all the people living there say they other want the deer pop ewe ration managed. officials have suggested surgical sterilization but many say that is a tough sale sell. >> it's not pretty. if you're going to put deer down and surgically operate on them, it's not going to be a pretty site. >> a gentle other option would be darting deer with a contraceptive vaccine, but that could would have to be done every year. opponents say marks the start of the first ever no burn season in ocean beach. it begins november 121s and runs until the end of february. during those months, crews will remove and clean fire pits at the beach and
