But once we get cranked up here, everything stays to the north and temperatures begin to warm up. 60s and 70s. Slightly below average. 6 01, sal. Yes, sir. And . Its not bad. We dont see anything major. We do see slow traffic to be sure. It is not going to be a light commute, be but we havent had any major meltdowns out there just yet. This is a look at the bay bridge. And you can see traffic here is going to be backed up a little bit. This is about a 20minute delay. 20 minutes before you make it on to the span. No major problems getting on to the bridge. We are also looking at interstate 880. Right now it is not too bad. The east bay commute is very slow. We talk about that frequently. No problems. 680. Look at this. It is already getting slow as you drive out of pleasantton heading to the grade area. 880 is not bad. Southbound is beginning to slow at 2 million. San mateo is off to a decent start. 6 02. Lets go back to the desk. The Vice President ial nominees mike pence and tim cain debated in virginia. It was their one and only debate. The political analysts and campaigns are giving opinions and reaction to this morning. We want to check in there along with university and virginia. Good morning, carry line. And good morning. Neither of these candidates had any major gas last night, but they sure had a lot to say. And you are donald trump supremacist. Let me talk about this. Senator, i think i am still on my time. Suspect this a discussion. Democratic senator tim cain not wasting any time. Interrupting republican rival governor mike pence a noticeable number of times throughout the 90minute debate. And kaine was interrupting, overmod lated, too hot coming in. Couldnt quite settle down. Reporter kaine tried to question pence on Donald Trumps tax return. Why wont he release his tax returns . His tax returns show he went through a very difficult time, but he used the tax code just the way it is supposed to be used. Reporter governor pence fired back again and again. So ten senator, this insult driven campaign. That is small to day toes compared to Hillary Clinton called half of donald Trump Supporters a basket of deplorables. Reporter however, some democrats say pence was dodging questions. What was most noticeable was mike pence was not engaging. Meantime, republicans are calling pence the clear winner. I imagine the clinton team will also be saying these Vice President ial debates never matter now, do they. Reporter next up, donald trump and Hillary Clinton will battle it out sunday night in st. Louis in their second president ial debate. Pam and dave, back to you. What are people saying, just people who watched it. How did they feel about . Did it sway their opinions into who they are voterring for for president at all. The small group of undecided. A straight leg raising interesting focus group. His people broke for pence. They didnt like kaine. When kaine would talk, the numbers would go down. They didnt like his style. By our count, there were 39 interruptions. There are some there were some people who went for kaine, but very few. Most people like pences tone. He was able to have areasuring tone after trumps you unmien uneven debate last week. So pence was definitely the winner on that undecided focus group, but it is similar ever still too early to know will it sway people . Sunday will be important because it is the top of the ticket again. Thank you, caroline. To further break down the debate and who came out on top, we have our political analyst back in the studio with us. Clearly, it seems like most people are sort of declaring pence the winner. Yesterday, you were talking about its not going to necessarily help in a positive way for either candidate, but it can certainly help negatively. Do you think kaines performance last night was negative for Hillary Clinton . Maybe for the first third of the debate. Let me clarify a couple of things and sort of self disclose. I was a high school debater and a college debater. We did debate and my brother was a state champion, by the way. I coached for 15 yores in college. These things that we are calling debates are not debates. A real debate, the judges and the critics take notes. They track the arguments. They look to see who is more persuasive about the correctness of their position and they interact with each other. What we watch on television that we call president ial debasements are essentially doing press conferences where the same candidates get both questions and occasionally they get to go at each other. Mostly these things are exercises in performance in trying to do a got you moment with someone, trying to trap them as a question they can use as a moment to embarrass them like Hillary Clinton be very evictive effectively by baiting on the Miss Universe contestant. And they are watched for that. So to call somebody the winner or the loser in a debate sense is not accurate. These are performances. And on that basis, i would say, now to answer your question, mr. Kaine, was, i thought, a little overzealous at the beginning. He was reminiscent for me of al gore in the 2000 election with the i know the answer, i know the answer. Small smartest kid in class that always knows the answer and you really want to beat him up up and take his lunch money at the school break. The moderator trying to assert her position as a moderator or the control her discussion persuaded him to stop interrupting. And by that point, after that point, he settled in to his main directive, i think, which was to force continuously to have to defend the silly position, sometimes, or statements that mr. Trump has made. Pence didnt take the bait, but i have to say a lot of his responses. He wasnt thinking about his nonverbals as well. How things look also matters as much as what we say. And a lot of shaking of the head and silence sometimes when he would be asked these questions. Can you really defend calling a woman a pig or Something Like that. He didnt respond, but by not responding, that also said something. I thought kaine was more effective in that strategy in pointing these things out. I dont know that pence lost the debate so much as i think his sigh silence spoke volumes. The you go back, you can watch it near the very end where pence said donald trump is not the greatest campaigner. Hes now to politics. Hes not the greatest politician. That was his way of saying i cant explain all these things that he said. On that basis, i thought kaines performance was stronger and his strategy which is trying to force him to defend. As a debate coach, who made the argument. There were a lot of facts thrown in, factchecking. That i werent really correct when they were attacking foundations. What did you come up with . There was a fair amount of debail from detail on both of these. They both served on congress. Maybe pence is more than kaine in some ways on middle eastern policy and rack. They both exaggerated some positions. Mr. Pence failed to mention for example the troop drawdown in rack that the deadline was not negotiated by Hillary Clinton. And mr. Obama president obama. And so his point then dissolved so she could have negotiated. What are you going to offer them to force 100,000 troops. The american public, by the way, to keep 100 to 75,000 troops when everybody said we were never supposed to be in rack in the first place. Lets bring the boys home. Boys and girls, pardon me. And you could make the same arguments about those positions with mr. Kaine. I did think, by the way, when they got to that discussion about abortion and religious faith, there were moments where i thought they were going to have a meeting of the minds on some things out of respect for the faith. Were going to have to bring you back. I know your going to be here. I thought it was a good performance with mr. Kaine. I would disagree with that sense you heard from the others. And will be here all morning. So thank you. Now, after the debate, donald trump tweeted mike pence won beg. We should all be proud of mike. Hillary clinton tweeted lucky to have have a partner like tim kaine who stood up for shared vision instead of trying to deny it. Freemont police is working with arson investigators from freemont fire to try to track down the person responsible, and so far they dont have a suspect description, and they dont have a motive. It will be a jog now towards florida over the next couple of days, and all eyes now look to be on pretty close on the eastern side of the atlantic side of florida. Up near jacksonville, another forecast model after about richmond, virginia, taken out into the atlantic and not northeast. We shall see. That is a complete reversal from yesterday. It is a big one and tearing through the caribbean. At least 11 people have been killed. Its now expected to hit the bahamas later today and could reach florida sometime tomorrow night. Ktvus alex savidge has been tracking this and talking about how people across the east coast are preparing for this storm. A lot of folks getting ready here in the u. S. The storm is just north of cuba. A short time ago, Hurricane Matthew was downgraded from a category four storm to a category three. Still people all along the east coast arent taking any chances. A short time ago, south carolinas governor made an announcement some counties are going to be evacuated as a precaution. A state of emergency has been declared at georgia and florida. Many people have already decided to pack up and leave some of the lowlying coastal areas. We heard just a few who issued a strong warning to people in that state. He warned that matthew could bring as much as ten inches of rain to the coastline there and he said a devastating storm surge. We have to prepare a direct hit. And the last 24 hours and thats through the weekend. It is a very slowmoving storm. That means people of less than 24 hours left to prepare, evacuate and shelter. The governor wants everyone to take this storm seriously. Classes have been canceled tomorrow and friday at Many School Districts across floridas east coast. Many people are pulling their boatings out of the water right now ahead of the storm. There is this scene all across florida. This is hollywood florida where shelves were left there in many stores as people stocked up ahead of the storm. Were buying a bunch of canned food and water. And were going to get some more canned goods. Some more paper goods and stuff like that. And now, matthew has already barreled through haiti and it hit the eastern tip of cuba. And packing powerful winds and bringing heavy rain. Homing were destroyed. Trees were toppled. And at least 21 people were killed as a storm moved through that area. Again, along the east coast, people bracing for Hurricane Matthew to potentially make a direct hit if the path takes it in that direction. Floridas governor has called this a potentially catastrophic tomorrow. Storm. Yeah, we know in haiti because they dont have phones or the power is out, we really dont know how bad it really is. At this point, we hear about 1 deaths reported. You have to panel as folks get in there and hope to hope to see the damage and devastation up close. So many of them still living in tents for the earthquake. I know you will be following this all morning. And Steve Paulsen is keeping an eye on this. We talked about this a little while ago. Florida has not been hit. In a long time, a decade. Also while it weakened, its going to strengthen. Its moving back over very warm water. There is very little shear in the atmosphere. And we will get back up to category four. I have seen some to take it right around force pierce, melbourne. There is a lot of resorts right along the eastern seaboard there on parts of florida and up towards jacksonville and the carolinas after that. The forecast model taking out to sea. Florida will be the key. Miami looks to be out of the mix a little bit. From force peirce to jacksonville looks to be primetime. Again, it could move a little eastward drift could change all of that. 60s and 707s for us. Sunny. Nice little cool on the low. Lake county is a very cool here this morning at 41 degrees. I believe it. It looks to be a clear fall day. Mostly sunny. We get this system still to our north that is kind of Holding Things in which can. After that, it goes through everything and points toward warmer weather. 50s along the temperature. A lot more 40s. The east bay. Walnut creek, 44. 46 black hawk. 47 by concord. 49 la fayette. We see a minor crash, and we also see just the commutes that are beginning to fill in. Its not all slow, but in commute, for example, has filled in. It is backed up here at the bay bridge for a 20minute delay before you make it on to the span. And of course, 80 is getting more crowded through berkeley. We also see slow traffic on 680 appears. Lets appearing. Lets go to some of the other commutes that we have. I want to show you that a 580 commute is still going to be have as you drive through the pass. Slowing again on 680. Leaving through freemont. Highway 4 there was an accident at hillcrest, and a backup even though it is on the shoulder. While most of the slow traffic is here in pittsburg and bay point as you drive west. One more thing. 280 northbound, this is well, its going to be slow. This commute seems to be getting earlier and earlier. The slow traffic, that is, driving on into the west valley. At 6 37, lets go back to the desk. If you drive in San Francisco, expect big changes to one of the busiest roads in San Francisco. K, thetvr ktvu. The first thing we told you about to the last hour. And market and union. Starting at the end of this month, there will no longer be three lanes of traffic in each direction. Ripping up the center lane right by that mood yan. And those lanes are going to be exclusive. You can see this animation, those bus lines will be painted red. We will also have some trees and plants on either side separating the bus lane from the other lanes of traffic. It is supposed to speed up the flow of buses on this street. They arrive at their stops every four to five minutes. Construction is at that going to start early this month and going to be finished. And another is on polk street. That will create dedicated bike lanes on either side. Some Street Parking will have to go because of it. And sfmta says these changes are needed because of the high rate of car and pedestrian collisions. On average, one person biking and one person walking are hit by a car each month alone. So these two road projects are already approved. They are prepared to start breaking ground and beginning them at the end of this month. And there is no change in them going forward. Now they hope to have that water back on in the next hour and a half. Other parts of the job can take a little bit longer. We are learning more about other complaints against the former Police Officer charged in the bay area of Law Enforcement sex scandal. Prosecutors say that former livermore Police Officer dan black has a history of Sexual Misconduct allegations against him including recording a sexual encounter without permission and having sex with someone under the influence. Black is facing five misdemeanors of having sex and serving alcohol to a minor. Sea lest now using her real name. Also a hearing for retired Oakland Police Sergeant Johnson was postponed. The defense lawyer Michael Green whether or not often represents Police Officers talked about this case. The channels the charging decisions were hastey, and i think they were perhaps driven by politics. So far, five current and former Police Officers have been charged in connection with the scandal. She had sex with 29 local Police Officers. The white house is stepping not after devastating wildfires are driving firefighting costs to near record levels. Yesterday, the white house budget director called on congress to increase funding for the u. S. Forest service. For years, the Obama Administration has been pushing to allow the Forest Service to dip into a Disaster Fund when its firefighting allotment has been used up. Lawmakers have not been able to come to an agreement. Some say it will cut into floods for hurricane and flooding. The good news is all of the evacuation orders issued for the destructive loma fire have now been lifted. That fire has been burning on loma since last week. Calfire said yesterday crews have started removing equipment and the fire is now 90 contained. It is a it has destroyed 28 structures including 12 homes, burned 4500 acres.
