it will weaken rapidly. the heaviest rain will be well to the north. and look for the rain to develop. and that's going to move in later this afternoon. 50s and 60s on the highs today. >> and sometimes people make decisions. i don't want to drive home in the rain. i'm glad you told people. and we are going to remind people that it will not be a great afternoon commute for many. let's take a look at what we have now on the commute. the traffic at the toll plaza is backed up. the metering lights went on at 5:30. it's a 10 to 15 minute wait at the toll plaza. there are no major problems on the bridge. and approaching the rich monday or the san rafael bridge looks the same. no major problems in front of the oakland coliseum. and a little bit of wind shaking the camera. i've been looking at the east bay commute and it looks a lot different than on tuesday, wednesday, thursday. usually by now we see slow traffic but this morning we're not. and we're not going to ask many questions. let's go back to the desk. richmond place will say goodbye to a well regarded and respected member of the department. officer gus vegas was shot and killed at his home last week. christien kafton is in richmond with more on the memorial service and also you've been talking about how people can help the family. >> reporter: a lot of people wanted to help out officer vegas' family. we're talking about two communities and the entire east bay in mourning. he was shot to death in his home. today the community is saying farewell. vegas leaves behind 10 children and 20 grandchildren. he was a leader in the community and a police officer. he and his wife ran a nonprofit aimed at helping foster children. police have arrested robert vega, the father of vegas' 6- year-old grandson. vega will be back in court next month. starting at 9:00 this morning, the casket will be escorted from sky view mortuary. the services are expected to run until noon and are open to the public. the law enforcement progressional will escort him back to vallejo. ktvu will have coverage throughout the day. a go fund me account has been set up to cover all the expenses. and we have aling on www.ktvu.com. another way to help out the family, the richmond police officers association has also created an account at mechanics bank with donations going to the family. there are definite ways for the community to help the family. again, today's memorial service is open to the public. they are welcoming people to come out and share their memories. the services are set to get underway at 10:00 this morning in richmond. >> we'll be following the story all day long. there may be a pattern involving three recent sexual assaults near the uc berkeley campus. surveillance video was released of a possible suspect. take a look. it shows a man running down haste treat after a woman says a stranger grabbed her and assaulted her. this happened on benvenue avenue. and the victim chased the attacker through a parking lot. and that's when police say the surveillance camera recorded the man running down the street. police say another woman was assaulted just a half hour earlier. since last thursday. there have been three attacks within a few blocks of each other. >> we don't know if the person lives in the area or hangs out in the area. that's one of the reasons we want the information out there in case somebody recognizes the person. >> college aged asian women have been targeted in each case. police described the suspect as african-american or east indian, in his early 20s, between 5'9" and 6 feet tall, dark curl hair or possibly dread clocks. the man suspected of killing two people in san francisco's twin peaks pled not guilty. he's being held of $5 million bail. richard contreras is charged with two counts of murder, one count of attempted murder. and one count of carjacking. he shot and killed two men from santa rosa and seriously injured another and told a witness he planned to leave the country. donald trump is once again involved in a war of words, this time with the pope. flying home from mexico, pope francis was told by reporters about trump's pledge to build a wall at the mexican border. the pope said a person who thinks about building walls instead of bridges is not a christian. trump fired back. >> they're using the pope as a pawn. and they should be ashamed of themselves. that's the mexican government. >> translator: that i am a pawn? i will leave that up to your judgment. the pope said he would not quote get mixed up in that. republican voters in south carolina go to the polls tomorrow. the republicans have been campaigning heavily. donald trump has a strong lead in south carolina. ted cruz and marco rubio are vying for second place. behind them are jeb bush, ben carson, and john kasich. there's speculation that one of those three candidates will drop out if they don't have a good showing in south carolina. >> hillary clinton and bernie sanders are neck and neck in nevada. at one point, hillary clinton was ahead of bernie sanders in the polls. and sanders anti-wall street message appears to be gaining momentum in nevada which was hard hit by the housing crisis. there's new fallout from beyonce's new song. the head of miami's police union is urging police officers to boycott the world tour. in a statement, javier ortiz says it promotes the black panthers and -- she does not support police. time is 6:07. the chp wants you help this morning in tracking down cars involved in the weekend side show on the bay bridge. [engine sounds ] >> that's what happened. this video posted on social media shows a driver spinning doughnuts just west of treasure island on saturday. the police rushed to the scene and actually stationed patrol cars at both ends of the bridge. so far none of the cars involved in the side show have been found. right now 6:08 and there's a special honor for the late supreme court justice antonin scalia. coming up at 6:30 we'll have a live report from outside the supreme court as elected officials and the public pay their respects. >> reporter: we are just one day away from the chinese new year's parade in san francisco. we're giving you a behind the scenes look at the floats you'll see tomorrow night. we'll tell you about all the hard work that goes into making them coming up. one more system coming across. weaker than earlier this week. we'll talk about this and also the weekend forecast. welcome back to mornings on 2. time now is 6:11. the texas teenager known for using the affluenza defense may find out today if his case will be sent to adult court. ethan couch is due back in a fort worth, texas court today. couch and his mother fled to mexico after a suspected probation violation in the 2013 crash where four people were killed. couch could be sentenced to 120 days in jail as part of the terms of adult probation. a ruling keeping him in the juvenile system could trigger hearings that could send him to prison. he won't challenge a transfer. a helicopter crash was caught on video in hawaii. >> the helicopter flipped upside down near pearl harbor. four other people were hurt. and two are listed in stable condition in the hospital. hundreds of tourists at the nearby pearl harbor visitors center watch as the helicopter crashed in front of them. the ntsb is sending a team of investigators to find out the cause of the crash. the streets of san francisco will be filled with floats, dancers, and other entertainment because the chinese new year celebration kicks off. alex savidge has a preview. and looks like you are on a float. >> reporter: i decided to hop on the float and start practicing for tomorrow night. it's going to be a lot of fun. tens of thousands of people will fill the streets and you have all the amazing floats and this is one of them here. and you know how much work goes into the floats. you can only imagine. we're here at one of the piers in san francisco where they have been putting together many of the floats. 20 are being built inside this warehouse. and you can tell it's the year of the monkey. and it's going to be unite a celebration -- to be quite a celebration in san francisco. a team of workers has spent months assembling many of the floats. and for the first time, the person who is in charge of building all these floats is a woman. master float builder stephanie mufson talked with us about all of the work that goes into a large parade like this one. and she described one of the high-tech floats that her team has built for at&t. >> part of the story of the monkey king is that the monkey is put inside the mountain. so they're playing off of that. they took some liberties to work in some cool technology that we're excited to exhibit this year. the monkey king will be there and spinning and pointing at the mountain. >> reporter: on top of the floats you'll have the lion dancers, and the marching bands and the fireworks exploding in the streets of san francisco. it's quite a scene if you've not been there for the chinese new year parade in san francisco. the parade winds through the downtown area and crosses market street and goes around union square and right through the heart of chinatown. if you're in the city tomorrow night. you'll expect there'll be quite a few street closures in the area. we encourage you to come out to the city. probably a good idea to use public transit because of the crowds. we'll be out there tomorrow on the cable cars as you well know. we'd love to see everybody. if you can't make it. watch it on channel 2 starting at 5:00. >> right. it's going to be gorgeous but it's nice to watch from home sometimes. >> reporter: it's really something to see in person. quite a scene. >> went to see you hop on board as many floats as possible. >> reporter: i'm happy to say i'm on a float. isn't that how the song goes? >> yeah, right. >> we're not going to sing though. and just as alex mentioned you can watch the chinese new year parade right here with us on ktvu channel 2. the coverage starts with the 5:00 news and that leads directly to the live parade coverage at 6:00 tomorrow evening. >> you know what to do. time is 6:16. and sal is light over there. watching the south bay and everything else. >> every time you've seen me looking over, i'm seeing if it's too good to be true. [whispering] >> we don't want to wake up the bad traffic gods. we're looking at the south bay commute. and i'm looking around to make sure we don't have anything new in the san jose area or the south bay. this is a look at the east bay commute. we're finally getting slow traffic on highway 4 between pittsburgh and bay point over the willow pass grade. okay between concord and walnut creek. and the east bay commute looks good. when you get to the bay bridge, there's a little bit of a backup backed up from the macarthur maze. the metering lights are on. and it's a 10 to 15 minute wait before you make it to the bridge. and let's go to steve. [whispering] >> thank you, sal. >> the weather gods -- we woke them up with record highs. and now today we're waiting for one more system. and the breeze is picking up. and it won't be as blustery and howling as it was on wednesday. that was quite the system. a breezy day with increasing clouds. and rain this afternoon, much lighter. why not look ahead to march. if we don't get the miracle march we'll be in trouble. these are the average rainfalls. there looks to be some rain early march but there's no screaming wet message. there is on the north coast a heck of a system. there's going to be intense rainfall rates. and again, that's north of fort bragg. and looks like it's about ready to zoom in on fort bragg. we have a ways to go before it moves in. late morning and then especially for the north bay. and the front will weaken rapidly as it moves south. it's going to be quite the show in eureka. 40s on the temps, 40s and 50 degrees for some. and everyone is pretty close but it's cooler. palo alto checking in at 40. 43 more menlo park. upper 40s san mateo, hillsboro, and pacifica is 50. and half moon bay is 51 degrees. there's a breeze picking up out of the south, southeast. and it will be a breezy u blustery day. but the system is mainly focusing north. we're a little bit farther south. and that's why the front will be weaker. and increasing clouds throughout the morning. we're okay for the morning commute. the afternoon will be a different story. it's still a weaker system but we'll have rain moving in and temperatures, cloud cover coming in fast. and upper 50s for parts of the north bay. and temperatures right about where we should be this time of year, 60 to 65. so we're pretty close. rain comes in later this afternoon. and by tomorrow it clears out. sunny and warmer early next week. >> got it. >> there you go. time is 6:19. continuing efforts to send tourists into space, pam. up next, the milestone that virgin galactic is celebrating. and in 18 minutes, a proposal to change san francisco muni. the reason officials want to move part of a rail line underground. hey pal? you ready? can you pick me up at 6:30? ah... [ applause ] is he watching right now? >> either that or reading the wall street journal. >> we have jokes that steve's dad and my mom watching. >> thank you. and he was born a boss. >> first words out of his mouth, get me some milk. happy birthday, pop, see you later. we have temperatures about where they should be this time of year. about 60, 65. and the breeze is also on its way and that's beginning to pick up out of the south, southeast. and we don't have to worry about rain unless you're on the north coast. and it's beginning to move in on the mendocino coast. and it will weaken by the time it gets down here. on its way near fort bragg. mendocino county, lake county, and for the north bay and for everybody else. 40s and 50s. much, much cooler. and the cloud cover will continue to roll in and we get a break. increasing clouds and the breeze is picking up. and a tenth of an inch to a third should cover it or less as you move south. temperatures 50s and 60s. it's been pretty quiet. is that still true? and speaking of dads, get on the road early. you want to get there early. if you're there on time, you're late. you have to get there five minutes early. that's my dad. and steve's dad too i have a feeling. 15 to 20-minute delay at the toll plaza. so leave enough time. once you get on the bridge it looks good. and the rest of the east bay commute has not been that bad. we're looking at the san mateo bridge in case you're trying to cross the peninsula. and highway 101 looks good. now then we've been looking at the east bay some of the slowest out there. this is a look at 580. new express lanes. ktvu's janine de la vega is out there. and she'll tell us more about how the new lanes work, even for solo drivers. that's coming up in just about five minutes. 6:32 and back to the desk. the cat content of the late supreme court justice antonin scalia is arriving at the supreme court. our reporter, matt finn is there with more and what comes next for the supreme court? >> reporter: the viewing services are now underway. and from our vantage point it appears that the hearse has arrived. the 79-year-old father of nine was appointed by president ronald reagan in 1986. he was a staunch conservative and now there's a gaping hole in the high court. >> i look to the words of the constitution. but i ask what did those words mean to the society that adopted them? >> reporter: known as somewhat of a fire brand. he had a disarming way of charming while simultaneously skewering those with whom he does agreed. his death nearly a week ago took many by surprise and sparked a political fire storm. senate republicans are threatening to delay voting on a nominee until after the general election when they hope their party will take back the white house. >> if a vacant say occurs, his job is to nominate a qualified individual and after that it's out of his hands. >> president obama acknowledges his legal intellect will be hard to match. >> justice scalia and i had different political orientations and probably would have disagreed on the outcome of certain cases. but there's no doubt that he was a giant on the supreme court. >> reporter: and once again, the viewing service is now underway here in washington. from our vantage point it appears that the hearse has arrived. it's silent and you can hear the sirens as security is beginning to pick up. president obama will not be attending the funeral services tomorrow. joe biden had a personal relationship with the justice and will represent the white house at the funeral tomorrow. >> matt flynn from outside the white house. a major isis commander is believed to have been killed in libya today. u.s. sources say american war planes hit an islamic state training camp not far from the border with tunisia. they believe a senior commander is among 40 people killed. the air strike comes as the u.s. believes the number of islamist state fighters in libya has grown to 5000. a vallejo family is mourning the death of a 7-month- old after a fire trapped him in their apartment. the fire started just before midnight on thursday. the young couple woke up to flames and smoke. they got out of the house with their 4-year-old son and could not get to the baby in another room. that fire was too fierce for crews to go in. and they ended up having to hold the mother back. >> it was blazing and the fire was just everywhere and all i heard was the mother screaming my baby, my baby. and they was trying to calm her down. and she was trying to get the baby and they wouldn't let her. vallejo fire says 15 people were displaced. lower units will be fixed and ready to live in next week but the upper floors will take longer. the firefighters union will put together a fund for the family. the cause of the fire is still under investigation. time is 6:35. a san jose man accused in a deadly hit-and-run has been arrested. 23-year-old christopher africa was arrested wednesday at his home. he was driving a honda del sol friday when he hit a bicyclist on winchester boulevard. the cyclist was pronounced dead at the scene. the abandoned car was later recovered by police just a couple of blocks away from the crash. plans are in place to tear down a second apartment complex that's teetering on the edge of an eroding cliffside in pacifica. yesterday a building was demolished at 330 esplanade avenue. the complex was deemed unsafe back in 2010 when a chunk of the cliffside gave away. many neighbors came out to watch the demolition. one woman who lives one building down says she's not particularly worried about the eroding cliff. >> i'll never be able to afford this kind of view anywhere. so, i'm going to stick it out. the end of this building here is the worst. i've got the best edge so i'm just going to hang out until they kick me out or i fall in i guess. [ laughter ] >> north of the now demolished building is 320 esplanade which has also been red tagged since 2010. the demolition of that building could happen any day now. the third building sitting on the edge of the cliff was yellow tagged in january and is being closely watched. el niño is making the winter rough on the coastline. during el niño years the damage can be magnified. homeowners are not the only ones impacted. beaches can be experienced even for experience -- beaches can be dangerous even for experienced lifeguards. during el niño years, the swells tend to come straight from the west where they have no obstacles in their way and they can smack directly into the coast with full power. new express toll lanes are open on a busy east bay i-580. janine de la vega is there in livermore to tell us how the new lanes will bring relief to commuters. good morning. >> reporter: good morning, dave. i'm going to show you. take a look behind me. you're looking at westbound 580. last hour we saw such a rampup of traffic. these are all people from stockton and tracy. and this gets more and more congested as the morning goes on. you can see the express lane. it's marked and no one is traveling in it. it's not open yet. but in the eastbound direction there's two lanes, people are going in the eastbound direction because the lanes are open. two of them open this morning. and this should be a tremendous help during the commute this afternoon for people who use 580. the three lanes stretch for 14 miles from dublin to livermore. and they operate from 5 a.m. to 8 p.m. monday through friday. that one westbound lane is going to make a difference for the morning commute. they are free for those who carpool. you need a fast track flex tag. solo drivers will pay a toll to use the new lanes and the amount depends on the congestion. transportation officials know it will take time to adjust to the changes. in the end, this is supposed to improve the flow of traffic. there are disciples up letting drivers know about the new lanes. in the next hour, we'll get on 580 and kind of see how much the tolls are costing. if you're a solo driver we'll let you know coming up at 8:00. >> we'll wait for the you. time now is 6:40. transportation officials looking into the possibility of a new underground subway line in san francisco. it would keep the m ocean line underground all the way down 19th avenue. the proposal would extend the subway tunnel past the west portal station to san francisco state. this would make it a lot faster. the price tag would be as much as $3 billion. a public hearing is scheduled thursday night at waldorf high school on west portal avenue. piles of trash dumped in front of a school. it's the latest example of illegal dumping in oakland. look at all this trash. it was dumped in front of burkhaltar elementary school. there were mattresses, needles, unsanitary garbage. and parents had to take a detour to get the kids to class. >> i came to drop my son off at school. and there was trash all up and down the street. huge, there was like a mattress, all kind of stuff. it was disgusting. it was repulsive. >> unbelievable that no one saw it happen. and crews used a tractor and a street sweeper. one neighbor said he saw a dump truck about 1 a.m. so hopefully, they have a description. oakland police are investigating. >> that's just incredible. >> you'd think it would make a lot of noise. >> you would think. a search is underway in petaluma for a missing girl. the trail she left on social media that has her family very concerned. a delay in the suicide barrier for the golden gate bridge. the reason the project is now on hold for two months. probably another opportunity for a nice sunrise. we have breaks before the clouds start to thicken up the project is on hold for two months because of the steel. there's not enough of the original material ordered here in the u.s. officials won't order outside the u.s. they want to stay under the buy america requirements which support american jobs. that means they're going to have to choose another option. once the project gets underway it's expected to take about four years to complete. a san jose police officer fired for controversial tweets has been reinstated. that was the ruling from an independent arbitrator. officer phillip white was fired after posting tweets about black lives matter protests. one said if anyone threatened his family, the officer would use his god given and law appointed right to kill them. he added a hash tag cops lives matter. the san jose police disagree with the arbitrator's decision but they respect the process. twitter, facebook, google, they say a ruling against apple would set a bad precedent. apple hired high profile attorney ted olson. it's resisting a court order to hack into the phone of one of the san bernardino shooters. fbi agents have the iphone but they can't get into it. the fbi searched a southern california home as part of the investigation into the mass shooting in san bernardino. agents spent hours going through the home of a gunman's brother in corona. they carried out armloads of evidence from the house. the brother is a decorated navy veteran and has not been named as a suspect. in the sierra, an avalanche closed alpine meadows ski resort. the north tahoe fire department posted these pictures on facebook. the avalanche brought 5 feet of snow and debris. a squall valley employee bus was pushed 30 feet to a garage. no one was hurt and alpine meadows stayed closed for the day. that leads us to steve paulson who is watching the forecast. >> we'll get some rain this afternoon. we have increasing clouds and breaks in the clouds. it's much cooler this morning. that's for sure. we have another opportunity for a sunrise photo or two as the clouds begin to slowly work in. we have light rain ukiah and it's moving in along the mendocino coast. happy friday. 45 and mostly clear. and feels like winter again -- which it is. that's true. we have a ways to go. and we had some unseasonably warm temps. and san jose -- let's take a look. 62, 48 for san jose. and average is 65, 46. of note are the records. the record high, 76 in san jose. and 1869, the record low, 32 back in 1893. and they won't set records today. the front is there. and it's going to weaken by late morning, early afternoon. and there may not be much left by the time it gets to the santa cruz mountains. it has plenty of energy up here. probably some thunderstorms as well. and increasing clouds and light rain in ukiah. no reports yet in lake county. look at the line south of crescent city bay arcata and eureka. 40s and 50s on the temps, morgan hill to gilroy, a chill there. 42 scotts valley. loss gaining momentum easy to. 43-- los gatos, 43. a breezy, blustery day. 46 in monterey. and ukiah at 49 degrees. okay for the sierra nevada. and after 10 a.m. things pick up and the winter weather advisory kicks in. it will be 10 a.m. until about 8:00 tonight. yeah, 8:00 tonight. the snow level could go up to 55 and settle in around 5000 feet. it's going to be a breezy, windy day but this is not a big system by any stretch of the imagination. late afternoon -- much weaker. the heaviest rain will be to the north. 50s and 60s on the temps. and upper 50s for some. and low 60s for others. morgan hill to gilroy, 63 to 64. and after saturday morning clearing and breezy and then good sunday, monday, tuesday. sal-- >> steve, we are doing well on the commute i'd say. >> well, good. >> we have a couple of issues but in general lighter than usual. traffic continues to move well if you're on 880 north and southbound. still a little windy but definitely lighter than usual. when you get to the bay bridge toll plaza, the traffic is backed up for a 15 to 20-minute delay. and off you go to san francisco with little or no delays. we have problems westbound 580. we had an earlier crash coming in to the livermore area. they're moving it to the side. they're moving it to the center divide in fact. if you're on the altamont pass you'll see slow traffic. if you're getting on at the dublin interchange, no troubles to castro instagram. a big change in the plans for california's high speed rail project. and this could benefit commuters in the south bay. transit officials late last night released a new plan. the first segment of the high speed train is scheduled to take passengers from the diridon station in san jose. >> commuters are eager to ride california's first ever bullet train. >> it's nice that the u.s. is
