There will be an autopsy in the next couple of days to determine how an inmate died on monday at the Santa Clara County main jail. Weve been told the man was housed on the eighth floor of the jail wherein mates with serious psychiatric and Mental Health problems are held. Sheriff told us he had a history of violent behavior. Deputies used force last week to remove him from his cell after they say efforts to subdue him with pepper spray and shooting plastic projectiles did not work. City leaders in san jose are looking at a new plan that would let landlords evict tenants involved in criminal activity. Janine is in san jose this morning and supporters say it will help cut down on crime. Janine. Reporter yes. And it is called the Crime Free Multi Housing Program. Its already being used in eight bay area cities including fremont, hayward and richmond. What it basically is is an agreement that the landlords have the tenants sign. And it states that the tenant could be evicted if theyre arrested for certain crimes, those involving drugs, prostitution, sex offenses, gang activity, unlawful use of firearms, or assault and battery. Criminal activity is already a cause for eviction in many rental agreements, but councilman thomas who is proposing it says a new program would allow police to enforce it. Says other communities have experienced a 40 drop in calls for service and 60 drop in police reports. Under the program, landlords would be able to evict a tenant based on an arrest without a conviction. And thats raising some concerns, which is why the Program Needs more review. City leaders are recommending that the Neighborhood Commission take a look at this and then place it on the council agenda. This is something thats sort of been discussed by certain city leaders for the past two years and really this councilman is pushing it because he says the time is now to help out the San Jose Police department and put this into action. Marine biologists are are concerned about the increasing number of rare seals dying around the bay area. Alex savidge joins us from sausalito to talk about what experts say may be the cause. Alex. Reporter good morning. Yes. Scientists blame this on unusually warm ocean waters. High numbers of guadalupe fur seals have been washing up on the west coast. Since the beginning of the year, 80 starving fur seals have been found along california beaches, including San Francisco, marin and san mateo counties. Thats eight times as many as scientists normally see in a given year. Now the animals that were found this year were emaciated and success p fully rehabilitated in sausalito. This particular species breeds off the coast of baja california. Scientists believe the fur seals are traveling farther north to find food as the fish species are trying to avoid unusually ocean water. 5 to nine degrees warmer, part of developing el nino pattern and many of the fur seals are winding up stranded and starving 600 miles away from home. The National Ocean i can and Atmospheric Administration is de clierg did declaring this declaring this an unusual death event, dedicating more money to the research. One of the men charged with assault after a 49ers game will be asking a judge today to lower his bail. Are prosecutors a Eric Martinez and felix and wanna tacked a Minnesota Vikings fans two weeks ago in a levis Stadium Parking lot. All of it was captured on a cellphone. All three charged with assault with force likely to produce great bodily injury. The bail for martinez set at 75,000. The vikings fan suffered a concussion in the fight. The two men who were beaten in a bathroom at levis stadium last year are now suing the San Francisco 49ers and the companies that run the venue. This is video from the incident last october. Cousins say that the team failed to provide Adequate Security and had a responsibility to screen fans for drunkenness and gang affiliation. Now, he says he nudged a man to tell him that a stall in the bathroom was open. That man and his brother then attacked him and cousin. He pled guilty to felony assault in the case and was sentenced to five years in state prison. Brother has pled no contest. And thats the real concern here, the fact in not only would you have individuals traveling overseas to fight alongside isis, but they have returned here to the United States which puts them in a pretty good position to carry out attacks on the homeland. It seems as though as fast as isis targets are hit, the fighters are quickly replaced by other recruits. In fact a few report from Congress Says thousands of those recruits are foreigners and hundreds have traveled back to the region. To my judgment, the threat has never been higher. New concerns that large numbers may be returning to home countries. We had 5,000 individuals with western passports, so thats of great concern when it comes to visa waiver countries. Weve had over 250 americans travel from the United States to the region, many of whom have returned to the United States. And it came on the same day when president obama chaired a un meeting on stopping the spread of what were termed violent extremists. It is not going to be enough to defeat isil in the battle field. We have to stop them recruiting in the first place, this means defeating ideology. But at the same time, at a congressional hearing, the director of nsa was asked whether the u. S.
