Reporter its an amazing sight on this beach in pacifica. This is where the carcass of a 50foot whale has washed ashore. Its 44 degrees in concord right now. Santa rosa checking in 44. Santa rosa, 54. Also some gusty winds, fairfields. This observation has backed off a little bit. But a gust at 21 miles an hour. Thats napa sustainled at 15, gusting to 23 miles an hour. More reports for you. This is the wind kicking up at sfo. Latest observation north at 15. Were expecting a lot of 70s out there. That yell local contour and the warmest locations will be approaching 80 degrees. Here is a front. Mid40s through the mid50s at 8 00. Look at the 3 00 temperature range. 65 to 80 degrees. But for the most part, its a decent commute as you come out around the bay area. The bay bridge toll plaza is backed up for a 15, 20minute delay. And there are no major problems on the bridge itself getting into San Francisco. Looking at a commute here on 880, it does look okay as you drive through. Again, the traffic continues to look good driving through there. Well looking at the east bay commutes. We did have a couple of things. We had a problem westbound 580 at airway on the shoulder. A noninjury accident. You can tell. Its better than usual from livermore to dublin. Some people still have spring break. Some people had it last week, some people have it this week. Southbound 880 from 238 as you drive down to fremont, we have stopandgo traffic. San mateo traffic is getting busy to san mateo and the peninsula. Lets go back to the desk. Happening now, workers from coast to coast are rallying and demanding higher wages. They stay they cannot live on what they make. Dozens of demonstrators are protesting at a mcdonalds in San Franciscos Mission district. Tara moriarty joins us from the restaurant where demonstrators just went outside after protesting inside for nearly an hour. Tara . Reporter thats right. Protesters stormed through the front doors of this mcdonalds here on 24th and mission around 6 10 this morning. Right now, they are outside. You can see they are actually singing and they will be taking a group photo. Theres about 100 people here. They were marching on the inside, blowing whistles, chanting. They say most fastfood workers dont make enough money it sour vive to survive. They are pushing for 15 an hour. 15 reporter this is one of 240 protests nationwide. Theyve also staged protests in tokyo and new zealand. Protesters are not only fast forward workers but walmart workers, home care provider. The International President is here. Supervisors eric mauer and john avilaws are here. What should be a living wage all across the land 15, we can make improvements in peoples lives reporter mcdonalds did recently raise its wages by 1. But protesters say that was a publicity stunt that selected stores. We should mention here in San Francisco. Voters recently approved a wage hike to 15 over the hours of three years. But in oakland, the rate is 12. 25 an hour. In san jose, its 10. 30 an hour. Now, mcdonalds did not kick out the protesters. They were fine with the demonstration as long as it didnt affect customers. Police are here. There are a dozen officers standing by in case there is a problem. Can you imagine what a challenge that would be . Thank you. Its a mystery on a beach in pacifica. A dead whale almost 50 feet long washed up there yesterday. It is still on that beach this morning near morey point. Alex savidge is there in pacific qau to in pacifica to tell us all of the questions about the dead whale. Reporter good morning. That whale is sitting at the south end of shark park beach here in pacifica. I can assure you that getting to where it is no easy task. My photographer and i had to hike about three quarters of a mile down a dirt trail to get a closer look at it. Let me show you the video. Heres what we saw. The video is dark. You can probably make out the decomposing carcass of a nearly 50foot long sperm whale which washed ashore sometime yesterday. There was no foul odor in the air near the whale but you could see blood in the water nearby. Later on today, researchers from the Marine Mammal center in sausalito will be out here to come and take a closer look at the whale and they will be performing a necropsy to figure out how the mammal died. Now, bear in mind, this time of year, whales do tend to migrate close to the San Francisco bay as they head north to feed in arctic waters near alaska. There is a warning thats been put out for boaters to keep an eye out for migrating whales and steer clear of them. As for the whale found dead here yesterday, researchers will be coming down to take a closer look. Try to figure out how it died and theres the broader question of what do you do with this carcass . How do you get rid of it . Theres thoughts about towing it back out to sea but theres other ways to dispose of it. Wow. What a story. Alex savidge in pacifica. Thank you. 7 08. Happening today, the last of the sea birds found in the bay coated with that mysterious goo, it will be released back into the wild. Since january, rescuers have cared for more than 300 birds at the International Bird center in fairfield. About 11 30 morning, the last one will be set free in sausalito. The source of all of that sticky goo still a mystery. The it Bird Rescue Center has spent 150,000 caring for the bird and they welcome any donations. Also happening today the contra costa Water District will consider mandatory 25 water cuts. This follows yesterdays decision by east bay m. U. D. To have customers pay more while using less water. Effective july 1st, east bay mudd customers will pay a drought surcharge, meaning the average bill will go up by 12. Customers will also have to further cut water use from the current 15 to 20 . Anyone who uses more than 984 a day will face higher rates and fines. Were hoping for a very wet winter next year but were planning for the worse. Every gallon of water saved this year will put us in better shape if next year is another dry year. The contra costa Water District is considering temporary drought water rates. The rate would increase the charge for each 748 gallons of treated water by 50 cents. Running a typical sprinkler for an hour uses about 1,000 gallons of water. In a new report, a legislative analyst says for the time being, the drought does not pose a significant threat to the states economy. The report also says even a substantial decline in agriculture would have a limited impact on the state. California farmers produce much of the countrys crops but only account for 2 of the states gross domestic product. Today, the city of boston marks the second anniversary of the Boston Marathon bombing. The city will mark a moment of silence at 2 49 this afternoon boston time. That was when the first of two bombs went off at the finish line of the marathon. Church bells will ring all over the city. Three people were killed in the bombing. More than 260 others were hurt. Two men who live in the area say they heard the crash and rushed out to see what happened. The drivers side started on fire. I seen the flames. The men turned their attention to the driver of the car also trapped and pulled him to safety. The chp says one driver would have shortly died if those men had not intervened. We can tell you both drivers only ended up with minor injuries. Police officer in texas are in trouble for playing rock, paper, scissors. They used the game to determine the fate of a girl accused of underaged drinking. You can see the girls relief when she wins while using a rock and the three officers are under investigation. A jury has just found that man, former new England Patriots Aaron Hernandez, guilty on all charges including firstdegree murder. The judge is making some instructions right now. But when the decision was announced hernandez who had been standing slumped down into that chair surrounded by his lawyers. His hands and feet are being shackled. Hernandez has been found guilty of killing a man who was dating the sister of his fiance. The victim was shot six times near hernandezs home. You see him there in handcuffs. Hernandezs lawyer acknowledged during closing arguments that he was there when the victim was killed. But he pinned the shooting on hernandezs two friends saying his client was a 23yearold kid who didnt know what to do but prosecutors said hernandez planned the killing, then helped cover it up. So again, Aaron Hernandez after a week of deliberations has been found guilty by the jury and again well continue to follow the story and have much more later on ktvu. All right. Thank you. 7 27. Its a program in the south bay that may sound a little strange to you. The Program Gives smartphones to the homeless to help them with their basic needs. The Community Technology alliance runs the program. Its a Public Private partnership with citibank voda phone and google which donated hundreds of farms. 120 of them of phones. 120 of them have been given. They pay 30 a month to use they. Theres special apps about job fairs, bad weather and services. Even gives them a chance to apply for a job. I think that we can consider it as a very basic need for someone who is homeless. It allows us to put them on a level Playing Field with the rest of the world. The Community Technology alliance is working with three other nonprofits to expand the program to San Francisco and even to detroit. 7 28. From trying to take over city hall to trying to stop traffic on the freeway. The rallies in the bay area that protest Police Brutality and disrupt business as usual. The east shore not the east shore, the nimitz freeway, from hayward to fremont, it theres some slow traffic in east palo alto. Westbound 50 westbound 508 through livermore is moderate. We do have traffic thats slow. A little bit of a break. Emphasizing the word little because of spring break. Lets go back to the toll plaza which has been steady and slow. Its about a 20minute delay before you make it on the bridge. Lets go back to the anchors. New developments about the fate of the only Mobile Home Park left in palo alto. The owner of buena vista wants to sell it and is offering compensation to the residents. Janine de la vega is live at the Mobile Home Park to tell us why some residents say they are not being offered enough. Good morning. Reporter good morning, dave. This isnt a done deal but the city did signal that most likely they will have to approve the closure of the park here on el camino. But the homeowners i spoke to say they are not losing all hope because they feel like the city council is still fighting for them to try to get them more money if they have to move. Last night city hall was packed with people wearing shirts saying save our homes. The city focused on what will happen to the residents if they approve the closure. So they are trying to determine if a relocation package being offered, if thats adequate. Palo alto schools are not being taken into consideration when evaluating the property worth. The residents want to be exean sainted for that compensated for that. But the reason i thought they could have said this is just cut and dry, but they didnt. They said no, we made some changes to the closure process to safeguard us, especially the kid. The kids are thats thats the future, our kids. Reporter the council is asking that the homes be reappraised and schools be taken into consideration. The decision on whether the park will close is expected to go before the council next month. Residents would have at least six months before they have to move. Dave . Janine de la vega, thank you. 7 36. Meantime, protesters here in the bay area and around the country demonstrating against Police Brutality vow there will be more demonstrations like yesterdays day of protest. [chanting] here in the bay area, there were protests in San Francisco, oakland and san jose. About 200 demonstrators marched through the Mission District in San Francisco. A lot of them were High School Students who skipped classes to rally against what they call police abuse and racial profiling. Its time to stop and i cant bear to think that my family might be next. One of my friends and time to stop. Police reported no major incidents out there but some of the demonstrators were seen doing this, using chalk. Protesters parked into San Franciscos city hall. They took over a security desk. Sheriffs deputies kept them in the lobby and away from other parts of the building. Critics. Oakland Police Department are saying that a new report shows the Police Department has not done enough to eliminate racial and religious profiling. Police have been checking information on traffic stops and categorizing the drivers by race. The most recent figures from july of 2013 through june of 2014 show the 59 of the people who were stopped they were africanamericans. Among other groups, 17 were hispanic, 14 were white. I was absolutely targeted by opd for no other reason that i was a muslim member of your black muslim bakery. We do know we do stop africanamericans. Sean whent insisted his department is making process. He says he uses that traffic stop information to compare different squads and Police Officers against the department average to look for any tendencies and also find areas that need to be improved. The first 100 days have gone by quickly but i feel great about the foundation thats getting built. And part of that foundation according to mayor schaaf is since day one is public safety. That will remain a priority going into her budget. Her Budget Proposal is expected to be released in a few days. She said expect the understaffed Police Officer to have better equipment and more officers. Right now shes focused on her budget which will be released in a few days. She said she will make tough decisions. First of all, we are starting off with an 18 million funding gap. That means that even though the economy is growing, our costs are growing faster. Part of that is addressing those unfunded liabilities. Some of those we have to address with calpers. And part of bringing the gap is bring bringing the gap is bridging the gap is bringing in business. The increase to the minimum wage has been hard for our small businesses. They are struggling but im confident its the right thing to do. Her budget expected to be released in the next couple of days. Breaking news in petaluma. A construction worker has just died in an accident on the job. The chp just confirmed this was a fatal accident. According to witnesses, this happened on a dirt road near petaluma boulevard at highway 101. According to early reports, it appears the worker was crushed by a large pipe. We both have low wage job. She works at target. I work at mcdonalds. Its a struggle every month. We do what we have to to get by what we have to do to get by. Its a mystery on a beach in pacifica, why a dead whale almost 50 feet long washed up on a beach yesterday. It was first spotted near morey point. Alex savidge joining us live in pacifica. This whale has become quite an attraction at this beach. Here it is behind us. Were at the very south end of the beach next to morey point. You can see that massive mammal stuck right there in the sand. The tide is coming in. Its much higher than it was earlier this morning. The carcass is getting pounded by the waves. As you look over here to the left side, you can see a lot of people drawn to this whale. Its Pretty Amazing to see it up close. People are coming down to take pictures of it. Experts believe this is a nearly 50foot long sperm while that washed ashore sometime yesterday. We understand that later on today, there will be researchers from the Marine Mammal center in sausalito coming down here to take a closer look at the whale and perform a necropsy to figure out how the mammal died. In the meantime, people are coming from pacifica, coming from all over the place to get a closer look at the whale. Its very exciting. Its sad for the whale. Its cool to be able to see it this close. Reporter and bear in mind, this time of year, whales tend to migrate close to the San Francisco bay, through the pacific as they head north to feed in the arctic waters near alaska. There is a warning thats gone out to boaters to keep an eye out to try to steer clear of them. As for this sperm whale found dead in pacifica. We understand researchers will be coming out here to this beach later on today. This is sharp park beach. They will be coming down here to try to get a better idea of how this whale wound up dead. Happening today, the last sea bird found coated with a mysterious goo will be released back into the wild. Since january, rescuers have cared for more than 300 birds in fairfield. At 11 30, the very last one will be released in sausalito. The source of that sticky goo remains a mystery. The nonprofit rescue says its spent 150,000 caring for the birds. Any donations are gratefully accepted. Police in hayward are searching for thieves who stole thousands of dollars from the tennyson little league. They say thieves broke into a clubhouse last weekend and pried open a window to the snack bar. The thieves stole a safe with 7,000 in it. That was half the leagues fund raising money. The money pays for operational costs for the league which has 200 prayers. The Contra Costa County players. The contra costa Water District will consider 25 mandatory water cuts. This follows the decision by east bay m. U. D. To have customers pay more while using less water. Effective july 1st, east bay m. U. D. Customers you will pay a drought surcharge meaning the average bill goes up by 12. Customers you will have to further cut your water use from the current 15 to 20 . Anybody who uses more than 984 gallons of water a day, you will face higher rates and fines. Were hoping for a very wet winter next year but were planning for the worse. Every gallon saved this year will put us in better conditions. The rate would increase the charge for each 748 gallons of treated water by 50 cents. Running a typical sprinkler for about an hour, uses about a thousand gallons of water. In a new report, a legislative analyst says the drought does not pose a threat to californias economy, even a substantial decline in agriculture would have a limited impact on the state. California farmers produce most of the nations crop but only account for 2 of californias gross domestic product. A new restaurant Rating System will come to san mateo county. Beginning next year, restaurants will be required to display a colorcoded card that shows the results of food safety inspections. The county board of supervisors approved the plan last night. The signs are similar to those already on display at restaurants in other bay area counties. Starting next year, the city of oakley will officially have its own Police Department. Right now, oakley uses sheriffs deputies under a contract with a Contra Costa County Sheriffs Office. But last night, the city Council Voted unanimously to create its own Police Department. Were happy with the Police Services but the prices continue to go up. And when they continue to go up, were not able to add more police. Right now, oakley pays Contra Costa County 8. 6 million for its police force but it could save about 700,000 a year with its own police force. The attorney for the people who live here at the park say schools need to be taken into consideration when determining how valuable these properties are. The city agrees. Last night city hall was packed with people wearing shirts saying, save our homes. They will most likely approve the closure but want changes to the buyouts. They want new appraisals. An attorney argues they are not required to determine schools for the value. But residents disagree. Im gonna fight until i cant anymore. Hopefully we can find the money and stay here. Reporter in the end, the council he is determined to postpone making a decision until next month. If adjustments are made and the Council Approves it, they would have six months before having to move. A group of residents are trying to pool money together to buy the property. They say there will be more demonstrations like yesterdays day of protests. [chanting] here in the bay area there were protests in San Francisco, in oakland and san jose. About 200 demonstrators marched through the Mission District in San Francisco. A lot of them were High School Students to skip classes to rally against police abuse and racial profiling. Its time to stop and i cant bear to think my family may be next or one of my friends. Time to stop. The Police Reported no incidents but some demonstrators were using chalk to scrawl graffiti at a police station. They also went to city hall and took over a security desk. Critics of the oak Police Department say a new report shows the department has not done enough to eliminate racial profiling. Police have been collecting information on traffic stops. 59 of the people stopped by police were africanamerican. Among pore groups, 1 were among other groups, 14 were hispanic. I was targeted by opd for no other reason than im a member of your black black muslim bakery. Oakland police chief sean whent insists his department is making progress and enuses that traffic stop information to compare different squads and also Police Officers against the department average to look for tendencies and find ways to improve. 8 38. She and insat down for 30 minute and i sat down for 30 minutes and talked about lowering oaklands crime but also the perm forms action of the police performens a of the Oakland Police performance of the oakland Police Department. She plans to increase the amount of officers. Shes been out in the Community Talking to people, cleaning up the streets. This was a cleanup in march. She said shes not only trying to get businesses to invest but keeping oakland residents here and that includes building more housing. Were got to build more housing.
