hail. >> i didn't either. a lot of dark clouds, cool- looking clouds. >> i got the rain though that rosemary talked about. >> you did? >> i did. welcome to "mornings on 2", sunday, march 1st, i'm claudine wong. >> i'm mike mibach. probably different than yesterday, the last day of february? >> yes. waking up dry for starters but same thing. i felt like every time i left the house yesterday it started to rain. shy have been out all day, it may have rained all day. heard some thunder and as we saw copious amounts of small hail over san jose. enough to make little snowmen. very cute. let's see what is happening outside the door this morning. the sun is shining. we'll be with mostly sunny to partly cloudy skies today. it will be cool and we'll continue to see mainly dry weathers we get into sunday, monday and beyond. no rain in sight. going backwards and i'll show you yesterday's storm over southern california. it will continue to push south and eventually will move into arizona. so southern california seeing some rain. we had some much-needed snowfall over parts of the sierra. i'll have numbers for you coming up. for today, showers moving south, partly cloudy skies. we will remain on the cool side, upper 50s and low 60s in the forecast for your day. temperatures this morning starting out 36 degrees in napa. 34 santa rosa. 38 novato. around the bay mid-40s to mid- 50s. 50 sfo, half-moon bay and for the inner east bay a chilly start for you. under dry conditions and partly cloudy skies we'll have temperatures in the upper 50s, low 60s. i'm going to line up those numbers for you, i'll show you some of the rainfall totals from some areas that actually received, well, a decent accumulation. more on that coming up in a bit. do you remember this video? that there is joe bell, 95 years old, world war ii veteran. this was a race in san jose. >> it's become known as the joe bell moment. it was iraq, afghanistan veteran who noticed him standing there. he goes out of his way there and starts this process of starting to shake his hand. as soon as he did it, next thing you know everyone started to run to him and shaking his hand. there you have the joe bell moment. >> it was remarkable. it just went viral very quickly. >> since this moment joe bell has passed away. so this year's race which is actually today has a very special meaning. >> allie rasmus live in san jose with how joe bell is being remembered. >> reporter: he's going to be remembered at this race. the race that happened last year in which that video you just mentioned took part in. this is the san jose 408 race for the row. we're standing in front of the starting line. this is some of the people, runners bundled up. it's a little chilly, getting ready for the race to start. doesn't start until 8:00. it benefits the pat tillman foundation. a lot of the men and women in the armed services usually take part. it was done last year as well. that is why joe bell, 95-year- old world war ii veteran during last year's race decided to put on his old uniform which he still fit in, go in front of his house on the race route and thank the men and women in uniform passing by. that gesture of gratitude from the video, was captured on video, it went viral and he became a late in life celebrity. you always knew you wanted to make joe a part of this race this year even though he passed away in january. >> we were hoping to have him in the lead vehicle or to make something special happen in front of his house a little less organic than it was last year. i think people just wanted to see him out there one more time. have their own chance to thank him. we lost that opportunity unfortunately in january. but we're making him a part of it in a way this year with our memorial mile. >> >> reporter: what is that? >> we thought we could give the opportunity to veterans that joe had last year. the feeling that he got when he felt appreciated, he felt a love from the runners. if we could expand upon that, to dozens of veterans on that same block we would be doing something special for local military. >> reporter: thank you. that memorial mile is about three miles into the race route, a little later this morning officer the race started we're going to head there. we're told joe bell's family members will be waiting outside his house ready to thank some of the people, the men and women in the armed services taking part in the race running by. thank them the way their patriarchs, the way joe bell did last year. back to you. >> i remember that video going more than 100,000 hits on utlast time i checked. a lot of people across the nation know who he is. youtube. we'll check with you in a bit. if you are headed to the napa valley today there's a race underway there as well. be prepared for road closures, check out your screen. segments of the silverado trail betweencal stowinga and napa are closed for the marathon. calistoga. right now runners are using that silverado trail from the start to state route 128. road closures will be in effect until 12:30 this afternoon. a report shows delays in bart service have jumped in the last three years. the san francisco chronicle analyzed bart's bart on-time record since 2012 and it ran on schedule 96% of the time but in the last three months of 2014 that number dropped to an 87% on-time record. bart blames bad weather, demonstrations and aging equipment. bart says many of its cars and sections of track have not been upgraded since bart started service in 1972. the paper also reports cal transis accepting responsibility for eliminating part of the drainage system on the eastern span of the bay bridge. the agency agreed to that as a way to cut costs and speed up construction after many delays. there have been more than 900 leaks on the road deck of the bridge and toll pairs picked up the $.4 million cost to repairs so far. a bridge design firm has been asked for a way to come up with a way to prevent future leaks. no estimate yet for how much that will cost. it's become a battle of the buses in san francisco with political and often controversial ads being placed on the sides of the buses. tomorrow the group stand with us is placing pro-israeli ads on eight buses for a month. one of the ads says "not with our tax dollars, stop u.s. aid for palestinian terrorism." the organization says the ads are in response to anti-israeli messages on public transit and highways. a crash in san jose left one person dead and six others injured. that does include five children. police say two vehicles slammed into each other around 7:00 last night. the adult male passenger in one of the vehicles died at the scene. another adult along with five children were taken to the hospital with non life- threatening injuries. police say both drivers did remain at the scene and are cooperating with investigators. we also have information about another deadly crash in san jose. police say two cars early yesterday morning sped down hillsdale avenue. police believe they may have been involved in a street race. police say one car was stolen and the driver of that car lost control, spun sideways and hit a light pole at meridian avenue. three young passengers ejected. 14-year-old vladimir vargas died at the scene, another boy and girl were seriously hurt. we lived here only three years and have known of four racing accidents that have happened which is one too many accidents. >> police say the driver of the stolen car fled levering the victims behind. officers are now looking for that driver as well as the driver in the second car. sonoma county, police say a suspected drunk driver died after leading her on a high speed chase. speeds reached 100 miles per hour. the driver lost control on an exit ramp and barreled into the brush alongside the freeway. she died at the scene. the two teenaged passengers were hurt, investigators say the teen driver was unlicensed and had an open beer at her feet and say passengers had also been drinking. fort funston police were called out after a man and dog fell down a steep cliff. the victim says his dog fell down the cliff and he went to look for the dog and then the ground beneath him crumbled and he fell too. >> he went over and i came to stand at the edge and the ground just sunk in under me. >> neither the dog nor the owner were hurt in that incident. that point raised a 24-year- old man from gilroy, suffered major injuries after falling off a cliff. chp posted this video of the rescue on youtube. officers say he fell 60 to 80 feet on the rocks and surf below. he was able to pull himself out of the water. two good samaritans tried to help him, then got trapped by the surf. chp helicopter rescued all three. crews performed two other rescues in the north bay. at point benita a pair of hikers climbed down a steep rock face, couldn't get back up to the trail yesterday. a chp helicopter crew used a hoist to pull them to safety. there is no word on the condition of those hikers. new program starts today that will let some senior citizens and people with disabilities ride muni for free. people eligible include anyone who is 65 or older with an annual income of less than $68,000 and people with disabilities. san francisco transportation officials approved the free passes in january. >> we know that for some people it amounts to about $23 in savings and that is considerable when you're at a very, very tight income. >> free rides are expected to cost muni about $4.5 million a year. a similar program for students was approved about a year ago. getting paid to work more in the city of oakland. coming up, the creative way one restaurant is picking under the tab so it doesn't hurt customers. >> scary moments at the happiest about 43 degrees. we are following some breaking news for you in the east bay. check out your map. there's a shelter in place at this hour in a hayward neighborhood. this all happened after someone fired upon an officer at winton avenue and soto road 2:00 this morning. the officer was not hurt. the officer did return fire and police have been searching for that suspect ever since. right now residents are asked to stay inside as that search continues. also new this morning -- a fire at disneyland closed one of the most popular attractions for several hours last night. that fire broke out in a tree in the backstage area near "it's a small world" before 9:30 p.m. the ride was evacuated. disney crews put out the flames and it didn't spread to any other rides. no one was hurt and that ride was not severely damaged. it's expected to be open today, disneyland says the fire may have been started by fireworks. a harsh winter weather continues across most of the country. drivers in fort smith, arkansas, had a hard time staying on the roads because they were so icy and there were also strong winds blowing. more snow is expected in new mexico, nebraska, kansas and oklahoma today. the northeast could also get more snow today. massachusetts already had more than 100 inches of snow, it's now just five inches from setting an all-time snow record for the entire season. today's storm is expected to dump another three to six inches on boston. this unusually harsh winter has some states looking for ways to save money when it comes to keeping the roads clear. in indiana officials are mixing the usual road salt with beat juice, the juice is so sticky it actually keeps that salt on the roads longer. road crews say it's also more effective in these colder temperatures. the dallas/fort worth airport is bracing for another day of cancelled flights. 1600 flights in and out of dfw have been already cancelled since friday, the home base for american airlines which cancelled 1,400 flights in and out of texas. the airport did provide some blankets and cots for stranded passengers and also encouraged vendors to keep the concession stands open overnight. travelers trying to get the 200 miles from dallas to oklahoma city had a very long delay. it usually takes an hour to make the flight. the jet pushed away from the gate before 2:00 a.m. but didn't arrive until nearly midnight. the flight pushed away from the terminal on time but returned because of delays with de- icing. then the snow started to pile up on the runway. passengers were allowed to get off the plane but told stay nearby so they could hear departure announcements. >> it's kinds of a mix of -- anger, every 15 minutes, people start laughing, we heard that before. by the end of the day, 8, 10 hours, everyone was pretty frustrated and really wanted to go home. >> you can only imagine, right? the delay lasted so long american airlines actually had to call in another flight crew and that is buzz the original crew had been on duty longer than the faa actually allows. that flight finally landed safely in oklahoma city nine hours late. we just checked and so far five flights from sfo to dallas have been cancelled because of bad weather. two flights from san jose to dallas have also been cancelled but no flights yet from oaklands are affected by the bad weather. so far no cancellations of flights from texas to the bay area. >> my mom left the bay area yesterday and said it was bumpy getting out of here with all the weather. this shot this morning, a much different scene, looking at mount diablo to walnut creek. seems like there's all the rain and hail getting out. >> that's right. that storm moved to southern california. we're left with a beautiful sunrise outside our doors. mostly clear skies and we will be dry and partly cloudy to mostly clear for the afternoon. giving you a look there, sun will set right about 6:00. next weekend we spring forward, can you believe it? wow. we're already into march. giving you a look here at some of the rainfall accumulations. most areas, just a few sprinkles here and there but take a look at pacifica. picked up more than a third of an inch. danville reported quarter inch, petaluma almost quarter inch. over the santa cruz mountains anywhere from 3/10 to half-inch reported there. some of us did pick up some rain as we get into southern california, so here's the system here. brought us some pretty wild weather, a little bit of exciting weather as we get into the afternoon yesterday. we had lightning and thunder and hail. even a funnel cloud reported off the coastline at, at least by one observer. and one in salinas as well. this time is going to continue to move out. it's going to continue to move over towards arizona and we'll be left with dry conditions for today. we have another weak system that will sort of ride the coast tomorrow. so we'll be tracking that for you. it doesn't look like it's going to bring us anything, if it does maybe just a few sprinkles. outside of that partly cloudy skies, temperatures on the cool side, and for the afternoon they will remain cool as well. 38 degrees now in fairfield. 34 santa rosa, 49 san francisco. redwood city checks in at 41. and low 40s outside your door in san jose. to the second half of the afternoon, santa rosa, expect partly cloudy skies and 63. for the second half 62 in san rafael. low 60s for valejo and 62 san francisco. low 60s for concord, antioch. along the south bay temperatures range from the low 60s in areas like mountainview, san jose 64, morgan hill 63 as well as santa cruz. the extended forecast, fair skies in the forecast today. perhaps just a light breeze, moving in for the afternoon. leaving in just the slight chance of a sprinkle or two. doesn't look like what we saw yesterday. in fact it looks weaker but at least one model wants to ride it along the coastline. and so until these models can line up and agree we will continue to bring at least a possibility of a chance of showers on monday. tuesday, wednesday and thursday dry, partly cloudy skies, and do expect once the winds die down that the fog is going to return with that residual moisture in place. temperatures will be back in the mid to upper 60s as we get into thursday. >> you look all the way to saturday. >> saturday know looks dry. maybe even a little warmer. politician who was assassinated. tens of thousands of people gathered for hours today in central moscow to mourn the death of 55-year-old boris netsov, shot and killed yesterday morning. he was scheduled to lead a march today in opposition to russian president vladimir putin. government officials had approved the rally of up to 50,000 people but organizers now expect maybe more people are going to show up to protest his death. he was walking with a female companion near the kremlin when a group of people drove up and gunned him down. russia's investigative committee says it's looking into a number of possible motives ranging from his opposition to the ukraine war to issues in his political and personal life. putin promises a thorough investigation. former activist and champion has suspicions ne netsov was one of putin's loudest critics. the obama administration is weighing heavily on the future of ukraine. vice president joe biden who is seep here visiting that country last year called ukraine's president yesterday. they discussed an upcoming vote in the ukraine government to help save that country's economy. biden was also told that russian backed separatists are continuing to she will parts of ukraine. one of nascar's top drivers must sit out another race because of injuries from a terrible crash. kyle bush had surgery on his -- kyle busch had surgery. he is recovering this morning at his north carolina home. still no timetable on when he will return behind the wheel but he will likely miss months. you can see the quick trip 500 starting at 9:30 this not as bad as what we have in the valley locations. 49 san francisco. 50 at sfo and 41 mountainview and 41 san jose. again we're looking at partly cloudy skies, seasonal temperatures, 62 degrees expected in fairfield for the afternoon today. low 60s in oakland. 62 san francisco. 63 mountainview and 63 santa rosa. partly cloudy skies, 60 degrees in pacifica. pacifica picked up almost a third of an inch of rain yesterday. so that is pretty impressive there. santa cruz mountains picks up quite a bit. into tomorrow, a slight chance of maybe a few scattered showers, i'll line up the futurecast model and in the sierra some of the resorts reporting about 2 feet of snow. i'm going to show you that coming up in a bit. let's go now to san jose because in a half-hour from now there's going to be an 8-mile race starting there. >> many runners taking to the streets in memory of a 95-year- old veteran who became an internet sunnization after a simple gesture of good will and gratitude for one of the participants in that race. >> allie rasmous with this morning's race to the row. it might be an emotional morning for some people. >> reporter: we're next to the starting line. this is it for the san jose 408 race to the row. the race doesn't start until 8:00 but quite a fee people you can see getting ready now. a lot of military veterans take part raising money for the wounded warrior project. it's for the pat tillman foundation. a lot of men and women in the armed services usually take part. maybe that is why last year joe bell, 1995 world war ii veteran, last year decided to put on his old uniform, go in front of his house on the race route and thank the men and women in uniform. that gesture of gratitude was captured on video. the video went viral and joe bell became a late in life celebrity. ended up becoming the grand marshal of the san jose fourth of july parade last year. i interviewed him briefly during that event. what is going on here today, joe bell was supposed to be part of the event -- festivities happening with this race. unfortunately he passed away back in january. so what they are doing in february -- organizers are having a memorial mile on the race route. here's the race director talking about it. >> this year we're adding a memorial mile. it will be with dozens of veterans, and a lot of support on joe bell's own block. >> thank you! [ cheering and applause ] >> reporter: look at this picture -- the race director just sent this in a few minutes ago. it shows about a dozen or so veterans who are -- standing on the memorial mile now, they are getting ready to greet and share and thank the veterans and men and women in uniform taking part in the race. as they make their way down on the race route. about three miles, joe bell's house three miles in to this five-mile race route. about midway. back here live, this is the starting line. again, a lot of military veterans take part in the event. that is why they've got that memorial mile out there. the race organizer told me he was not sure how many members of the military and veterans would show up to be part of the memorial mile but it looks like, from the picture he sent that plenty of people are showing up. a little later we'll be heading out to talk to the people who are on that memorial mile. >> in oakland tomorrow, minimum wage is going up. it's because votersover whelmingly passed prop -- voters overwhelmingly passed the proposition in november. many say it's welcome news. >> i can just relax almost knowing i'm having extra income for all the extra stuff i want to do. >> there is some concern about that pay increase and that is coming from the business owners who below those workers. one oakland restaurant homestead on piedmont avenue says it's going to let its customers know they do not have to leave a tip because workers are getting that raise. other cities are also raising their minimum wages. san francisco's goes to $12.25 an hour but not going to happen until may 1st. sock political analysts say there's a big rift in the republican party regarding homeland security funding. these political analysts say john boehner needed democratic votes because a block of conservative republicans rejected the shortterm fix. conservatives in both the house and senate say they will not vote for any funding bill unless it repeals president obama's immigration reforms. >> all over the country republican, senate and house candidates told the people if you give us a republican majority we will stop president obama's illegal and unconstitutional amnesty. >> analysts predict more contentious debates this weekend in washington, besides homeland security funding there could be fight over the budget, money to battle isis and highway funding. new jersey governor chris christie hasn't officially announced he's running for president but certainly found like a candidate. the republican spoke yesterday at the california spring convention in sacramento. he says the country needs a leader that can build coalition and not afraid to stand up for american interests around the world >> i'm passionate about my bloifs, about my principles and about the people i work for everyday. guilty as charged. guilty as charged. [ applause ] 500 people are attending that sacramento convention. christie said adjusted for inflation many middle class americans earn less than they did in 2000 before george w bush took over as president. a shooting led to a four- hour standoff in oakland. it happened 1:30 yesterday afternoon. no one was injured in the shooting but police say two suspects holed up in an apartment on 85th avenue and international. one person was arrested, police haven't released any details on that second suspect. san francisco police will hold a public forum tomorrow night to discuss last thursday's deadly officer- involved shooting. two plainclothes officers confronted a robbery suspect in the mission district. they say he had a kitchen knife, was trying to steal a person's bicycle. the officers say they had no choice but to shoot him after he ignored their order to drop the knife. the town hall meeting will be held at caesar chavez elementary school on shotwell street beginning 6:00 p.m. time now 7:39. there are going to be two fundraisers tomorrow in honor of an eighth grader killed by a train in martinez. 14-year-old jenna betti died last march 2nd, her family created the foundation called her smile in order to help others who also experienced tragedy. a golf tournament will raise money for the her smile foundation. >> it will be nice just to remember her in a good way. >> her mom says the mission is to bring hope and inspiration to people who have experienced loss. >> jenna was the spark plug of our family. we heard really beautiful stories about how jenna would share her smile with people and how that smile would make them smile. >> tomorrow fellow students will be wearing pink, her favorite color. arraignment scheduled for wednesday in yolo county for a young mother accused of killing her 3 week old son. 23-year-old samantha green held without bail in a jail in woodland. booked of one count of murder in the death of her child justice reese. initially they were reported monday. she was found the next day frantic and confused near a waterway. the body of the child was discovered in thick bush along the banks the following day. >> this is probably one of the top five worst situations -- i have personally been involved in or seen. extraordinarily tragic story. we know that. it affects all of us. >> the yolo county sheriff says investigators looked at the family's claims that she may have been abused while investigators do not have a motive the sheriff says she was the only person responsible for her child's death. police in alameda are stepping up patrols at bay farm elementary school after some teens vandalized a kindergarten classroom. police say the teens broke into the school the night before valentine's day as they were destroying the classroom an alarm alerted a district employee. police say that person went to the school and reported seeing about 100 teens running away. clean-up continues today at a sand box vandalized in a park in san francisco. someone smashed beer bottles along a wall leaving shards of glass in the sand. it's a place that is very active among children who play there. the parks department may have to replace up to 20 tons of sand. the sand box could be shut down for at least a week. last week vandals scrawled graffiti at a construction site in the park, damaged the turf. the irrigation system as well as hot-wired a vehicle. 7:41. a deadly weekend on bay area roads. we have more on the latest incident that happened last night. that landed five children in the hospital. >> making girl scout cookies in the comfort of your home? a new toy set. good morning. mostly clear cool start to the day. a look at the temperatures coming up. [bell rings] >> there's prince william, continuing his tour overseas and yesterday he traveled to an area in japan that was ravaged by the 201 tsunami -- 2011 tsunami. he was greeted by dancers and then made his way through one town and spoke with the people who lived there. today he continues his tour in china. the port of oakland and dock workers reached a tentative contract agreement. the port faces a bigger challenge, new container vessels much bigger than before. megaships required deeper ports, cranes and more warehouse space than the most common ships currently needed. improvements cost billions of dollars but without the upgrades importers will take their products to other ports. oakland plans $1 billion worth of new warehouses that it expects will be a big selling point. details are emerging about a proposed stadium in oakland for the raiders. contractor tells the bay area news group that the owner just wants the stadium built and it doesn't have to be "atagema shall -- a taj majal. it would have 55,000 seats, davis likes a smaller stadium in oakland because it would cost less to build and keep ticket prices down. while he prefers to stay in the bay area the raiders also have a backup plan to build a stadium with the san diego chargers just south of los angeles in carson. thousands of homes in san francisco and morinne county are at risk for wildfire this year. according to a real estate data company that says nearly 6,000 homes are in the highest risk category. an additional 21, 000 homes are in the second highest risk group. many of these houses back up to wildland or have neighbors that haven't taken precautions against wildfires. fire officials say the most important thing homeowners can do is create that defensible space around their property. check out this picture. the sierra is looking great and snow showers are expected to continue there today. live look at what it looks like at the squaw valley ski resort. they have a web cam. that is it. it looks good. the highest resort received -- they have 2/3 of ski runs open. that is after snow fell across most of the northern sierra yesterday. crews are working to keep i-80 in good shape over donner summit that can cause problems for drivers sometimes. some ski resorts reported more than a foot of snow friday but it turned to rain at the lower elevations making it easier for drivers heading to the resorts. >> we actually started putting our chains on our truck and we got to tell one of the plow truck drivers hey, you don't have to chain up anymore. >> all drivers going across the sierra need to carry chains. and drivers officer highway 50 accept four-wheel drive with snow tires have to use chains in some areas. ski resorts and operators and water officials all happy with any amount of snow and rain but we're still way behind the curve when it comes to the winter snow pack. this is december. check out all the snow here. looks pretty good. i want to show what you it looks like now even with the rain and snow we got yesterday. this is the bad thing. here. all the rocks exposed because there's just not enough snow to cover it. scheidt be covered and this water level should actually be a lot higher this time of year. we're going to find out just how bad the water picture actually is on tuesday because that is when the next sierra snow survey is scheduled. so far california only has had two big storms this year. both pretty warm storms so they didn't drop much snow. the snow survey is expected to confirm the fears that there is not actually that much water in the snow we have which will likely mean water planners have to restrict releases from reservoirs around the state again. i remember last year's snow survey, the last one they took i believe was like 18% or 120% of average. >> sure. >> we've had more precipitation this winter season so i expect it to be a little higher. that was taken may 1st. >> right. i think we were 25% to 30% of where we should be. >> strong november, strong december. >> as claudine mentioned the storms were really warm. even though we were picking up a lot of rain here, 7,000, 8,000, no. >> this storm, cold storm, we had a lot of cold air aloft. warmer air at the surface. that is the type of weather that brought us a lot of snow in the sierra even though we didn't see much rain here. i'll show you amounts in a moment. live look over san francisco. blue skies, no clouds. we will have a little build-up into the afternoon but we're going to remain dry. again a very cold storm. we didn't see a lot of moisture in the bay area. some of us picked up rain. look at the sierra, diamond peak reporting two feet since friday. squaw valley 27 inches, kirkwood 14 inches. areas around sugar bowl 12 inches. so this is great news. we definitely needed this colder system to bring us the snow. so we'll be of course tracking that. we will fill you in and bring you up to date on the survey for tuesday. i've turned off the radar and i have actually given you the water vapor loop. it gives us an idea of where that circulation is, off the coast of southern california. this is going to kick east. it's going to be in arizona later tonight and into tomorrow. for us, partly cloudy skies, a seasonal temperatures in store for today. upper 50s and low 60s for the afternoon. we have a second system, that is going to roll along the pacific. right down the coast on monday. brings us a very slight chance at a few scattered showers and i'll show you this. this hour and morning hours a few residual flurries existed over southern half of tahoe and moving into areas like yosemite for the day. we're mostly clear and dry. monday morning, partly cloudy skies and if you notice behind me there's that shot of some rain well off the coastline. one or two models want to drive it closer so we're going to lever in the slight possibility of a few scattered showers. we get into the afternoon, seeing moisture pop up over maybe mount hamilton, some of the higher elevations, maybe the diablo range and a little rain and snow falling over the sierra once again. that is good news. for most of us, we're going to be dry and his backyard. you can see the animal walk alongside his home located on pine flat road in santa cruz mountains between bonnie do you know and boulder creek. experts say if you see a mountain lion don't approach it. animals are most active at dawn and dusk. a area in nevada, home to lie orns and dozens of animals in danger of shutting down. a man is taking care of 46 lions, and other animals but the board of commissioners said it may shut the ranch down because the permit only allows for 40 animals. >> where are they going to go? who is going to feed them? if you are -- you really love animals come here, they are happy, they are content. >> but the number of animals is not the only issue. evans has breeded two of the lions, according to the commissioner of the ranch -- according to the commissioner of the ranks, only licensed as a sanctuary, not a breeding facility. for a couple in texas snow is not enough to cancel their outdoor wedding. instead of moving their ceremony inside they just got married in that snow. the road conditions in the area were apparently so bad some of the guests couldn't make it. but despite that weather the couple says they would not change a thing. >> apparently i was born in the only blizzard in texas and now i'm going to get married in the only blizzard in texas. >> the newlyweds said they plan to warm up on their honeymoon in hawaii. several ranches across the bay area this weekend. did i say ranches? rescues. there were a lot of rescues. how crews were able to bring a man and dog to safety after falling down a steep cliff. >> some senior citizens and people with disabilities are going to be able to ride muni for free starting today but there are requirements needed to take advantage of the new service. the weather with rosemary. a beautiful sunrise. >> reporter: mostly clear skies and active weather moved to southern california. in its wake we will have very dry and mild weather for the afternoon. this morning we're off to a chillier start, giving you a look at what is happening as i pull out of the way. as we point to the north and west, yesterday by this time we had the clouds beginning to build up over and along the coastline but not the case for today. we'll be partly cloudy to mostly clear and temperatures about where they should be for this time of year. as we get a look at what you can expect for today the clear skies, the colder conditions, some of us actually sinking into the low to mid-30s this morning. so a chilly start for some of our valley locations. as we get into the afternoon temperatures will be seasonal with upper 50s and low 60s in the forecast. there's a very weak system that will ride right over the pacific, along the coast for monday leaving us the slightest possibility for maybe a few scattered showers for monday. 50 oakland. 38 santa rosa. around the bay we have 47 mountainview, 51 hayward, 50 oakland. as we get into the afternoon a lot of low 60s in the forecast for today. i'll line those up for you and i am tracking that slight possibility for scattered showers into monday. i'll show you the futurecast model coming up. do you remember this video? because it started circulating around the internet last year? it keeps circulating. that is 95-year-old world war ii veteran joe bell. >> it was kind of called the joe bell moment. he brought a chair outside his home to watch the race. next thing you know an army combat vet who worked and served the country in afghanistan and iraq was the first to go over there. he noticed joe bell and just stuck out his hand and started to shake it. then this happened. everyone started to follow in the footsteps and shake joe bell's hands as well. >> allie is live at the race. he's being remembered this morning. >> reporter: yeah, we showed it to you live at the top of the show. the start of the san jose 408k race to the row. i showed you the first group. this is the second group. the race benefits the pat tillman foundation. there are a lot of military veterans who take part in this event. about three miles into the race course, these runners will reach what is called the memorial mile. fellow veterans will be standing along the route to thank veterans for their service as they run by. it was inspired by the actions of joe bell, the man you mentioned, world war ii vet, who during last year's race decided to put on his old uniform, come out of his house which is on the race route and salute his fellow military veterans running by. that video went viral and joe bell became a late in life celebrity, became the grand marshal of the san jose fourth of july parade last year. i had an opportunity to interview him briefly. he was very gracious, very humble and just seemed appreciative of all the appreciation he was receiving because of his actions. joe bell passed away in january but this year veterans are continuing his tradition of expressing their gratitude at the race's memorial mile. >> we ran it already. we started at the finish line, ran to the start line. we ran by once this morning. >> reporter: what you're looking at is a picture taken about 25, 30 minutes ago. this is from the race director. the race director told me this morning he put the call out to other veterans to come and be a part of that memorial mile. no one rsvps so i didn't know how many would show up but by the look of this, 30 minutes ago a dozen veterans showed to you be part -- up to be part of the tradition on the memorial mile. the race started at 8:00. the first group already went through. another group coming through. between now and 9:00 we're going to head over to the memorial mile and talk to some of the veterans taking part in that tradition. where joe bell's family is also out there taking part in the memorial mile. festivities as well. back to you. >> you can see the red, white and blue and the american flag. thank you. that race is happening in san jose but if you're headed to napa valley today there's also a race happening there. you should be prepared for road closures. segments of the silverado trail between calistoga and napa are now closed for the napa valley marathon. that race kicked off about an hour ago. the course is taking runners down silverado trail to vintage high school in napa. this year runners are using the trail from the start to state route 128 so the road closures are going to be in efnlgt until 12:30 this afternoon. san francisco firefighters were called out to fort funston after a man and his dog fell down a steep cliff. a viewer sent this video from the rescue operation yesterday. the victim says his dog first fell down the cliff and when he went to go look for the dog the ground beneath him crumbled and he fell too. >> he went over, i came to stand at the edge and the ground just sunk in under me. >> neither the dog nor owner were hurt. at point race, a 24-year- old man from gilroy suffered major injuries after falling off a cliff. officers say he fell 60 to 80 feet on to the rocks and surf below. he was able to pull himself out of the water, also two good samaritans tried to help him, then they became trapped by the surf. chp helicopter rescued all three. crews performed two other rescues in the north bay. a pair of hikers climbed down a steep rock face, couldn't get back up to the trail. another another helicopter crew used a hoist to pull both victims to safety. there's no word on the condition of the hikers. at this hour hayward police are searching for a person who shot at an officer early this morning. it happened at winton avenue and soto road around 2:00 this morning. the officer wasn't hurt. and was able to fire back. police issued a shelter in place asking residents in the area to stay inside as they continue to look for that suspect. there's a crash in san jose that left one person dead and six others injured. that includes five children. police say the two vehicles slammed in to each other at ocala avenue and onlyward drive, at 7:00 last night. the adult male in one of the vehicles died at the scene. another adult and five children were taken to hospitals with non life-threatening injuries. police say both drivers remained at the scene and are both cooperating with investigators. new information about another deadly crash in san jose. police say two cars yesterday morning were speeding down hillsdale avenue. authorities believe they may have been in a street race. police say one of the cars was stolen and the driver of that car lost control, spun sideways, hit a light moled a meridian avenue. three young passengers were ejected. 14-year-old vladimir vargas died at the scene and another boy and girl were seriously hurt. >> we lived here only three years and we have known of four racing accidents that have happened which is one too many accidents. >> police say the driver of the stolen car fled leaving victims behind. they are looking for them. in sonoma county sheriffs' deputies say a suspected drunk driver died after leading police on a high speed chase yesterday morning. police say they were trying to stop the teenaged girl from speeding on 101 but she refused to stop. speeds reached 100 miles per hour. the driver lost control on an exit ramp, barreled into the brush alongside the freeway and she died at the scene. her two teenaged passengers were also hurt. >> primarily starting from the get go the people are trying to evade law enforcement. of course this could have been avoided had they simply yielded and stopped on the shoulder this. girl would have been alive. >> investigators say the teen driver was unlicensed and she had an open beer bottle at her feet. they also say they found open containers in the car and said her passengers had also been drinking. a n report shows bart service delays have jumped in three years. three years ago they ran on schedule 96% of the time but in the last three months of 2014 that number dropped to 87%. they blame bad weather, demonstrations and aging equipment. it hasn't been upgraded since 1972. a new program starts today to let senior citizens and people with disabilities ride muni forfree. anyone with 65 or older with an annual income of less than $68, 000 and people with disabilities. the south floridian transportation authority approved the free passes in january. >> we know for some people it amounts to $23 a month in savings. that is considerable when you're at a very, very tight income. >> the free rides are expected to cost muni $4.5 million a year. a similar program for students approved about a year ago. getting paid more to work in oakland. coming up, the creative way one restaurant is picking up the tab so it doesn't hurt area. giving you a live look at downtown oakland, mostly sunny skies, 50 degrees. >> thank you. a fire at disneyland closed one of the most popular attractions for several hours last night. that fire broke out in a tree in the backstage area near "it's a small world" just before 9:30 p.m. the ride had to, evacuated, disney fire crews put out the flames before they were able to spread. no one was hurt and the ride was not damaged. it's expected to be open today. disneyland says the fire may have been started by fireworks. let's talk about this harsh winter weather that we're really seeing across most of the country. despite how nice it is here. drivers in fort smith, arkansas, had a hard time staying on the roads, they were icy and it was really windy. more snow is expected in new mexico, nebraska, kansas and oklahoma today. the northeast could also get more snow today. massachusetts has already had more than 100 inches of snow and yes, it's only a few inches, five inches from setting an all-time snow record for an entire season. today's storm is expected to dump another 3 to 6 inches on boston. the unusual harsh winter has some states looking for ways to save money when it comes to keeping those roads clear. in indiana officials are mixing that usual road salt there with beet juice. that is because that juice is actually sticky so it keeps the salt on the roads longer. road crews also say it is more effective in colder temperatures. >> regular salt quits working 12, 13 degrees, somewhere in there. and when you add the wet juice to it it doesn't stop working in the it gets in -- could be negative, negative 20 degrees. >> the beet juice is also less expensive than road salt and sand and does less damage to the environment and the road equipment, because the salt is actually pretty corrosive. let's talk about flight delays because when we do that, that is how it could affect us here. the dallas/fort worth airport is bracing for another day of cancelled flights. 1,600 flights in and out of dallas/fort worth have been cancelled since friday, that is the home base for american airlines that cancelled 1,600 flights from texas. they provided blankets and cots for stranded passengers and encouraged vendors to keep concession stands open overnight. travelers trying to get that 200 miles from dallas to oklahoma city on one flight had a really long delay. that flight usually takes an hour. but in this case the jet pushed away from the gate just before 2:00 in the afternoon and didn't arrive at that final destination until nearly midnight. that is because even though the flight pushed from the terminal on time it had to come back because of delays of de-icing that plane. then the snow piled up on the runway causing more delays. passengers got off the plane but were also told to stay close to hear departure announcements. >> it was kind of a mix of -- anger. they say 15 more minutes and people start laughing. we heard that before. by the end of the day, eight, 10 hours everyone was pretty frustrated and wanted to go home. >> the delay lasted so long american airlines had to call in another flight crew. the original crew had been on duty longer than the faa allows. that flight did finally land safely in oklahoma city nine hours late. we did just check again, four flights were not allowed to take off because of that bad weather in texas. two later flights that were in danger of being cancelled are still on the flight boards for now. three flights also cancelled. at of now oakland still looks ok, no cancellations of flights from texas to the bay area from that airport but as always keep an eye on it because that changes throughout the day. >> that story from the airport in dallas just got worse and worse and worse. >> i worked in the midwest for several years. >> send a crew away, another crew in nine hours later. none of this. lafayette, i like the green hills, blue skies. may not be green for much longer as we keep warming up. it will be brown probably by mid-april. >> you're right. we definitely need more rain. we need more snow and for the time being not going to see it. we've got mostly blue skies in store for today. temperatures where they should be for this time of year. and we are starting out march on a dry note a beautiful view over lafayette. a slight chance and another chance of showers coming monday. first let's talk about what fell over the last 24 hours because not everybody saw a lot of rain but some areas actually picked up some. pacifica now judgmenting this, 4/10 reported there. the western edge of san francisco, probably closer to the coast we saw areas around there with 4/10 inch but downtown san francisco didn't report that much. >> here's a look at the storm now over -- or off the coast of southern california. it will move east into arizona the next 24 hours or so. the next system dropping right along the bc coastline here will move along our stretch as we get into monday. but again it doesn't look like it's going to bring us much if any. i'll run you through monday and into monday, partly cloudy skies, mostly sunny in store for today. a few scattered showers continue. over the sierra. by monday morning we wake up partly cloudy and there it is. it's well off the coastline. at least one model wants to brick it a little closer. and bring us the possibility fiesta nightclub. after the shooting its entertainment and alcohol license was suspended for 60 days. a large rally is held in moscow to remember a beloved russian politician who was assassinated. tens of thousands of people have gadgeereds for hours today in central moscow to mourn the death of 55-year-old boris netsov. shot and killed early yesterday near the kremlin. he was scheduled to lead a march today in opposition to the russian president vladimir putin. government officials approved a rally of up to 50,000 people but organizers now expect many more people to show up to protest his death. cal trans is transtaking some responsibility for the leaks on the new bay bridge according to the chronicle. there have been more than 900 leaks on the road deck of the bay bridge and toll payers picked up the $4.1 million cost of the repairs so far. cal trans asked a bridge design firm to come up with a way to prevent future leaks. weather in areas. even the area of evergreen look picking up hail. let's look at the system. we talked about it. we had a very cold storm move through. we had that warmer air near the surface at least relatively warmer and that is when you get this very active weather. you get the thunderstorms, hail, the brief downpours, the sierra picked a great amount of snow. we'll look at the snowfall totals in the last 48 hours here in a little bit. here's the storm right in here off the southern california coastline. so scattered showers and thunderstorms in southern california today. before the system kicks off east . these numbers are cooler than where we started yesterday morning. we're already beginning to rebound with the mostly clear skies and sun shining. 53 walnut creek. as we get into the afternoon a lot of upper 50s and low 60s in the forecast. with partly cloudy to mostly clear skies. i'll put numbers on the screen, i'll show you the extended forecast, slight possibility of showers coming for us tomorrow, coming up. >> check out the sierra, looks like some people are already on the mountain -- resorts already received four inches of fresh snow in the last day. i snow squaw valley said that was enough to have 3/3 of its ski runs open. good news across the sierra. snow fell across the northern sierra yesterday and that had the road crews working steadily. they were definitely trying to work hard to make sure interstate 80 stayed in good shape over donner summit. some ski resorts reported more than a foot of snow since friday, then the snow actually turned to rain at the lower elevations and that was good news for the drivers that were headed to the resorts. >> we actually started putting our chains on our truck and we got told by one of the plow truck drivers oh hey, you don't have to chain up anymore. so we lucked out real big time. >> that does make it easier but check out these pictures. drivers going across sierra should have the dhains with them. we did just check, all drivers going across 50 to south lake lake tahoe will need to use chains in some areas unless they are using four wheel drive with snow tires. ski resort operators and water officials are happy with any amount of snow and rain but we're still way behind the curve when it comes to winter snow pack. i give you a good example of how far behind. this is the south yuba river in december. it should still look like that with the snow along the side, that river flowing but now let me given you a look at what it looks like now. even with this rain and snow yesterday, all this exposed rock on both sides, not what we want to see when it comes to this. that water level should also be higher. i've been through the area. you shouldn't be able to walk through there. should be closed but that is how bad it is. we're going to get an official look at the water picture on tuesday because that is when the next sierra snow survey is scheduled. it's important to note so a big jump. workers in the city have to be paid at least $12.25 an hour. that is up from $9 an hour. this big pay hike is because voters overwhelmingly passed a proposition last november, the city's estimated 40,000 low wage workers say it's very welcome news. >> etc. not like -- i'm not worried about making rent. living paycheck to paycheck. >> i can just relax almost knowing that i am having extra income for all the extra stuff i want to do. >> that pay increase is a concern for businesses like restaurants that below those workers. one oakland restaurant on piedmont avenue says it will let customers know they don't have to leave a tip because workers are getting that raise. other cities are also raising their minimum wage. republicans say there's a bigger rift in the republican party. house speaker john boehner pushed through a seven-day funding extense friday night hours before the department was to run out of money. local analysts say boehner needed democratic votes because a block of conservative republicans rejected that short term fix. conservatives in both the house and senate say they will not vote for ending any funding bill unless it repeals president obama's immigration reform. >> all over the country republican, senate and house candidates told the people if you give us a republican majority we will stop president obama's illegal and unconstitutional amnesty. >> analysts predict more contentious debates this week in washington. besides homeland security funding there could be fights over the budget money to battle isis and highway funding. new jersey governor chris christie has not officially announced he running for president but certainly sounds like a candidate. he spoke yesterday at the california gop spring convention in sacramento. he says the country leads a leader who can build coalitions, not afraid to stand up for american interests around the world. >> i'm passionate about my beliefs, about my principles be a [ applause ] >> 500 people are attending the sacramento convention, christie told them adjusted for inflation and many middle class americans now earn less than they did in 2000. the u.s. department of justice is planning to fund new research on how colleges respond to campus sexual assault cases. the department will provide a grant for researchers to examine the handling of campus sexual assault complaints. you see -- uc berkeley is one of several colleges under investigation by the federal office for civil rights for its handseling of sexual assault cases. prompted by complaints from the college. a shooting led to a four- hour standoff in oakland. happened 1:30 yesterday afternoon. no one was injured in the shooting but police say two suspects holed up in an apartment on 85th avenue and international boulevard, one person was arrested. but police have not released any details on the second suspect. san francisco police are going to hold a public forum tomorrow night to discuss last thursday's deadly officer- involved shooting. two plainclothes officers confronted a robbery suspect in the mission district. they say he had a kitchen knife, was trying to steal another person's bicycle. the officers say they had no choice but to shoot him after he ignored their orders to drop the knife. the town hall meeting is going to be aide cesar chavez elementary school on shotwell street. 6:00. arraignment scheduled for wednesday in yolo county for a young mother accused of killing her 3 week old son. 23-year-old samantha green is held without bail with the a jail in woodland. booked on one count of murder in the death of her child justice rees. they were initially reported missing monday, she was found frantic and confused near a waterway. the child was found in a thick bush near the banks the following day. >> this is probably one of the top five worst situations i've been involved in or seen. an extraordinarily tragic story. we know that it affects all of us. >> the yolo county sheriff says investigators looked at the family's claims that green may have been abused, while investigators do not have a motive the sheriff says green was the only person responsible for her child's death. police in alameda are stepping up patrols at bay farm elementary school after teens vandalized a kindergarten classroom. police say the teens broke into the school the night before valentine's day as they were destroying the classroom an alarm alerted a district employee. police say that person then went to the school and reported seeing about 100 teens running away. clean-up continues today at a sand box that was vandalized at dolores park in san francisco. thursday night someone smashed beer bottles leaving shards of glass in the sand where children play. the sand box could be shut down for at least a week. last week vandals also scrawled graffiti at a construction site there. they damaged turf and irrigation system and also hot wired a vehicle. now that the port of oakland and dock workers reached a tentative contract agreement the port faces a bigger challenge, new container vessels bigger than before. megaships require more space. the improvements would cost billions of dollars but without the upgrades importers would most likely take their products to other ports. oakland plans $1 billion of new warehouses it expects will be a big selling point. details are now emerging about a proposed stadium in oakland for the raiders. a contractor tells the bay area news group that the owner just wants a stadium built and doesn't have to be a "taj mahal." the new home of the san jose earthquake soccer team is earning glowing reviews. the -- fans say they like the stadium and the games. the quakes beat the galaxy 3-2. former adam john headed home with the second half. certainly goal of the preseason. the stadium cost $100 million and has 18,000 seats. only 10,000 tickets though were sold for yesterday's game because the team called it a soft opening. still wanted to test the stadium concessions and traffic to and from the game. it's a major upgrade from the old home. buck shaw stadium held over 10,000. not as modern as the other stadium and they have to share it with santa clara university. the claire how about riding muni for free? the people who live there. today he will continue his tour in china. the u.s. is now rethinking the strategy to fight isis in iraq. the pentagon planned that iraqi forces could lead an assault on islamic militants and take the city of mosul by april or may but military leaders don't think iraqi forces are ready. the u.s. is now considering several months of airstrikes before iraqi troops can move in on the ground. the american airstrikes would target key isis leaders, weaken their command and cut off supply lines. several flights in alaska were cancelled because of ash from russian volcanoes reducing visibility. alaska airlines says company policy prohibits flying through areas of known ash. the alaska volcano observatory says three vehicles are actively e -- volcano's are actively erupting and sent ash over the bering sea yesterday. i know i put you on the spot with the 30-day forecast. someone the other day says isn't ski season over? and then we get this. givers you hope? >> it doesn't look good. the next chance is the 11th. doesn't look like a lot. a lot of people get angry when i try forecast that far out. so, unfortunately, no rain coming any time soon. we saw a little bit yesterday and thankfully the sierra picked up quite a bit of snow, at least some areas did. giving you a live look here at the bay area where we are waking up with a lot of sunshine this morning. i'm not even -- not even patchy fog. a little wind in the hills but not too bad and definitely not reaching the advisory level. we started cool, i'll have a look at the numbers in a moment. i want to start out with a look at the sierra. diamond peak reporting two feet of snow in the last 48 hours or so. these are totals since friday. squaw valley, a little more than that. 27 inches, sugar bowl, a foot of snow. kirkwood 14 inches. heavenly a foot and north star reporting 16. boreal also reported 8 to 10 inches or so. some great news. flurries continue to fall at least through the first part of today and then there will be another shot of getting a few scattered showers for tomorrow. i'll show you this as we get into your forecast for today, we are mostly clear, i'm going to track two systems. the first rolled through yesterday. now over southern california, remains here today bringing scattered showers to the southern half of the state. then eventually it's going to kick off to the east and move through arizona. there's also this system right in here. this is what will slide down the coast in time for your monday. i'm going to show you here that we only have the slightest possibility, maybe picking up a few sprinkles. for now into monday morning and it's off the northern california coastline we're partly cloudy to mostly cloudy. as we go into the afternoon notice it just continues south. so we may see a bit of unstable weather push up over the hills, we may get a sprinkle from this but it's not going to be really anything beneficial. the sierra could pick up another inch or two of snow, that is good news there. for us we're going to remain mainly dry with just that very slight chance. for monday. temperatures right now 42 degrees in napa. 46 in novato. county recorded what he believes to be a mountain lion walking around there in his backyard. tom says he recorded this surveillance video february 12th. you can see the animal walking alongside his home on pine flat road in the santa cruz mountains. experts say if you see a mountain lion don't approach it. they are most active at dawn and dusk. a ranch in nevada home to dozens of lions and a few other animals in danger of shutting down. keith runs the lion habitat ranch in henderson, nevada. right now he's taking care of 46 lions, a number of ostriches, emu and a baby giraffe. but the clark county board of commissioners says it may shut the ranch down because its permit only allows for 40 animals. >> where are they going to go? who is going to feed them? if you really love animals come here, they are happy, they are content. >> the number of an -- animal isn't the only issue. he's bleeded two lions and -- breeded two lions. thousands of homes at great risks for wildfire this year according to core logic, a realty roalt data company. it says nearly 6, 000 homes are in the highest risk category. an additional 21,000 homes are in the second highest risk group. many of these homes do back up to wildlands or have neighbors who have not taken precautions against wildfires. fire officials say it's impossible to tell when there will be a wildfire but homeowners can make their property safer by clearing the defensible space where they live. for a couple in texas snow isn't enough to cancel an outdoor wedding. instead of moving the ceremony indoors they just got married in the snow. it looks like it was still falling. road conditions were actually so bad this that area some of the guests couldn't even get to the ceremony but despite the cold temperatures and that snow glorious morning. we are so blessed to live here. i will give you a look towards the rest. if you remember this time yesterday we looked toward the coast and you could see the building cumulus clouds. sure enough we had thunderstorms roll through with lightning, thunder, quite a bit of hail over parts of santa clara. that's not the case today. we will have partly cloudy skies, mostly clear. temperatures will be on the mild side with dry conditions. let's look at current conditions now. we started out in the 30s in some areas but now santa rosa is at 46, 49 san jose. we have mid 50s in hayward. into the afternoon under partly cloudy, mostly sunny skies, widespread 60s. 63 is expected in concord, 64 in concord hill, low 60s in santa rosa. monday there will be a slight chance of scattered showers. i will detail that for you and we'll look at some of the rainfall totals from the last 24 hours coming up. >> thanks. we have been talking about the city all morning because of this man. >> right. >> joe bell. he was 95 in this video, a world war ii veteran. he became known for what he was doing at the race in san jose. >> it's become the joe bell moment. it was an iraq afghanistan army veteran who first noticed him running down the street. i said i want to shake your hand. next thing you know the majority of the runners started following in the footsteps and shaking his hand. >> a lot of people thought when this race comes around again we'll have this moment again. unfortunately he passed away in january. he is still being remembered during the exact same spot where joe bell stood. tell me what's happen willing this morning. >> reporter: we are standing in what's called the memorial mile section of the 408k san jose race. you can see some of the runners going by. you see a lot of them stopping, some of them even coming to take their picture with this memorial. this is joe bell's house. this is where last year during the same race he spontaneously decided to put on his uniform and come to the front of his house and greet all the runners going by. a lot of military veterans participate in this race. when some of them saw joe bell wearing his world war ii uniform a lot of them came to him last year and wanted to shake his hand. the whole thing was captured on video. it went viral, and joe bell became a late in life celebrity. you see people coming out and taking pictures of the memorial. joe bell unfortunately passed away in january. the race organizer says they were planning on making him a part of the race event again this year. they were going to have him in the lead car leading the runners but unfortunately that didn't happen. instead they came up with the idea of the memorial mile. the memorial mile, taking his place are some military veterans doing the same thing he did last year. they're far off from where we are. there are veterans who have been cheering, greeting, slapping high fives at some of the people running in the race. i have charlie bell, joe bell's son. did you know last year that your father was going to do this and create what's now become his legacy, part of tradition? >> it was really impromptu and kind of an instant thing. he was really active in the neighborhood here. he knows everybody. when they walked off the street for the race -- blocked off the street for the race, he knew something was happening. in the most recent years he would put his uniform on and meet people. >> reporter: what was his reaction to all the internet fame he received? >> with his lifetime of experiences, he was not impressed. he was himself. my mother's brother was frank mcgee, famous nbc anchor man. he has been involved. >> so he was unphased basically. what's your reaction as you see people come and take pictures with this memorial tribute? >> it really amazes me. grandpa deserves the recognition. he was a great person, and he was all military. there was a drill sergeant up the road here, and my dad was trained -- he trained special forces. so he would wake us up. get going, get out of bed, 1, 2, 3. he had all kinds of military slogans and songs he would sing. he was a jumper, ranger jumper. >> so he felt very strongly about it. obviously it touches you to see all the outpouring of support and gratitude from people out here. >> he had a connection to almost all people because of his experiences around the world. >> reporter: thank you so much charlie bell. >> thank you. >> reporter: the 408k race to the road is the event that's happening today. where we are is a memorial mile in front of joe bell's 95 year old world war ii veteran who passed in january. he started this tradition and his legacy now is at this portion of the race there are people thanking veterans for their are now closed for the napa valley marathon. the race kicked off about two hours ago. the course is taking runners to vintage high school in napa. runners are using silverado trail from the start to state route 128. road closures will be in effect until 12:30 this afternoon. a new program starts that will let senior citizens and people with disabilities right muni for free. an annual income less than $68,000, folks with disabilities, transportation officials approved the free pass. >> we know for some people it amounts to $23 a month in savings. that's considerable when you are on a titin come. >> free rides are expected to cost muni $4.5 million a year. a report shows delays in bart service have jumped in the last three years. san francisco chronicle analyzed the on time records since 2012. three years ago they ran on schedule 96% of the time. during the last months of 2014 the number dropped to 87% on time record. bart is blaming bad weather, demonstrations, and aging equipment. when you talk about equipment bart says the train control system as well as cars and sections of the track have not been upgraded since bart started service in 1972. a crash left one dead and six auto injured including five children. the two vehicles slammed into each other around 7:00 last night. the adult male passenger in one vehicle did die at the scene. another adult along with the five children were taken to hospitals with nonlife threatening injuries. both drivers remained at the scene and are cooperating with investigators. we have some new information for you about another deadly crash in san jose. police say two cars early yesterday were speeding down hails dale avenue. authorities think they may have been involved in a street race. police say one of the cars was stolen and that driver lost control, spun sideways, hit a light pole at meridian. three young passengers were ejected. one died at the scene. another boy and girl were seriously hurt. the driver of the stolen car fled leaving the victims behind. officers are looking for that driver as well as the driver of the second car. sheriffs deputies say a suspected drunk driver died after leading deputies on a high speed chase. deputies were trying to stop the teen-age girl but she refused to stop. the driver barreled into the brush alongside the freeway. two teen-age passengers were hurt. the teen driver was unlicensed and had open beer at her feet. there is new information about the police shooting in hayward. as we have been telling you someone did fire at an officer near wynton avenue and soto road at 2:00 this morning. police are saying the gunman may be connected to another shooting that happened four hours earlier. there is no word on who was the target in the shooting or whether or not it prompted this attack on the officer. the patrol man had pulled the suspect over when the suspect got out of his car. he fired at the officer who then shot back. there is a shelter in place that remains in effect in the neighborhood. authorities are still searching for the gunman. san francisco firefighters called out after a man and his dog fell down a very steep cliff. a viewer sent us this video from the rescue operation yesterday. the victim says his dog fell down the cliff and then he went to look for the dog and the ground beneath him started to crumble and he fell too. the good news is neither the dog nor the owner were hurt. a 24 year old man from gill roy suffered major injuries after falling off a cliff. chp posted this video of the rescue on youtube. officers say he fell 60 to 80 feet onto rocks and surf below. he was able to pull himself out of the water. two good samaritans tried to help but became trapped by the surf. a chp helicopter rescued all three. a one hour flight turns into a nine hour journey. how american airlines got the passengers from dallas to oklahoma city. >> an unusual concoction to battle the weather in indiana. what crews are mixing with the looking like a car graveyard because people abandon their cars. >> southern states are getting hit. we are talking about new mexico, nebraska, oklahoma, texas. they're all expected to get severe weather. >> airports are a mess. the northeast is also getting a bunch. talking about massachusetts and just their snow totals, more than 100 inches of snow fall. that sounds like a record and it is. they're five inches away from an all time snow record. it doesn't look like they're going to be far from that because they'll get three more inches today if forecasts are correct. some states are getting i think pretty creative when it comes to keeping roads clear. there is this mixture in indiana. they're mixing road salt with beet juice. >> i worked there for five years. it's hard to keep the salt on the road. they say if you put the beet juice in, it makes it mushy and keeps salt on the road longer because it's so sticky. >> how was indiana when you worked there? >> cold. i did a lot of stories on the side of the road. >> five years. thought you fell in love with it. >> i didn't fall in love with it. i fell in love with the people, very nice people there. here is what the department of transportation is saying. >> regular salt quits working at 12 or 13 degrees. when you add beet juice, it doesn't stop working until it could be negative 15 or negative 20 degrees. >> the other bonus is it's cheaper. >> a lot cheaper than sand and does less damage to the environment and road equipment than salt which is corrosive. you mentioned texas. >> my mom flew from the bay area to texas. we have family not in dallas. she went to vegas and then lubbock but dallas had a bad day especially with one flight. >> some horror stories. it might be another ugly day with cancellations. since friday we are talking about 1600 flights. that is american airlines home base. they canceled 1400 in and out of texas. >> the airport i think provided blankets and cots for passengers which most airports do. that was nice of them to do that. >> passengers were camping out. >> also the airport encouraged vendors to keep concession stands open overnight. >> people are hungry and want food. they're grumpy and could use a little bit of a snack. >> i want to talk about the flight. it was delayed nine hours on friday. usually it's about an hour. the flight actually left the terminal on time but then it had to return because of delays with deicing and then snow started coming down and piling up. >> if you get on a plane as soon as you pull away you are like okay, we have pulled away from the gate. no, they went back and got off the plane. they said oh stay close. you will hear announcements. there are rules on how long a crew can stay on duty and the delay was so long they had to call another crew because they passed the time frame that made it allowable. >> just a nightmare. >> i feel so bad for them. >> everything is good to go and now we need a new crew. >> miserable. we just called in four flights from sfo are canceled because of bad weather. two later flights are in danger of cancellation but do remain on the schedule. three flights to dallas have been canceled. >> so far we checked with oakland and oakland is actually looking pretty good. they don't have cancellations yet. it's not like the weather is going away. it's not like we don't have this domino effect we
