commercials people are talking about this morning. we're following breaking news out of oakland where a major fire is bumping at a warehouse building. this is new video just into our newsroom. the fire is burning on san leandro street near 105th avenue with flames shooting several feet into the air. amtrak and southern pacific trains have been told not to run in the area because firefighters have hoses across the tracks. there are also low-lying power lines in the area. no word at this point if anyone was hurt and the cause of the fire is under investigation. ktvu's tara moriarty is headed to the scene and will have a live rosht. this fire happened blocks from another fire this morning. it happened at an auto repair shop on san leandro street around 2:00. no major damage and no word if the two fires are connected. we'll placed calls and will give bring you the latest information as soon as it becomes available. good morning. i'm tori campbell. >> i'm dave clark. we're checking your weather and traffic. steve paulson has your forecast. >> pretty warm for february. today we'll have temps around 70. we do have sane in northern california. not making it here until maybe thursday. there will be a few high clouds, patchy fog. but overall, mostly sunny. some of that fog, coast variety and also inland variety. but overall, temperatures upper 60s, low 670s -- 70s. looks like decent rain out to redding, eureka, crescent city. 30s, a couple. still olding onto 40 for woodside, menlo park, palo alto, mid-40s, san mateo and also foster city. half moon bay and monterey at 58. that certainly helps people a lot of these lows up by the coast on the warmer side. a lot of cloud cover was on its way. but not for a couple of days. mostly sunny. patchy fog near 70. highs today should be closer to about 58 to 63. we'll be closer to that about 70 degrees for many of these locations. sal, we have the fire. is that what you are leading it? we'll talk about. but first, steve, nearby on the freeway, there is a crash. southbound 880 also in san leandro. that's making the freeway tough. look at 880 here. i'm gonna show it to you. it's backing up heading south. we normally don't see this. you know this. you watch every day, you don't see this kind of slow traffic. that's because of a crash southbound 880 in the vicinity of marina. traffic will be slow as you head south. please give yourself extra time because this crash even though all vehicles are on the right shoulder. they were in the lanes. you can see the traffic is really slow. this is going to catch you by surprise if you are used to what we normally see is good commute. let's go to the bay bridge toll plaza. westbound, you can see traffic here is moving okay. it's about a 25, 30-minute delay. it's a typical delay into san francisco. you know what's been heavy is the 580 commute? that's been terrible. we can go to the maps. westbound 580, that's just horrible. look at all of that red on the maps. all of this is stop and go. there's not one break in it. 680 is slow out of the dublin/pleasanton area. back to the desk. >> thank you, sam. happening now, work, at -- work, at oil refineries are on strike. it's the first big strike since 1980. alex savidge is live at tesoro refinery in martinez and says there are many factory -- there will many fact ooshes that could determine gas prices. >> reporter: and fume prices have gone up today over supply concerns. analysts say gas prices could continue to rise if this strike drags on and if we see it spread to other refineries, especially others in california. right nows the work stonage is impacting a total of nine refineries including the tesoro facility, here in martinez. we have not seen picket lines just yet. in all likelihood, you will not see that until later in the week. that's because union workers are still here helping to safely shut down the plant and that's a very slow process that takes some time. this is the first refinery strike in this country since 1980. the united steel workers called for the work stoppage. we've seen picket lines in texas, washington state and kentucky. workers say the strike is about more than money. they are also concerned workers' safety issues understaffing and fatigue. the strike was called after steel work, rejected a north contract offer over the weekend. >> the national was willing to continue talking, even beyond the midnight deadline and industry walked away and was unwilling. basically left a no option. >> reporter: during this work stoppage, the tesoro plant in martinez will continue to take in crude oil and ship out what it has already rebinned. while there are certain refinery its at the same time that will be affected by the strike, they will stay open using non-union labor. there is a concern about this strike spreading to other refineries around southern california which produced the unique blend of gas, a long- term slowdown and production in california could spell trouble for drivers. again we are expecting that production will stop at the tesoro facility in martinez by this thursday. and that's when we will likely see workers out on the picket lines. >> a story we'll continue to follow. 7:06. muni is trying a new approach to catch people who don't pay to ride buses and trains. a san francisco examineern review revealed that muni is using federal counterterrorism money to partially fund muni fare enforcement by police officers. the money typically goes to enhancing disaster prepared preparedness. transit officials say more police on muni trains has decreased the number of people for cheating the system. 7:07. still talking about the super bowl. the new england patriots are again the super bowl champs favorites. those we didn't like and those we detested. the super bowl if you have the money, here is a snippette of one of the more likable commercials. >> marcia, what happened? >> peter hit me in the foez with a football. i can't go to a dance like this. >> i'm sure it was an accident, sweetheart. >> an eye for an eye. that's what dad always says. >> i never said that. >> marcia, eat a snickers. >> why? >> this ad ranked seven on a survey panel by u.s.a. today. other top-ranking ads include the puppy that got lost and the fiyat blue pill commercial. there was one particular ad still buzzing on social media. >> i won't ever get married. i couldn't grow up because i died from an accident. >> this ad still has social media buzzing last night and today. not in a good way for nationwide insurance. this ad shows a kid who can't live his dreams because he died from an accident. there was so much backlash, that a statement went out saying this whole purpose was to start a conversation, not to sell insurance. our viewers are talking about it on facebook page. one person wrote nationwide commercial was horrible and tasteless. my mouth dropled in the end of the commercial. couldn't believe it. and maurice yowrote, nationwide is on your side unless you are that little boy. one of my favorites was the pacman ad, the bud light ad. keep your reactions coming on how you feel about the super bowl ads. every year, ea sports from redwood city use their latest madden game to sim late the super bowl. this year they correctly predirkted new england's comeback and the final score of 28-24. among other things they got right, tom brady's game-winning touchdown pass to julian edelman. they also predicted brady would throw poor touchdown passes and he would win mvp. was only three yards and one catch away from calling julian edelman's entire game. we're learling more about the man -- learning more about the man arrested in a gruesome discovery of the body parts found inside a suitcase. 54-year-old mark andres who was arrested on saturday has a criminal record in montana for suspected drug possession, theft and burglary tatting back to the 1980s and 1980s-- and '90s. a friend of his says they have the wrong man. the victim has not been identified. charges may be filed later this week. the east bay regional park district is planning to install bigger signs warning people to keep their dogs away from lake chabot. a dog died from exposure to algae just last week. officials say drought conditions have increased algae concentrations in the lake to toxic levels. a park district spokeswoman said the district is putting up larger signs advising people to keep their dogs away from the water. >> not an easy thing -- >> no. we have several crews on the scene of a huge fire burning right now in oakland. the flames, you can see them for miles. we're gonna keep following this breaking news story and tell you the effect it's having on trains running through the area. but next, developing news, the united states is considering providing weapons to ukrainian rebels as some claim that russia's actions are posing the gravest action to european security in decades. we're looking at a commute where traffic is gonna be slow on 880. there's some rain in northern california. for us, it's fog, and mild to warm temps. we'll tell you how warm and if there's any rain this week. developing international news, at least five ukrainian soldiers are reported killed in fighting overseas in fighting overnight as the obama administration considers sending arms to ukraine. in its battle against pro- russian separatists. the new york times says that john kerry is open to discussions of providing arms including drones and missiles. he is set to arrive in kiev thursday. so far, the white house has limited its assistance to ukraine to nonlethal items such as body armor and night-vision goggles. later today, president obama is scheduled to outline its $4 trillion federal budget plan. he's sending congress a budget that proposes raising taxes on wealthier americans and corporations to benefit middle class feales. this is new video of the budget plan being delivered this morning. it unveils an ambition $478 public works program for highway, bridge and trancy upgrade -- transit upgrade. they call the president's budget a no starter. the gop says it's a budget that goes back to tax and spend policys that will harm the economy. 7:16. the secret service arrested a man who climbed up a bike rack outside of the white house yesterday. now, the back rack is away from the white house fence. it's not likely you can use it to jump over the nens. however, the secret service charged the man with unlawful entry and turned him over to washington, d.c. police. you recall last month a small drone crashed on the white house lawn. the owner of that drone said he never meant for it to go onto white house property. former president clinton is coming here to the bay area. he will be in oakland tomorrow and san mateo on wednesday before going to -- back to san rafael on thursday. the topic of his speech has not been revealed yet but it includes several high-profile newsmakers. we're following a couple of stories that are really affecting your commute. sal has both of them. turned into a busy morning for you. >> that's right. southbound 880 as you drive on the nimitz freeway. there was a crash at marina. they are still clearing it on the right-hand shoulder. it was in the lanes. traffic is still slow. it was a little bit worse when the lanes were blocked. you can still see it's not the way it normally is and it's backing up as far as downtown oakland almost as far as downtown oakland as you drive south. might want to give yourself extra time. i also want to mention the fire at 105th and san leandro street may be affecting b.a.r.t. service. b.a.r.t. just said trains are running by. but you can see the scene down street. the amtrak service and also the freight service that runs on the tracks is not running as you can see that that train has been sitting there for the last 45 minutes. not going anywhere. it cannot get by the area where the fire is. one of the things we want to let you know is your amtrak capitol core -- capitol corridor may be delayed. let's go to steve. well, technically, it's winter. you wouldn't know it around here. most of the country is dealing with it. we're not. we had just the fourth warmest january on record in california and for -- since march 2014, 11 consecutive months in a row. san francisco has been above normal on the temperature. as you know, there was not a drop of rain in january. other than that, whea the good news? i don't have any. it's just mild to warm. mostly sunny today. patchy low clouds an fog. tomorrow, fog, is sun, warm rain. there won't be a drop until thursday or friday. you know and i know a lot can change between now and then. i'm just not sold on this. north, yes, there will be rain. almost looks like northern mendocino county. melissa said we have rain in leggette. there will be rain to the north. patchy fog, cool, mild, warm. mostly sunny, a few high clouds. but overall, rain is on the way. but san francisco now 39 days and counting since we had any rain. last rain was on christmas. we haven't had any rain through yesterday. we won't see any rain. this is the third longest stretch ever. the next record would be 42 set in 1976, 1977 for those of you who lived out here. you remember that was a dry, dry year. i think we'll tie that. i just don't see anything in san francisco until probably late, late thursday or maybe even friday, north bay, you are in line for rain, but again, it's not going to be for a couple of days. there will be rain to the north. redding red bluff. crescent city had .23. 50s for some. a lot of 40s. morgan hill is in there. gilroy checking in. right above los gatos. 59 warm degrees. fremont is at 49. there is still a hint of an easterly breeze in san francisco or a north-northwest. the water temps continue to be way above average. everything continues to ride up and over to the north. there is a lot of moisture streaming in. it's just taking aim. plenty of cloud cover will be screaming up here but swrea to budge this high pressure out of the way. that won't be until later in the week. temps could be warm thursday and friday. we'll see if the rain makes it. the next seven days there could be very hefty totals. ukiah north, we'll seal about farther south. therein lies the rub. mostly sunny, patchy morning fog. near 70 for many. including clearlake. we'll go 73. sonoma is in there, novato, santa rosa, fairfield, san rafael, 68. low 70s for many. concord in there. also pittsburg. 74 gilroy. low 70s san jose. 60s to 70s on the peninsula even on the coast it looks mild. water temps are warm and there's nothing to really cool anything down. looks okay through thursday. it will be warm and high clouds. we'll talk about rain on friday, maybe sunday. but santa rosa north. no doubt. san jose may not get a drop. >> hit and miss. >> three or four days before anything happens. >> the extra service this morning to get across the bay to san francisco. 7:24. a party rental store in southern california needs major renovations after a huge boulder smashed it into yesterday. alpine rentals was closed at the time. no one was inside. 10-foot wide boweller partially caved in the roof and spent some of the outside support beams. it ruptured a gas line. but crews were able too shut the gas off within ten minutes. nasa getting ready to lunch its first ever study of twins in space. scott kelly is scheduled to spend a year on the international space station. his identical twin brother mark kelly he will stay here on earth. the scientists will use information that's gathered from both of the brothers to determine the long-term effect on the human body from exposure to space travel. >> you know, understanding the effect of not only the microgravity but the radiation has on my dna when we're able to compare it to my brothers on the ground. >> this will be scott kelly's fourth mission. mark made four before he retired. mark is the husband of former arizona congresswoman gabby giffords. she was shot and injured during a community meeting in arizona four years ago. 7:26. a new study released today shows many packaged meals and snacks aimed for toddlers have way too much salt and sugar in them. the cdc says that's a concern because it could give kids an early preference for the type of foods that contribute to high blood pressure, diabetes and obesity. researchers say 70% of toddler dinners had too much salt. they also say most seer cereal bars, breakfast pastries and snacks included large amounts of sugar. super bowl l still a year ago. in 20 minutes, how people around the bay area are already trying to cash in on the big event. and breaking news as a over clear laker as well. we're going to have to wait for that cloud deck and the rain to make it this far south. maybe thursday night or friday. there's fog out there. patchy fog. coast and inland variety. mostly sunny, mild to warm. you can see some of that rain. northern sacramento valley getting some. 40s on the temps. novato at 39. low 50s san francisco. also sfo in there. a lot of cloud cover keeping some of these -- some cloud cover keeping most of these temps inspect 30s. generally 40s the there's plenty of moisture coming up near the hawaiian islands. it's taking aim more of know we have one accident and a fire. what are you dealing with? >> we're still dealing with slow traffic on the nimitz freeway because of an earlier accident at marina. we can go to the 880 picture. things are better than they used to be. they've cleared the accident from the freeway and that big backup we had earlier has been removed. so traffic is going to be a little bit a little better now. it's still slower than usual but we have improvement. going to the bay bridge toll plaza, that's baked -- backed up to the macarthur maze. the worst commute of the of the bay area has been 580. a lot of people are on the road at the same time. 680 is slow getting out of dub lun heading south. let's go back to the desk. >> all right, sal. 7:32. well, this morning, new england prints' are waking up celebrateth big victory. >> play clock is 5. intercepted at the goal line. the seahawks chose to pass on second and goal with time winding down instead of just giving it to marshawn lynch. butler intercepted. the seahawks were leading by 10 going into the fourth quarter but the patriots came back and won 28-24. >> they made a great play on it. credit to their team. i watch a lot of super bowls. that was one of the better ones. we just didn't lose it. >> a lot of people lost faith in us early. we held strong and held together. a great feeling. >> both teams are great. this is tom brady's fourth super bowl title. joe montana and er to terry bradshaw are the only other -- and terry bradshaw are the only two other headquarters to do that. the refsrob gronkowski was in the middle of this but irvin was ejected. patriots' fans took to the streets to celebrate the big win. [ cheers ] >> we did it! >> yeah! >> after the patriots won people poured out of the bars and into the streets. the temperature in boston, 12 degrees at the time. don't think the fans cared. police were everywhere as fans waved their flags and chanted we won the super bowl. >> i'm over the moon right now. i cannot believe it. it's -- that is the best super bowl me and my friends have ever watched. >> it was a tough loss but an exciting game. we were happy to be here. >> shortly after midnight, the police department tweeted that celebrations were civil in boston and no arrests were made. >> and now that super bowl xlix is over, the bay area already looking forward super bowl l. the big game will bring tre mennous opportunities to the area when we play host next year. janine de la vega is live from scare to tell us about the plan -- santa clara to tell us about the plans and how businesses are gearing up. >> reporter: there was so much fanfare an and excitement when levi stadium opened up. imagine how much that will be magnified because it'sest hog the golden anniversary -- it's hosting the golden anniversary. there were a lot of kinks to be worked out. there was a local contingent spending this past week in glendale arizona. this weekend, they along with 49ers' owner jed york took part in a handoff ceremony from arizona. they hope to raise the bar higher for next year's games. local businesses have a stake in this. >> we don't know what to expect. this is our first year being open at the stadium. we've learned a lot from it and have had a great time. we'll see what happens. >> i live close to the stadium walking distance. i'm excited. i think it's gonna be a great thing for santa clara. i think it will be a great thing for the city. >> demand for hotel rooms will be great. hotels in santa clara and san francisco have been taking reservations for super bowl l weekend. weekend. some people may want to rent out their homes. that's what some people did in glendale. one luxury home rent for $100,000 for the whole week. ethough the game will be in santa clara, a lot of the events are going to be held in san francisco. back to you. that's soared through the area around the stadium as fireworks were shooting into the sky. on twitter, fans gave her mixed reviews. her show started with this lion for her hit song "roar." she also sang "teenage dream" and "i kissed a girl." lenny kravitz also performed. she celebrated in a very permanent way. this is what she posted on instagram. she tattooed the roman newspaper xlix on her arm. for more go to ktvu.com. we're following breaking news in oakland where a major fire has taken over a warehouse building. the fire first started at 2:00 this morning but reignited about an hour and a half ago. tara moriarty is live at the scene and tells us low-lying power lines are a big concern. good morning, tara. >> reporter: yes, good morning. behind me you can actually see the warehouse and a couple of crews inside dousing water and fire retardant trying to make sure that all of these hot spots are actual. it appears to be some sort of warehouse. joining me live is the battalion chief with oakland fire to tell us more about what has happened here. do we have any idea how this started? >> no. it's currently under investigation. crews came out here earlier in the evening for a smaller fire. put the fire out and came back around 3:00 this morning. >> reporter: the initial fire was inside the building? >> i believe it was the outside fire. it was taken care of. around 3:00 this morning, the whole building was engulfed. >> reporter: this is an auto repair shop, single story, auto repair shop. we're on 105th? >> yes. >> reporter: you guys have this blocked off. i don't know if you can see the rigs here. tons of engines. how many people do you think had to fight this? >> i believe 44. >> reporter: pretty big response. two-alarm fire? >> yes. >> reporter: anybody hurt? >> no one was hurt. quick, aggressive attacks. members handled operations fairly well. everything -- we kept it from spreading to neighboring and yeast buildings to the storms next door. that was pretty much our primary concern making sure the residents keep their homes, keep the fire in place. >> reporter: looked pretty good when you first arrived. it was going pretty well. >> oh, yeah. it was going pretty well. flames, 50, 60 feet in the air. definitely concern was the power lines above for the safety of our firefighters. >> reporter: i just saw b.a.r.t. go by. b.a.r.t. is still running. but i understand that railroad service is halted. is it amtrak and pacific? >> yeah. we had supply lines crossing the tracks. so southern pacific was notified so we couldn't have any trains come in and have another incident. everything worked out for us to mitigate this incident. >> reporter: are you getting ready to pull out of here? >> yes. we're just hitting the hot spots making sure we don't have to come back to this location again. half of the crews have been released. this is just the residual of the crews making sure the fire is out. >> reporter: thank you for joining us live. it looks like this fire was under control. no one injured. railroad service amtrak as well as southern pacific happened to halt it. b.a.r.t. is still running the there are several blocks. if we want to pan to the right. you can see this whole intersection is blocked off as well. the areas around the fire have actually -- it's a pretty wide radius. i want to say. and the different streets that have been blocked off. if you want to get to the area, i would advise avoiding it. back to you. 7:41. in other news this morning, japan's prime minister says he will never forgive the islamic state terrorists who have now filled two japanese hostages. over the weekend, isis released a video appearing to show the detapcated body of kenji goto. last month they killed another japanese hostage. kenji's mother cried as she talked to reporters about her son. >> translator: i have nothing now but tears. i keenly wish that we will carry on kenji's memory to save the lives of children from impoverty. >> japan had been working with jordan trying to win the release of kenji as well as a jordanian pilot. isis said it would exchange them for an iraqi woman. jordan wanted proof the pilot was still alive and that never came. we don't know the fate of the pilot. president obama said the u.s. is doing everything in its power to rescue a 26-year-old woman being held by isis. the american woman was captured last year in syria while working for aide works. u.s. officials have asked she not be identified out of the kernel for her safety. happening today, the larkspur ferry is adding more service aimed at easing overcrowding. starting today, the ferry will make an extra trip to san francisco. it will leave larkspur at 8:30. the goal is to reduce crowding. this new trip could attract 100 new passengers and also bring in an extra 120,000 for the golden gate ferry. the new time slot will be tested over the next nine months and depending upon how well it works, officials say this could become permanent. somebody is gonna be smiling. a lottery ticket worth $1.4 million was sold at a store in antioch. buchanan smoke shop sold the lucky ticket. it matched five of the six numbers in saturday's powerball drawing. the numbers are 5, 11, 16, 26, 50. the powerball number is 34. but the winning ticket from an tip okay, it didn't -- antioch, it didn't match that number. no one matched all six numbers. so the jackpot for wednesday is about $317 million. 7:44. new this morning, about three hours ago, punxsutawney phil. groundhog, made his prediction on this weather day. >> yes. a shadow i see. six more weeks of winter. >> that's what you wanted to hear. don't mess with phil. thousands were watching the famous groundhog as he was lift out of his layer. he saw his shadow. winter will last six more weeks. if he did not see his shadow, the legend says that would mean an early spring. 7:45. it's what everybody is talking about this morning, those super bowl commercials. you saw them. mup in the next hour, we're taking a look at some of the hits, some of the misses. also, the measles outbreak raising really heated debate over some parents' decisions not to vaccinate their kids. up next, we'll talk with a doctor from uc berkeley's school of health about this controversial issue and just how concerned parents should be. three new cases of the measles, including two unvaccinated sib lings in marin county who were exposed at disneyland, the other source is not known. there have been at least 91 measle cases in california. the disease has spread to 14 states including the entire west coast and arizona. joining me this morning is art reingold. how worried about are you? >> well, measles can be a serious lethal december. the notion that this is -- lethal disease. >> disease. >> and washing your hands doesn't do it? >> no, it spread in the air. i could be in the room, cough, leave the room, you come into the room, we're never in the room together. >> dwrive yeard had about five of the cases involve people who were vaccinate -- i've heard about five of the cases involved people who were va nateed and the vaccines maybe weren't strong enough to be immew nizzed. do those people need a booster shop? >> for the most part, adults that have had it were vaccined. i think the worry is a small number of folks -- it's true that the vaccine is only about 98% to 99% effective. so even the best vaccine, occasionally. >> and you are in berkeley and there is a school the rose school where 89% of the students are not vaccinated. the state has a loophole where you cannot have your child vaccinated because of personal beliefs. some person believe these vaccines can cause autumn or brain damage -- autism or brain damage. others say it's not that effect. >> i think they have the from the bay area to kentucky are on strike. and that includes the tesoro refinery in martinez. ktvu's alex savidge says this strike could have an impact on gas prices. >> reporter: well, analysts say gas prices could go up if this strike drags on for a long period of time and if it spreads to other refineries here in california. right now, the work stoppage is impacting a total. nine facilities around the country including the tesoro refinery here in martinez. no picket lines here yet. they will likely go up later on in the week. that's because union workers are still on duty, helping to safely shut down this plant and that is a slow process that takes some time. this is the first refinery strike in this country since 1980. it was called by the united steel workers union and already there are picture lines up at -- picket lines up at tesoro refineries in texas, washington state and kentucky. workers say the strike is more about money. they are concerned about worker safety, understaffing and fatigue. the strike was called after steel workers rejected a fourth contract offer. >> the national was willing to continue talking even beyond the midnight deadline and industry walked away and was unwilling. >> reporter: the tesoro plant here in martinez will continue to take in crude oil during the stoppage and also ship out what's been refined. there is a concern about the strike spreading to other refineries around california which produced our state's unique blend of gas. we're expecting that blow duction will be halted -- production will be halted entirely here at the tesoro facility by this thursday. that's when we should begin to see workers on the picket lines. in martinez, alex savidge, ktvu channel 2 news. we're learning more this morning about the man who was arrested in the gruesome discovery of body parts in a suitcase in san francisco. the san francisco chronicking reports 54-year-old -- chronicle reports 54-year-old mark andres has a criminal record in montana for suspected drug possession, theft and burglary. it dates back to the 1980s and 1990s. a friend of andres tells ktvu police have the wrong man and andres was in the wrong place at the wrong time. the remains found in that suitcase still have not been identified. charges may be filed later this week. >> 8:05. hatching today, the former -- hatching today, the former stanford swimming champion accusedded of raping a woman on campus is expected to inner a plea in court. brock turner facing five felony counts is accused of raping an unconscious intoxicated woman. >> giving back to the communities. this is the third time in four years that the galaxy has made that trip to the white house. today is chris kyle today. texas honoring the u.s. serviceman whose life story is a hit hollywood movie. he was from the fort worth area. chris kyle served four tours of duty in iraq. he's considered to be the deadliest sniper in u.s. military history. the block bustert movie "american sniper" is based on his autobiography. kyle was 37 when he was killed at a north texas gun range two years ago today. a former marine charged in his death goes on trial next month. former president clinton is coming here to the prayer. his visit kicks off tonight with a speech in san rafael. he will be in oakland tomorrow. san mateo on wednesday before going back to san rafael thursday. the question is how far south will it go. i'm just nervous, nervous. i've seen this too many signs. rain to the north into friday. clouds here on thursday. then we'll see how far that rain makes it south. there are projections of extremely heavy totals to the north. i've seen in the 16 days, i've seen about 14 inches of rain in ukiah and not even an inch in san jose. that's one model. that doesn't mean it's right. the other two are not as bullish on the rain. let's face it. it's just in our favor right now. mostly sunny here. mild to warm unless you are points north. mostly cloudy. bulk. week. here's mr. castanedo with an update on your traffic. we do have a lot of slow traffic out there. we'll start off with a look at some of the commutes in the east bay. you can see the traffic is going to be slow at the bay bridge toll plaza although it has improved quite a bit as you drive into the city. but you still see a lot of slow traffic. about a 15, 20 minute-wait. want to show you the east bay commute. you can clearly see that 880 is taking a back seat to no other commute. it's very slow from about san leandro all the way down to milpitas and into the south bay. doesn't really break like it normally does. that's bad for you if you are trying to get to your job in the valley out of the east bay and you take 880. it's very slow. 101 is slow. you can see it on the maps. you can see it on our live picture. northbound 101 slowing past mckee. it stays that way well into mountain view. back to the desk. we're still following developing news in oakland. firefighters have put out a major fire at an auto repair shop for the second time this morning. tara moriarty is live at the scene now to tell us how neighbors are reacting. tara? >> reporter: neighbors are breathing a huge sigh of relief. that's because firefighters were habl to save two -- were able to save two homes. the flames only feet away. you can see that everything insigned has been gutted. but outside at least the cars have been spared, including this red ford mustang. around 2:00 this morning. firefighters responded to a call at tpi towing on the corner of 105th and san leandro. they snuffed out a small fire near the office but then about four hours later, they got a call that the building was engulfed. more than 40 firefighters did a quick attack and were able to prevent the fire from spreading. >> ist -- i came out and it -- this big cloud of smoke. these orange flames and -- i heard it on my window and i was like -- what's going on. i've never seen nothing like that. >> it seesmed suspicious to -- it seemed suspicious to you. they leave and have to come back again. it was kind of suspicious. >> reporter: this is an impound lot we spoke to the owner and it was a complete loss. there's no chance of rebuilding. i asked him if he thought this was intentionally set and he said there are plenty of people who hold grudges against him and his business since committee was in arizona learning what they could to make super bowl l memorable for fans. they are working on a model for transportation since many events will take place in san bernardino even though the game will be held in santa clara. hotels are already getting reservations for the weekend. the westin has booked 80% of the rooms. in glendale, some rented out their names. ktvu learned one home was rented out for $100,000 for the week. it's giving those who live close to levi stadium ideas. >> we thought about doing that. we're walking distance from the stadium. >> reporter: something we're looking at a commute that's still slow. look at 880. getting its monday thing on getting up to downtown oakland. patchy fog here. a few high clouds. it will be hazy and warm. we have rain in northern california. went through red bluff. we'll see if any of that can work its way down here. if a task force will release new recommendations for law enforcement practices following the shooting of andy lopez. the deputy thought lopez was carrying an assault rifle. it was a bb gun. there's been a lot of criticism about how officer-involved shootings have been handled in the county. the chp is investigating a fiery crash in san jose that took the lives of three people on highway 101. it happened early yesterday about 2:00 a.m. investigators say the driver of a red infiniti sedan registered out of san jose crashed near story road. the car split one tree uprooted another and burst into flames. the chp is looking for witnesses. >> at 2:00 a.m., there's always a good chance alcohol can be involveled. speed can be a factor. falling asleep could be something to consider as well. >> the chp says two men and one woman died in that crash. the medical examiner still identifying the victims. investigators say it if you saw the red infiniti on 101 south near story road, get in contact with the chp. 8:47. right now we want to check were in with sal, see how things are moving. 280? >> it's very slow out there. as a matter of fact, we still have slow traffic in the south bay and the east bay. mostly. 280 northbound, you can see the traffic is going to be superbusy there as you drive through. now, it's going to be slow on 101 as well heading up to mountain view. 101 is not a good alternate to 280 in this area. let's talk about the commute here on 7880 in oakland. the traffic -- on 880 in oakland. the traffic has been slow getting up to downtown oakland. when up get to the bay bridge toll plaza, it's getting better especially if you approach from 880. i want to mention. i just noticed that marin county is having a bard morning. southbound 101 from novato toe to san rafael. we want to touch on that in the next traffic report. let's go to steve into a lot of high clouds to the north. northern sacramento valley. patchy fog for us. we'll have to wait a few days before any rain makes it in. it will make it to the north bay but maybe not until thursday or friday. red bluff has had heavy rain. now it looks like it's heading to chico. some areas to the north. mendocino county there's some rain. yuba to i kyia -- ukiah. this will lift out of the picture and then we'll have mostly sunny tuesday and wednesday and thursday we'll focus on a system trying to work its way in. rain is on the way for some. not for all. it may be a case where it just pours in sonoma county and . northly will get rain the question is how much. 40s and 50s on the temps. beginning to warm up. some of the higher elevations are warm. others are in the mid-40s. a lot of 40s due to the high cloud keeping up some of the lows. there will be a lot of moisture streaming in. it looks like it wants to focus its energy to the north. it will lift out. until then, it will be sunny to mostly sunny and warm. i mean we'll have a lot of 70s here on the high side. everything begins to change on thursday and that's when i'll start to tackle it. if it all comes together, it could be something impressive. >> there could be really heavy totals. these are gonna change over the next couple of daysles we'll see if there are higher or lower. 60s and 70s on the temps. the temperatures are gonna be very mild in the next couple of days. we should be closer to about 58, 59, 63, 64. we're well above on all of the counts. coast bay, inland. we'll keep an eye on things starting thursday, see if it may be raining in the north but nothing in the south. best bet looks to be friday and sunday right now. >> friday and sunday. okay. today is a big weather day. about five hours ago, punxsutawney phil made commercials people are talking about this morning. we're following breaking news out of oakland where a major fire is bumping at a warehouse building. this is new video just into our newsroom. the fire is burning on san leandro street near 105th avenue with flames shooting several feet into the air. amtrak and southern pacific trains have been told not to run in the area because firefighters have hoses across the tracks. there are also low-lying power lines in the area. no word at this point if anyone was hurt and the cause of the fire is under investigation. ktvu's tara moriarty is headed to the scene and will have a live rosht. this fire happened blocks from another fire this morning. it happened at an auto repair shop on san leandro street around 2:00. no major damage and no word if the two fires are connected. we'll placed calls and will give bring you the latest information as soon as it becomes available. good morning. i'm tori campbell. >> i'm dave clark. we're checking your weather and traffic. steve paulson has your forecast. >> pretty warm for february. today we'll have temps around 70. we do have sane in northern california. not making it here until maybe thursday. there will be a few high clouds, patchy fog. but overall, mostly sunny. some of that fog, coast variety and also inland variety. but overall, temperatures upper 60s, low 670s -- 70s. looks like decent rain out to redding, eureka, crescent city. 30s, a couple. still olding onto 40 for woodside, menlo park, palo alto, mid-40s, san mateo and also foster city. half moon bay and monterey at 58. that certainly helps people a lot of these lows up by the coast on the warmer side. a lot of cloud cover was on its way. but not for a couple of days. mostly sunny. patchy fog near 70. highs today should be closer to about 58 to 63. we'll be closer to that about 70 degrees for many of these locations. sal, we have the fire. is that what you are leading it? we'll talk about. but first, steve, nearby on the freeway, there is a crash. southbound 880 also in san leandro. that's making the freeway tough. look at 880 here. i'm gonna show it to you. it's backing up heading south. we normally don't see this. you know this. you watch every day, you don't see this kind of slow traffic. that's because of a crash southbound 880 in the vicinity of marina. traffic will be slow as you head south. please give yourself extra time because this crash even though all vehicles are on the right shoulder. they were in the lanes. you can see the traffic is really slow. this is going to catch you by surprise if you are used to what we normally see is good commute. let's go to the bay bridge toll plaza. westbound, you can see traffic here is moving okay. it's about a 25, 30-minute delay. it's a typical delay into san francisco. you know what's been heavy is the 580 commute? that's been terrible. we can go to the maps. westbound 580, that's just horrible. look at all of that red on the maps. all of this is stop and go. there's not one break in it. 680 is slow out of the dublin/pleasanton area. back to the desk. >> thank you, sam. happening now, work, at -- work, at oil refineries are on strike. it's the first big strike since 1980. alex savidge is live at tesoro refinery in martinez and says there are many factory -- there will many fact ooshes that could determine gas prices. >> reporter: and fume prices have gone up today over supply concerns. analysts say gas prices could continue to rise if this strike drags on and if we see it spread to other refineries, especially others in california. right nows the work stonage is impacting a total of nine refineries including the tesoro facility, here in martinez. we have not seen picket lines just yet. in all likelihood, you will not see that until later in the week. that's because union workers are still here helping to safely shut down the plant and that's a very slow process that takes some time. this is the first refinery strike in this country since 1980. the united steel workers called for the work stoppage. we've seen picket lines in texas, washington state and kentucky. workers say the strike is about more than money. they are also concerned workers' safety issues understaffing and fatigue. the strike was called after steel work, rejected a north contract offer over the weekend. >> the national was willing to continue talking, even beyond the midnight deadline and industry walked away and was unwilling. basically left a no option. >> reporter: during this work stoppage, the tesoro plant in martinez will continue to take in crude oil and ship out what it has already rebinned. while there are certain refinery its at the same time that will be affected by the strike, they will stay open using non-union labor. there is a concern about this strike spreading to other refineries around southern california which produced the unique blend of gas, a long- term slowdown and production in california could spell trouble for drivers. again we are expecting that production will stop at the tesoro facility in martinez by this thursday. and that's when we will likely see workers out on the picket lines. >> a story we'll continue to follow. 7:06. muni is trying a new approach to catch people who don't pay to ride buses and trains. a san francisco examineern review revealed that muni is using federal counterterrorism money to partially fund muni fare enforcement by police officers. the money typically goes to enhancing disaster prepared preparedness. transit officials say more police on muni trains has decreased the number of people for cheating the system. 7:07. still talking about the super bowl. the new england patriots are again the super bowl champs favorites. those we didn't like and those we detested. the super bowl if you have the money, here is a snippette of one of the more likable commercials. >> marcia, what happened? >> peter hit me in the foez with a football. i can't go to a dance like this. >> i'm sure it was an accident, sweetheart. >> an eye for an eye. that's what dad always says. >> i never said that. >> marcia, eat a snickers. >> why? >> this ad ranked seven on a survey panel by u.s.a. today. other top-ranking ads include the puppy that got lost and the fiyat blue pill commercial. there was one particular ad still buzzing on social media. >> i won't ever get married. i couldn't grow up because i died from an accident. >> this ad still has social media buzzing last night and today. not in a good way for nationwide insurance. this ad shows a kid who can't live his dreams because he died from an accident. there was so much backlash, that a statement went out saying this whole purpose was to start a conversation, not to sell insurance. our viewers are talking about it on facebook page. one person wrote nationwide commercial was horrible and tasteless. my mouth dropled in the end of the commercial. couldn't believe it. and maurice yowrote, nationwide is on your side unless you are that little boy. one of my favorites was the pacman ad, the bud light ad. keep your reactions coming on how you feel about the super bowl ads. every year, ea sports from redwood city use their latest madden game to sim late the super bowl. this year they correctly predirkted new england's comeback and the final score of 28-24. among other things they got right, tom brady's game-winning touchdown pass to julian edelman. they also predicted brady would throw poor touchdown passes and he would win mvp. was only three yards and one catch away from calling julian edelman's entire game. we're learling more about the man -- learning more about the man arrested in a gruesome discovery of the body parts found inside a suitcase. 54-year-old mark andres who was arrested on saturday has a criminal record in montana for suspected drug possession, theft and burglary tatting back to the 1980s and 1980s-- and '90s. a friend of his says they have the wrong man. the victim has not been identified. charges may be filed later this week. the east bay regional park district is planning to install bigger signs warning people to keep their dogs away from lake chabot. a dog died from exposure to algae just last week. officials say drought conditions have increased algae concentrations in the lake to toxic levels. a park district spokeswoman said the district is putting up larger signs advising people to keep their dogs away from the water. >> not an easy thing -- >> no. we have several crews on the scene of a huge fire burning right now in oakland. the flames, you can see them for miles. we're gonna keep following this breaking news story and tell you the effect it's having on trains running through the area. but next, developing news, the united states is considering providing weapons to ukrainian rebels as some claim that russia's actions are posing the gravest action to european security in decades. we're looking at a commute where traffic is gonna be slow on 880. there's some rain in northern california. for us, it's fog, and mild to warm temps. we'll tell you how warm and if there's any rain this week. developing international news, at least five ukrainian soldiers are reported killed in fighting overseas in fighting overnight as the obama administration considers sending arms to ukraine. in its battle against pro- russian separatists. the new york times says that john kerry is open to discussions of providing arms including drones and missiles. he is set to arrive in kiev thursday. so far, the white house has limited its assistance to ukraine to nonlethal items such as body armor and night-vision goggles. later today, president obama is scheduled to outline its $4 trillion federal budget plan. he's sending congress a budget that proposes raising taxes on wealthier americans and corporations to benefit middle class feales. this is new video of the budget plan being delivered this morning. it unveils an ambition $478 public works program for highway, bridge and trancy upgrade -- transit upgrade. they call the president's budget a no starter. the gop says it's a budget that goes back to tax and spend policys that will harm the economy. 7:16. the secret service arrested a man who climbed up a bike rack outside of the white house yesterday. now, the back rack is away from the white house fence. it's not likely you can use it to jump over the nens. however, the secret service charged the man with unlawful entry and turned him over to washington, d.c. police. you recall last month a small drone crashed on the white house lawn. the owner of that drone said he never meant for it to go onto white house property. former president clinton is coming here to the bay area. he will be in oakland tomorrow and san mateo on wednesday before going to -- back to san rafael on thursday. the topic of his speech has not been revealed yet but it includes several high-profile newsmakers. we're following a couple of stories that are really affecting your commute. sal has both of them. turned into a busy morning for you. >> that's right. southbound 880 as you drive on the nimitz freeway. there was a crash at marina. they are still clearing it on the right-hand shoulder. it was in the lanes. traffic is still slow. it was a little bit worse when the lanes were blocked. you can still see it's not the way it normally is and it's backing up as far as downtown oakland almost as far as downtown oakland as you drive south. might want to give yourself extra time. i also want to mention the fire at 105th and san leandro street may be affecting b.a.r.t. service. b.a.r.t. just said trains are running by. but you can see the scene down street. the amtrak service and also the freight service that runs on the tracks is not running as you can see that that train has been sitting there for the last 45 minutes. not going anywhere. it cannot get by the area where the fire is. one of the things we want to let you know is your amtrak capitol core -- capitol corridor may be delayed. let's go to steve. well, technically, it's winter. you wouldn't know it around here. most of the country is dealing with it. we're not. we had just the fourth warmest january on record in california and for -- since march 2014, 11 consecutive months in a row. san francisco has been above normal on the temperature. as you know, there was not a drop of rain in january. other than that, whea the good news? i don't have any. it's just mild to warm. mostly sunny today. patchy low clouds an fog. tomorrow, fog, is sun, warm rain. there won't be a drop until thursday or friday. you know and i know a lot can change between now and then. i'm just not sold on this. north, yes, there will be rain. almost looks like northern mendocino county. melissa said we have rain in leggette. there will be rain to the north. patchy fog, cool, mild, warm. mostly sunny, a few high clouds. but overall, rain is on the way. but san francisco now 39 days and counting since we had any rain. last rain was on christmas. we haven't had any rain through yesterday. we won't see any rain. this is the third longest stretch ever. the next record would be 42 set in 1976, 1977 for those of you who lived out here. you remember that was a dry, dry year. i think we'll tie that. i just don't see anything in san francisco until probably late, late thursday or maybe even friday, north bay, you are in line for rain, but again, it's not going to be for a couple of days. there will be rain to the north. redding red bluff. crescent city had .23. 50s for some. a lot of 40s. morgan hill is in there. gilroy checking in. right above los gatos. 59 warm degrees. fremont is at 49. there is still a hint of an easterly breeze in san francisco or a north-northwest. the water temps continue to be way above average. everything continues to ride up and over to the north. there is a lot of moisture streaming in. it's just taking aim. plenty of cloud cover will be screaming up here but swrea to budge this high pressure out of the way. that won't be until later in the week. temps could be warm thursday and friday. we'll see if the rain makes it. the next seven days there could be very hefty totals. ukiah north, we'll seal about farther south. therein lies the rub. mostly sunny, patchy morning fog. near 70 for many. including clearlake. we'll go 73. sonoma is in there, novato, santa rosa, fairfield, san rafael, 68. low 70s for many. concord in there. also pittsburg. 74 gilroy. low 70s san jose. 60s to 70s on the peninsula even on the coast it looks mild. water temps are warm and there's nothing to really cool anything down. looks okay through thursday. it will be warm and high clouds. we'll talk about rain on friday, maybe sunday. but santa rosa north. no doubt. san jose may not get a drop. >> hit and miss. >> three or four days before anything happens. >> the extra service this morning to get across the bay to san francisco. 7:24. a party rental store in southern california needs major renovations after a huge boulder smashed it into yesterday. alpine rentals was closed at the time. no one was inside. 10-foot wide boweller partially caved in the roof and spent some of the outside support beams. it ruptured a gas line. but crews were able too shut the gas off within ten minutes. nasa getting ready to lunch its first ever study of twins in space. scott kelly is scheduled to spend a year on the international space station. his identical twin brother mark kelly he will stay here on earth. the scientists will use information that's gathered from both of the brothers to determine the long-term effect on the human body from exposure to space travel. >> you know, understanding the effect of not only the microgravity but the radiation has on my dna when we're able to compare it to my brothers on the ground. >> this will be scott kelly's fourth mission. mark made four before he retired. mark is the husband of former arizona congresswoman gabby giffords. she was shot and injured during a community meeting in arizona four years ago. 7:26. a new study released today shows many packaged meals and snacks aimed for toddlers have way too much salt and sugar in them. the cdc says that's a concern because it could give kids an early preference for the type of foods that contribute to high blood pressure, diabetes and obesity. researchers say 70% of toddler dinners had too much salt. they also say most seer cereal bars, breakfast pastries and snacks included large amounts of sugar. super bowl l still a year ago. in 20 minutes, how people around the bay area are already trying to cash in on the big event. and breaking news as a ago. tara moriarty is live at the scene and tells us low-lying power lines are a big concern. good morning, tara. >> reporter: yes, good morning. behind me you can actually see the warehouse and a couple of crews inside dousing water and fire retardant trying to make sure that all of these hot spots are actual. it appears to be some sort of warehouse. joining me live is the battalion chief with oakland fire to tell us more about what has happened here. do we have any idea how this started? >> no. it's currently under investigation. crews came out here earlier in the evening for a smaller fire. put the fire out and came back around 3:00 this morning. >> reporter: the initial fire was inside the building? >> i believe it was the outside fire. it was taken care of. around 3:00 this morning, the whole building was engulfed. >> reporter: this is an auto repair shop, single story, auto repair shop. we're on 105th? >> yes. >> reporter: you guys have this blocked off. i don't know if you can see the rigs here. tons of engines. how many people do you think had to fight this? >> i believe 44. >> reporter: pretty big response. two-alarm fire? >> yes. >> reporter: anybody hurt? >> no one was hurt. quick, aggressive attacks. members handled operations fairly well. everything -- we kept it from spreading to neighboring and yeast buildings to the storms next door. that was pretty much our primary concern making sure the residents keep their homes, keep the fire in place. >> reporter: looked pretty good when you first arrived. it was going pretty well. >> oh, yeah. it was going pretty well. flames, 50, 60 feet in the air. definitely concern was the power lines above for the safety of our firefighters. >> reporter: i just saw b.a.r.t. go by. b.a.r.t. is still running. but i understand that railroad service is halted. is it amtrak and pacific? >> yeah. we had supply lines crossing the tracks. so southern pacific was notified so we couldn't have any trains come in and have another incident. everything worked out for us to mitigate this incident. >> reporter: are you getting ready to pull out of here? >> yes. we're just hitting the hot spots making sure we don't have to come back to this location again. half of the crews have been released. this is just the residual of the crews making sure the fire is out. >> reporter: thank you for joining us live. it looks like this fire was under control. no one injured. railroad service amtrak as well as southern pacific happened to halt it. b.a.r.t. is still running the there are several blocks. if we want to pan to the working with jordan trying to win the release of kenji as well as a jordanian pilot. isis said it would exchange them for an iraqi woman. jordan wanted proof the pilot was still alive and that never came. we don't know the fate of the pilot. president obama said the u.s. is doing everything in its power to rescue a 26-year-old woman being held by isis. the american woman was captured last year in syria while working for aide works. u.s. officials have asked she not be identified out of the kernel for her safety. happening today, the larkspur ferry is adding more service aimed at easing overcrowding. starting today, the ferry will make an extra trip to san francisco. it will leave larkspur at 8:30. the goal is to reduce crowding. this new trip could attract 100 new passengers and also bring in an extra 120,000 for the golden gate ferry. the new time slot will be tested over the next nine months and depending upon how well it works, officials say this could become permanent. somebody is gonna be smiling. a lottery ticket worth $1.4 million was sold at a store in antioch. buchanan smoke shop sold the lucky ticket. it matched five of the six numbers in saturday's powerball drawing. the numbers are 5, 11, 16, 26, 50. the powerball number is 34. but the winning ticket from an tip okay, it didn't -- antioch, it didn't match that number. no one matched all six numbers. so marin county who were exposed at disneyland, the other source is not known. there have been at least 91 measle cases in california. the disease has spread to 14 states including the entire west coast and arizona. joining me this morning is art reingold. how worried about are you? >> well, measles can be a serious lethal december. the notion that this is -- lethal disease. >> disease. >> and of the cases involve people who were vaccinate -- i've heard about five of the cases involved people who were va nateed and the vaccines maybe weren't strong enough to be immew nizzed. do those people need a booster shop? >> for the most part, adults that have had it were vaccined. i think the worry is a small number of folks -- it's true that the vaccine is only about 98% to 99% effective. so even the best vaccine, occasionally. >> and you are in berkeley and there is a school the rose school where 89% of the students are not vaccinated. the state has a loophole where you cannot have your child vaccinated because of personal beliefs. some person believe these vaccines can cause autumn or brain damage -- autism or brain damage. others say it's not that effect. >> i think they have the information wrong. the measles is a dangerous disease and the vaccines are safe. it's been been given to tens of millions of children. so the notion that we have or the fact that we have schools in the united states with high proportions of churn children -- >> there's two states that require, mississippi and west virginia, you can only avoid them because of medical exemption. >> i favor making from the bay area to kentucky are on strike. and that includes the tesoro refinery in martinez. ktvu's alex savidge says this strike could have an impact on gas prices. >> reporter: well, analysts say gas prices could go up if this strike drags on for a long period of time and if it spreads to other refineries here in california. right now, the work stoppage is impacting a total. nine facilities around the country including the tesoro refinery here in martinez. no picket lines here yet. they will likely go up later on in the week. that's because union workers are still on duty, helping to safely shut down this plant and that is a slow process that takes some time. this is the first refinery strike in this country since 1980. it was called by the united steel workers union and already there are picture lines up at -- picket lines up at tesoro refineries in texas, washington state and kentucky. workers say the strike is more about money. they are concerned about worker safety, understaffing and fatigue. the strike was called after steel workers rejected a fourth contract offer. >> the national was willing to continue talking even beyond the midnight deadline and industry walked away and was unwilling. >> reporter: the tesoro plant here in martinez will continue to take in crude oil during the stoppage and also ship out what's been refined. there is a concern about the strike spreading to other refineries around california which produced our state's unique blend of gas. we're expecting that blow duction will be halted -- production will be halted entirely here at the tesoro facility by this thursday. that's when we should begin to see workers on the picket lines. in martinez, alex savidge, ktvu channel 2 news. we're learning more this morning about the man who was arrested in the gruesome discovery of body parts in a suitcase in san francisco. the san francisco chronicking reports 54-year-old -- chronicle reports 54-year-old mark andres has a criminal record in montana for suspected drug possession, theft and burglary. it dates back to the 1980s and 1990s. a friend of andres tells ktvu police have the wrong man and andres was in the wrong place at the wrong time. the remains found in that suitcase still have not been identified. charges may be filed later this week. >> 8:05. hatching today, the former -- hatching today, the former stanford swimming champion accusedded of raping a woman on campus is expected to inner a plea in court. brock turner facing five felony counts is accused of raping an unconscious intoxicated woman. >> story is a hit hollywood movie. he was from the fort worth area. chris kyle served four tours of duty in iraq. he's considered to be the deadliest sniper in u.s. military history. the block bustert movie "american sniper" is based on his autobiography. kyle was 37 when he was killed at a north texas gun range two years ago today. a former marine charged in his death goes on trial next month. makes it south. there are projections of extremely heavy totals to the north. i've seen in the 16 days, i've seen about 14 inches of rain in ukiah and not even an inch in san jose. that's one model. that doesn't mean it's right. the other two are not as bullish on the rain. let's face it. it's just in our favor right now. mostly sunny here. mild to warm unless you are points north. mostly cloudy. here until the end of the week. i think it's going to lift out of the area. most of it. it will have pretty warm temperatures. a lot of 70s the next few days. patchy fog, most of that. it looks like it's burning off. cool to mild. mostly sunny, mild to warm. kind of hazy skies. pretty good cell, just zipped on by. there if a little bit of rain. some of that might clip other areas. that's mainly the only cell. there's rain to the north. 40s on the temps. mild air mass here. m a couple of 30s. gilroy was one. los gatos above the santa cruz mountains. 459 warm degrees. that's gonna -- 59 warm degrees. we'll keep an eye on a lot of moisture streaming up from the hawaiian islands. mostly sunny, some patchy fog near 70 for many. these are well above. they will continue done above for the bulk. week. here's mr. castanedo with an update on your traffic. we do have a lot of slow traffic out there. we'll start off with a look at some of the commutes in the east bay. you can see the traffic is going to be slow at the bay bridge toll plaza although it has improved quite a bit as you drive into the city. but you still see a lot of slow traffic. about a 15, 20 minute-wait. want to show you the east bay commute. you can clearly see that 880 is taking a back seat to no other commute. it's very slow from about san leandro all the way down to milpitas and into the south bay. doesn't really break like it normally does. that's bad for you if you are trying to get to your job in the valley out of the east bay and you take 880. it's very slow. 101 is slow. you can see it on the maps. you can see it on our live picture. northbound 101 slowing past mckee. it stays that way well into mountain view. back to the desk. we're still following developing news in oakland. firefighters have put out a major fire at an auto repair shop for the second time this morning. tara moriarty is live at the scene now to tell us how neighbors are reacting. tara? >> reporter: neighbors are breathing a huge sigh of relief. that's because firefighters were habl to save two -- were able to save two homes. the flames only feet away. you can see that everything insigned has been gutted. but outside at least the cars have been spared, including this red ford mustang. around 2:00 this morning. firefighters responded to a call at tpi towing on the corner of 105th and san leandro. they snuffed out a small fire near the office but then about four hours later, they got a call that the building was engulfed. more than 40 firefighters did a quick attack and were able to prevent the fire from spreading. >> ist -- i came out and it -- this big cloud of smoke. these orange flames and -- i heard it on my window and i was like -- what's going on. i've never seen nothing like that. >> it seesmed suspicious to -- it seemed suspicious to you. they leave and have to come back again. it was kind of suspicious. >> reporter: this is an impound lot we spoke to the owner and it was a complete loss. there's no chance of rebuilding. i asked him if he thought this was intentionally set and he said there are plenty of people who hold grudges against him and his business since still talking about. new england patriots fans celebrating the 28-24 super bowl victory. >> play clock at 5. it's intercepted at the goal line. i. >> i don't believe it either. the seahawks chose to pass on second and foal with time winding down. malcolm butler intercepted russell wilson. the seahawks had a 10-point lead going into the fourth. the patriots won it, 28-24. >> that was one play that committee was in arizona learning what they could to make super bowl l memorable for fans. they are working on a model for transportation since many events will take place in san bernardino even though the game will be held in santa clara. hotels are already getting reservations for the weekend. the westin has booked 80% of the rooms. in glendale, some rented out their names. ktvu learned one investigating a fiery crash in san jose that took the lives of three people on highway 101. it happened early yesterday about 2:00 a.m. investigators say the driver of a red infiniti sedan registered out of san jose crashed near story road. the car split one tree uprooted another and burst into flames. the chp is looking for witnesses. >> at 2:00 a.m., there's always a good chance alcohol can be involveled. speed can be a factor. falling asleep could be something to consider as well. >> the chp says two men and one woman died in that crash. the medical examiner still identifying the victims. investigators say it if you saw the red infiniti on 101 south near story road, get in contact with the chp. 8:47. right now we want to check were in with sal, see how things are moving. 280? >> it's very slow out there. as a matter of fact, we still have slow traffic in the south bay and the east bay. mostly. 280 northbound, you can see the traffic is going to be superbusy there as you drive through. now, it's going to be slow on 101 as well heading up to mountain view. 101 is not a good alternate to 280 in this area. let's talk about the commute here on 7880 in oakland. the traffic -- on 880 in oakland. the traffic has been slow getting up to downtown oakland. when up get to the bay bridge toll plaza, it's getting better especially if you approach from 880. i want to mention. i just noticed that marin county is having a bard morning. southbound 101 from novato toe to san rafael. we want to touch on that in the next traffic report. let's go to steve into a lot of high clouds to the north. northern sacramento valley. patchy fog for us. we'll have to wait a few days before any rain makes it in. it will make it to the north bay but maybe not until thursday or friday. red bluff has had heavy rain. now it looks like it's heading to chico. some areas to the north. mendocino county there's some rain. yuba to i kyia -- ukiah. this will lift out of the picture and then we'll have mostly sunny tuesday and wednesday and thursday we'll focus on a system trying to work its way in. rain is on the way for some. not for all. it may be a case where it just pours in sonoma county and . northly will get rain the question is how much. 40s and 50s on the temps. beginning to warm up. some of the higher elevations are warm. others are in the mid-40s. a lot of 40s due to the high cloud keeping up some of the lows. there will be a lot of moisture streaming in. it looks like it wants to focus its energy to the north. it will lift out. until then, it will be sunny to mostly sunny and warm. i mean we'll have a lot of 70s here on the high side. everything begins to change on thursday and that's when i'll start to tackle it. if it all comes together, it could be something impressive. >> there could be really heavy totals. these are gonna change over the next couple of daysles we'll see if there are higher or lower. 60s and 70s on the temps. the temperatures are gonna be very mild in the next couple of days. we should be closer to about 58, 59, 63, 64. we're well above on all of the counts. coast bay, inland. we'll keep an eye on things starting thursday, see if it may be raining in the north but nothing in the south. best bet looks to be friday and sunday right now. >> friday and sunday. okay. today is a big weather day. about five hours ago, punxsutawney phil made
