I did have my temperature in the car up to 85 this morning. I had to sit there for a bit and warm it up, rosemary, but im wimpy. Its beautiful. Yeah. A lot of highlevel clouds keeping us up from yesterday, we have another winter spare the air day, and lets check in on the air quality. You can expect moderate to unhealthy air in the forecast for sunday, and it looks like the north bay included. And we have Santa Clara Valley once again, moderate air quality also for the east bay for sunday. The fog out there this morning, not too bad. We have just a little bit of visibility issues in and around concord but reporting 5 Miles Per Hour visibility, and were in good shape at the moment, and we will continue to track this as we get through the morning hours. Temperatures this morning, again, another chilly start, not as bad. But were looking at freezing at walnut creek and 36 in concord, and fairfield, 34, and mid to upper 30s in and around napa, santa rosa. Sfo, 45, and half moon bay, 35 and 36 in san jose. Afternoon highs going up slightly over yesterday. 54 in fairfield and 59 in oakland. San jose, checking in at 60, and this warming trend will continue. Bay area passengers on board a flight from the united arab emirats are relieved to be back home today after sitting on the airport tarmac for more than 12 hours on friday because the dense fog shut down the airport operations. Playing in a basketball game, he collapses. This happened to a teen in the east bay who at last check is recovering. And a couple of fans in the stands knew exactly what to do when the teen went down. Reporter basketball is a quick game, quick thinking that saved the life of a 14yearold boy. John was coaching the boy when he stopped running, staggered backward and fell. A nurse and retired firefighter quickly determined that the boy was in cardiac arrest. They started cpr and ran for a lifeline. I ran out here with pat clarkson and he said here it is, the aed. And i ran back in and open today up and put the aed on and it was a lifesaver. Bring it up, push the button,. Reporter the automatic external defibrillator shocked the teens heart back into a regular rhythm. Emergency workers were on the scene in mere minutes and took him to John Muir Medical Center, and he is under observation. You see a kid with a bright future, and luckily, the aed was there to save his life. You go through the step by step process. But we have a system riding over the ridge thats right here over the pacific, and those are the clouds pouring into the bay area, and thats what we will have for today. Looking at the possibility of a few scattered showers on thursday, and unfortunately, this ridge is Strong Enough to may be break the system apart. As we get through sunday, were dry with the storm threat north of us to show where i its at. Tuesday and wednesday, the ridge pushes east and breaks down some. Tuesday will be the warmest day with this pattern in place. As we get into wednesday night, theres the front off the west coast. As it moves closer to us, notice how it begins to really fall apart and it moves up against the ridge. Were leaving in the possibility of scattered showers and hoping it changes and becomes stronger. But it doesnt look like it will be much. 36 right now in concord, and 38 in napa, and 45 in San Francisco. Its still very cold and just above freezing for some of us, but we are above freezing, and thats the key. Freeze warnings for inland locations, and we have another spare the air day. Upper 50s in concord, antioch. 60 in san jose, and 63 in santa cruz. These numbers are slightly above the seasonal average and will continue to climb as we get into monday and tuesday, upper 60s in the forecast. And may even pull out the shorts. I was mourning the life, and the length of time i thought we were going to have, and it was going to be a new life. Reporter looking for something that might help, the kahns ended up here at delgados boxing ring in sandy springs. It may seem like an odd choice for a guy with parkinsons and, but the National Parkinsons Foundation said vigorous exercise like this may help patients lessen their symptoms and slow down their disease. The kahns love today so much, they created nonprofit to encourage People Living with parkinsons and and their partnerships to work out. And by may, the group was meeting three times a week training for an hour and 15 minutes at a time. Thats when i felt it starting to kick in. Reporter ellie sees it, too. Partly cloudy to partly sunny skies. 38 in napa, and 36 in concord. The temperatures are very cold and even near freezing this morning, but napa, 10 degrees warmer than where we were 24 hours ago. Not as bad as yesterday. Watch the reading in San Francisco. I can guarantee were not zero in San Francisco. 45 at sfo, and low 40s in downtown San Francisco. And along the peninsula, a few more numbers. 35 in menlo park and upper 30s in palo alto. So there is a chill in the air and the clouds acting as a blanket and the numbers up several degrees from yesterday morning and sunny veil at 40 and 38 for saratoga. As we get into the second half of the afternoon, the temperatures will feel as good as yesterday and slightly warmer. A 4yearold boy is in Critical Condition after nearly drowning in a pool on a Royal Caribbean crews ship. It happened at 5 30 in the evening, an hour after it departed from port everglades. He was swept under the water in the wave pool and did not have a pulse. I, jerry brown do solemnly swear. A bystander on the deck noticed the child and alerted someone in the wave pool. The child was brought out of the wave pool and bystanders began cpr. The ship immediately turned around back to port. Yes. Republicans have control of congress, but they dont have the 67 votes needed for a super majority to get past the veto that is expected. Political analysts say if the president and republicans cant compromise on issues, he may have to veto gop legislation. So far, he has only vetoed two bills in 6 years. The first africanamerican to be popularly elected to the u. S. Senate has died. Edward brooke died of Natural Causes and served in the senate from 1967 to 1979 and was the first africanamerican to win the job of state attorney general. He was 95 years old. Hundreds of people came together yesterday to share their final goodbyes to the Great Bay Oyster Company in point reyes. It was ordered to shut down to protect the surrounding environment. They pulled their final oysters from the bay earlier this week. The oyster farm is has been beloved and loved by this community for generations and it was here half a century before this was a national seashore. The closure marks the end of a long fight in 2012. The farms owners are working on plans to open an oyster restaurant. Meanwhile, visitors are warned not to collect oysters and clams at the closed drakes bay oyster farm site. They could potentially pose a health risk as there is no Agency Monitoring the health now. But others are saying that the quality of the water is excellent. An earthquake north of los angeles registered last night with a 3. 0 earthquake and a 2. 5 tremor at 1 43 in the morning but no reports of damage or injuries. Several mobile homes are damaged by a tornado that touched down in northern mississippi. High winds and heavy rain knocked down trees and powerlines. We both woke up from similar dreams. I dreamed that we had gotten married, and she dreamed that i proposed to her, so it was kind of a spontaneous thing. Reporter and you wanted to go to two different parks, and you set up to be the proposal at one park and my best friend was there with a camera waiting at the park, and i was like, no, i dont want to go there. Lets take a look at the air quality. We have another spare the air day and the air quality has been slightly worse for some. Into the north bay, you are joining the Santa Clara Valley in reaching above that 100 level mark and its slightly unhealthy for you and our east bay folks, looking at moderate air quality. A snapshot of the current satellite and radar. We have clouds overhead and outside the door from a system pouring in north of us, and we can pick up moisture here, nothing hitting the ground, but, again, we have the clouds and mid and high level clouds acting as a blanket this morning. The temperatures are up by several degrees for some of us. And still, a chilly start. Some of us are sinking to near freezing and patchy fog as well, not as wide widespread as yesterday. But we have a warming trend that will continue as we get back to work on monday dare i say back to work on monday, and today will be the warmest day, and this ridge of High Pressure will shift off to the east and weaken just a bit with a system behind it that may bring us scattered showers on thursday, but the ridge is proving to be strong and a chance of rain, minimal. 36 in concord, and 34 in fairfield and 35 in livermore. And 40s in San Francisco. Santa rosa, 36. Napa, 38. Yesterday this hour, napa, 28. So the clouds are helping us out. Under partly sunny to partly cloudy sky, mid to high level clouds and filtered sunshine in the forecast and at other times, sunny. 57 for berkeley and upper 50s in san rafael. San francisco, 56 and 57 for hayward. The south bay, warmer in the 60s and 63 in santa cruz and 60 for mountain view. The extended forecast with the second half of your weekend in view, temperatures today, slightly warmer. And then, you know, as we get into monday and tuesday, more of a notable warm up. Thats a mix of sun and clouds moving in and a ridge of High Pressure holding firm and the models are showing that the system will have a hard time as it gets up against the ridge, and well hold the possibility at least with the scattered showers, clean out the air. Look at it right now. And it will be lighter next weekend, nobody coming through. And we made sure there was nothing major going on. A few races and a woman called me the other day saying she was pregnant in marin and said i would like to go to San Francisco. Are you going to let me through . And it was like oh, plan in advance. Nobody is getting through. How do you plan that in advance . Go to San Francisco now . You have to go around or take the ferry. So weve done this before, and i want to talk about this. We have video of what you are doing to explain to people because its this weekend and then it affects how they drive across the bridge. Explain what the you are doing. You are seeing the movable median barrier with the yellow stripe. And it starts at alexander avenue in marin and it will allow the lanes to be configured in the way that it is now, and its 3 north and 3 south sometimes, and sometimes before 2, just depending on traffic. A zipper truck will go along the movable median barrier units, about 3500 units and 1500 pounds each, very heavy, and theyre pinned together. And the truck will go along and move them over a lane at a time. They will always be out there, just a matter of where theyll be. I imagine you want the flexibility based on the traffic patterns . Exactly. What you are seeing right here that is important is coming from the waldo tunnel into San Francisco, we are changing the merge. So the merge happens from left to right. Its unusual. The fast lanes drop off on the left and that will change and the lanes will drop off on the right. And its more traditional. It takes a little bit to get used to. And we are dropping the speed limit from 55 to 45 right there to make sure everybody gets used to whats happening. Tell will it go back up . Not expecting that right now. Its just getting out there and putting one after another and putting them in and testing the machinery and making sure everything works. This is an example of what it looks like. We did get the trucks in this past weekend and had the barrier units for a month or so. Anything to change it . If the weather gets very, very, very bad, there is a possibility we might have to move things or delay it. But at this point, we expect that well be going with no problem. And the reason behind this is the leadon collisions. And if you have driven there, its not much room to go around, and there were fatal accidents. There was public sentiment the district to get this done and prevent the devastating head on collisions. Finally, we were able to get the funding. 5million in bridge fees and tolls are spent on this, and the other 25 million from outside funding. All right. A ridge of High Pressure with a system moving through the Pacific Northwest. Thats where the clouds are coming from. For today, a mix of sun and clouds, and the clouds helping us to keep the temperatures up overnight, and thats why again, were not as cold. Most of us above freezing, sun and clouds and mid to upper 50s for most of us and a few low 60s today and keep in mind thats a winter spare the air day. I will run you through the next few days. The ridge of High Pressure is locked in over the west coast, and because of it, the storm threat cant reach us. It will stay to the north. By wednesday, that changes a bit. But we have a system moving in that will weaken as it gets closer to us to thursday, and sunday, monday, and today, a warming trend. But by wednesday, the ridge of High Pressure begins to breakdown, and there is the front off the west coast on wednesday night. And were coping this cope hoping this can change up, but it will move in and along the west coast. So still leaving in the possibility of showers in the forecast. It doesnt look like a whole lot but better air quality, and were hoping for rain come thursday. Outside your door, 38 in concord and 37 in livermore and 37 in fairfield and upper 30s to low 40s over parts of the north bay, and 45 in San Francisco, 39 in mountain view. San jose, 37, and as we get into the second half of the day, temperatures in the low 50s. By 11 00, upper 50s, and san jose, 60 for the afternoon. Drivers licenses for undocumented imdwrants are being given out and more than 1 Million People in california are expected to apply, and there is now a law that protects any risque selfies. We have an associate professor of politics at the university of San Francisco here with us, and i was thinking the gas prices were like a tax cut. Every time, 25, 30. And its like youre taking money out of my pocket doing this. It raises the cost of living in california. Where does it come from . This is a 2006 law passed, the Global Solutions warming act, probably governor schwarzeneggers biggest achievement and its the transportation fuel, and the Greenhouse Gases in california is from transportation fuel. And its traded on the open marketplace. So companies that are polluting can purchase the right to emit carbon in the atmosphere. So the costs are passed on to consumers. Is there a backlash in the oil industry . Will they slow down Oil Consumption . In 2010, they put out a repeal that was defeated by the voters. So they tried to throw it back. The Gas Companies spent a lot of money trying to repeal it, and we know the prices will go up, but how much is the question. It could go up to 70 cents per gallon. We found out it was 1 a decrease in the last year, and most motorists are noticing that prices have gone up 2 cents since the first of the year, and probably between now and 2020, it will be somewhere between 13 and 20 cents a gallon. And you said possibly up to 75 cents, based on the current price of a barrel . No. Its based on the cost of the right to buy emissions. And right now, thats 12 per ton. And thats on the open marketplace. Gas Companies Said that the costs will boom. Some analysts say 12, 13 cents by 2020 which is more realistic, but we dont know. Before we move on, people benefiting from that are those in communitying surntding communities surrounding the refineries in california. Right. And california is not the only state to do this, the 10th state. And 1. 4 million undocumented immigrants are expected to apply for drivers licenses. Just 11,000 on friday. This is a law in california since 1993. So california allowed unauthorized immigrants to get drivers licenses. And in the 1990s, there was a backlash, and when gray davis was recalled, it was said that on the first day, well repeal the law and it was repealed the police chief association came out strongly in favor saying its about getting people with licenses on the road and frankly, reducing peoples costs in terms of insurance. Does it encourage undocumented immigrants to come across the border . There is no everyday in the 9 other states that have done that. But that was the argument used over the years saying this is rewarding undocumented immigrants. Thats not the experience of nine other states but it has been hotly contested in california. 33,000 people estimated every year die on the road, and thats one of the reasons behind it. A funeral is being held for wenjin liu. He and his partner were ambushed and killed two weeks ago. This is the funeral home where the service is being held. Among the people attending the service to see is bill de blasio. William bratton and fbi director james comby. Liu was 32 years old. New york Governor Andrew Cuomo spent time at the visitation. Cuomos father died on new years day. He is hoping tensions will start to ease between the community and police. The Garner Family went through family. The ramos family went through pain. The liu family is going through pain but it is time for us to move on and hom heal. Mayor bill de blasio and commissioner bratton attended the wake. Officers saluted them. Police asking for help identifying a man who assaulted multiple Police Officers. Police got a call about two men fighting on the motel 6 enterprise street. One of the men ran up to his room and grabbed a gun. Police say he jumped from a second story down on to an officer and after a struggle, he ran on the street and stole a vehicle. He then tried to run over an officer with a car. The officer shot at the suspect as the suspect drove off. Police did later find that car but theyre still searching for the suspect. The recent cold weather that swept across california appears to be taking the toll on the agriculture industry. Farmers say below freezing temperatures can cause significant damage to crops and affect farm animals. A guide to a trail riding business in Ventura County say it is important to keep the horses from getting chilled. There is a blanket shaped for the horse fitted to the horse basically and strapped underneath so they dont go anywhere. It is like us wearing a jacket much of the damage can be seen on fruit trees. We talked about the cap and trade law the drivers license for undocumented immigrants and the selfie Protection Laws now we want to look at three more one that makes the governments to make the improvements to ininfrastructure kill switch for your cell phone. Thanks for joining this again. Lets talk about the more complimented which is the infrastructure funding and how it works. People should care because these are your roads and bridges your potholes they complain about. And california has abou 800 billion deficit in infrastructure. We have a lot of needs. Sewer, water needs et cetera. The problem before is that to be able to pass these massive funding is complicated. They want to narrow it down into a smaller it is complicated. The state money is drying up. What can locals do to fund the inextra structure. A infrastructure. It replaces redevelopment agencys they were abolished in 2011. This is a Small Development of redevelopment agencies but it allows some to pass bonds using financing which is what redevelopment agencies did so that local jurisdiction kaez bond against it and use the no build infrastructure. So they will go to the vote years sand say this is what we want to fix and it will stay with us. Voters by 55 vote can approve the sale of bonds or not. In the next year, voters will see these things creep up on the ballot as the new bond member are proposed by local jurisdictions. Were not sure yet how widely these will be used but they are mammoth. That is the expectation. You will see more ballot measures dealing with infrastructure. It falls in the par cell tax where it is thoord get enough people doing it. And theyre particularly difficult to pass. What we see in california is for lobbyists, a lot of the infrastructure needs are in some of the more rural agency taechltz is unclear if they get the 55 vote or not. And maybe it will solve the problem. The next two laws it is interesting because i think people are dont we already have this and so dpepding on where you live. You talk about a plastic bag ban. Theyre like how will this affect me. Everyone sels trying to catch up. 130 local jurisdictions that passed blastic bag bands in california. A third of the state has plastic bag bands. California became the first state to pass a statewide ban on plastics. It was to go into effect july 1st. Opponents itself have actually tried to fight it and qualify signatures for a referendum. If it qualifies. The law will not go into effect july 1st. It will not go into effect until it goes to the ballot. It may happen this year, it may depending if there are enough signatures to oppose it, it may not be put into effect. Some people are already doing it and practicing. This is, i was at the Grocery Store and they said we just all have have to get used to it. If youre from a city that doesnt have it, i have walked into stores and im like, oh, i need the bag or im paying the 10 cent s. And i was in the mountains and discovered the ban is in place there and it is odd to see plastic bags. Cell phones, these kill switches again apple i believe, you can do the find my iphone and clear it. The operating system seven not only can you find your iphone. Finding it isnt the battle. You can trace it, but it doesnt wipe it and make it inoperable. This will make the cell phone inoperable. The District Attorney of San Francisco estimates 69 of robberies in San Francisco are over mobile devices so this is an effort to stop robberies of mobile devices by requiring cell phones to have a switch that if theyre stolen, the phone is wiped, turned off and made inoperable. There is opposition to this saying this is a way to get around paying for some of the antitheft programs and things like this. The Cell Phone Companies initially opposed it. Ultimately they signed with senator mark leno who carries the legislation. They moved their opposition and it passed. California is the second state to adopt this. Minnesota was the first actually to pass the locks. It will be interesting to see how this takes place nationally. California is a huge market. I think part of the interest in california is they have to provide it to them. And i guess the idea is still thieves think im not it wont be worth it. They wont bother stealing it it only applies to phones. Not tablets or mobile devices. It will be interesting to see how it plays out. It will take awhile depending on who is lining up for the new phones. This is for phones produced after july 1st of this year. This isnt necessarily what youll go in the store and have these things already with the locks on them in july. This for phones newly manufactured in july. It could ko take awhile. Cory cook. At this time next weekend what is probably considered the most famous land mark in the bay area will be off limits to vehicles the Golden Gate Bridge will be temporarily set down for a moveable median barrier. The safety barrier has been in the works of year due to the number of serious crashes on the span. More than a dozen people have died in head on collisions since the 1970s. Visitors can still walk or bike on the walk way. The Golden Gate Bridge district buses will be allowed on the bridge. Lets give you a live look of the beautiful goeden debate bridge right there. It will look different much weekend. The span will close at 12 01 saturday morning and reopen at 4 00 a. M. Our numbers were up this morning but i was out there a little while ago and without the sunshining it still feels very chilly a mix of sun and clouds before this afternoon. Well get more sunshine as we get to the second half of our day. Temperatures in the mid50s to low 60s for today. So warmer than what we had yesterday by a few degrees and today again is a spare the air today. Here is the futurecast model that will take you all the way out to thursday. After the plane crashed 7yearold sailor gutzler walked through the woods and knocked on someones door to tell them what happened. I went to the door and there was a little girl, about seven years old crying, not bad her lip was quivering pretty good and she was bloodle. Had a bloody nose and her arms and nose were scratched were real good. She told me her mom and dad was dead. The crash did kill the girls parents, her 9yearold sister, and her 14yearold cousin. They all came from a small town in illinois with the population of just 3,000 people. Bay area passengers on board a flight from united air are relieved to be back at home this morning. That is because they sat in an air ways plane on the tarmac at the Abu Dhabi Airport for more than 12 hours friday because dense fog shut down airport operations. Numerous flights were rerouted. Passengers were not allowed to get off the plane so they spent the time posting angry tweets about the wait. They complained about bad service and no food. One familys three little boys say theyre driving to the ymca for showers and are wondering why tenants cant use some of the vacant units with hot water to at least clean up. My twoyearold is active. My 5yearold is active. My 8yearold as well. So i mean, im taking my kids to the ymca for a shower. I think our property manager means well, but i think probably the folks above her need to take some action. So when you have 36 units out and were going on day five, day 6 tomorrow it is just beyond. Letters to the tenants from the property manager and owners claim that repairs have to wait until the city of san jose can make inspections and the earliest that can happen is monday. Well a popular hiking trail is being closed until further notice. State park representatives say steep ravine trail is not safe for visit years. That is because a bridge along the trail is in need of repair and trees need to be cleared out of the way. Park Officials Say that damage is so extensive that the trail may have to stay closed until the end of the month. Hundreds of people came together yesterday to say goodbye to the Oyster Company in point ray. The farm has been in business for more than 80 years but the u. S. Park service ordered the company to shut down to help protect the surrounding company. They closed the retail and operations last summer. They pulled the final oyster fraetz bay earlier this week. The oyster farm is has been belloved and loved by the community for generations. It was here half a century before this was a national seashore. It marks the end of an along fight which started in 2012 when federal officials didnt renew the farms lease. Theyre working plans to open an oyster restaurant. It is the biggest wedding fair in Northern California and it is at the four seasons in San Francisco and we want to show you, we want to talk about a very special wedding right . Speaking of San Francisco i want to show you the picture of my parents here that were married in september of 1961 at holy name church. What a fabulous looking couple. And ive been in city hall where people are getting married. It is so, so pretty in there. It is really just a gorgeous venue to get married. Venue very important as well. Very important. There is something to be said for sort of winging it. Sometimes when you plan too much you put too much investment in it. Something is definitely going to go wrong. It is an entire day of an event.
