absolutely blazing out there the last couple of days. let's see how the weekend looks so far. say hello to rosemary. >> the heat has just been to much. i do see changes coming our way giving you first a beautiful view here across the bay. we have mostly clear skies. along the coast, around the bay and inland once again. wow, can even seen mount diablo. as a whole our pattern not going to change very much. we have that ridge of high pressure that will remain locked in control for our bay area weekend. we do have small change that will appear into the afternoon. the on shore breeze is coming back. its going to be a weak one. that means the inland communities not going to get a break but along the coast and just inside the bay i think we will begin to feel a minor break for the afternoon. right now a cool start in areas like napa, nevado checking in at 48 degrees. that helps us as we slip into the cooler temperatures in the overnight hours. san francisco waking up at 67 along the peninsula. we have 50s and low 60's. 51 right now in areas around walnut creek. for today the heat advisory does continue for only parts of the bay area. take a look at the shades of red. it includes areas along our bay side community. the valley and includes parts of monterey as well. you can see along the coastline. another day to take it easy out there for some of us. i do see improvements coming our way. i will line up the temperatures coming up. >> san francisco police trying to figure out if a taxi driver was involved in a hit or run or if he didn't realize he struck a man crossing the street. allie is live at the accident scene with one witness's point of view. >> reporter: mike it happened at bay and buchanan. most of the time it's a pretty busy street. especially at the late on a friday night. you can see the crosswalk here is not very well marked and there is no stopsigns. this is where at 10:00 a man walking across the street with some friends was struck by a taxi cab. the impact shattered the wind shield of that cab. we spoke to a woman driving directly behind that taxi. she saw the crash happen and described what she saw. >> i saw three people walking just getting almost to the -- to the sidewalk. the taxi was going super fast, for this street. the left guy couldn't make it. >> reporter: witnesses say that right after that the cab driver just kept going he didn't stop. the woman said after watching this crash she followed that cab a few blocks away and finally got him to stop and return to the scene. other witnesses were also shouting at the cab driver to come back -- because he hit someone. the driver eventually came back. police are still trying to determine if it was a hit and run or if the cab driver didn't realize that he hit someone. we don't know the condition of the victim this morning though he was conscious and breathing with the ambulance took him to the hospital. fin who may have seen this accident should give police a call to help with the investigation. >> an investigation is underway into an early morning homicide. around one police responded to a report of a person down. they found a man who had been so. he was pronounced dead at the scene the area was shut down for a few hours. in san jose firefighters were busy battling two separate oaf night fires. they sent us this video. the first happened after 11:00 last night. crews responded to the call at the center food's grocery store on center road. it took them more than an hour to get the fire under control. there were no injuries but the store had significant smoke and water damage. crews responded as flames raised through a townhouse. the first call came after ten. it was midnight before crews got that fire under control. five people need to find a new place to live. officials say it appearance the fire start fire department a car inside the garage and then spread to the home. los angeles police are trying to figure out how many people died in a three vehicle crash. investigators say one car was burned so badly they still can't determine its make or model. for now officers are saying multiple live was lost in that crash last night in the city of chino. they searched a field for any victims who may have been ejected from the car. >> police in east palo alto are investigating a deadly shooting. it happened just abouta o'clock. they say that the victim is a 20-year-old mark madden. family members say he was a student at san francisco state. they say he was shot while going to visit his uncle and cousin. so far no arrests have been made. a berkeley student is now facing criminal charges in connection with a sexual assault at a cal fraternity. police arrested the 20-year-old thursday night at. they say it's connected to at least one of three cases reported last weekend a university spokeswoman called the allegations disheartening. >> it's unworthy of us as a university, not acceptable. its going against everything that we stand for and what we are trying to instill in new students as they come here. >> the arrest comes as the system sunday pressure to do a better job of handling assault complaints. megan warner a student with greeks against sexual assault said they happen a lot. >> there are most members of fraternities assaulting other women. a lot of them are repeat offenders. >> university said it plans to launch new outreach programs for students. >> california expects to see more cases of entero virus virus. it affects mostly children. there are now 14 cases cases in the state. that's more than triple the number last month. there are five local cases. the youngest wasn't even a year old the oldest was 15. most had asthma. senate state has tested more than 180 people suspected of having it. >> of course the cooling trend in the extended forecast. two great white shark attacks in just two days have prompted beach closures in santa barbara. the first incident happened thursday night a surfer was attacked a quarter mile north of the beach. the attack prompted commanders at the air force base to close three beaches in the area. they say the shark was about eight to ten feet long the surfer had minor injuries to his knees and cuts the beaches are expected to reopen at four. two fishermen came to the rescue of a group of people after their kayaks were attacked by a great white shark. those are holes from a shark. >> wees attacking. >> it happened yesterday about 60 miles north of santa barbara. they had been fishing for sea bass when they heard calls for help. >> kayak is upside down and he is clinging to the top of it. we got the kayak and got him on the boat. two other -- of the guys that were with him hopped on the boat and we took them all three in to the landing the boat house. >> a few of them stayed behind and kept fishing but they called for help an hour later. that came after one was knocked eight feet in to the water by the shark. >> the british prime minister is calling a after a man jumped the fence and ran inside the white house. the video shows him scaling the fence and then running toward the white house. on wednesday he pled not guilty and -- tourists are complain that the barriers don't do anything but keep them from getting a good picture. it was a watery mess in san francisco after a big rig crashed into a fire hydrant. it happened about 1:40 yesterday afternoon near mission. the crash sent up a geyser of water four stories high. the intersection was temporarily blocked as fire crews worked to shut off the water and make the repairs. a broken water main is being blamed for flooding about a dozen homes in the city's bayview district a 60-year-old pipe broke early yesterday morning on key avenue and keith street. water gushed on to the streets for hours flooding basements and garages. the san francisco public utilities commission estimates two million gallons of water escaped. the pipe was repaired water services were turned back on around more comfortable at the hardly, strictly bluegrass festival going on there this afternoon. the farther inland you go. not a lot of change expected. livermore yesterday you hit 95. today i expect you will hit 95s well. we have an afternoon sea breeze that will pick up but it won't be enough to reach the inland. we will be very warm to hot for the inland communities but again i don't think we will be worse than yesterday. we are beginning to see the tide turn just a little bit. there is a heat advisory from 11 to 9. its been scaled back. yesterday it included the entire bay area. for today it's just the bay side communities, down into monterey the santa cruz area and the santa clara valley. that for the afternoon today just -- again, just a reminder to take it easy forethe second half of the day. san francisco not included in this and you can see that here from this graphic. outside right now it's a cool start for some of us. upper 40s in santa rosa. you get into san francisco and it's 66 degrees. 60 in antioch. cool to mild right now but another hot day in areas like antioch. you have temperatures into the low 90's as early as one and then you will order right there. low to mid90's expected for the entire day. sunsets before seven and you have a mild evening ahead of you. for the afternoon over the north bay upper 80's in nevado. we will have 88 in oakland for today. 95 in livermore. 95 walnut creek. santa clara valley low 90's. upper 90s expected for gilroy a warm day in santa cruise cruz. 92 redwood city. 89 san mateo and 80 degrees as we talked about a moment ago. still a beautiful day along the coast. just not as warm as it has been the extended forecast here with the bay area weekend always in view. the temperatures will continue their downward trend but we will take baby steps in to the second half of the weekend and then in to the extended forecast monday, tuesday. temperatures continuing to fall. eventually back in to the 80's tuesday and wednesday why the 911 dispatch centers can't receive texts. the effort now underway to change that. the governor has signed a bill that could help the 911 system a federal law requires all carriers to is the phones to be able to text 911. if you do it in california you get a message back saying texting options are not available. the senate bill requires the governor's office of emergency services to develop a plan for putting in the statewide next generation 911 system. people say it could be helpful. >> in a lot of situations i feel like you can't really call, physically call. like especially if there is a home invasion or manage like that you may as well text so that person doesn't hear you. >> dispatchers say it's important to remember though that calling 911 can be important because they listen and get information from background noises, they are also trained to help frantic callers. >> they are trained to calm the caller down and get the information that we need so we can get them help in a timely manner. >> right now agencies in menlo park are in the process of getting the necessary upgrades installed. >> people helped rescue two people after their boat started to sink. it happened just about 6:00 last night. the two people on board say they jumped off their boat when it started to take on water. several boaters fear by came to their rescue before the coast guard arrived. neither person was hurt. we are learning more about meat balls found near a west santa rosa dog park that were causing concern the animal service department said they did not contain any poison. they were found two weeks ago and sent to uc davis for analysis. earlier this year several laced with poison were found in san francisco's twin peaks neighborhood and the richmond district. one dog died. >> runners will make their way to the rocking roll half marathon and 10k. more than 167,000 are expected to take part. they will come from across the united states. organizers add aid 5k afternoon and it'll be enough to just kind of cooldown along the coastline skin side the bay. the winds are changing but by the second half they will turn on shore. we are looking at mostly clear attempting to cross the street is recovering after being hit by a cab. police are trying to determine if it was a case of hit and run. allie live in san francisco with one witness's account. >> reporter: it happened at bay and buchanan. it's a fairly busy street. at 7:30 we have seen a few cars traveling fast down it stretch this stretch. it's hard to see in daylight the paint is faded so you can ma'am how this would work look at nighttime. around ten is when a man walking across the street was struck by an oncoming taxi cab. the man was walking two friends. the friends madet. the man did not. the impact from the crash knocked him out of his shoes and shat ored the -- shattered the wind shield. after impact the taxi kept going. one woman followed the taxi in her car and eventually did get him to pull over and return to the scene. police say at this point it's not clear if this was a hit and run or if the driver maybe didn't realize he had hit someone. the one woman who saw the crash the answer was clear. >> the guy just re-- of the impact and he run away. he didn't stop. the intentions was to run away. >> reporter: now again the driver did return to the scene after that woman and other witnesses confronted him. he was interviewed by police. we don't know if he was cited and we don't know the condition of the victim though we are told when he was transported to the hospital by ambulance he was conscious and breathing. anyone who may have seen this crash should give police a call. live there san francisco. >> a fifth grade teacher has been arrested on suspicious of sexually assaulting a student. the 52-year-old john lloyd is a accused of assault a -- assaulting a girl the girl told them it happened more than once. lloyd has been a teacher for the school district for 13 years. the morgan hill school district called parents parents and posted a letter on the district k about the arrest. >> every single incident that comes to our attention we take seriously. seriously >> the school said it'll offer counseling to students. lloyd's first court appearance is scheduled for tuesday. extra police continue to be on patrol after two men were attacked thug night while walking on a trail just outside the station. one was shot. one was beaten. they were both robbed. it's thought one of them was south out and panicked when someone else showed up. >> we had a second victim that walked in, likely unexpected and complicated the situation for them. when things get complicated the plan changes sometimes things like this happen. >> police say that the attack is a reminder for people to always be aware of their surrender ownings, especially at night. the two men who were attacked are expected to be okay. police are still looking for their attackers. a former member of the berkeley football team is being held without bail for assault and battery on a bart worker. on august 20th, rj garret allegedly opened the door to the agent boot at the bart station and hit the agent in the head. yesterday the victim filed a request for a restraining order. garret attended berkeley in 2008. he was kicked off the football team after being arrested for grand theft. >> family members have released a video they say showing the girl responding to her mother's voice. >> come on. very good. >> her family said it proves that doctors were wrong when they declared the 13-year-old brain dead from complications during tonsil surgery last year. she was forced to move to another location in new jersey. her family will ask a judge to declare she is a live. paving the way for her return to california and state medical benefits. >> i talked to her. she responds. i say she can't be brain dead if she is responding. >> she has had a severe brain injury but her brain is there. where children's hospital said she was rotting. >> the hospital issued this response. we trust that the california courts, the alameda county corner and the state of california will look at any claims made by the family's attorneys and decide them in a lawful and just manner. the family said she has also moved her right thumb and arm. raymond chow has been moved out of the jail if dublin to have better access to his attorney. we have learned he was moved to the san francisco county jail on monday his lawyers say he will get a laptop so he can go go over ten thousand for dismissed. the defendants faced charges money laundering and illegal alcohol sales to alleges arms dealing. >> oakland rapper two short is due in court after tsa screeners found a loaded gun many his bags. the 48-year-old was at bob hope airport in bur bank when the gun was found. he ran from the scene but returned the next day with his attorney. he was cited for possession of a loaded gun in a public place and then released. his court date has been set for november 3rd. caltrans managers have been cleared of allege ages they took revenge against engineers who raised concerns against the in el dorado are expected to have the king fire contained today. the fire has burned nearly 98,000 acres and is 98% contained. the fire which has been burning for weeks has destroyed 12 homes. at one point more than 5,000 firefighters were helping fight that blaze. the sheriff said last month's fire was started by a man burning a dear carcass. the man confessed to finding it while doing construction work and setting it on fire to get rid the smell. it destroyed 30 homes and burned more than 300 acres before reaching the edge of bass lake. the beer said the man has apologized for the fire. he has not been identified or arrested. california could soon be dropping it's high school graduation exam. the bee reports with national guidelines focused more on critical thinking problem opposite sex couples who were married in other states. >> jp morgan chase is warning customers to keep an eye out for possible fraud after a major data breach. they said 83 million customer accounts were exposed when the bank was hacked in july the stolen information includes names, addresses and phone numbers of clients but no account numbers, passwords or social security numbers. the bank said there is no evidence as of now of fraud involving the use of customer information. for the first time in more than six years the unemployment rate is below 6% the labor department report that in september the rate fell to 5.9%. it's lowest level since july 2008. the economists say they are concerned about another number. the number of americans in the labor force is 62.7% the lowest since figure out if a taxi driver as involved in a hit and run. with one witness's point of view. >> it happened at bay and buchanan. a pretty busy street. you can see -- at eight in the morning, cars move man was walking with two friends and the friends made it. the man did not. the impact from that crash knocked him out of his shoes, shattered the wind shield of the taxi and witnesses say after impact that taxi driver kept going. several were shouting at the driver to stop, trying to chase him on foot one woman followed the taxi in her car and got him to stop and pull over. >> i told him that he homicide. police responded to a report of a person down at 72nd avenue between lacy and mcarthur. when officers arrives they found a man who had been slot. according to the bay area news group the victim was a 27-year- old and may have been in some kind of fight with another person before getting shot. this is the 59th home received the year. homicide of the year. in san jose firefighters were battling two separate oaf night fires. they sent us this video of the fires. the most recent broke out just after 11:00. crews responded to an emergency call at the center food grocery store on center road. it took more than an hour to get the fire under control. the store sustained significant smoke and water damage. there is no word on a cause. now about an hour earlier crews responded spoot quart as flames raised through that townhouse. it was midnights before they got it under control. nobody was hurt but five people needed to buy a new place to live. >> los angeles police are still trying to find if a taxi driver was involved in a hit and run or if he didn't realize he hit a man. it happened last night. the impact shattered the front window of the taxi a witness said a group of people were walking across the street. the first two made it across safe live. that first person was hit by the oncoming cab. the witness said the taxi kept going and they followed the cab in her car to bring him back to the accident scene. >> i told him that he has to stop. the police were coming. so, he said yes i'm going back to the scene i'm going back you can follow me. i'm going back. >> police interviewed him at the scene there is no word from police on whether he was cited. the person who was hit was alert and conscious when the ambulance took him to the hospital. a fifth grade teacher has been arrested on suspicious of sexually assaulting a student in his classroom. john lloyd is a ceus of assaulting a girl at paradize and police say the girl said that it happened more than once. lloyd has been a teacher for the school district for 13 years. the school district called parents yesterday and posted a video about the arrest. >> every single incident that comes to our nearly 98,000 acres and is 98% contained. the fire which has been burning for weeks has destroyed 12 homes. at one point more than 5,000 were helping fight that blaze. the county sheriff said last month's fire was started by a man burning a deer carcass. the man confessed to finding the carcass and said he set on fire to get rid of the smell. the fire burned 30 homes before reaching the edge of a lawsuit was filed by ten same sex couples who were legally married in other states. they argued that their right to equal protection and due process was being violated by the state's ban on gay today. so that's going to bring temperatures down along the coast inside the bay. there is still a heat advisory for today, but notice where it's at. it has definitely been scaled back from yesterday when it was widespread. the entire bay area with a heat advisory today. it's our bay side communities. it's into the santa clara valley and parts of monterey, including santa cruz. if i scoot in a little bit closer here you notice that san francisco not included in this. yesterday san francisco hit 92. today you are looking at about 80 degrees for the afternoon. so big changes coming for some of us. meanwhile, the rest of us inland it's going to be a lot like yesterday. well into the 90s once again. you will get in on this cool-down as early as tomorrow. temperatures right now 65 degrees breaking news. two earthquakes hit northern california in just the past hour. the largest was a 3.9 magnitude quake and that was reported near the town of willits at 8:45 a.m. that is north of ukiah. no damage has been reported. a magnitude 2.5 quake in napa at 8:00 this morning. a lot of viewers calling into the newsroom saying they felt the earthquakes. well, happening now st. anthony's in san francisco is debuting a new dining room. the facility is twice as big and the layout more efficient. alley joining us live from san francisco. she is at the ribbon cutting ceremony. ally. >> reporter: there is a big celebration going on for this grand opening. officials are expecting hundreds of people to come and that's why we've closed off golden gate avenue an entire block from lar kins to jones. they have a stage set up. music. chairs. if you pan off to the right, further standards larkin street in the shadows you can see umbrellas. there are dozens of tables and that's where people in need will be served some meals later today. this is the grand opening of the st. anthony foundation new dining room. we have the executive director barry stenger here who is going to tell us why this dining room had to be built. what was the need? >> well, it was after the loma prieta earthquake, old building that was built in 1912, it was built as an auto body shop. we were serving 40 million meals out of that place. it was tired. it was time for a new place. and what we say always about our guests, they are the most important people here. they deserve the dignity and respect of eating in a place that's as nice as they will in the new dining room. >> reporter: you have a lot of guests you serve, 2400 to 3,000 people a day come to st. anthony's to get a hot meal. >> it will be more efficient the way we can run our operation and more efficient in terms of us being able to take more food, prepare better food. the equipment in the kitchen is all brand-new. first time we will have flame in the kitchen, at least intentionally. we have always had steam. now we have different kinds of things. they can cook food different ways. huge freezers. huge refrigerators. if people give us food, we can store that and use it when we need it. >> thank you so much. executive director of st. anthony's foundation barry stenger talking about this 15-year process to plan and fund raise $22 million to build this new dining room that's going to be nearly twice as big as the old one. the festivities get underway at 9:30. we will be here to show them to you and get a sneak peek of the dining room. one person was killed after being hit by a drunk driver on highway 101 in marin county. police say 30-year-old os manned deleon was driving northbound in the area of st. peter road before 7:30 this morning. witnesses told police he was swerving across lanes before he rear-ended a toyota yaris. that collision caused both cars to flip. the driver of the yaris died at the hospital. deleon is being booked into jail on vehicular manslaughter and dui charges. an investigation underway into an early morning homicide in oakland. around one this morning police responded to a report of a person down at 72nd avenue. when officers arrived on scene they found a man who had been shot. he was pronounced dead. the bay area news group is reporting that the victim was 27 years old and may have been in some kind of dispute with another person before the shooting. this is oakland's 59th homicide of the year. there were 76 homicides at this same time last year. fire investigators in san jose are looking into two separate fires overnight. they sent us video of both of those fires. the most recent broke out just after 11:00 last night. crews responded to an emergency call at the center foods grocery store. it took crews more than an hour to get that under control. there were no injuries but the store sustained significant smoke and water damage. there is no word yet on the cause. five people have been displaced after flames raced through their townhouse on del bore court last night near the guadalupe freeway. the first call for help came in after 10:00 p.m. it was midnight before crews got that two-alarm fire knocked down. there were no injuries. officials say it appears the fire started in a car inside the garage and then spread to the rest of the house. police in east palo alto are investigating a deadly shooting that happened 5:00 last night on laurel avenue. investigators say the victim is 20-year-old mark madden. family members say he was a student at san francisco state and say he was shot while going to visit his uncle and cousin. so far no arrests have been made. a uc berkeley student is now facing criminal charges in connection with a sexual assault at a cal fraternity. police arrested 20-year-old eugene quillen thursday night at the delta epsilon fraternity. officers say it is connected to one of three cases reported last weekend. a university spokeswoman calls the allegations disheartening. >> it's totally unworthy and totally unacceptable. it's against everything we stand for and what we're trying to instill in new students as they come on campus. >> the arrest comes as the uc system is under pressure to do a better job of handling assault complaints. megan warner, a student with greeks against sexual assault, says assaults happen often. >> there are most he definitely members of fraternities assaulting other women. a lot of them are repeat offenders as well. >> the university says it is planning on launching new outreach programs for students. car break-ins are on the rise in a scenic spot in san francisco popular with tourists of the chronicle reports there have been 122 car burglaries in the past six months in the twin peaks area. one police captain says the numbers make him cringe. police investigators say professional burglers are scoping out twin peaks, olmos square, golden gate park and targeting rental vehicles san francisco and oakland a couple suspected of robbing banks in several states has been transferred from a florida prison face charges in marin county. he is accused of robbing three san rafael banks and one novoto bank in december 2012. january of last year as well. 43-year-old michelle maxwell is accused of being the getaway driver in three of the robberies. they are also suspected of robbing banks in san jose and southern california. they were arrested in florida for bank robberies in the orlando area. california expects to see more cases of enterovirus d68. a severe respiratory illness affecting mostly children. there are now 14 cases in the state. that's more than triple the number last month. there are five local cases with alameda, san francisco, solano and santa cruz counties. the youngest patient wasn't even a year old. the oldest was 15. most did suffer from asthma. so far the state has tested more than 180 people suspected of having enterovirus d68. >> the people who get admitted are the tip of the iceberg. you know, many people have mild illness and don't seek medical care and don't get admitted to the hospital. >> the first cases in california were reported in san diego and ventura counties with one patient in los angeles who is now paralyzed. symptoms include fever, sneezing, and coughing. doctors say one of the best ways to guard against los angeles police are trying to figure out how many people died in a fiery three vehicle crash. one of the cars was burned so badly they can't determine the make or the model. for now officers are saying multiple lives were lost in the crash last night in the city of chino located in san bernardino county. they searched a nearby field for any victims who may have been ejected from the vehicles. two great white shark attacks in just two days have prompted beach closures in santa barbara county. the first incident happened on thursday night. officials say a surfer was attacked about a quarter mile north of wall beach. commanders at vandenberg air force base closed three beaches in that area as a precaution. officials say the shark was about eight to ten feet long. the surfer had minor injuries to his knees and cuts to his body. those beaches are expected to be back open at 4:00 sunday afternoon. now, two fishermen came to the rescue of a group of people after they were attacked by a great white shark. >> those are holes from a great white shark. >> he was attacking. >> that attack happened yesterday about 60 miles north of santa barbara. lou and charles were fishing for sea bass when they heard the calls for help. >> he was clean to the top of it. so we get the kayak and we get him on our boat and two other -- the guys that were with him hopped on the boat also and we towed them, all three, into the landing at vandenberg. the boat house. >> a few of the kayakers did stay behind so they could keep fishing. an hour later they also called for help. their destroys call came after one of the men was knocked eight feet into the water by the shark. he was not seriously hurt. the british prime minister is calling the latest beheading by isis fighters unforgivable. the islamic terror group released the video of the beheading of alan henning. he went to syria last christmas to help victims of the country's civil war. ktvu talked to uc berkeley political science professor steve fish about how the u.s. should approach these militant fighters. fish says airstrikes are indeed necessary along with a long- term intelligence strategy, which means some unlikely partnerships. >> and this is where really doing work with the brits and even the russians, intelligence service to intelligence service could be productive. we have to be careful in working with the russians and iranians that they are not trying to undermine us. >> they are now threatening the life of peter cattic. he was a solder who later became an aid worker in syria. there will be extra police patrols at harvard university in weekend after hundreds of students received an email death threats. they were sent 445 timbered afternoon. someone threatened to come on campus today and shoot people. campus. temporary barriers this morning and the national park service doesn't know when they will come down. as you can see there, ran on into the white house on september 19. the video shows the intruder omar gonzalez scaling the fence and then running towards the white house. on wednesday he pled not guilty and is now going to undergo mental comptency tests. tourists are complaining the barriers don't do anything but keep them from getting a good picture. a water main flooded a dozen homes in the bay area district. key avenue and keith street was flooded. water gushed on to the street for hours. the san francisco public utilities commission estimates two million gallons of water escaped. that pipe was repaired and water surfaces were -- services were turned on 1:45 yesterday afternoon. time now is 9:19. let's turn it over to rosemary for a check of how the weekend is shaping up. these are the times when we are lucky to live here with this really, really nice weatherge yeah. some people really loving it. some weep really hating it -- some people really hating it. in any case, we are going to see this pattern slowly move out of the way. let's start out in san jose where we have mostly blue skies. you can see just a few strands of high clouds there in the distance. going to be another warm day in san jose going into the low 90s for the afternoon. if we go to the satellite view, notice south and west of us we have just a few high clouds here over southern california. those are shifting into the bay area. that's really about it. ridge of high pressure in control and will persist for the weekend. we are beginning to lose the offshore flow just a little bit. it is weakening some. that's allowing the onshore breeze to return to the area. not this morning. so by the second half of the day the sea breeze is expected to develop and, as it does, it's going to bring down our temperatures along the coast and inside the bay. we'll still be very warm but we won't be as hot. meanwhile, our inland communities are not going to feel the sea breeze. you are going to be just as hot as yesterday. it will take one more day for you. as we get into the afternoon we are with mostly sunny skies. watch as a few changes begin to take place as we get closer to sunset. sun setting ten minutes before 7:00 this evening. low clouds beginning to develop here. as we get into the evening hours they do begin to shift. i think by tomorrow morning we will have patchy fog along the coastline. so again minor changes coming our way. it's going to to take a little if you try to text 911 right now in california you get a message back saying right there on your screen text to 911 is not available. but a bill is requiring the office of emergency services to develop a plan for implementing a statewide next generation 911 system. people we talked to say they think it could be helpful. >> in a lot of situations i feel like you can't really call, physically call. like especially if there is a home invasion or something like that. you might as well text so that person doesn't hear you. >> dispatchers say it's also to remember -- important to remember that calling 911 can be invaluable because they not only listen and get information from background noises. they are also trained to help frantic callers. >> our dispatchers are trained to calm the caller down and get the information that we need so that we can get them help in a timely manner. >> right now agencies in menlo park and contra costa county are in the process of getting necessary upgrades installed. we are learning more about meatballs found near a west santa rosa dog park. the animal department says the ate meatballs did not contain any poison. they were found two weeks ago and sent up to uc davis for analysis. earlier this year several meatballs laced with poison were found in san francisco's twin peaks neighborhood as well as the richmond district. one dog died after eating one of those meatballs. a new restaurant rating system is now in effect in santa clara county. restaurants are now required there to display a color coated car that shows the results of their last health department inspection. green ind indicates passing while yellow ind indicates food safety violations that have been corrected and read as places that have been closed due to violations. health for you coming up. happening now st. anthony's in san francisco is unveiling its new dining room. the fassi is bigger than the old one and will allow more food to be stored for longer. allie rasmus joining us live to give us a tour of the facility and explain how it will help tens of thousands of families from now to the holidays. allie. >> reporter: we are standing inside the new facility. we can give you a look around. you can see it's very well lit. everything here is brand-new. there is a celebration going on outside. so inside it's pretty empty. sort of the calm before the storm. you can see brand-new tables and chairs off to the right. when guests start getting meals they will be lining up and coming through this roped off area and then people will make their way over to the brand-new kitchen where you can see an assembly line of volunteers working to prepare the first meals that were ever cooked in this brand-new kitchen. now, st. anthony's foundation serves 2400 to 3,000 meals day to people in need here in san francisco's tenderloin. their old dining room across the street on golden gate avenue was old and cramped. it was an converted auto body shop. so it didn't have the proper space and materials to serve the people in need. so 15 years ago they started planning and fundraising to build a new kitchen and dining room and it is open today. you can see the assembly line. these trays going through. they are in cardboard cartons because today of the celebration going on everyone will be eating their meals outside. after this morning people will come into the brand-new dining room to get a hot meal. we talked to the executive director of st. anthony's foundation, barry stenger. he told us why this new dining room had to be built and how it will better serve the community. >> what we say always about our guest, they are the most important people here. they deserve the dignity and respect of eating in a place that's nice. it will be more efficient the way we can run our operation and more efficient in terms of us being able to take more food, prepare better food. >> reporter: and right now you can see they've packed up all the meals here. they are getting ready to cart these outside for the celebration. as part of this grand opening celebration they have actually shut down golden gate avenue between jones and market. they have tables to serve meals to people in need outside and actually mayor ed lee and democratic house leader nancy pelosi will be serving those meals to the guest here at st. anthony's foundation. we will have more on the ribbon cutting ceremony and all of the events happening here today in our later newscast. allie rasmus, ktvu channel 2 news. san francisco police are trying to figure out whether a taxicab driver was involved in a hit-and-run or if he didn't realize he struck a man crossing the street. it happened around 10:00 last night at buchanan and bay streets near fort mason center. the impact shattered the front window of the taxi. a witness says a group of people were walking across buchanan. the first people made it across safely but the third person was hit by that cab. the force knocked him out of his shoes. a witness says the taxi kept going and that's when she followed the cab in had her own car and brought him -- in her own car and brought him back to the accident scene. >> i told him that he has to stop and the police were coming. so he told me, yes, i am going back to the scene. i am going back. you can follow me. i am going back. >> reporter: police did interview the cab driver at the scene. right now there is no word from police on whether or not he was cited. the person who was hit was alert and conscious when the ambulance took him to the hospital. a fifth grade teacher has been arrested on suspicion of sexually assaulting a student in his classroom. 52-year-old join lied is accused of assaulting a girl at paradise valley elementary school and police say the girl told them it happened more than once. lloyd has been a teacher for the school district for 13 years. the morgan hills school district called parents yesterday afternoon and post add letter on the district website alerting folks about the arrest. >> every single incident that comes to our attention we take very seriously. we acted as swiftly as we could. and the school says it will be offering counseling to students next week. lloyd's first court appearance is scheduled for tuesday. extra police continue to be on patrol near bart's dellanoir ta station. two men were attacked thursday night while walking on a trial outside the station. police say one man was shot. the other badly beaten. both of them were robbed. police say they believe one attack was underway when the second victim came up to the scene. the two victims are expected to recover. police are still looking for those responsible. family members of jahi mcmath have released a video which they say shows the girl responding to her mother's voice. jahi's family says this video proves that doctors were wrong when they declared the 13-year-old brain-dead from complications of tonsil surgery last year at oakland's children's hospital. she was forced to move to an undisclosed location in new jersey. her family will ask a judge to declare her alive paving her way to a return to california and state medical benefits. >> i talk to jahi and she responds. >> she has had a severe brain injury, but her brain is there. children's hospital callously said she was rotting. >> the hospital issued this response saying, we trust that the california courts, the alameda county coroner and the state of california will evaluate any claims made by the family's attorneys and decide them in a lawful and just manner. jahi's family says she also moved her right thumb and arm. a man has been moved out of jail. what we learned is that he moved to the san francisco county jail on monday. his lawyers say chow will get a laptop computer to go over 10,000 pages and documents in his case. >> he will be able to spend 40 to 60 hours a week reviewing the evidence and helping us prepare his defense. yesterday was the deadline for two dozen defendants to it file motion toss have their cases separated from each other or be dismissed entirely. they face charges ranging from money laundering to illegal alcohol sales and alleged arms dealings. firefighters in el dorado county are expected to have the massive king fire fully contained today. it has burned nearly 89,000 -- 98,000 acres. it destroyed 12 homes. at one point more than 5,000 firefighters were helping to fight that fire. the ma dare a county sheriff says last month's fire there was started by a man burning a deer carcass. he confessed to finding the carcass and set it on fire to get rift smell. it destroyed 30 homes and burned 300 acres. the fresno bee says the man apologized for the fire. so far he has not been identified publicly or arrested. california spending $1 million to make sure that the produce grown at farmers markets is locally grown. california governor jerry brown has signed a law that will send a small group of inspectors to the markets to check on the vendors. that comes after reports that some vendors are buying fruits and vegetables from wholesale markets and passing them off as their own. last year 19 vendors were fined in california for misrepresenting their products. californians could be making changes to their high school graduation exam. according to the "sacramento bee," some believe that the current test is soon going to be obsolete now that national guidelines are focusing more on critical thinking and problem solving. lawmakers are expected to take up the issue next year and state education officials say a new exam would not be issued until at least july of 2017. the current test includes sixth, seventh, and sixth grade math problems. today the san francisco throwing chainsaws at the officers. the chaos started early tuesday morning after the suspects burglarized a local hardware store. police were on scene quickly and chased after the suspects as they drove off. during the chase police say the suspects threw three chainsaws and a weed eater at the officers' car. after five minutes the suspects ditched the suv. you can see they were running away. police are still searching for them. this morning there is going to be a change of command for the state's only army national guard mp brigade. the 49th military police brigade is based in fairfield and the mission is to provide support to civilian authorities in the event of a disaster. now, this is video of the brigade back in february when they traininged with the he will soreito police department. the new commander is going -- the new ceremony is going to be held in fairfield. you will have another option when it comes to flying to las vegas from the bay area. jetblue will begin non-stop flights convenient vegas and san francisco in -- between vague and francisco -- between las vegas and francisco in january. jetblue decided to add the service to compete with virgin america. after a one-year hiatus the blue angels are back in the sky performing maneuvers at the miramar airshow. the three-day event kicked off yesterday at the marine air core station in san diego. during the show pilots hit speeds of up to 700 miles flying wingtip to wingtip, 18 inches apart in some cases. last year they were canceled due to sequestration. they will be flying into san francisco for fleet week. they arrive in the bay area on thursday and will take part in the airshow on saturday and sunday afternoons. jpmorgan chase is warning customers to keep an eye out for possible product after a major data breach. the bank says 83 million customer accounts were exposed when the bank was hacked back in july. the stolen information includes names, addresses, and phone numbers of clients, but no account numbers, passwords, or social security numbers. the bank says there is no evidence as of now of fraud involving the use of customer information. president obama says job growth is one of the keys to a strong economy and expanded opportunities for middle-class families. >> rather than just reading about our recovery in the headline, more people will feel it in their own lives. and that's when america does best. we do better when the middle-class does better. >> the president recorded had this morning's weekly address from an indiana steel plant. he says american manufacturing has added more than 700,000 jobs over the past four and a half years. but he stressed that the u.s. must raise the minimum wage to continue the economic growth. all right. san jose state are going to be out and about for today bring the sunblock. plenty of water. there is even still a heat advisory for portions of the bay area. let's start with a beautiful view over parts of the east bay. no advisory here. it's along the bay side communities and into the santa clara valley for today. again in areas that really aren't used to the hot, hot weather. but for the inner east bay when i say the mid 90s you say, yeah, uncomfortable but we can take it, right? that's where you are going today. take a look that ridge of high pressure that remains in control. going to be with us through the weekend. so on a major scale, not a lot of change going on. a few high clouds. if you look outside your door you will see a few high clouds overhead from am southwest. that's about it for that. we have a weak on shore breeze that will be developing a little bit later today. this going to help bring down the temperatures for the coast. portions of the bay still going to be very warm. but inside the bay not as hot as yesterday. meanwhile, for our inland cities you are not going to feel that sea breeze just yet. i think today you will be just as hot as yesterday. thankfully, not expected to get worse. as we get through the day plenty of blue sky. can't see any cloud cover. but as we get into the evening hours sun will set just before 7:00. notice we have a few clouds here developing to the north of us as we sleep. i expect they are going to fill in a little bit closer to the coast. as we wake up tomorrow morning we have patchy fog along the coastline. so again changes are coming. they are going to be a little slow for some, but eventually we will all begin to feel it. the 69 degrees right now in fairfield. we have mid 60s in conquered. 73 in san francisco. so temperatures beginning to really zoom. we have 65 in napa. 59 in santa rosa. over parts of the north bay waking up 50 degrees. it was a chilly start. a few upper 40s out there. you see now temperatures it are rebounding. for the afternoon upper 80s to low 90s over the north bay. a very warm day. for many not as hot as yesterday. 87 san leandro. 94 pleasanton. 95 in livermore. i think a near repeat from yesterday. 95 in livermore yesterday. i think 95 today. 91 in san jose. 88 in sunnyvale. 90 degrees cupertino. palo alto 89. that's a warm one. san mateo 89 as well. san francisco a warm 80 degrees. yesterday san francisco hit 92. so that's an improvement there. the extended forecast with the bay area always in view, temperatures continuing to fall. a minor drop for the second half of the weekend and a bigger cool-down into the week ahead. stanford football playing one of the biggest games of the year today. playoff implications on the line. down in south bend, indiana, taking on notre dame. last year 27-20. today's game will be a battle. notre dame is unbeaten and ranked ninth in the country with thoughts of playing in the national championship playoffs at the end of the season. fresh off its thrilling double ot last weekend cal is up in the pacific northwest tonight taking on the washington state cougars. it is a battle between two of the most potent offenses in college. now to a different type of football. sacramento is looking to bring a major league soccer team right there to the state capitol. >> sacramento already has a team in a smaller pro division. fans yesterday paraded down the capitol mall to celebrate a championship. that team won in its first year of operation, but fans say the city is ready to make the leap into the mls, which has teams in los angeles, new york, and san jose. and it's a scare tactic being used on bears. up next the animals now being called in to go paw to paw with dangerous beasts. and fresh off the excitement from the recent comes after lawsuits were filed after same-sex couples who were married in other states. the judge agreed saying the couples deserve the same recognition as opposite sex couples who were married in other states. we do have new information this morning about the u.s. effort against the ebola threat. u.s. health officials say ever since a west african man was diagnosed in dallas they have received credible tips on about 100 other potential cases. now, as we've been reporting, thomas eric duncan was initially released from a dallas, texas hospital after coming down with symptoms of the disease. he had told a nurse he had just come from liberia. health officials say they have now identified nine people who have had definite contact with him. none are showing symptoms. 40 other people cannot be ruled out. >> we have the public health system and the public health providers in place to contain this threat of this disease. >> tests show that a patient at a hospital in washington, d.c. with a ebola-like symptoms is not infected. the u.s. will examine ways to improve safety at entry points nationwide such as airports and border crossings. there are reports that apple will unveil a new ipad in just about two weeks. the "wall street journal" is reporting the company will introduce it's new tablet on october 16. apple is expected to also unveil new imacs sometime this month. they just unveiled new iphones and an iwatch a few weeks ago. today oakland is holding the seventh annual free family festival celebrating oak beer. the traditional tapping of that first keg will kick off the event at 10:45 this morning. i guess it's noon somewhere always. 40 local craft breweries will be on hand. there will be food, artists, dancers and live music. oak-toberfest takes place surrounding macarthur boulevard. wildlife officials in washington are trying a new approach to keep bears away from people's property. rather than putting those bars down, they are now trying to scare them with bear dogs. so once the bear is captured, it is taunted by the dogs. then when it is he released wildlife officials shout and fire beanbag rounds at that bear as the dogs chase it into the woods. >> you really teach these bears that dogs are not afraid of them and that people, therefore, are not afraid of them because they associate dogs with people and homes. >> now, so far that new method has an 80% success rate with the bears not returning to neighborhoods. wildlife officials say that scare tactic may appear to be mean, but it actually gives bears who would otherwise be put down a second chance at life. well, security camera in pennsylvania captured a bear taking a dip in the family's backyard pool. check it out. there is that bear cruising around that backyard. that bear then hops up on the side of that pool. takes a couple drinks and then, you know what, says i might go for a swim. well, the bear wasn't satisfied with just one dip in that pool. the bear hung around for about 0 minutes and was seen climbing in and out of that pool about three times. >> my dog does the same thing. >> that bear was like, why not? they left it out for mimi. might as well enjoy it. >> if you are lucky tough to have a pool, rosemary, a pretty good day to get a swim in? >> you said it. a nice day for a pool party. mostly clear. we started out cool but temperatures are already building. we will have a drop in temperatures right along the coastline for today but inland that heat is going to persist. take a look at these numbers. upper 70s to low 80s right along the coastline. mid-to-upper 80s around the bay and inland low-to-mid 90s. we will continue this drop in temperatures and finally get back to some comfortable weather. at least for inland communities as we get into tuesday and
