We are live in danville, where the patriotic spirit is running high as an annual parade is set to get underway in a few hours. Alex savidge has been there all morning and coming up he will tell us some of the efforts people have gone to get a good spot to view the festivities. Im tori campbell. Im brian flores. Slightly warmer than yesterday. Not by much. We have a system over the north of us. That will keep the onbreeze blowing and low clouds at the coastline. Very comfortable around the bray. A warm day inland. Along the coast. A mix of sun and clouds. Most of us will be in the 60s along ocean beach, pacifica and half moon bay. It will be warmer if you are heading into santa cruz or hanging out there for your holiday. We have the clouds hugging up against the coastline greeted by the clouds in the east bay and partly cloudy to mostly sunny elsewhere. Temperatures and the winds, very similar to yesterday. Im tracking an onshore breeze through fairfield. 25 miles per hour. So again, the onshore breeze gonna helps out in the afternoon, keep temperatures from really soaring. Well get to that in the extended forecast, though. 58 in fairfield. 50 in antioch. Upper 50s walnut creek. 50s around the bay. 54 half moon bay. And checking in, 51 in santa rosa. 46 degrees outside in novato. Into the afternoon, the numbers are up just a few degrees over yesterday. May not notice. 74 in oakland. 79 in fremont. 81 redwood city. 68 in San Francisco. Low 60s and mostly cloudy skies in pacifica as we get into the evening hours, the low clouds will be rolling back into the bay. Tara moriarty is live in oakland to let us know how officials are handling the fireworks threat and why firefighters worry there will be more to come. Reporter if you drive up here in the hills of oakland, you will see the dry grass. This is not a good combination with fireworks. If you are thinking about going into pacifica or san bruno and buying the safe and sane fireworks and come here to shoot them off, know that police will confiscate here. We want to show you the Twitter Photo from oakland firefighters. Its of a tree that was on fire here off havens court. Crews were able to snuff it out before it spread. Earlier last night, city leaders held a Town Hall Forum to talk about the fireworks related fires. The chief said more firefighters and police will be out on patrol. Fireworks are illegal. Neighbors need to tell neighbors that this will not be tolerated. Oakland is not the wild west. Reporter now, people in the oak moor neighborhood are gonna be on high alert because an arsonist is on the loose. A halfdozen fires were intentionally set over a four day stretch midjune. Neighbors are being urged to keep a watchful eye and call police if they notice any other fireworks. The chief is hoping now that they will be out on the streets that there will be Faster Response times. Were live from the oakland hills, tara moriarty, ktvu channel 2 news. For the first time in six years, there will be fireworks in san jose on the 4th of july. The rotary club is organizing the Fireworks Show that is expected to be better than ones in years past. San jose and Santa Clara County donated 120,000 to help provide the show. But most of the money was raised through private donations. Rotary club leaders hope the downtown display will keep people from setting off their own illegal fireworks. Preparations for San Franciscos annual Fireworks Show along the waterfront are underway. The entire display will be launched from four barges this year. Two will be near the Municipal Pier and two others close to pier 39. The show will include 30,000 pounds of explosives including one display that looks like an octopus. Show organizers say it takes a lot of techny nal expertise Technical Expertise. This will all be connected together in an electrical network. There will be a computer based firing controller that will send a signal out throughout the network and at specific times ask for sefern things to be fired certain things to be fired in the air. The lights and sounds of independence start at 9 30 tonight. Happening now people already staking out their spots for another 4th of july tradition, the patriotic parade. Alex savidge is live in danville, where one of the bay areas biggest parades is jet to get underway in a few hours. You are starting to see a few more people out there. Reporter were seeing quite a bit of activity out here. Some people coming and sitting down in their chairs that they put out here last night. This is probably not a great spot to be in about two hours. At about 9 00 this morning is when when all of the floats will start to move. You can see people went to extreme lengths to make sure they have a good view of the festivities later on this morning. Thousands of chairs line the streets here through the downtown area. These folks came out here last night to set up these chairs. Of course, in a short time, once this parade gets going, the annual 4th of july parade, this place will be packed with people. This is what the scene looked like last year during the 4th of july parade in dan ville. Its considered one of the largest and most popular 4th of july parades in the bay area. More than 40,000 people are expected to attend today. The parade goes down hearts avenue and San Ramon Valley boulevard through the downtown area. Keep in mind if you are headed into the area, there will be quite a few street closures throughout the morning. Bear that in mind. People who live here say the parade is truly special and brings in people from all across the bay area. They come from all around. You can see its very civilized. Everyone puts their chairs out the night before and marks the sidewalk. Everyone apeeshates the businesses all of the civic appreciates the businesses and all of the civic floats. Reporter and there will be a lot more fun around the bay area that we want to let you know about. In clayton kids are invited to lead the downtown parade that gets started at 10 00. Redwood city has a parade at 10 00 and in hercules, they have an Independence Day parade that kicks off at 10 45. If you want to go to napa, they have a 4th of july parade that happens in the downtown area at 11 00 this morning. As we bring you back out here to a live picture in downtown danville, you can see the chairs and the tents, it will probably be a pretty warm morning. Those are probably pretty important. You can see some people taking their seats here for the parade. It doesnt get started until 9 00 this morning. It lasts about two and a half hours. He has admitted raping and say ulting 40 women including 15 here in the bay area. Hes been in a Mental Hospital since his release from prison in 1996. We have more details on an Airport Security threat we told you first about earlier this week. Airlines have been told to tighten screening of cell phones and shoes because of new intelligence showing an increased threat from al qaeda militant groups. The concern is that al qaeda bombmakers have figured out how to turn cell phones into explosive devices that can avoid detection. There are also reports of new, hard to detect bombs peaking built into shoes. U. S. San Francisco Police are investigating another violent incident near last sundays gay pride celebration. This is video from world star hiphop. Com. Someone was lying on top of the hood of a truck. The driver gets out with something in his happened and starts to chase someone. The driver is hit and kicked several times. Police say the incident was never reported to them. The video does not show what led up to the confrontation. Now to the Nations Capital where large crowds are expected to show up to celebrate the 4th of july. Thats prompting extra supreme court. The city is known for showing a spectacular Fireworks Show. But this year its facing a different kind of threat. Well, were having a sunny patch here which is good news for tonight. But it is a question mark. Will this big Fireworks Show go on . Thats really the question that so many are wondering as hurricane arthur hits. Now, this was the site last night in boston, that was the third of july. The city chose to have the fireworks one day early out of fear it could be completely washed out. Similar decisions are being made in communities in hurricane arthurs path. Here in washington, authorities are putting on tonights show, they say they take the threat of the weather seriously and they even have their own personal National Weather Service Representatives on the ground to help them monitor the elements. They are partners from day one. They set the table and provide information leading up to the event and actually have people deployed into our command centers and our Coordination Centers on the day of to give us second by second tracking of potential storms. Reporter and 100,000 to 200,000 people are expected here tonight at the National Mall, brian. Authorities say the show will still go on. Theres no call made yet. Good news that the sun is coming out. You are tracking the path of arthur which has been downgraded to a category 1 hurricane. You right. Its weakening. Its moving away from the eastern seaboard which is good news, right . But as we move through the Holiday Weekend, its just going to be a rough one there. Here at home, weve got some beautiful weather in store for your 4th of july. Lets go back to hurricane arthur. The first named storm of the atlantic season. As tori mentioned, now a category 1, 90 miles an hour, weakening over the course of just this morning. If we slide in here, you can still its bringing a strong winds as well as heavy rain to portions of virginia and north into new jersey. Now this gonna be tracking to the north and to the east and by tomorrow, its off the coast of massachusetts. You can see just brushing here cape cod. In any case, its just a rough weekend for them there. Weve got the strong storm surge. Weve got heavy rain anywhere from 3 to 5 inches a possibility there and those winds. Very, very gusty. Here at home, we have little to complain about. Our weather is going to remain pretty much the same. I think were going to be slightly warmer for the afternoon. Well have fog along the coastline but the rest of us will be mostly sunny for the afternoon. 60s at the coast. 70s and 80s around the bay and inland. A few of us touching into the low 90s for the afternoon. So today, slightly warmer than yesterday. Saturday will be slightly warmer than today. Sunday we get into some warm weather especially for the inland communities. Thats when many of us may move into the upper 90s. I will show you the extended forecast in just a moment. Lets talk about whats happening now. The low clouds this morning inside the bay along the coast. By 10 00, 11 00, its peeling back. We have mostly cloudy skies away from the coastline where we could remain mcaround ocean beach, pacifica, all of the can small communities in between. Santa cruz mostly sunny and mild. Im gonna roll this into the evening hours. Many of us thinking about the Fireworks Show going in San Francisco and in the east bay. Its only 8 00. The onshore breeze expected to kick up and the future forecast model all morning long has been driving low clouds back into and through the gate and into the bay by about 8 00. Dont cancel your plans just yet. Something to be aware of. Well be tracking it for you throughout the hours of the afternoon and mark will be here for the early evening as well. Weve got some nice weather moving into the evening, though. Along the coast it will be cloudy and cool there. It will be cool all day. Around the bay, low 60s to near 70s. The Graduation Ceremony that took on a new meaning because of one little boy. Very cool. The event includes musical performances and a reading of the declaration of independence by historical reenactors. The declaration of independence was adopted on july 4th, 1776, establishing the 13 american colonies as a new nation. 7 23. In less than an hour, president obama will preside over an Independence Day citizenship ceremony for members of the military. 25 members of the armed forces who signed up to defend the u. S. Even though they were not american citizens will take the oath of allegiance at the white house. During the ceremony, the president is expected to pitch his immigration plan and we we are planning to bring that to you live. Of course, this all comes as the Southern California city of murrieta is bracing for the possibility of more protests this morning. A plane with 140 immigrants from texas is scheduled to arrive in san diego today and its still unclear if the government will try to bus them to the city. You may recall earlier this week, protesters forced buses filled with immigrants to turn around and leave murrieta. But buses are scheduled to arrive at the facility there every three days, including today. The government is trying to figure out what to do with more than 52,000 children who have come alone into the u. S. This year. A Congressional Committee held an emergency hearing on this issue in texas yesterday. Bay area congressman eric swawell raising questions. Its a horrible situation and one that breaks your heart when you see the children. Allowing them to remain them will only encourage the next group of individuals to undertake this very, very dangerous and lifethreatening journey. Right now, immediate deportation is not an option. A 2008 law signed by president bush states that any child that does not borderer the u. S. Must be handed over to the health and hue map services. Every graduation is special but for one graduating class it was a dream come true. [ applause ] 8yearold emilio penn has always wanted to be an Oakland Police officer. His parents say he has always dreamed of chasing down the bad guys and keeping the city safe. For him to be part of oakland and the police force is just tremendous. Young man looking very sharp there. He has already spent time at the Police Gun Range as and went for a ride in a police cruiser. But his parents say the special part was getting his own badge with his birthday as his officer number. Well be left with mostly sunny skies away from the coast for your afternoon today. The onshore breeze continues at this hour, fairfield gusting to 25 miles an hour. A sign there that temperatures not going to change a whole lot. I think well be slightly warmer for the afternoon. Cool at the coast, mild around the bay. This is one of the hottest locations getting in the upper 80s to low 90s. Right now 56 in San Francisco. 57 in oakland and 5 in concord. Low 57 in concord. Can 59 right now and for the afternoon, a warm day. Temperatures, 72, 10 00. Mid80s by 1 00. Livermore, i think you will stop out right about 90 degrees for the second half. Foster farms has issued a recall for many of its chicken products. Mike mibach joins us now. You are telling us this is the first recall tied to a 16month outbreak of salmonella. Thats right. 16 months, brian. But now the government suddenly says it has evidence connecting foster farms chick on a child who became severely ill and therefore the recall, the chicken being recalled was all sold specifically back in march. The concern here is if its still sitting in your freezer and maybe you bring it out to defrost and grill it today. Why the recall . Over the last 16 months, foster farms was never required to issue a recall because no specific illness could be directly tied to the pr product. Thats changed. The u. S. Department of agriculture food and Safety Inspection service says it has conclusive evidence linking the hospitalization of a 10year old boy from california and his could be sum shuge of one of consumption of one of the products. We hit the streets this morning and people not happy about the news. This is crazy. I buy the chicken all of the time. The last thing i want to think about is getting sick. My kids eat it. Its crazy. I havent gotten their chicken for a while. They have gotten sloppy and their chicken is bruised. Foster farms said this recall is prompted by a single illness associated with specific fresh chicken product, but in the full interest of foster city foster farms hat prout in the recall has brought in the recall. This impact affects chicken products from used or freeze by dates to march 21 to march 29. They were sold in many states, including california, oregon and washington. We have more information including the plant codes at ktvu. Com. The food and Safety Inspection service wants to remind you to please cook that poultry. Com. 7 34. Some witnesses say a 10year old boy was one of two people hurt in what appeared to be the random firing of a shot gun in San Francisco. It happened about 3 30 yesterday afternoon near connecticut and 5th streets at the potrero terrace Public Housing development. Police say a man was firing a shot gun from some bushes about 150 yards above that location. Two people were shot. A man and a boy. Some witnesses say the boy is 10 years old. But police would not give his exact age. Police say both victims were taken to the hospital. Their conditions are unknown. An 11yearold boy from antioch is recovering this morning after being shot in the chest. According to police, the shooting happened outside of the rivertown Place Apartments in antioch yesterday morning. Neighbors say they saw the boy run to his aunts unit for help. The boys mother and aunt applied pressure to the wound while they waited for help to arrive. An ambulance took him to antioch hil where he was air hospital where he was airlifted. Hes expected to survive. Police say its unclear what led up to the shooting or who had the gun. 7 35. On every fly, cities a 4th of july, cities across the bay area are concerned about the threat of illegal fireworks but the danger is bigger due to the drought. Two cities are pittsburg and baypoint, in a span of six hours last Independence Day, the Fire District has reports of 28 fireworks related fires. Officials say they didnt have enough resources to respond to all of them, forcing homeowners to put out the fires by themselves. It does concern me, yeah. What are your concerns when you hear those things going off . That my house is gonna burn. Its so dry. Pittsburg will hold a legal professional fireworks tonight at waterfront park. The city hopes it will cut down on the number of people who set off their own air fireworks. Calfire announced it is making Good Progress against the wildfire burning in napa and lake counties. The 4300 acre has not burned any other land. All evacuation orders in the butts canyon area have been lifted. We brought in 30 extra hand crews just due to the steep terrain and the accessibility. Thats what we needed to do to be able to extinguish and contain this fire. Now, two firefighters suffered heat exuniversitytion but they will be exhaustion. But they will be okay. They believe a hand scaping crew may have sparked the fire while cutting the fire. Napa businesses are worried that the fire will drive away holiday visitors. Tourists are the life blood of the wine country. But the fire has caused confusion over whether wineries are still open this weekend and whether tours will go on as scheduled. Phone calls, emails, anyone that has a reservation with us already is wondering if they have to cancel or if they have to change their itineraries. I was a little bit nervous but when i got here, i talked to them and found out i was not right in the middle of town. Wineries say many outof towners dont realize the fire is actually burning about an hour away from the downtown napa area. Merchants are trying to get the word out that they are open for business this busy Holiday Weekend. Instead of money, hidden cash will be giving away ice cream today in honor of the 4th of july holiday. The giveaway will only happen at one bay area ben and jerrys location. The one on haight street in San Francisco. The free scoops go to anyone who shows up between 1 00 and 2 00 p. M. Hidden cash founder jason buzy says this gives him a chance to do Something Different from his usual routine of giving away cash. Happening now rebounding from hurricane arthur. The storm brought some flooding and Power Outages to thousands of people in North Carolina. Wind were blowing about 100 miles an hour. It is a critical tourism weekend for the North Carolina coast. Thats why North Carolinas governor Just Announced in the past hour that all state beaches are open for business and most Evacuation Centers have closed. Arthur was also just downgraded to a category 1 hurricane about 90 minutes ago. Our reporter is live from the northeastern of the state in Kill Devil Hills, North Carolina. Is this the calm after the storm, torii . Reporter well, basically here in North Carolina, its kind of a backtobusiness approach as the 4th of july weekend is. People are not going into the water. See that red flag . Thats because of strong rip currents. They are taking pictures. Lets show you what it looked like just a few hours ago. Hurricane arthur roared ashore near cape lookout in North Carolina as a category 2 storm. If you take a look at the traffic lights, you can see they are majorly blowing in the wind. Were feeling some of the horizontal rain right now. More than a dozen counties are under a state of emergency as thousands are left without power. Storm surge and flooding remain a threat. Most people who have been concerned have been directly on the coast. Now we have concerns about people inland who may be impacted by potential flooding and rivers. Going over their banks. Reporter the governor is urging residents to stay inside until arthur passed. The tourists sent tourists scrambling from the storm sent tourists scrambling from the beaches. This is a little bump in the road when you live here. You just have to be prepared and if it gets to a point where you need to go, you need to go. Reporter the National Weather service says arthur wont stay in North Carolina long. Its expected to speed up dumping rain all the way up to maine today. And tori, the latest numbers that we have are about 44,000 people in the state of North Carolina are without power. Crews are gonna be out and about trying to fix that today but beyond that, according to the governor, theyve seen minimal flooding and damage. Thats all good news considering this was a relatively strong storm that came through. All right. Thank you, tory. Thank you. The powerful blast shook the building at brighton and macarthur shortly after 8 00 last into the night. Firefighters say the residents managed to get out safely. The entire display will be launched from four barges this year. Two will be near the Municipal Pier. The other two close to pier 39. The show will include 30,000 pounds of explosives including one display that will look like an octopus. Show organizers say it takes a lot of Technical Expertise to make everything Work Together at just the right time. These are all gonna be connected together in what we call a network, an electronic network. There will be a computerbased firing controller that will send a signal out throughout the network and at specific times ask for certain things to be fired in the air. The lights and sounds of independence start at 9 30 tonight. For the first time in six years, there will be fireworks in san jose for this Independence Day. The rotary club is organizing the Fireworks Show that is expected to be better than ones in years past. San jose and Santa Clara County donated 120,000 to help provide the show. Most of the money was raised through private donations. Rotary club leaders hope the downtown display will keep people from setting off their own illegal fireworks. The san jose Fire Department will have 12 additional firefighters on duty this 4th of july weekend as well with increasing concern over the dry conditions. Yesterday, firefighters rushed to put out a crew along coyote creek. It was a flareup from mondays fire. The cause of mondays fire has not been drled but a worker at the golf course believes he knows how it started. I thought the Homeless People started another fire. They cook down there a lot. As a matter of fact, the fire on monday, you could hear the propane bottles exploding. The san jose Fire Department wouldnt say whether it believes the homeless encampment was the source of the fires but they are looking into all possibilities. The government is trying to figure out what to do with more than 52,000 children who have come alone into the u. S. This year. A Congressional Committee held an emergency hearing in texas on this issue yesterday. The National Transportation safety board has released a preliminary report on the dealdly crash of a deadly crash of a small plane in livermore last month. The ntsb says the 6yearold pilot jerry parker jumped or fell at analtitude of 1,000 feet. According to the report, the plane which parker built himself from a kit pitched up while trailing smoke and then crashed into the field. Traffic is expected to be busy in a few hours from now when the oakland as fans head to the coliseum to see the as face the blue jays at 1 00 this afternoon. And northbound lanes of 280 are closed in San Francisco from highway 101 to king street. They will be shut town through the Holiday Weekend. The lanes are scheduled to reopen at 5 00 a. M. On monday. Well, this morning, a major food warning linked to a 16 monthold salmonella outbreak. Mike mibach is live in the newsroom where the recent foster farms is just now issuing its first recall to chicken connected to the outbreak. The chicken was sold back in march. The concern if its still in your freezer at home, you pull it out on this day and decide to use it. How many products are we talking about . A lot. The recall impacts 170 different chicken products. Mostly produced in the central valley. They have use or freeze by dates from march 21 t to march 29. They were sold in nine states, including california, washington and oregon. The back story, over the last 15 minutes, foster farms was ever required to issue a recall because no specific illness could be tied to the product. Thats changed. The u. S. Department of agriculture food safety and Inspection Service says it has conclusive evidence linking the hospitalization of a 10year old boy from california and his consumption of one of foster farms chicken products. We hit the streets and the peninsula and some bay area consumers, not happy with the largest poultry producer in california. Kind of frayed away with wanting to buy their product. Its crazy. I buy the chicken all of the time and last thing i want to think about is getting sick. My kids eat it and its crazy. I havent trusted foster farms for a while. They have gotten sloppy on their cleaning, their chicken is badly bruised like they are mishandling it. I just havent bought it. Foster farms said this recall is prompted by a single ills in associated with illness associated with frequent chicken product. In the fullest interest of food safety, theyve broadened the recall to encompass all products packaged at that time. We have more information at ktvu. Com. The products shouldno Fresh Products in Grocery Stores are involved. Some witnesses say a 10 yearold boy was one of two people hurt in what appeared to be a random firing of a shot gun in San Francisco. It happened at about 3 30 yesterday afternoon near connecticut and 25th street. Police say a man was firing a shot gun from some bushes about 150 yards above that location. Two people were shot, a man and a boy. Some witnesses say the boy is 10 years old. But police would not give his age. Police say both victims were driven to the hospital. Their conditions are unknown. An 11yearold boy from antioch is recovering after being shot in the chest. According to police, the shooting happened outside of the river Place Apartments. Naves say neighbors saw the boy run to his aunts unit. They applied pressure to the unit while they waited for help. An ambulance took him to the antioch hospital where he was airlifted to uc davis medical center. Hes expected to survive. Police say its unclear what led to the shooting or who had the gun. Well receiving more information about the wildfire still burring in napa and lake counties. The butts canyon fire is now at 55 containment. Thats 10 more than last night. The fire has not burned any more land. More than 1700 fire personnel were called to fight the fire. All evacuation orders in the butts canyon area have been lifted. We brought in 30 extra hand crews just due to the steep terrain and the accessibility. Thats what we needed to do be able to extinguish and contain the fire. Two firefighters suffered heat exhaustion but they will be okay. While theres no cause yet, investigators believe a landscaping crew cutting grass may have sparked fire. Napa businesses are worried that the fire will drive away holiday visitors. Tourists are the life blood. But the fire has caused confusion over whether wineries are still open this weekend and whether tours will go as scheduled. Phone calls, emails, anyone with a reservation is wondering if they have to cancel or change their itinerary. I was a little bit nervous. Wineries say many outof towners dont realize the fire is burning about an hour away from the downtown name area. Merchants are trying to get the word out thatthy are open for word out they are open fo business. There is a new warning for beachgoers in santa cruz after a toddler found a needle buried in the sand. It hanked at seabright state beach. A 20monthold child was building a sandcastle when he came across the needle. The boy did not touch the needle. His mother found it very unsettling. Its upsetting. It makes me angry. Its not something a parent should have to worry about it. The group take back santa cruz says more than 5,000 syringes have been found in Santa Cruz County in the past 18 months. The board of supervisors passed a bill last month that require pharmacies to collect used needles. That ha goes into effect on october 1st. It is accused of falsifying records and deceiving perspective students about job prospects. They operate four heald colleges and one wyotech school in the bay area. Well, North Carolinas outer banks dodged a bullet. Arthur could have been a hot worse than it was last night. The 4th of july holiday is back on track for many here in North Carolina. City leaders say if you think you are gonna buy the safe and sane ones and then shoot them off here, you will get caught. Fireworks related fires like this one that the Oakland Police department tweeted out in a photo, it broke out on havens court catching the top of a palm tree on fire. Crews were able to put it out. Earlier in the evening, oaklands fire chief and City Council Members held a Fire Prevention Town Hall Forum to talk about this very problem. Fireworks are illegal. Neighbors need to tell neighbors this will not be tolerated. Oakland is not the wild west. Reporter people in the oakmoosh neighborhood will be on high alert because an arsonist has been on the loose there. Investigators say half a dozen fires were intentionally over a fourday stretch in midjune. Obviously, the Drought Conditions have made this a tough year for firefights. The chief said the departments extra presence, beefing up police and fire, will serve as a deterrent to those thinking about setting off fireworks and will help crews respond to fires faster. Sunday looks to be the warmest day of your Holiday Weekend and for some of the hottest locations on sunday, getting into the upper 90s. Well take a look at that and the extended forecast. The powerful blast shook the building at Brighton Avenue and macarthur boulevard shortly after 8 00 last night. Firefighters say five adults and one child in the building managed to get out safely. But neighbors say it was a terrifying situation. The whole house shook on the foundation. It was one hell of a blast. There were a few parents who had to run out with their babies, no clothes on. And we went and we brought them blankets. Investigators say the explosion came after the owner of the building turned on a propane heater. They say he was trying to exterminate some termites.
