Only 70s for many. Local drizzle. I know we have some on the san mateo coast and a lot of low clouds and fog in place that wont get chewed you. Temperatures coast, bay staying in the 50s and 60s, including downtown oakland. 66 for a high. Thats only one warmer than yesterday. All of these temperatures will be below average. Really on the cool side. 50s here. You combine that with a west wind gusting to 30 out of travis which it has been doing all night long. That will keep temperatures inland nms you are in lake county. You will get 80s. Otherwise, 50, 60s, 70s. Fog, sun, breezy, windy. Below normal temperatures. Dont see much of a change until later in the week. Today, temperatures on the cool side for many. Heres sal. We have a sleart on highway 4. I have a map westbound highway 4 as you come up on bailey road. A motorcycle crash and traffic is backing up into pittsburg and antioch. Watch out for slow traffic in this area. I want to switch to the eastshore freeway here between the carquinez bridge and the macarthur maze. You can see traffic is backing up for a 26minute drive time. Your average speed is 45 miles an hour. Bay bridge toll plaza, 25 minute drive time as you drive through there. There are no major problems. You will see a lot of slow traffic in the area. Livermore valley, 580 westbound, we have another one of those commutes, thats becoming kind of the norm with the drive time up near an hour between grant line road and the 580 680 interchange. Reporter well, good morning. Yeah, buses and street cars are gonna be stopping at every stop today. They wont skip any. All of the buses are very full. Behind me you can see the west portal station. They have a sign that tells you when the next train will be coming in. A lot of people have been sprinting this morning. They know if they dont catch the train, it will be a while before the next one comes. Joining me live is a muni spokesperson, paul rose, to tell us more about whats going on this morning. I know theres no Cable Car Service this morning. Thats correct. Theres no Cable Car Service this morning. We certainly apologize for the inconvenience to the riders. Its something that we are working hard to address. Reporter about half capacity right now . About half capacity. Normally about 600 runs that go out in the mornings. We have 300. We have about 100 more vehicles on the street than yesterday. But thats still only half capacity. Reporter youve been tweeting. I notice every couple of minutes you are putting out advice about no walking or biking. We want to make sure the customers are getting information. This is important to our riders. Basically, the mta, you know, has this new contract on the table and muni is the workers are saying they are unhappy with that because even though it gives them a pay raise, it any gates the pension they get anythingate negates the pension. We know that muni workers are among the highest paid in the nation earning 32. They say with the high cost of living and Everything Else its just not enough. So it will be interesting to see exactly where the negotiations go from here and what tomorrow holds as for as our evening and morning commute. Well keep an eye on your commute. Happening today its election day here in california. Polls have just opened for voters to cast ballots including the governors race. Now, we have new video of the election workers getting this site ready but there are concerns that without a major issue on the lott, voter on the ballot voter turnout might be low. For the first time, voters will be using a primary election system that ignores Party Affiliation and sends the top two voters to the ballot regardless of their party. The Sacramento Bee says whoever faces brown will have a formidable challenge, hes leading in every poll. Has a 99 chance of being re elected this fall. Todays election will determine who he will be facing. Tim donnelly says hes cautiously optimistic that he will come ahead of neil kashkari. The two republican front runners are in a dead heat. Voters in the south bay will be setting the stage for the san jose mayors race. The top two vote getters will face off in noefern. Sam liccardo and dave core tease are leading in the poll. Madison nguyen is in the running and could be the first vietnamese mayor if elected. This is the American Dream im living in. An attorney who served on president Obamas Administration is challenging mike honda for his seat in silicon valley. He has the support of many tech executives including Sheryl Sandburg and marissa mayer. Honda has strong support from labor groups. Were talking the race for californias secretary of state. Seven candidates are in the race, including Pete Peterson and alex padilla of van nuys. Leland yees name is still on the ballot, but the suspended state senator dropped out of the race after being indicted on bribery and illegal weapons charges. Polling places opened a few minutes ago at 7 00 and will stay open until 8 00 tonight. Anyone in line by 8 00 p. M. Will be able to cast a vote. If you received a ballot in the mail, its too late to mail it in but you can drop them off. We have a complete section at ktvu. Com. Federal monitors will be stationed in two bay area counties for todays election. The Justice Department says monitors will be at polling stations in alameda and napa counties to check for compliance with the Voting Rights act which prohibits discrimination based on race or language. Monitors have observed elections in Alameda County since 2011 to make sure those voters who have trouble speaking english can still cast a ballot. The coast guard is searching for a missing voter whose boat sank near the Golden Gate Bridge. The boat was discovered on the north side of the bridge near sausalito. They have been searching kirby cove since yesterday. The man left from alameda yesterday morning and was headed for hawaii. His trip was cut short when his boat sank for unknown reasons near the Golden Gate Bridge around 4 00 yesterday morning. Divers were able to confirm the name of the boat but the search continues for the man on board. We have no plans of discontinuing or putting the search on hold. The coast guard has not we leased the name of released the name of the boater. Senator Barbara Boxer announced she will introduce new gun control legislation. Its in response to last months dead lay massacre in isla vista. This bill would allow a family to go to court to obtain a temporary restraining order to prevent someone from buying a gun if theres concern about that persons mental health. The American Civil Liberties union has filed a lawsuit against the Alameda County Sheriffs Office. The suit targets a Sheriffs Department policy requiring that every woman under 60 in its custody take a pregnancy test. Susan harman is one of three women claiming an invasion of privacy in the aclu suit. She was forced to take a pregnancy test after being arrested of the oscar grant protest four years ago. A Department Spokesman tells ktvu the Sheriffs Office has not yet been served the lawsuit and declined to comment. 24 million kids saw ads for e cigarettes during the last two years. The art kearl says many ads were seen on cable tv but others were shown during Popular Network shows, including big brother, the survivor and the bachelor. Ads from traditional cigarettes have been banned from tv since 1971. A new report finds that 16 of teachers in some of the Largest School districts missed nearly a month of school each year. The National Council on teacher quality says this could hurt progress and cause the districts money. There are nine districts in the country with more than 50 of teachers frequently absent. In San Francisco, 41 of teachers are frequently absent. San jose, that number is 45 . A move is underway to make San Francisco the first city in california to require the private schools undergo earthquake safety tests. City supervisors are expected to vote on the long debated proposal sometime this summer. This would require San Franciscos private schools join Public Schools in undergoing regular tests to make sure the buildings could withstand a big quake. Some private schools have expressed concern about the cost of the tests and the retrofitting that could follow. The csu system is set to hire 700 new faculty members across all of its universities next year. This comes after the passage of prop 30 and a 125 million hike in state funding. Each Cal State University school will decide how best too use the money. The chancellor in san jose state says hes making hiring full time a priority. During the recession, most were forced to furlough classes and cut classes. Drivers in eastern Contra Costa County will face a new obstacle to overcome during the overnight nice. It is going to be still clearing and there was a crash at loveridge road. We have a messed up commute here. Now the sigalert, they have updated it at they are making some progress but the traffic, the damage is already done, i should say. Now as we move over to 680 southbound, its backed up from 242 as you head to walnut creek and then we look at 580, we have quite a drive time this morning of almost an hour coming in from the grant line road exit to the 580 680 interchange. Thats some significant slow traffic there. Lets take a look at the san mateo bridge. We have a lot of slow traffic here heading out to the high rise. San Francisco Police tracked down Ryan Chamberlain after allegedly finding explosive materials inside his San Francisco apartment saturday morning. Back to the desk. Well, sal mentioned theres more trouble for commuters in San Francisco. For a second day in a row, many muni riders are having trouble getting to work because of a sickout. Katie utehs has been monsterring the information monitoring the information from the newsroom. Many are taking to twitter to get updates to muni delays. Yesterdays tone was more humorous. Today people are dreading the commute. This tweet shows people trying to get a jump on the commute. Its the 630 b. A. R. T. Ride from glen park according to the riders. If yesterday was any indication of today, the early riders caught buses even if routes were delayed up to an hour. But later in the morning buses were full. Thats similar to what were seeing today. Half of the fleet is on the road. Thats up by 100 buses from yesterday. Rail lines are operating regular routes with two train cars. The historic cable cars are shut down for a second day. Ride shares and cab fares will be busy. Im seeing quite a few tweets where people are choosing ride shares sore even driving their own or even driving their own cars. In one hour, the fbi is set to release new information about the threeday nationwide meap hunt for a San Francisco man manhunt for a San Francisco man. Alex savidge is near the Golden Gate Bridge where the arrest was made and it was caught on camera. Reporter good morning to you, tori. It may have been a nationwide manhunt. But Ryan Chamberlain was caught close to him. A couple of San Francisco Police Officers on patrol near crissy field late yesterday spotted his white nissan parked in one of these spots near the beach hut cafe. After those officers confirmed the plates and confirmed this was the right car, they moved in with guns drawn and arrested the man sitting inside. This is cell phone video taken by an uber driver who happened to be nearby when this was all going on Ryan Chamberlain was handcuffed and taken into custody. That ended the threeday manhunt for the political consultant accused of building explosives in his apartment. The fib described Ryan Chamberlain the fbi described Ryan Chamberlain as armed and dangerous. The man who took the video said he frankly looked scared. That witness was described that Ryan Chamberlain was captured in the city. I figured if this was a manhunt, he would get out of the city. Reporter after chamberlain was taken into custody late yesterday, the bomb squad moved in. They used a robot to check his car for explosives. The fbi hasnt said what was found inside. Late last night, that car was towed away from crissy field. Chamberlain had been on the run since early on saturday morning when the fbi raided his russian hill apartment. Now, chamberlain wasnt at home at the time. But agents said they found bombmaking materials inside the unit. Hes being held on suspicion of holding explosives. At 8 30 this morning, the fbi will be holding a News Conference and offering more details on this case and hopefully some more details on how exactly they tracked down chamberlain. He appeared to defend himself. One message read, no stashes, not armed and dangerous. I explored some ugly websites a year ago. I was depressed. No one was ever in danger. That was apparently in reference to the fbi raid on his apartment in San Francisco. Authorities say they found explosive materials inside and thats what led to the search for him. A letter in chamberlains name also talked about his depression. It read in part, i got real dark. I explored a miree yid of myriad ways i would put an end to what i was going through. A man is in the hospital after being shot during a fight in the mission district. It happened on 19th and Mission Street around 2 00 this morning. Police say when they arrived, they found a man shot in the leg. Police say it started with a fight involving around 15 people. The shooting victim is expected to survive. Police are still looking for the gunman. Right now they only have a scrag description. Anyone with information is asked to call police. Happening today, the San Jose City council will consider an ordinance that would place new regulations on medical marijuana collectives. The law would not allow collectives to open within 1,000 feet of schools, daycares, rec centers, parks and libraries. Collectives would also have to be at least 150 feet away from homes. The regulations would limit the hours collectives can operate in in an effort to in an effort to get more politicians supportive of medical marijuana, at least a dozen collectives plan to offer free pot. They say this is intended to boost voter ternout. Voters are being asked to attend the meeting. Voters must show medical marijuana cards or ballot stubs or tickets that say i voted to get the free morning. The Walnut Creek City Council is set to vote on a multimillion Dollar Development. It involves land at yig nare yovalley and oak ignacio valley and oak road. The project is estimated to bring in 83 million a year in sales while Developers Say it would revilallize retail, Developers Say trees would have to be cut down. Weve heard from a number of business oepters as well as Property Owners that these are the kind of things that they want for the business park. They want the amenities. The health clubs. The shopping, the restaurants. If approved, construction on the 195,000square foot Shopping Center would likely start this year. The Richmond City council is taking up new ideas on increasing the minimum rage to 13 an hour by 2018. That proposal includes an exemption for manufacturers. Earlier this year, the council gave preliminary approval to raise the minimum wage to 12. 30. But it has not been brought up for a final vote. Seattle could soon have the highest minimum wage in the country. Last night, the Seattle City Council unanimously approved raising the city amin mumm wage to citys minimum wage to 15. Thats scheduled to go into effect in april. But local businesses are threatening to sue to stop the wage hike. San francisco has the highest wage at 10. 74 an hour. The competition is getting fierce among Bay Area Police departments looking to hire new officers. The president made some comments this morning in warsaw, poland. The president said that the United States has hules a pretty sacred rule and that is we do not believe men or women in uniform behind. That comment came because the chairman of the joint chiefs of staff said the military could still pursue an investigation into whether bergdahl deserted his post before being captured by the taliban. The u. S. Agreed to free five detainees from Guantanamo Bay in exchange for bergdahl. The president is calling on congress to allocate a billion dollars to ramp up the military presence in europe. Given the situation in ukraine, weve increased our american presence. The president made the announcement a few hours ago after meeting with polands president. The white house says the show of support for europe is necessary to counter russias increasing influence in ukraine. The funds would be used for military exercises and Training Missions in countries that border russia. President obama is asking congress for an additional 1. 4 billion to help deal with a rise in children caught trying to cross the border. Ryan chamberlain was arrested last night after Police Spotted his car parked outside the beach hut cafe in crissy field. This is video of the arrest. A new report finds that 16 of teachers in some of the Largest School districts missed nearly a month of school each year. Deputy chief hector as well as agents on the fbi Leadership Team to announce the arrest of Ryan Chamberlain ii. Mr. Chamberlain, 42 years old of age, was arrested by San Francisco Police Officers yesterday at approximately 6 30 p. M. Pacific time near crissy field without incident following a nationwide search since last saturday. Mr. Chamberlain was wanted by the fbi for allegedly possessing explosive materials in his residence. Although hes in custody, this remains an Ongoing Investigation and we appreciate the publics understanding and patience as the Justice System now takes its course. To be perfectly clear, we believe that any threat to Public Safety has been mitigated in this case. Once again, the fbi San Francisco field office turned to the public as we have on so many occasions for assistance and the public came through. We received hundreds of tips from individuals in the bay area and throughout the country. It goes without saying that the public played a Critical Role in this arrest and for that i thank them. As often is the case, this investigation was the result of the collaboration and assistance of many different agencies. Some of whom are assigned to our joint terrific task force here in San Francisco. I would personally like to thank the atf, california highway patrol, San Francisco fire department, u. S. Park police and the many additional Law Enforcement agencies throughout the country who provided resources and support. Finally, the arrest could not have been possible without the vigilant and brave officers of the San Francisco Police Department who made the initial identification of the vehicle and approach of mr. Chamberlain. I will now turn the podium over to chief suhr for his comments. Thanks, dave. I have to tell you theres many times when im very proud to be the chief of the San Francisco Police Department and get to work in collaboration with the fbi and the citizens [ sirens ] were still busy. [laughter] so again, theres many times when i get to field the pride of being a San Francisco Police Officer and none more than today. Working with the fbi and i have told you, i had just gotten off the phone with special agent in charge, johnson, maybe about 45 minutes before this arrest took place. We had been in constant contact. This suspect, mr. Chamberlain, was a very dangerous and desperate person, i think you could tell from facebook and social media attributed to him yesterday, that was only escalating and yet officers both from this office and the San Francisco Police Department were responding pretty much anywhere they could or anything that was attributed to his whereabouts. At about 6 30 last night, a citizen and again god bless the citizens sending in all of the tips reported that they saw somebody that they believed might be mr. Chamberlain at marina greens. Officer rupert her raul da and irwin were there herald and irwin were there immediately. They thought it was him. The suspect tried to flee the scene. They bave chase without any gave chase without any regard to their own safety. A struggle ensued. I think people have seen the video of that. Unbelievable police work and collaboration with our federal partners to get somebody that was absolutely growing more desperate by the moment in crisis. Which brings me to a plea, if anybody knows anything reportedly in a dark place or something where they may cause danger to themselves or something else, please report t there are more resources in San Francisco maybe than anywhere to help somebody in crisis before they can harm themselves or others. Theres a phrase called the predict able surprise, what do you think . They knew it was coming to some varying degree. If you know its coming tell us now. Tell us ahead of time before anybody ing can hurt, including the person in the dark place. God bless the men and women of the Police Department and the fbi. Hopefully about mr. Mr. Chamberlain will be attended to. He will be looked after in the federal Justice System for whats been reported. We had information that he had items of great concern to us in his residence and some of that was corroborated when we executed our search warrant at that location. He was we did not know where he was at that time and thats what resulted in the significant ail tempts to try to find him attempts to try to find him, before he had an opportunity to do anything. Im not saying he was planning any of those types of activities but we just wanted to make sure that the Public Safety was number one and we were gonna take care of that. Only 50 of the muni fleet is operational today after many drivers called in sick to protest contract talks. Thats better than the 33 capacity but still creating problems. Could be bus theres 100 more buses or the word is out of the sickout scott wiener said hes trying to end it all. He tweeted he plans to introduce an emergency resolution urging divers to end the sickout and immediately return to work. Otherses say their commute is tolerable. One woman took a picture of the j inbound at church and market. She said there was tons of room and even a few seats. Shes made her second muni bus and said the l line is running express buses. People tell me there are more cars on San Francisco streets as commuters are trying to avoid traffic. Some paid big bucks for uber. Under munis agreement with the city, its el legal for workers to illegal for workers to strike. Workers calling out sick require a doctors note or could face punishment or termination. The fbi and San Francisco police just wrapped up a News Conference. A tip helped them arrest Ryan Chamberlain near yiscy field. If approved, construction on the Shopping Center would likely start this year. 8 55. The competition getting pretty fierce among Bay Area Police departments looking to hire new officers. Many are flooding tv airwaves with commercials and reaching out through social media. Police in fremont have set up a special Facebook Page to connect with potential recruits. The city hopes to attract officers with a starting salary of 81,000 a year. The other departments pay you a training pay or a candidate pay, we pay you your full salary. Fremont is competing with the bay areas three piggest cities. In San Francisco, the starting pay for Police Officers is 80,000. In san jose, its 75,000. In oakland, its 69,000 a year.
