This is something that you dont normally see. Its bumpertobumper traffic all the way up 80 through richmond. I would advise using the Richmond San Rafael bridge. Otherwise, you will be sitting in traffic for the next hour. Finally, 280 in san jose, traffic on the righthand side there, northbound toward highway 17, we have seen some stop and go. Investigators are hoping surveillance cameras in this area may offer a better look at the pickup truck that was involved in this deadly hitand run crash that happened last night. Ive was told by a sergeant that officers have pulled Surveillance Video from a nearby market. They are going over it now to see what it may show. Concord police say a truck in this case, jumped the curb and vammed into a woman as she was walking along the sidewalk. That truck drove off without stopping. Police are not sure how fast it was going or why the driver of the truck left the road. Officers talked with witnesses after the accident. Extremely critical so we can match up later on, our traffic investigators, lead investigator and hes extremely talented and experienced and he will be able to get as much evidence as we can. Reporter so far, police have not released much information about the victim other than to say she did live here in the concord area. They cant say where she was coming from or going to last night when she was struck and killed. This Police Investigation has wrapped up. We are astill monitoring were still monitoring another developing story. A strong earthquake this morning gave los angeles quite a wakeup call. In the last 15 minutes, the usgs downgraded the earthquakes magnitude from 47 down to 4. 4. It hit before 6 30 in westwood right near the ucla campus. So far theres no injuries or damage reported. On twitter, people say things were falling off their shelves during the irk. Were still collecting information on the los angeles earthquake. Well bring you the updates as soon as we get them in. Police in campbell arrested a 24yearold transient on suspicion of stabbing a boy. The boy was rushed into surgery but he died. According to police, the 16 yearold was hanging with friends when they got into a fight with todd tharp. Janine de la vega will have a live report coming up at 7 30. A car chase through Santa Clara County ended with the detainment of four people. This all began at 4 00 a. M. A car didnt stop for sheriffs students near the county fairgrounds in san jose. After a brief chase, the people in that car ran into a neighborhood near monroe and scott boulevard. Santa clara Police Brought in a k9 unit to help find the suspects. We found out that all four of them have been detained. We dont know yet why they ran from police or what possible charges they could face. A house fire in san jose has led to the discovery of a marijuana grow operation. This was first reported about 10 30 last night on la near lane. Crews had la neer lane. Crews had it under control about two hours later. The house had an extensive wiring system for the grow operation. So pg e had to cut of power off to the whole block before the fire crews could secure the scene. The fire captain said there were three people in the house at the time. All of they are cooperating with the investigation. 7 08. A body that washed ashore at a beach in pacifica has now been identified as a missing woman from San Francisco. The body of 48yearold uma keshavan was found friday afternoon at the north end of plin da mar state linda mar state beach. Police say there was reported missing but theyve not released any other details surrounding her disapeerance disappearance. The man accused of biting off part of his infants nose is due in court. Authorities say Joshua Cooper bit his childs nose after the baby would not stop trying. One third of the nose was severed. He also suffered a Skull Fracture and brain hemorrhage but is expected to survive. Students at city college of San Francisco, they are gonna meet later today about the violent protests last thursday afternoon often the ocean avenue campus. Heres some of the video. Two people were arrested after several students stormed an Administration Building and clashed with the Campus Police. The protest was about a new tuition payment policy. Six of the Campus Police officers were hurt. The protesters were also demanding the resignation of a special trustee charged with keeping the troubled college from losing its accreditation. 7 09. Police in milpitas are looking for a hitandrun driver this morning. An 80yearold man was critically injured. It happened last night at the intersection of south park victoria and canton drive. The victim was rushed to the hospital where he is now fighting for his life. Witnesses told police the hit andrun driver was behind the wheel behind a gold and silver pickup. Anyone with information on this case is asked to contact milpitas police. The city of palo alto will celebrate the beginning of a street scape project. Its a 6. 9 million project expected to take at least until the end of the year to complete. It will include wider sidewalks, two new plazas. A fountain, new lights and landscaping and a reduction from four lanes down to two. 7 10. San franciscos board of supervisors is voting on a proposal involving the citys controversy ellis act. The ellis act allows a Property Owner to evict tenants to get out of the rental business. Under the existing law landlorded are required to pay tenants about 5,000 each with a cap of 15,000 per unite. But the new proposal would require landlords to pay the difference between the tenants rent prior to eviction and what could have been the market rate for that unit for two years. Supervisor david campos who introduced the proposal says evicted residents deserve more assistance in finding a new home. Tomorrow, the San Francisco board of supervisors is scheduled to vote whether to spend 4. 5 million facing eviction or struggling to make rent. About half of the money would go towards nonprofits providing social services and the other half to arts oceans. 7 11. Just this morning, Malaysia Airlines says it believes the copilot spoke the final good night to air Traffic Controllers and that was after the planes main communication was disabled. Both pilots homes have been searched. From all of the information ive been briefed on from, you know, high levels within homeland security, National Counterterrorism center, intelligence community, something was going on with the pilot. I think all leads towards the cockpit. A photo has emerged showing the pilot wearing a tshirt that states democracy is dead. And new unconfirmed reports this morning shown the plane may have been flying at an altitude of only 5,000 feet to avoid radar detection. Investors have been more than 4million into malls. Reporter good morning. The 16yearold boy who was killed is from san jose. Were told he was hanging out here at john d. Morgan park in campbell near the baseball field when the violence broke out. Now, heres a photograph of 24 yearold todd tharp. Campbell police say hes a transient. They have arrested him for the teens murder. They say at 8 30 last night, the teen was with his friends near the bleachers of the baseball field. They got into an argument with tharp and it turned physical. Tharp was beat up. The teen was stabbed. Its ununclear who injured who first. The boy is from san jose. Police have been collecting evidence and conducting interviews. Too find out more about how this came about, im joined by captain Dave Carmichael with campbell police. Where are you at with this investigation . Do we know if the group of teens knew this man . We dont know if they knew each other ahead of time. Were still looking into that possibility and havent ruled that out. Reporter where are you at in the investigation . One of them a popular Elementary School music teacher. Ktvu channel 2 reporter brian flores is at the scene of the crash with reaction on the crash. Reporter good morning. They were on their wray to celebrate sues birth birthday here they were on their way to celebrate sues birthday here. The driver slammed into their car and killed two of the four people inside. Reporter this was sue conducting her students in chorus last month. She was a popular and loved teacher. She was the only music teacher in the district going from school to school, teaching thousands of kids throughout the years. Sue and her motherinlaw were in the back seat of a toyota camry driven by sues husband, jay. All four were headed to a restaurant to celebrate sues 53rd birthday, which was four days earlier. They were at a stoplight. Eastbound highway 12 when all of a sudden, the driver of a pickup truck slammed into their car at an estimated 16 miles an hour according to investigators. Sue and her motherinlaw were injured. I saw him coming after i had stopped my vehicle. I was at a stop and i looked up at the rear i have, rear view, i could see limb barreling him barreling up. He was looking down at his phone. Whether he was texting, thats still being vethed. Reporter the chp says the driveert of the pickup may have been on his cell phone moments before the crash. Investigators say they found evidence in his car there was possible which using possibly using marijuana. Back out here live, we also spoke to the School District about this. A woman in her 60s recovering this morning after being hit by a car last night in San Francisco. Police were called to 39th about 9 45. Police say that woman was in the cross walk when she was hit but may have been intoxicated. The driver of the car did stay at the scene as was cited for driving without a license and also driving with her lights off. Meantime, a man in his 60s is fighting for his life after being hit by a tour bus in San Francisco. This happened yesterday morning at 7th and mission streets. Investigators say a supersight seeing bus was turning when it hit the man in the crosswalk. His legs were badly injured. I didnt see this happen. I just, you know its chilling. Theres still times when people dont see you or they are not looking. Ive also had some really close calls. Police are still trying to figure out what still caused the crash. They are using cameras to collect their clues. A Castro Valley man is now the prime suspect in the deadly shooting of his wife. An arrest warrant was issued late saturday night for 46year old feng mi. Police say the daughter found her mothers body. Police say theres been no sign of mi and hes made no attempt to Contact Police or family. Weve been searching trying to find him. Hes not attempted to locate us or his children. Police believe hes driving a silver toyota 2013 toyota 4 with paper plates. They say he had two registered firearms but a search of the home only turned up one. Police say he should be considered armed and dangerous. Police are getting calls but no solid leads in the kidnapping of four children that prompted a statewide amber alert. There are two boys ages 5 and 7 and twin 1yearold girls. Police believe they were taken by their parents. The grandparents have legal custody because the father is accused of being physically abusive. 20 minutes before 8 00. Friends and family of missing teen, sierra lamar, came together to mark the second anniversary of her disappearance. I will remember you the emotional gathering took place at Washington High School where sierra would have been a senior this year. Loved ones found comfort in each other and welcomed a new bench built in sierras honor. The bench is built around the campus cheerleading tree where she spent much of her time. Im hoping to god shes still alive. I just hope this will bring more publicity here to find her. Sierras classmates keep her memory alive. The suspect, Antolin Garcia torres, meanwhile, pleaded not guilty last month to charges of her kidnapping and murder. Hes also been charged with three attempts of carjacking and kidnapping for incidents back in 2009. Thats when he is accused of assaulting three women outside of south bay supermarkets. Hes expected back in court on april 16th. Fiat recalling 18,000 of his new 500 l cars because of a transmission program. There have been more than a hundred routes of drivers who couldnt shift out of park. Were told it could be fixed by updating the software. Fiat will start to notify owners of affected cars next month. Honda recalling almost 900,000 of its minivans with a potential fuel leak that could cause a fire risk. The new movement here on the part of the left trying to solve the gay agenda down our throats with the help with people from the mayor on sunday, bostons mayor boycotted his citys annual parade even though hes the first irishamerican mayor in 20 years. Gay veterans were not allowed to march in that parade with their own manner. The debate in new york dates back to the 1990s when a group of irish gay advocates fought for inclusion. We begin this hour with developing news. Concord police are searching for the hitandrun driver who struck and killed a person walking along a sidewalk late last night. Alex savidge is live with the evidence investors have to go on so far. Reporter good morning. Investigators are hoping that surveillance cameras will offer clues as to what kind of pickup thuk this was involved in the dead truck that was involved in this deadly accident. The collision was about 11 40 last night on willow pass road near fifth street. Concord police say a pickup truck jumped the curb and slammed into a woman as she was walking along the sidewalk. The truck drove off without stopping. Police are not sure how fast that truck was going or why the driver veered off the road. Officers last night did talk with witnesses but those witnesses were only able to give a vague description of a pickup truck leaving the scene here. There were, however, pieces of that truck found here at the crash scene. Those likely will be key to finding the driver. Extremely crit cal. Extremely critical. Our traffic investigators, the lead investigator on this, hes extremely talented and experienced and will be able to get as much evidence as we can. Reporter police have not released much information about the victim other than to say she lived here in the concord area. Police have wrapped up the investigation here on willow pass road on fifth street where the accident happened. They are continuing to search for the driver of that pickup truck. Police in milpitas are also looking for a hitandrun driver this morning an 80year old man was critically injured. It happened last night at south park victoria and canton drive. The victim was rushed to the hospital where hes fighting for his life. Witnesses told police the driver was behind the wheel of a gold Chevy Silverado pickup. Anyone with information on this case is asked to contact milpitas police. New this morning, people in los angeles still talking about a strong earlymorning earthquake. This one was centered near westwood near the ucl ha. Campus. So far no injuries or damages reported. On twitter, Officials Say there are no word of water main breaks or Power Outages after that earthquake. About 30 minutes ago, there was a 2. 7 aftershock. A car chase has ended with the detainment of four people. It all started around 4 00 a. M. A car failed to stop for Sheriff Deputies fear the pair fairgrounds. A kind unit was brought k9 unit was brought in to help detain the suspects. A house fire in san jose has red to the discovery of a marijuana grow operation. This was first reported after 10 30 on la near lane. Firefighters had to it under control about two hours later. About 70 pot months were found. He says the house had an extensive wiring system in place for the marijuana grow operation. So pg e had to cut the power to the entire block before fire crews could secure that scene. The captain says there were three people in the house at the time. All are cooperating with the investigation. 8 0 of. The body that washed ashore at a beach in pacifica has been identified as a missing woman from San Francisco. The body of 48yearold uma keshavan was found friday afternoon at the north end of linda mar state beach. Police say she was recently reported missing but they have not released any other details surrounding her disappearance. Pacifica police are asking anyone with information to give them a call. Students at city college of San Francisco will meet later today about the violent protest last thursday afternoon on the ocean avenue campus. Take a look at the video. Two people were arrested after several students stormed the Administration Building and crashed over a protest with new tuition payment policy. Six of the Campus Police officers were injured. The protesters were also demanding the resignation of a special trustee charged with keeping that troubled college from losing the accreditation. Tonight, the Palo Alto City Council is expected to sign off on a list of new equipment for the police department. That includes 75 new tasers. Other items on the list are evidence storage lockers, gms trackers and new communication systems. The city is getting more than 100,000 as part of a state program that allocates funds to public state departments. Speaking of palo alto, later today, the city of palo alto will celebrate the beginning of a Streetscape Project on california avenue. It will be at 4 00 on california avenue. A new fountain near the caltrain station and reducing the lanes from four to two. 8 08. San franciscos board of supervisors is voting on a proposal involving the citys controversial ellis act. The ellis act allows the Property Owner to evict tenants to get out of the rental business. Under the existing law, landlords are required to pay tenants about 5,000 each with a cap of 15,000 per unit. The new proposal would require land lords to pay the difference between the tenants rent prior to eviction and what would have been the market rate for that unit for two years. David campos who introduced the proposal said evicted residents deserve more assistance in finding a new home. And San Francisco is increasing the financial help for firsttime home buyers. The city will loan as much as 200,000 in down payment money for buyers. City leaders say thats enough to keep people in the city. The loan does not have to be repaid until the owners refinance or sell the property. The money will go back into the program to help other first time home buyers. Fire investigators in Mountain View were searching for the cause of a large house fire. Flames were first spotted at 2 30 yesterday morning on fortham way. Its experiencing some delays. Give yourself some exthat extra time. Back to the desk. A teenager is dead in the south bay and police think a homeless man is responsible. Police have been investigating this overnight and it has led them to a popular park in campbell. Thats where janine de la vega is now. You have new information youve learned from the police. Reporter police say the suspect is a transient to their knowledge. He has no prior criminal history. I asked the captain if the suspect knew that the victim had died of his injuries. He say they did tell the suspect that and his reaction was that he felt bad about it. Now, this all stems from an incident. Some sort of fight that broke out here at john d. Morgan park at the baseball field. Now, here is a photograph of 24 yearold todd tharp under arrest for the murder of a 16 yearold boy from san jose. They say at 8 30 last night, the teen was with his friends near the bleachers and the baseball field. They got into an argument with tharp. It turned physical. Tharp was beat up. The teen was stabbed. Its unclear who injured who first. We feel very confident that we have the suspect in custody and that we are interviewing the correct people that were involved and, you know, all homicides are difficult. We do have a very thorough investigation on them all. It will take quite a while before we know exactly what happened out here. Reporter police say after the stabbing, tharp ran away and the teen was taken to the hospital. He died at the hospital. They say its a possibility that tharp was trying to defend himself against the group when he stabbed the boy. Tharps friends are shocked. Never violence. Even though he carries a dagger on the back of his pants doesnt make him dangerous. Reporter he carries that for what . Protection. Reporter you have to carry weapons out here for protection sometimes. Police tell us the boy used to attend Westmont High School but he left and they believe he attends an Alternative High School called bonton in campbell. This is the first homicide of the year. Brian flores live near the crash scene now with more on how investigators say disstrarblthed distracted driving was a factor in the crash. Reporter thats right. Its a very difficult day. Shows who knew sue and her mother in mother. They were on their way to celebrate sues vehicle. If we go to video, police say sue and her motherinlaw were in the back seat of that toyota camry when they were hit he from behind. Drive her of the pickup truck was identified by investigators as 36 years old. Police say he was looking at a text message before impact. Police say investigators are looking into possible pot use before the crash. As there was evidence found at the scene. He was teen to be driving 60 miles an hour when it hit the stopped camry. A woman in her 60s is recovering this morning after being hit by a car in San Francisco. Police were called to 39th around 9 45 last night. Police say the woman was in the crosswalk when she was hit. But may have been intoxicated. The driver stayed at the scene and was cited for driving without a license and driving without the headlights on. In the meantime, a man is fighting for his life after being hit by a tour bus in San Francisco. This happened yesterday morning at 7th and mission treatment. In the citys south of market area. Investigators say a super site seeing bus was turning left and was hurt. His belongings, including a cane were scattered on the street. The bus has a 26year history of safety. Were also concerned about the locals and the pedestrians. And our Safety Record is impeccably clean. Were very proud of that. 8 38. Uc berkeley tapping into an old mineshaft to study the hayward fault. The shaft is on the dal campus on oxford. It ran nearly 900 feat on feet on the ground. Researchers hope to install seismographs an High Frequency microphones to detect the sound of the hayward fault. Those sounds may provide some answers about the mysteries of earthquakes. A San Francisco judge will hear arguments in a lawsuit filed by real estate voppers who want developers who want to remove proposition b. If approved, it would require voter approval for any future San Francisco Waterfront Development projects that exceed the existing height limits. The developers lawsuit is arguing by law, its a San Francisco Port Commission that decides what gets built on San Franciscos water front. Friends and family of missing teenager sierra lamar came together to, ma the second anniversary of her disappearance. Concord police are searching for the hitandrun driver who struck and killed a person walking along a sidewalk late last night. Investigators are hoping Surveillance Video will give them a better look at the pickup truck involved in this deadly crash. Alex savidge has been involved on the scene. He joins us with new Surveillance Video. Alex . Reporter well, good morning to you. This video shows the victim in this case, minutes before the crash. Minutes before a pickup truck slams into where shes walking along the sidewalk. This is video from a nearby market. Well show it to you here. This piece of video was looked at by the Concord Police Department Last night. It shows a woman here. You can see pushing a shopping cart in front of that store. This was shortly after the crash happened up the street from there. This appears to be the same woman struck and killed. This collision was around 11 40 and Concord Police say a pickup jumped the car curb and slammed into her as she was walking along the sidewalk. This truck drove off without stopping and police are trying to track down the driver this morning. They are not sure exactly how fast the truck was going or why the driverrest will the roadwood driver left the roadway. Officers did talk with witnesses late last night but they whether only able to get a very vague description of the truck. They are searching for a pickup truck with front end damage. There were pieces of that truck that were left behind at the scene. Officers found the pieces. They were collected as evidence. They could be key to tracking down the driver in this case. As for the victim, Concord Police are not reesleasing much in the way of information release much in the way of of information here other to say she lived here.
