One person recovering in oakland this morning after being shot on a freeway during the evening commute. Ktvu fox 2s tara moriarity, youre live in oakland now to tell us where the investigation stands right now, tara. Reporter well, as of late last night no arrests have been made according to police. We know that the shooting had a huge impact on the evening commute. It snarled traffic for hours. And the chp actually had to shut down a portion of the freeway as a crime scene. This all happened just before 4 00 yesterday afternoon in the eastbound lanes of 580 near the 980 interchange and the broadway exit. Two cars involved in the crash sat facing the wrong direction, the black one and then that light sedan you see there smashed up and riddled with bullet holes. It scares anybody, you know, all this shooting needs to stop. The shootings here in this area, i just dont believe them, why . Reporter officers say the sedans driver suffered a non lifethreatening gunshot wound and was taken to the hospital. Another driver was determined not to be involved in the shooting and was allowed to leave. Then a third person ran from the scene, and that is the person that police are looking for. Again, traffic tied up for hours. Only one lane was open and all lanes were back open after 7 00 last night, but you can imagine what a headache that must have been for commuters. The homicides occurred between november of last year and january of this year. 19yearold Lorenzo Corte displ was arrested tuesday at the Solano County jail on three separate counts of murder. He was already in jail for an unrelated assault with a Deadly Weapon case. Police also arrested a 17year old vallejo resident in las buenos in connection with two of the shootings. 18yearold Angelica Johnson was arrested in pasadena and her father, john johnson was arrested in vallejo in connection with one of the shootings. The police are still actively investigating all three homicides. A ban on highcapacity ammunition for guns will stay in place in sunnyvale at least for the time being. A federal Appeals Court upheld the ordinance that bans gun magazines that hold more than 10 rounds. Those approved by voters back in 2013. The the National Rifle association is among those opposing the ban, saying it infringes on the rights of gun owners to protect themselves and their homes. The plans are moving ahead to build a new stadium for the Oakland Raiders in southern california. Supporters of the proposal in carson, california, they have filed the paperwork to potentially put the idea to a public vote. If they collect 12,000 signatures by the middle of april, the Carson City Council could then vote on the proposal themselves or have the public decide instead. Now, the raiders are teaming with the San Diego Chargers to build a privatelyfinanced, 1. 7 billion stadium. While both teams say they prefer new stadiums in their current cities, the chargers are locked no to buy the 168 acre site in carson no matter what happens. He said he did it to show his opposition to join military exercises between the United States and south korea. Now, five years ago that same man threw a piece of concrete at the japanese ambassador to south korea. Testimony will resume later this morning in the trial of boston bombing suspect dzhokhar tsarnaev. Yesterday jurors heard emotional testimony from victims and saw graphic images of the aftermath of the bombings near the finish line of the 2013 boston marathon. Tsarnaevs attorney said she would not sidestep tsarnaevs responsibility for his actions, but the defense also says he was lured into violence by an older brother who later died in a shootout with police. My only question is, you know, what kind of a punishment hes going to get. I think he should spend life in prison contemplating what he did, if he even has a conscious. Theres another meeting here at the youth center in the same complex, and the police chief wants the community to know how these thieves are operating and what can be done to help stop them. We talked about a rash of burglaries in los altos last year. It continued to climb. There was an increase in burglaries from 2013 to 2014. Since january this it year, theres been nearly 40. The mercury news reports these are also hitting hitting sunnyvale and Mountain View hard. They say theyre coming from cities like san jose and oakland. Burglars used to come during the day when residents werent home, but now police say theyre striking at night when people are home. Police are working to catch these criminals, but they want the community to be aware, report suspicious activity and get to know your neighbors so you can share information. A roanoke park man is under arrest after his house caught fire and investigators believe it was caused by a drug making operation. An inspector discovered a glassywinged sharp shooter. This is what it looks like. A little bug, barely bigger than a grain of of rice, but it could devastate tens of thousands of acres of available vineyards. Experts say it flies farther than many other pests and it literally sucks the life out of grapevines. It could bring the industry here to its knees. It could change the industry as we know it. Yeah, the little sharp shooter was discovered last week in a shipment of plants in navado. They say they might run out of cash in several years if voters dont approve the tax hike. The district has faced a lot of public criticism in recent years for overspending. Well, after 10 years of planning, a big mixed use housing and Retail Development in San Francisco is one step closer. The city has awarded permits to construct the buildings on an entire block near ocean beach. The developer plans to demolish three commercial buildings, including the closed roberts at the beach motel on slope boulevard and 46th avenue. The 30 million project will include 56 residential units and space for retail and restaurants. Construction expected to begin in september. The light show should be ready in time for super bowl 50 in february of next year. Some People Living in one neighborhood in oakland are concerned after a speed limit sign was vandalized. The sign is less than a block away from an Elementary School too. Some of the neighbors see it as a prank, but others say this is dangerous and the city should take action. This is the trouble spot, westbound 580 this morning things are starting to pick up, get heavy in other words. Theres a big rig that got hit by some debris, so its over to the right shoulder. Its blocking the right lane lane. So it is affecting traffic there this morning. Moving quickly along the east shore freeway, things are looking great. 17 minutes from the cartenas bridge to the macarthur maze. Taking a look at Pittsburg Baypoint area highway 4 this morning, things are looking really good so far. As you know, people that take this commute know it gets pretty busy as the day progresses. A man in milwaukee, wisconsin was hurt, look at this, a school bus plowed into his home, knocked him out of the bed yesterday morning. The bus driver was hurt too. Police say the bus went off the road, hit a pole, then crashed into this house. No kids were on the bus, thankfully. The family who lives in that house, they were told they had to leave because authorities werent sure if the house was still structurally sound. Police say speed may have been a factor in the crash. Well, back here in the bay area dog owners are angry at news restrictions for their pets at the Golden Gate National recreation area. [ chanting ] this was a rally outside the National Park services office. Now, the pet owners are upset about a new plan from the park service that would limit where dogs can go off leash. The park service says that the plan strikes a balance between people, pets and park resources. Throughout the park dogs will be welcomed by and large. Theres some areas because of reasons of sensitivities that will be restricted. Its going to, i dont know, take away the enjoyment of people with their animals. I think its unnecessary. The 80,000acre open space stretches from San Mateo County all the way to marin county and it brings in 15 million visitors a year. Time is now 5 23. New this morning the ringling brothers barnum and bailey circus is boeing now to public pressure. They will end the famous elephant act. The circus us owner felled entertainment tells the Associated Press the elephant act will be phased out by the year 2018. The company says the decision is because of the growing public concern and pressure about the way animals are treated. The ringling brothers have been show dp casing elephants for more than a century. The elephants will now retire to the companys animal preserve in central florida. San jose, downtown, closer to 36 for a low, well zoom up to 72ed today. What about San Francisco . Starting off a little warmer, low 50s and well go 65, 70 degrees. These are all above average for this time of year. And downtown oakland which has just been going nutty this year will go 73 degrees. I mean, theyre always one of the warmest when were in one of this kind of a pattern, so why would today be any different . Happy friday eve, everybody, otherwise known as thursdayment taking a look at your bay area traffic this morning, as we take a look in the south bay. We start off in the south bay, things not looking too bad out there. We talked about 280 earlier, my last traffic hit, but we now know whats going on. There was apparently chp says an animal was running in the roadway blocking the 3 and 4 lanes, 280 southbound near santa hill road, so it looks like they may have been putting a traffic stop out there this morning, but well get an update for you. But it is a little bit slow there on 280 this morning. Overall south bay traffic not looking too bad. Moving quickly to the Livermore Valley area, there is an accident to tell you about eastbound 580 at the dublin grade involving a big rig. It hit some debris. It is blocking the number 5 lane, so its not making things better along westbound 580 this morning, again, through the Livermore Valley. Looking at the bay bridge toll plaza now, things are starting to stack up there. We havent heard anything about metering lights so far, but metering lights came off roughly about five minutes it happened around 5 36 yesterday, so we expect it to be around that time, so well keep an eye on that. Finally 880 through oakland, the coliseum and or acle arena not too ba bad this morning. 5 31, lets go back to the desk. All right, brian. University of california students are staging a walkout today. They are angry over tuition increases. Ktvu fox 2 reporter alex savidge is in santa cruz this morning where student protests have already started right behind you, alex. Reporter they are under way, pam. Good morning to you. All week long u. C. Students have been pushing back against a plan to raise tuition with marchs and protests. Its being called 96 hours of action and it all is culminating this morning with this demonstration behind us here. Students are blocking this entrance to the u. C. Santa cruz campus. This is the west entrance. Were also told that students will be blocking the main entrance as well later on this morning. So far no sign of the Santa Cruz Police in this area as of yet, but this was the scene earlier this week on tuesday here in santa cruz. A group of protesters chained themselves together and they blocked all the lanes of highway 1 for several hours. The anger and frustration being felt by student protesters, well, it all stems from a plan by u. C. President Janet Napolitano to increase tuition by as much as 5 over each of the next five years, thats if the u. C. System doesnt get a boost in state funding. Now, we talked with organizers here. They want to send a message that they will not they are obviously angry about this plan to raise tuition and they are planning to essentially shut down the u. C. Santa cruz campus later on today. University officials here in santa cruz, they have alerted Staff Members about this protest today and they have told any employees who cant access the campus today that they may have to just work off site, work from home. So the plan is to shut down the campus later on today. You can see this entrance is blocked. No one will be able to drive through here later on today because we have several dozen protesters blocking this entrance and, again, pam, more action is planned here on the the santa cruz campus throughout the day. Well keep an eye on you down there in santa cruz and also the other campuses. Thanks, alex. 5 34 is the time right now. Six u. C. Santa cruz students from the bay area were arrested after a demonstration on tuesday. That one blocked highways 1 and 17 for more than four hours and police had to use jackhammers to free from the concrete and metal pipes that they were using to link themselves together. Four of the students are due in courted today. The Santa Cruz Sentinel reports the university has suspended all six students for 14 days, but there are more than 3,000 people who have signed an online petition calling for the university to expel students who participate in and plan unlawful protests. Students and parents in the south bay, theyre hoping to prevent a Charter School from closing. Tonight they will rally at the meeting of the santa clara unified school board. Yesterday afternoon dozens of kids, you see them here, Holding Signs in front of Magnolia Science Academy charter. The middle school and high school may close at the end of this year unless the School District extends its lease. Now, the district says the current campus cant be used, it needs to be renovate. However, parents say closing that school would be a huge loss for students and the community. It does what schools are supposed to do best, educate your child. You will find very happy children, you will find children who are getting the best education. Parents say the school should be allowed to remain in its Current Location for one more year until permanent facilities can be secured. Late last night police in ferguson, missouri arrested at least four people who were protesting the federal governments decision not to seek charges against the Police Officer who shot and killed an unarmed teenager, Michael Brown. The demonstrators lay in the middle of the street and blocked traffic. Officers handcuffed the protesters and then had to carry them to a police car. Tensions in ferguson are flaring up again following the release of the justice departments investigation into the brown shooting. Now, attorney general eric holder says investigators did not find any evidence disproving former officer Darren Wilsons claim that he shot Michael Brown in self defense. Michael browns death, though a tragedy, did not involve prosecutable conduct on the part of officer wilson. The investigation did criticize the Ferguson Police force for targeting ethnic minorities. The report found that African Americans were disproportionately subjected to baseless traffic stops, citations and arrests. Now, Michael Browns family issued a written statement in response to not charging officer wilson. It says while we are sadened by this decision, we are encouraginged that the department of justice will hold the ferguson Police Department accountable for the pattern of racial bias and profiling. There has been a spike in the number of burglarized homes in several south bay communities, and thats leading some Police Departments to meet with people in those cities to talk about what they can do to help prevent crime. That meeting will be held at 6 30 here at the u center. Its in the same complex as the Police Department, and police really want to get the word out about these breakins. They have investigators tracking these cases that have occurred this year so far. Now, lets go to a photo that the Police Department tweeted out from last nights meeting where the chief talked about the recent burglary activity in the city. From 2013 to 2014 theres been a 49 increase in breakins. Here is a map showing all the recent burglaries since january. Theres been nearly 40. This morning we drove through the latest neighborhood that had been hit. And as you can see just how dark it is, theres no street lights, and police say these burglaries are more apt to hit at night when residents are home compared to the daytime. The mercury news reports that thieves are no longer after electronics as much. Instead theyre going after cash and jewelry because theyre harder to trace. Police say besides los altos, Mountain View and sunnyvale are also getting hit hard. Police want residents to be vigilant, report suspicious activity. Time is now 5 38. In the meantime police in palo alto say there are several similarities in nine car burglaries that happened tuesday night. Most of them happened in downtown palo alto, including three of them at the high Street Parking garage. Others were on neighbor streets, including webster, hamilton and university avenue. Two more were on el camino reale. Police say in each case the thieves smashed car windows and grabbed backpacks, bags or briefcases that were right out in front in sight of anyone walking by. Now, clintons tweet follows the revelation in recent days that she used a personal email account for government business while secretary of state. Republicans are calling it a scandal, saying that is shows clinton was trying to avoid scrutiny. But a u. C. Berkeley professor we spoke to says clintons predecessors at the state Department Also used private email for official business and that it was permissible at the time. I think its important to remember that the formal changes in the law and their implementation took place after she left office. The House Select Committee investigating the 2012 attack on the u. S. Consulate in benghazi, libya has now issue subpoenas for some of clintons emails. The committee sent letters to Internet Companies instructing them to preserve records relevant to the investigation. Time now 5 43. Today is the start of a historic kidney transplant at California Pacific Medical Center in San Francisco. Doctors will perform the longest series of kidney transplants ever done on the west coast. Six people will get donated kidneys. Three of the kidney transplants will take place simultaneously today. Three more will be transplanted tomorrow. Its all because of a very unselfish sacramento woman right here. She offered to donate one of her kidneys to anyone who needed it. That set off a chain of transplant matches that will change lives. I lost a son to cancer, it will be 13 years in june, and i recently lost my husband about 14 months ago, so i know what it feels like to want an extra day and not being able to have it. Wow coordinators say obstacles included having enough room, instruments and surgery teams, but having a donor, thats always the biggest challenge. Doctors say theres a 98 chance that each of the kidneys will be functioning normally one year after surgery. The Measles Outbreak has prompted a california lawmaker to call for mandatory vaccinations for the states child care providers. The outbreak started at disneyland in december. So far more than 140 people, most of them in california, have come down with the measles. Yesterday Democratic State senator tony mendoza from l. A. We have dramatic video from michigan that shows what happens when a city bus driver falls asleep behind the wheel just outside of detroit. Watch this. Now, the bus this is just wow slams into the back of a Ford Explorer and then plows into seven other vehicles. The the only passenger on the bus was not hurt, however, the elderly couple in the suv that was hit, they were seriously hurt. Several passengers in other vehicles had minor injuries. And you can imagine theyre looking in the Rearview Mirror and this is coming. The bus driver, he is facing a misdemeanor charge. All of this happened in october, but the bloomfield, michigan Police Department just released this video. Several governors have already declared states of emergency before another big storm is expected to hit the states. Now, that includes West Virginia where roads are already flooded by runoff after snowstorms earlier this week. Alabama, mississippi and new jersey are also under emergency declarations. Weather forecasters say the latest storm will stretch all the way from texas to conduct and could to connecticut and could drop as much as 8 inches of snow in some places. Airlines have already grounded more than 2,000 flights today because of the bad weather across the eastern half of the country and that includes 11 flights to and from San Francisco, to san jose. No oakland flights have been affected by the weather so far this morning, but more than 17,000 flights have been canceled because of bad weather since saturday and more than 50,000 flights have had delays of 15 minutes or more during that time. And the latest blast of snow may cancel a boston tradition. Mayor marty walsh considered postponing the st. Patricks day parade, but organizers quickly changed his mind. City leaders say the parade will continue as scheduled on march 15th at this point, but they do admit they may have to come up with an alternate route because there is so much snow piled up. Still about 10 to 15 minutes to get you across the span. Now, the commute from the east shore freeway from the cartenas bridge to the mac maze looking pretty good so far. Hopefully it stays that way throughout the morning. About 18 minutes across that portion of the freeway there to get you to the bay bridge toll plaza. Taking a look now, this is also in the east bay, there is an accident to tell you about near the cal decot tunnel near fish ranch road. A car hit the side there. It is pulled to the shoulder. It doesnt appear to be affecting traffic. It is still very early on in the morning, but well be keeping an eye on that. Things are looking also through the Pittsburg Baypoint area as well as 680 through concord and walnut creek. This is the trouble spot, though. 580, there is a big rig that is still blocking the number 5 lane there, so that is not helping things through the Livermore Valley, starting to back up now on 84 also. A mother in yolo county accused of killing her newborn baby will not face murder charges. Samantha green appeared in court yesterday and pled not guilty to charges of Involuntary Manslaughter and child endangerment. She was originally booked on murder charges and prosecutors arent saying how they settled on the lesser charges. Investigators claim she took her baby boy named justice to a remote area along the Sacramento River last week and killed him. A 711 store in oakland was damaged after a car driven by an older woman plowed right into it. It happened yesterday on Piedmont Avenue and ktvus Frank Somerville was actually driving by. He took these pictures from inside the store. The woman was not injured, but she was very shaken up. She says she believes that she hit the gas instead of the brake pedal. At the time the only person inside the store was the clerk and he also was not hurt. Time is 5 55. Ballet san jose has launched the [ no audio ] trying to keep their doors open. Organizers say past financial problems left the company 550,000 in debt. The plan is to raise money through social media and three events next week. The company employs 32 dancers. They train 350 students in its schools. If we dont do that, then well lose something that value cant even measure with money. The san jose ballet means everything to me, to be honest. I think it means a lot to the community and i dont want them to lose that. Ballet san jose has nine days to raise all of that money.
