It looks to be a little bit more today than yesterday. High pressure to the north. That is causing our wind to be more northerly or northeast. Again temperatures anywhere from kind of cool to really mild to warm. I mean a lot of locations are near 60. So that tells you we have a pretty warm breeze in place. 24 miles an hour out of the authority. Fairfield northeast concord. You get the idea. Its an offshore breeze. As you can see, the bay bridge the traffic here looks good and its about an eight to ten minute drive time across the span into San Francisco. But again as steve and i have been telling you its windy. If you happen to look at your tv screen, you can see our camera is getting bounced around by the wind. As we look at the bay area commute, traffic does look pretty good. Southbound 880 moving well between hayward and fremont. Lets go back to the desk. We begin with a massive fire that gutted a construction site in San Franciscos Mission bay neighborhood. It broke out around 5 00 last night. Just south of at t park. A large Apartment Building under construction. Several nearby buildings were also evacuated. Tara moriarty is live in San Francisco where firefighters are still pouring water on the fire this morning. And tara, you are saying Something Else may be complicating this fire fight. Reporter yeah the wind is certainly strong. It has been blowing very heavily since we first arrived around 3 00 this morning. The conditions are also very dry. So firefighters just want to make sure they have all of those hot spots out. We are being kept about a block away from the building which you can see behind me here. If we pan over to the left you can see there are huge hoses that are in the middle of the street there. So obviously people cant get through. All of the blocks are quarantined off. Witnesses say that this fire looked like a nuclear bomb when it went off. Parts of the building on Fourth Street near china basin street have collapsed. And structural the building will most likely fail. With understand that there will be a press conference at 7 00 this morning. We hope to learn more information. The people who live in those white buildings that you can see the tonight there of where the ladder truck is, those folks are waiting to hear when they can get back inside. She was home in her seventh floor apartment where as you can see that fire broke out there. Viewers sent us pictures. Bill was on a plane fly into the Oakland Airport when he took this picture around 7 00 last night. Meantime this picture was taken by another viewer as he crossed the golden gate bridge. That huge fire created a terrifying scene for many People Living dangerously close to the burning building. They watched the Apartment Building under construction slowly going up. Yesterday that watched that same building quickly go up in flames. The big fire shattered their windows, set off sprinklers, and had them fearing for their personal safety. Just watching it as it progressed. It didnt seem to be getting under control. Very scary. Obviously it gutted the whole entire place. I would assume. Among other things there will be changes to the way students are picked up here. It was last friday when Oakland Police rushed to this campus when a strange manmade it on to campus and inappropriately touched a sevenyearold girl. That man managed to get away before officers could get here. Parents here at the World Academy are telling ktvu news that the school has since taken precautions following the assault. And now police are saying the man involved is last weeks assault. Which is just two blocks away on international boulevard. That crime happened back in january inside a gym bathroom. He walked on. He identify himself to the students as somebody who tutored. He asked one of the girls to sit on his lap. She did. She felt uncomfortable and ran off. Reporter here is a description of the man that police are looking for who could be responsible for both of those Sexual Assaults. He is a white man, six feet tall, weighing 180200 pounds. He has black hair and a mustache. We have been told that Oakland Police could be putting together a sketch of this man that could come out later on today. Also happening today the suspect connected to the shooting of a San Francisco Police Officer is due in court. Todays appearances come as police say its possible the officer was hit by friendly fire. This is Surveillance Video of 50yearold Jeffrey Ruano being arrested early sunday morning at a san jose gas station. Nine hours earlier officer adam shaw and his partner pulled ruano over. During that traffic stop, ruano started backing up toward the officers and that is when officer shaws partner fired a shot at the car. That bullet has not been recovered and police say it may be the one that hit officer shaw. Both officers say they did not see a gun. Based on that, it appears its possible he may have been struck by friendly fire. Officer shah was hit in the shoulder officer shaw was hit in the shoulder. He is recovering. Threatening phone call led to a lock down. Police swarmed facebooks campus last night. Officers searched the police the mother of a 23yearold novato man that has drowned has filed a lawsuit against the ross police department. Anthony donaldson junior ran from police after he was stopped on suspicion of drunk driving. He jumped into the creek. Donaldsons body was found three weeks later floating in the creek. The Coroners Office determined his blood level was more than three times the legal limit for driving. In her lawsuit his mother says the officers quote negligently permitted her son to leave the scene of the dui testing and created a dangerous situation that led to his death. The Contra Costa County Fire Department could soon charge a fee that could respond to medical calls. The 400 fee would be charged when First Responders evaluate and treat patients at the scene. Fire districts already charge First Responder fees as well. Crews started pulling up railroad spikes. Once that part of the project is completed, crews can start installing new rails. And yes crews are still pouring water on the building. More than 12 hours after the fire started. There are still a lot of burning embers in there. The fast moving flames gutted this large Apartment Building<\/a> under construction on Fourth Street<\/a> near china bay sin street. News chopper two was over the scene just before the fire broke out. Flames shooting out of the building. Black smoke. The red hot flames literally melted chunks of that sixstory building. And the windows face the fire directly. I saw the smoke starting in the corner. And then all of a sudden it just flamed. Flames engulfed the whole building. One firefighter suffered minor injuries. San Jose Police Department<\/a> is still dealing with news that one of its own officers has been arrested for rape. This is really a black eye for the department where moral is already low. Ive been talking to officers off camera that say they cant believe this. This is the last thing the department needs. If this is true, they cant believe what a bad judgment call that officer jeff graves made. Graves has been with the department for six years and worked over night patrol shifts. He has bailed out of jail after being arrested for forcible rape. In court documents, it shows that graves had responded to a call where a husband and wife were arguing. The woman was a former hotel maid. She decided to spend the night at a hotel where graves took her there and had her fall asleep in her room. I think its really sad that there is this scandal going on in the police department. Especially if its all true. Its really horrible that somebody would probably be abusing their power and trust that somebody else would have in them. As a Police Officer<\/a> to do something this horrible. He was fired from that school in november and in january he was hired beamier are vista. Police are urging anyone else who may think they have been a victim to come forward.
