we learned the age and identity of the victim, he is 34 year old matthew bates. we understand that the homicide beating with multiple suspects, we have some video we shot from earlier this morning. police were called here at 2:15 this morning. the victim is from australia. there was a verbal altercation that turned physical, emergency crews rushed the victim to the hospital where he was pronounced dead. investigators are following up on what they said are strong leads. >> there have been several people detained regarding this incident and our homicide investigators are looking into them right now. >> reporter: the information is from the san francisco police department. the victim was a 33 year old from australia. you may have noticed that tara is down the street working on the story, we hope to have more deals on the investigation as the day continue. san francisco police said they have speak with whom they are speaking and there may be video cameras in the area which may have captured the incident. we are waiting for deals from the police, tara will be working the story throughout the day. >> i know it was a tourist visiting san francisco. was robbery a motive? >> reporter: that's the speculation, we cannot know for sure at this time. he is from australia, it's not clear at this point, we just got the information, as to whether or not this was an immigrant or a tourist. also it's not clear what the motivation may have been, maybe an argument that turned vie leapt or a robbery where he was trying to fight for his items, we do not want to speculate on what may have happened. we just got the information about the victim moments before i went on the air. >> thank you christian. as that investigation goes on in san francisco, police in oakland are investigating a double homicide that happened at 1:30 this morning. both victims were pronounced dead at the scene, a witness reported that shots may have been fired at a car. our crew found a white chevy suv crashed into a tree nearby but we have no word on the names of the victims or if oakland police have made any arrests. >> today marks six months since the deadly oakland warehouse fire in oakland. >> you can see what the building looks like now from sky fox, the burned remnants are all that is left behind. the fire claimed the lives of 36 people attending a son setter, it's the deadliest fire in california history. rob spoke with the mother of a victim and also an attorney representing dozens of victims' families. >> that's my ughter. >> reporter: donna was studying to be a nutrition consultant when she went to a party at the ghost ship warehouse fire. >> she was dancing with the band and the band was called the golden donnas. >> reporter: then a fire broke out. donna was one of 36 people that died in the fire, leaving 36 holes in 36 ang case for her to come down. >> reporter: her mother of one of 30 families that have joined in a lawsuit against the owner of the ghost ship. the building manager, pge and and the city of oakland. she hopes that the lawsuit will bring changes nationwide. >> the worst part is that an event was being held there without a permit and without all of the safety precautions of good exits and lighting. to have this event where people cannot get out, it's a conscious disregard for the safety of the public. >> i do not want to feel like her death was in vein, there has to be accountability. >> i remember getting the call late at night. >> reporter: this oakland city councilman represents this neighborhood. he stood by the memorial that has the names of the victims. >>in terms a leadership level, we just did not do enough tdealith properties like this one. >> reporter: but he said that the city has been making improvements for the past six months. >> we are trying to take the measures necessary to get more people hired. more people more proactive. >> reporter: at the time of the fire, the city had six code enforcement inspectors, they are trying to triple that. >> the city is trying, that's important. this kind of change takes time. >> reporter: even time may not heal all that is broken. >> by telling her story, i hope it alarms people enough to make a difference, then she has not died in vein. >> i loved my daughter very much. >> thank you, rob. earlier today on mornings on 2, mayor libby schaaf joined us to talk about the steps that the city is taking to prevent another fire. >> we had a team of experts and several working groups, everyone comes into my oofs every two weeks to give me progress reports and we have gotten a lot done in these six months. >> they are looking alt ways to triple the number of inspectors -- at ways to triple the number of inspectors, they want systems for departments to share information. today is the anniversary of a tragic fire in san francisco that killed two firefighters, it's been six years since two firefighters were killed, the firefighters union vowed to nufer forget. they tweeted this picture today showing their names and their station numbers. it started out as an ordinary fire but all of a sudden there was a flash was able to safely make it out but the other two were unable to escape and they suffered severe burns. now to the city of belmont. evacuation orders have been lifted after a water main break sent water down a hill into homes below. >> reporter: neighbors described it as a raging river that sent water and mud down the hill into the backs of these houses, an arborist and a geological team will be called out to test the soil and the trees, the first 911 call came in before 4:00 a.m. home owners feared an earthquake until they saw the rushing water. >> i heard some shoulds. a -- thuds. a swens-- sequence of thuds and a roar, i thought it was an earthquake. 10 minutes later, the fire department asked us to leave our homes, now we are out here waiting for the water to turn down. >> reporter: neighbors are trying to have a sense of humor but they are worried about their hillside foundations. a water easement line broke and was pushing water under retention walls sending it down the hills and into the homes, one home owner discovered new cracks in the concrete walls. >> we are digging out a t of dirt by the foundation, i hope it stops soon, i do not know what will be left by the time it's done. >> reporter: it stopped after two hours, a water department official said 1,000 gallons of water a minute were coming down the hill. the good news is that they do not have to do any excavation but they are looking at what kind of damage could be behind the retention wall and if the driveway of one of the homes above the hill is compromised and if the soil and the trees on the bottom of the hill are suspect may have been responsible for nine brake ins. the authorities are not releasing the suspect's name because he is under age. we have learned that robberies of all kinds with on the -- are on the rise in the bart system. christian spoke with someone who said ets part of a bigger problem. >> reporter: the overwhelming majority of bart rides are uneventful but passengers who said they were beaten and robbed said there is more bart can do to keep passengers safe. saturday night, april 22, the bart train pulled into the station. >> we went oh no. >> reporter: a mob rushed in, attacking and robbing the passengers. rusty was one of the passengers, the mob turned on him. >> they punched me and kicked me. >> reporter: trying to pry his phone from his hand. >> i let go of my phone, they took it and continued on for a few seconds more. then they eventually got off of me. >> reporter: his wife and 19 year old daughter were on board the train, they were not harmed but they were traumatized. a day later, they watched the surveillance video and met with investigators, we have requested the video but it has not been released to the public. >> you can see them beating on the trains and going in. >> reporter: he said that those were warning signs that bart should have heeded. he said the most disturbing revelation was that his was just the latest in mob style attacks. >> there are reports of armed robberies in these stations, it does not look like part has even a small amount of protection for the people that use the system and the people that work there. >> as soon as the train stops and the doors open, they came at me and ran off with my stuff. >> reporter: dan was targeted one mobt before rusty, in his police report, he told the police officers that he was threatened by men with guns, when they pulled into the coliseum station, the robbers attacked, snatching his phone, laptop and backpack. >> they said it does not happen a lot but there is been a spike in crimes like that. >> reporter: is bart doing enough to keep riders safe. >> we contend that they are not. >> reporter: now an attorney representing both men said it's part of a pattern. >> the robberies are spiking and they are concentrated at the coliseum bart station. >> reporter: according to documents we obtained, there were 49 robberies system wide at the beginning of 2016, that nuer jumped to 71 this year, a 45% increase and when you look in oakland alone, the numbers jumped from 19 to 29, a 50 3% increase year to year. bart swore in their new police chief less than a week ago. he said targeting mab style attacks is on his radar. >> of course any time you have an incident like that, is always a public safety concern. >> reporter: bart's data also show that five and a half percent of riders reported seeing an officer riding a train, the police chief said one solution he is looking at it deploying officers on the trains, some people are reporting seeing more officers on the treens. >> that should officers in vehicles and also on foot at the stations. >> rusty said he is still going ahead with the lawsuit against bart, something is weighed carefully. >> reporter: he said he does not want another family to go through what he has gone through and he said he hopes bart hears his message. >> i i do not want it to go away or fail, i want it to succeed. >> bart has established a task force to crack down on three mob style robberies, we are hoping that this is the beginning of a new dialogue with bart. >> reporter: bart said they were open to that meeting. the
