turned deadly. it all started at 8:45 this morning when richmond police got a call about an argument in the street involving a woman and a man determined to be her estranged boyfriend. the man fired a single shot into the woman's head. we spoke to richmond police about the tragedy which happened in front of her two young sons. >> our officers arrived and they found a car that was stopped near the intersection and when they looked inside the vehicle it appeared that there was a woman that was deceased from a single gunshot wound. i can't even imagine myself as a parent seeing my kids see something like that and witness your own mother being killed. i -- i just -- my heart breaks for these kids. >> so those two boys were not physically hurt. they are being interviewed in the company of family members and child specialists. at this point no arrests have been reported. live in richmond henry lee ktvu fox 2 news. >> henry, did you have a chance to ask police if there was any no prior domestic problems in the past? >> yes, there have been reports of earlier domestic disputes that can require a police response. we did understand that officers had to go to both their homes. and i asked if there was a retraining order involved. it's also not clear if the suspect who killed this woman is related to the two boys in this car. in san francisco police are searching for a suspected groper who has been seen riding muni. our earlier report helped spot the man this morning. >> that's right. this morning we aired a photo taken by one of his alleged victims. one of our ktvu viewers says he spotted the man and he called police. >> i was in disbelief that this was happening on a crowded muni train. says she's both a witness and a victim to the serial groper on board. >> the first time i saw him was on march 16th and that was when i saw him assault two women. i was really upset at myself that i didn't do more that time and so the second time was last thursday on march 30th when he did this to me. >> michelle who asked we not use her last name says the man rubbed his genitals against her. >> and then he started yelling at me and verbally screaming obscene things at me. >> we aired michelle's story this morning after she posted the incident. nicholaus store was watching at home. >> and i saw his face on tv and i look over to the park and i see him coming across this hill right here and i instantly called the news. >> roshg himself rides muni and says he's seen the man himself. it's like the same hat. >> san francisco police took his information but so far the man has not been found. >> now after michelle posted on next door about the incident she says several women have reached out to her saying that they as well are victims of the same suspect. in san francisco lee martinez ktvu fox 2 news. and just over an hour the napa man accused of kidnapping, drugging, and sexually assaulting a 13-year-old girl is going to appear in court. they say marvel and the girl smoked marijuana together then he made sexual advances which he rejected. she escaped by jumping out of his truck while driving. marvel is expected to be charged today. mountain view police are looking for more potential victims connected to a redwood city man. 31-year-old brandon yamagata was arrested on thursday. once in custody police say he confessed to having an inappropriate relationship with a teenager. yamagata was booked on multiple charges. a news conference is scheduled for 2:00 today for people displaced by last week's deadly apartment fire in west oakland. the fire killed four people and forced more than 80 people out of their homes. investigators say the fire was started by a burning candle inside the apartment. however, the shelter will end by 7:00 tomorrow morning. the red cross and the city of oakland are trying to find other housing options. donations are being collected. if you would like to help out you can go to the web link of our website at ktvu.com. in just about an hour san jose's mayor is expected to launch a plan. the mayor members of the city council asked car dealers to donate cars or sell them to flood victims at a lower cost. the city's also considering a plan to donate a surplus of cars to good will and those cars can be given to flood victims. caltrans said it will cost $806 million to fix california's most expensive roads. and the replacement of the pfeiffer canyon bridge in monterey county as well as work on highway 17. california counties hit hard by this winter storm. there's no word on how much of that money will be used for the caltrans repair work. in the nation's capital it appears senate republicans and democrats are headed for a show down of nuclear proportions. >> mitch mccontinual will chance precedence later this week. >> at least 41 senators all democrats have pledged their opposition to donald trump's supreme court nominee neil gorsuch. democrats could prevent a full four vote to confirm gorsuch confirm gorsuch one way or another. changing procedure or 51 votes. instead of the traditional 60-vote threshold for supreme court confirmation. >> no one is forcing senator mccontinual to change the rules. he's doing it at his own volition. >> back in 2013 republicans were against the option when democrat harry reed changed the rules. the elder statesman in the senate sees these moves as being charged. 24-year-old jonathan santos was arrested last week. three innocent bystanders were shot including a 65-year-old woman who died. santos was initially booked on spiks of murder and two counts of attempted murder but has now been released and at this time police are not saying why. and tonight jefferson county school district are announcing. the incident happened at tara nova high school. a female school administrator. that's when the student told his parents he was told to remove his shirt. >> she then told him to take off his t-shirt and she put her hands like this and told him to spin around or turn around. so she laid her hands on my son. >> education code requires a second school employee to be present during student searches. it's unclear if the administrator will face any discipline. the family said he's been targeted because he's a pacific islander. and it's been a great weekend. we had a great day today. steve paulson is standing by with what we expect for the rest of the week. >> we had a lot of high clouds this morning. most of those have kind of cleared out. a little haze in the air. partly cloudy skies. but it was almost overcast this morning except for a few locations. it looks like some of the heavier bands have lifted north. 60s for many. now we're 50s, 60s coast and bay and upper 60s, 70s you start to work your way inland. temperature trends about the same as yesterday. sfo's running a little cooler. concord, livermore 1 degree warmer. the allergies, the pollens, yes, you can blame those trees they're just through the roof. the rain coming up this week will suppress that a little bit but they'll be high today and tomorrow. what's happened is as this system continues to deepen that allows the teeth er teeter to thor effect. look for a mix of sun and clouds more sun here in the afternoon than what we had in the morning that's for sure and this will turn into a rather decent day. yet 57 in monterey and southern california. l.a., san diego dealing with some low clouds. it's obl 66 in las vegas. so for us the system's on the way. there's plenty of digging a lot of cold air support and it depends on which forecast model you look at. some are very wet. others are just more towards the north. so we'll have to iron out the details as we get towards wednesday night and thursday. it's going to be a system that is going to give everybody some rain. heaviest rain looks to be in the north. this could be a big snow producer in the sierras. be advised there will be some advisories kicking in as we go into friday and saturday. some of the snow totals i've seen some projections above 2' to 4'. snow will be coming down from 7,000 feet to 3500 by the time we get to the weekend. today mostly sunny conditions. mild to warm. and we'll continue to see a little warm up tomorrow. really kicks in friday morning and another system comes in late friday, saturday. cooler and breezier compared to where we are now. the white house is condemning a suspected chemical attack in syria that killed 58 people including seven children. sean spicer recalled the attack and said expensive be l. they believe the attack was caused by an air strike carried out either by the syrian government or russian war planes. syrian's government has denied using chemical attacks. meanwhile russian investigators have identified a 22-year-old man from kurkgastan. another 50 were injured. some of them seriously. investigators say the dna of the suicide bomber was also found on a bag containing a second bomb that was found and deactivated. well there are growing calls for former national security advisor susan rice. she thought to quote unmask the names. >> part of the electronic surveillance of foreign officials. kevin quark. now there are multiple reports susan rice president obama's national security advisor requested those names be unmasked and sent to the entire national security council f. that's true she need to tell congress what she snows. there could be aid political figure in the obama administration that was purposely searching the database looking for trump officials. >> president trump was never under direct surveillance as he alleged. but the names of americans are unusual sealed and the unmasking raises serious questions about the use of intelligence gathering for political purposes. >> if she was involved what was the reason and was there a political motive? i'd like to know that and we'll get to the bottom of it. >> sources close to rice say she requested the information and if the intelligence committee thought it was improper it would have been refused. she claims just last month she was unaware of any unmasking of those associated with the trump transition. >> there's been an ongoing investigation we have supported looking into this matter. there's a troubling direction some of this is going in. >> the surveillance that rice requested had absolutely nothing to do with the russia investigation. at the white house kevin cork fox news. today is the deadline for bids on the border wall. u.s. customs and border protection gave an extension. among those questions seems to be safety for the construction crews. if they will be protected by attacks by people dwhont want the border wall. -- don't want the border wall. the canadian border agency says in february alone it's seen a six fold increase at the quebec border. people are given a background check and an access to housing, schools, and emergency work permits. the royal canadian say they're seeing these types of name because when verizon's $4.8 billion deal to buy yahoo closes. it's going to bundle aol and yahoo under the name oath. take the oath 2017. verizon expects the deal to close before the end of june. yahoo's stock is down by 1/2% now. through much of the morning. it is up ever so slightly right now gaining 13 points. there appears to be a flaw on samsung's new smartphone's facial recognition feature. and now a researcher says he was unable to lock the hand held with a photo. then he took a photo of himself on another device. good news now for all those online shoppers ups is now delivering all those packages on saturdays. the expanded service will create 4,000 jobs this year and 2000 more next year. hiring for the position has already started. ups says it will have st. delivers to hundreds of cities. ikea has updated its plans for the dublin store off interstate 580 but it's slightly smaller than the original proposal. people living nearby had opposed the plan for a 75 room hotel. they say the big box store and its big blue and yellow signs would be a blight on their community. six acres of open space. ikea says if the new plans are approved the store would open in two years and employ 250 workers. we look at what police agencies across the state oppose the move. >> plus people in the east bay say it's badly needed but the east bay is dragging its feet. now a california a sanctuary state is making its way through the capital. after clearing the senate. taking us with him rob malcolm in the city this morning where it has become a real topic of debate. the city is in the process of voting on their sanctuary status. there was mixed reaction to yesterday's vote. >> yesterday the state approved the party by 27%. it prevents local and state law enforcement from using their resources to investigate or arrest people for immigration violations. the policy is facing opposition from police groups. senate pro temp kevin deleon to notify the federal government up to two months before an undocumented immigrant victimed of violent or serious felonies is released. >> i think it's important for everyone to feel safe at home. they've made this their home. it's a slap in their face. it's okay for them to, would our fields. it's okay for them to take the jobs we don't like. but then you turn around and they're trying to get their education. a lot of these kids are born here. they know nothing of where they live in the u.s.. >> i think we should become a sanctuary city. we are so together and united that i think we already are. i think we should. >> if california become ace sanctuary state the city of pittsburg would have to follow the law. and risk losing federal money. president trump has threatened to pull federal money from cities and states that offer sanctuary on undocumented immigrants. >> it's not clear when the state will vote again but certainly this is a topic of conversation in this city. rob malcolm ktvu fox 2 news. and tonight at 6:00 in emryville city officials to pass a resolution calling for sanctuary work places. and a similar rally is planned in the next oakland city council meeting. both events are part of a month long wrap up calling for immigrant rights and protections. the owners of a middle eastern restaurant say their business was targeted by vandals. they say they found feces covering a sign. the university of california has seen a drop in international applicants for the first time in twelve years. the u.c system saw a 1% drop in international freshmans for the fall. after years of increases. the newspaper says the drop coincides at the election of donald trump. people from countries with large muslim populations sent in 10% fewer applications. under way today a plan to build a second high school in the city of dublin. the city has said dublin high has reached capacity. more than 6,000 students over the next seven years. now a year ago the school board agreed to build a second high school in dublin. parents and community members are now circulating petitions calling for construction of a second campus as soon as possible. >> i think it's a great idea. we have too many houses coming in with families and kids. i mean traffic's a mess but we need another high school. it's just too crowded. >> it's hard to get up and down the stairs. it's a rush. it's a mad house. >> last year voters passed a $238 million bond measure to fund a secondary high school. a final selection for the site in the new school will be in the next few weeks but that school won't be open until the year 2021. concord police are asking anyone who has had their tires slashed in the past few weeks to contact them. >> all those cases happened last week. ktvu's paul chambers stalked with residents with surveillance video. >> the owner of the vehicle believes the person in the video slasheded his tires hours before he headed to work. >> start driving just a few feet down the road and feel something's not right and i hook out and see my tire's flat and then i get out and see my rear tire's flat. >> at least 20 tires were slashed along a half mile stretch. an area that most say is fairly quiet and safe. >> i looked at my truck and saw i had a flat tire as well. somebody was in the neighborhood sticking tires. >> on jason nunez street their tires were slashed as well. two women here had multiple tires replaced. >> one of his back tires were slashed. >> rigo says he's grateful for the business but not under these circumstances. just from the four people we spoke with their total for tire replacement is just $2000. >> one of my car replacements now is going to cost about $600. >> that brought us down and now two new tires is costing us another $350. >> now i'm out $500 for two tires. >> probably close to $500 for us alone. >> from now on residents here want you to look at this video of the person they believe is responsible for causing thousands of dollars in damages. >> i just wish they could put a face to it and maybe catch the guy. a lot of damage. >> as of now police have not sent in information about a suspect or a motive. in concord paul chambers ktvu fox 2 news. this morning at the u.s. bank on merchant street. they say he's african american in his early 30s about 6 feet tall. police say he got away in a white gmc yukon suv. we're waiting to learn the identity of a person who was hit and killed by a car monday. officers say the driver struck the pedestrian and then slammed into the tree. police say the driver is continuing with the investigation. a family of a san jose man killed in a terrible crash on friday. he was taking his 10-year-old daughter to school when he slammed into a semi-truck. police say amazingly the girl was in the backseat and survived. she's still very shaken up about the sudden loss of her father. >> i'm just broken from all this. it's happened all of a sudden. we don't know why but now he's an angel of god. >> investigators are still looking into the cause of the crash. witnesses say that the driver may have been blinded by the morning sun. they're also citing a lack of traffic controllers in the busy construction area. and san jose police are also investigating say stabbing that injured two people. when authorities responded to reports of several people being attacked. that's near the san jose convention center. when officers arrived on scene they found two people. now to the north bay where testing a marin county smart train service is on hold. the problem is near lincoln avenue. the agency says the recent rain has loosened soil on the hills above the tracks now all that soil has to be removed. the work has been going on for the past three weeks. smart says it stopped testing trains in san rafael out of an abundance of caution. smart service is set to begin sometime later this spring. still ahead nfl star tony romo now says he's hanging up his pads for a suit. also in tony romo's days on the field are over. i guess it's time to start dressing up with the hashtag cbs. several sources are reporting that romo plans to retire. cowboys have to formally release their quarterback. and in basketball injured warriors star kevin durant could finally return to the lineup as soon as this saturday. another of exciting news for the warriorsment durant has been practicing with the team. he sprained his left knee against the washington wizards on february 28th. and in rhythm with the team as they head into the playoffs. after initial struggles following his injuries, the warriors have won 11 straight games and doing just fine. >> yes, i think they are. also tonight the warriors are hosting the timberwolves. both the a's and the warriors are playing at home. first pitch is at 7:05 the warriors and timberwolves tip off at 7:30. the price then goes up to $40 if you get there after 7:00. and the a's are already off to a great start. more than 36,000 people passed and 12 feet. the same two teams play again tonight. fans say they're happy to see some of the changes the team is making. they have named the field in honor of legendary legend ricky hairson. they feel confident the city will build a new ball park and keep the a's in oakland. the they won't have to trade their stars for inexpensive and unproven talents. san francisco giants play in arizona tonight. they're looking for their first win. it was a rough loss with madison baumgarner. for the sixth time the north carolina tarheels are the champions. they beat the bulldogs last night 71-65. >> up ahead. >> it all got away from the bulldogs in just one sequence. the tarheels were able to pull away like i said in the final two minutes of the game. coach roy williams wins his third national title. and lots to celebrate. take a look at the party in chapel hill last night. dozens of fans started to line up in front of the university of north carolina bookstore at 1:00 a.m. hoping to be among the first to grab championship gear while others packed nearby bars. a date has been set for a rematch fight. there are reports the two have agreed to rematch. after ward won by unanimous decision. a formal announcement about their rematch could be made very soon. and a great day out there today. meteorologist steve paulson is monitoring aesthetics for us and a change is coming up. >> not until we get to thursday and friday. so we do have mostly sunny skies. temperatures running just about the same as yesterday maybe slightly cooler for a few and again we'll see a few bands of high clouds going through. but already 50s, 60s, and 70s. other locations are running a little bit cooler. 65 up in santa rosa. pretty impressive system but it's actually what's coming in behind that. we'll probably fall apart but it's going to open the door for a stronger system which is come engine and that will be -- coming in and that will be late thursday into friday. we'll get some partly cloudy still kind of spilling over that ridge of high pressure. 60s, 70s to the interior. 80s down in the desert. 52 up in truckee. pretty warm there. big changes towards friday and saturday and we'll probably see a repeat performance of this tomorrow. until this system can swing in here and again it's going to take about 56 hours or so. but thursday afternoon we'll start to focus our eyes on it and see if that rain will start to fall. you can see as we go into tomorrow there will still be some high clouds. there will be a little bit here as we head towards thursday average. watch what happens as he head towards thursday night. allow that system to come in late thursday. i actually think it will be more on friday morning. if you have to plan ahead and the sierra could get a really good hammering of some new april snow. things look to be impressive as we head towards late thursday night and friday. we'll see there are those huge discrepancy sea on some of the projections here. suffice to say i think it's going to be a tough travel plan towards friday and saturday. for us mostly sunny. mild and warm. low to mid 60s around the coast. and upper 60s around the bay. we cloud it up. here comes the rain late thursday and friday. sunday will be okay but cooler and breezy. there are new restrictions for this year's abaloni. they also reduced the amount of red abalone for fishermen to catch. now to the south bay for a pair of eagles has been spotted flying over a mall. and now they've taken up residence at an elementary school. it's all something that conservationists have been working towards for decades. >> high atop the redwood in front of kirtner elementary school a new couple has moved in. >> i looked at my friend and said is that a bald eagle. >> there are two of them. vito began snapping photos as they built a giant nest and began to protect it. >> it's just a very overwhelming experience because a lot of us don't get to see these close up. >> by 1980 experts say there were no bald eagles. there are about 371 nesting sites statewide. about 20 active ones in the bay area. it's decades of come back from the previous days where they were in abund dance and then started dropping off. >> still biologist with the department of california fish and wild life say they're now out of the woods yet. it has yet to be removed from california's. >> it
