henry lee joins us live from chp headquarters. this news conference got pushed back 30 minutes or so. >> the spokesmen came out and said someone should be talking to us within the next half hour. yesterday at the height of the afternoon rush hour, the shooting that injured two people, take a look at the shooting. the shooting happened at 3:30 yesterday afternoon. a man and woman were shot heading east in a honda minivan on i-80 when someone in another car opened fire. family members tell us the man was hit three times including in the head. he had to be air liftd to a hospital by helicopter. they landed on the freeway and the woman was hit in the hand and taken by ambulance to a hospital. there were many witnesses to the shooting and police say that played a key role in the case. sky fox was overhead as police towed a silver dodge away and detained three possible suspects in the shooting. all the within the last hour of the incident, authorities say the mini van was targeted but the victim tell me they don't know why they were shot. as we come back out live, a spokesmen should be coming out shortly. we hope to figure out if they have been formally arrested and any motives they can discuss in the case and what charges that he has three could face moving forward. that's the latest from vallejo, ktvu news, henry lee oofshlths a man shot and killed by an officer last night, they responded to disturbances at the suspect's home in the past. last night just about 5:00 his parents called 911 to say he was acting erratically. it's unclear at this time what happened next but when officers arrived they say they were forced to use a tazer on the man and when that did not work, an officer shot and killed him. >> the investigation continues through the night and it's going to continue today with interviews and collection of evidence. and at some point the investigation has to be presented to the district attorney's office. >> there is police body camera video of the incident but police say it's not being released because of the ongoing investigation. the officer who opened fire is on paid leave. he has 13 years law enforcement experience including the past eight years with santa clara police. an oakland officer is recovering after being taken to the hospital early this morning. ktvu lee martinez has the story. >> the oakland patrol car has been towed but it was up on the center divide here on broadway and did take out a light fixture which is being worked on. the accident happened around 530 5:30 attempt this morning between 42nd street and ridgeway. a black sedan was involved in the accident. the driver said he was signalling he was moving in the left lane. >> i give the signal and see a nobody coming and nothing coming in my mirror so then i moved. and then i got the bump. then i got scared. the car that hit me with no headlights. >> the driver said he didn't have his headlights on and why he didn't see him. he said the blue and blue lights -- the police officer was transported by ambulance to the hospital with minor injuries. . a pedestrian is recovering after being hit by a light rail train. this happened before 11:00 in southwest expressway. fire officials say the pedestrian was automobile to pull herself out from beneath the train before medics transported her to valley medical center. the bus bridge has been set up between fruit dale stations as crews investigate what led up to the accident. authorities in palo alto are investigating two separate assaults. they released this sketch of the suspects described as a latino, 35-40 years old weighing 200 pounds. deputies say he's accused of sexually assaulting a woman at the university caltrain station in palo alto on wednesday night. he began speaking to the victim before grabbing her. she fought with the suspect before he ran away. if you have any information in this case you're asked to call the sheriff's department. palo alto police are investigating another shot. this happened just before at the transit station. the victim had just gotten off a bus when she noticed the man walking behind her. when she screamed he let go and she ran is called 911. authorities say they don't know if the two cases are connected. today marks president trump's 50th day in office. the president says one big priority is to get the republicans to agree on their bill. investigating an online message board where men exchanged comments and nude photos of female service members. the women are identified by name or duty station. former california governor arnold show "the apprentice". he said he would not be back to host the show and on his twitter page swartzenager says his focus is pushing for redistricting reform across the nation. the supreme court justice is set to speak at 1:30 this afternoon at stanford's memorial auditorium. aside from her rise to the supreme court, the justice is also expected to answer questions submitted by students. the search is underway for a missing hiker. after the break, why officials say she's at risk and not familiar with the area where she was last seen. . as we get ready to spring forward, we're also in store for spring-like weather. we're going to check back in with meteorologist for your weekend forecast. now it appears the san jose bound plane that crashed had engine problems according to a preliminary report from the ntsb. the pilot had trouble starting the left engine before taking off. he had to try several times before it finally worked. three people died on impact and then on tuesday one of the two survivors died from burn injuries. the report does not state the cause of the crash and a final report could take up to a year and a half to complete. the san mateo county sheriff's office is searching for an at-risk hiker. she's insulin dependent and suffered from dementia. she was last seen on a hike from the bed and breakfast where she was staying. the sheriff office search and rescue team has set up a command post at the fire brigade in wood side. the search area is in a rural area on sky lane boulevard between highway 92 and 84. flood victims packed san jose city hall last night to demand answers. city staff admitted they waited too long to evacuate people and should have issued an advisory two days before floods swamped 500 homes and caused $73 million in property damage. the assistant city manager says the information was fundamentally flawed and came from santa clara water valley district. a spokesmen said we railroad providing the best information. our engineers had the ka yacht that we can't predict with great accuracy how much flow is causing flooding in the corridor. in the meantime, the city has a new flood warning system. yellow means flooding is possible and red means flooding is imminent. the city council has scheduled a joint meeting with the water district to talk more about what went wrong. let's check in with cloud batch that's centered over the bay area. mostly cloudy skies from the north bay down towards san francisco. more breaks in the overcast and a sprinkle closer to sfo. really not reaching the ground. partly cloudy skies in the south bay. we're not talking about any significant rainfall. current numbers out there, sand rose, 66 degrees. -- -- santa rosa. walnut creek checking in the upper 60s. we still get a chance to dry out across the entire bay area for today. then into your weekend as well, so friday, saturday and sunday we'll take this into next week for monday and tuesday. beyond tuesday there's a slight chance of showers moving into the north bay. you can see our rainfall projections over the next seven days still showing you a bunch of zeros out there. up until wednesday or thursday, we see a few hundredths of an inch. the rainfall is focused up the north coast. dry weather pattern still in place. a warming one as well as the area of high pressure builds. not a big change in temperatures from yesterday. 60s and 70s and into the weekend, we want to bump up the numbers by sunday and monday of next week. that could potentially be the warm es day of the period. afternoon, 60s and 70s. mild out there and feels tropical. san jose at 74. antioch, 74 degrees. a look at a head at the five day forecast, looks great into the bay area weekend. temperatures and lots of low and mid 70s out there. monday we'll continue to bump up the numbers and partly cloudy skies on tuesday. extending this to wednesday there's a slight chance of a north bay sprinkle and more clouds by midweek. get outside and enjoy it. on this nice stretch of dry weather, it's nice to have these long stretches. we'll typically talk about a storm and a break and more rain coming on board. involve more than a dozen students. plus, major improvements to oakland's largest homeless encampment but coming up, we'll tell you why some people are unhappy about it and wants the city to take action similar to san francisco. 0. the district attorney's office is investigating reports of haying by napa football players. more than a dozen people including the coach could face charges. >> reporter: napa police say what started as an assault investigation last fall grew into a case of haying. -- -- hazing. . >> once the investigators starting to the witnesses the offenders and victims they determined that it was the span of multiple years but it wasn't solid throughout the year. it was the weeks leading up to the big game. >> the big game is a rivalry football game between napa and vintage high. they believe the assaults were a form of hazing. they have identified 14 alleged offenders and a coach who failed to meet requirements. >> if you're deemed a reporter and you see an alleged or possible child abuse or aware of information that you have to report it. >> the napa valley unified school district is conducting their own reviews through expulsion hearings. >> our goal is to be thorough and get it right. >> the district remains tight lipped. >> it's a sensitive topic for the community. there's an ongoing process here the district and possible charges from the da's office so for that reason we really aren't making any public comment at all. >> a spokesmen for the district attorney's office says they're still receiving information and the case is under review. they're looking at each person's allegations individually and will soon make a decision on whether or not to file charges. in napa, ktvu, fox two news. in san francisco police are investigating a shooting that sent a man to the hospital with life threatening injuries around 7:00 last night on 47th avenue. responding officers aryed to find a man shot on the ground. there's no known motive at this time. also city, investigators have made a fourth arrest in connection with several home burglaries. evan underwood was arrested wednesday night accused of blor burglaries. police say they praise home surveillance video for helping them identify suspects. when they arrested underwood some of the stolen items were in his possession. the city's new police chief is working to repair community relationship damaged by several officer involved shootings. last night he met with members of the community to hear their calls for change. . >> we can and we must win in the name of justice. >> this gathering was a chance for the police chief to meet with people in the neighborhood i'm here to make things better the mother of mario woods killed by police in december of 2015 spoke to the chief about what she would like to see in the police department. >> we just need men above reproach that can't be bought or sold, have some integrity to stand on and not look at the community as animals. >> i'm hoping you can bring a challenge in the police force that doesn't care about black people. >> they are demanding the officers be charged and that there be an independent investigation of racial profiling by officers. we spoke with the chief about the demands before the meeting started. >> we have to let the due process play out. the evidence is there. i'm sure the appropriate decisions will be made. >> chief scott says he plans to hold town hall meetings to answer questions from the public. just as his predecessor, scott has experienced firsthand the impact police shootings have on families when he was with the los angeles police department. >> one of the hardest things i've ever had to do in my 27 years was walk a mother and a father into a crime scene in an officer involved shooting where their son lost his life at the hands of the department that i worked for. >> these meetings feel very kreeshl. there's no tangible outcomes to get change in a police agency. it's a very complicated process. i think the difficult part is being patient. >> reporter: she hopes change will come. the people at the meeting want transparency, accountability and justice. in san francisco, amber lee, ktvu fox news. a shooting injured one man before 4:00 yesterday afternoon. sky fox was above the scene in east oakland. authorities say they followed the suspect's vehicle until it crashed at 108th avenue and the suspects got out and ran into the neighborhood. several streets were shut down. police have also confirmed one gunshot victim showed up. . >> he said while riding his motorcycle yesterday this happened around 7:30 in the morning. a driver made a quick left turn on west boulevard and then collided with officer lance bell. the officer suffered internal injuries but he's reportedly in stable condition and expected to undergo surgery in the next couple of days. richmond police are reminding drivers to be more alert on the road. >> this is an add ed added security. we ask that the public keep an eye out for motorcyclists. >> police say the driver has been -- --. they hope they will help find the people for property damage last month. 29 new photos were released from the night milo yiannopoulos was scheduled to speak on campus. investigators are also asking the public to submit any addition gnat photos or videos of people acting violently during the protest. bad solution and they even want oakland officials to take similar to those being taken across the bay. . >> one of oakland's biggest homeless encampments just got a make over. over. one of their rails to protect their nearly 200 homeless near wood street. >> people got to realize the city is trying to help us. >> along with the safety rails dozens of new garbage cans and each lot got a fire extinguisher . >> the biggest addition here are toilets. they have installed new toilets complete with a wash station. >> i'm for the city. the city of oakland is amazing and generous. >> the homeless are happy and business owners like ray mercer is not happy. his west envelope company sits across the street and he's fed up. the garbage and sewer bills run well over $1,000 while the homeless get a free pass and the new amenities are an invitation to stay put. >> these people are collecting here and there's no end to it. >> san francisco sent their crews into this hill encampment and moved the homeless out. terry who owns minerals on wood street says why not oakland? >> it appears to me san francisco is doing something about it and trying to take care of the businesses over there where here it's just falls on deaf ears because we're out of sight and out of mind. >> city administer telling ktvu housing is the solution to homelessness. but until supply meets demand. addressing the health and safety issues experienced by people without permanent housing and nearby sheltered neighbors is imperative. >> we're poor. hopefully we'll be coming up soon. >> ktvu fox two news. this year's asian american film festival is underway in san francisco. 0. >> the film kicked off with a comedy about muslim american immigrants. . >> people are so much engaged in terms of trying to understand languages and many cultures. >> this is the 35th year of the festival sponsored by the center for asian american media. it features more than 120 films this year. happening now in san francisco, people are starting to gather at city hall to stand up against president trump's travel banal. -- -- ban. members of the community are standing up against the muslim bab and at 1:00 today, there's a from lombard street less than a block away. >> to have this giant in the heart of the city, you don't think that's fantastic? >> not fantastic for everyone. the tree is causing controversy in the neighborhood that's spilling into city hall. supporters have asked the city to grant the tree as a city landmark make k it impossible to remove or alter it and that idea doesn't sit well with neighbors. >> you can see it going here. >> the family across the street says the tree blocks their view but their main concern is safety. >> there are risks and hazards and you don't know when something might happen. to have a tree that is big and poses drops a hazard for us is something that we worry and are concerned about a. >> host of supporters want to ensure the tree is preserved and new owners come in. landmark status would limit options for the tree in the future. >> if the next person has the tree landmarked, it will be difficult to trim it and remove it. >> the san francisco urban forestry council is going to decide whether giving the tree landmark status. >> jay is a former ship designer and builder and feisty. she says she just wants people to enjoy and admire her tree highway patrol is committed to providing the highest level of safety to the community we serve by continuing to aggressively investigate these violent crimes. we asked for the community's support by reporting these crimes and calling us at 1800 tell chp. the reason this case was solved so quickly was due to several outstanding witnesses including an off duty police officer coming forward and providing us with information. 0. >> i'm going to call on lieutenant ridden who is our investigative services investigator and he will talk to you regarding the questions. >> thank you. >> my name is jason beer den in charge of the service unit here in bay area. your question sir? >> [ inaudible ] >> i'm not prepared to release that at the time. i'll start by saying the suspects in this case are not yet formally charged. it's an ongoing investigation. we anticipate them being charged early next week. when that occurs we will have a more formal press conference. we want to provide you to answer the questions you can answer. >> this is not a random shooting or targeted? >> we have reason to believe based on some physical evidence and witness statements that that's correct. this is a targeted incident. i'm not prepared at this time to go into detail as to why that is. that will become more clear next week. >> we do believe that the suspects are involved and affiliated with gangs. again, this is a fluid investigation and people are still being interviewed. i'm not prepared to fully answer that question now. >> [ inaudible ] >> i can't yet. both victims in grave condition has not been interviewed yet and the second victim is being interviewed. >> [ inaudible ] . >> yes, we believe that mr. johnson was the driver. . >> [ inaudible ] [ inaudible ] >> one of the juveniles. at this time, yes. both are 17. . >> [ inaudible ] 0. >> we as a rule don't comment on witness information. he was an off-duty police officer. i prefer to let that officer's agency to release the information. he witnessed the event and provided us with valuable information which led to the arrest of the suspects. we had several good witnesses. very con sheen shoe and not only saw what happened -- -- con shee. that is still under investigation. all right you have been listening hear to the news conference from highway patrol about yesterday's shooting in richmond around 3:40 in the afternoon. we do know that two people were injured. we reported that yesterday. they were in a honda minivan and there was a man and woman so the update before the news conference life, my producer passed along the information. what they said at the top of the news conference is that the man yired in grave condition and the female is in stable condition. 35 minutes after the shooting police were able to track down a silver dodge within city limits and detained three individuals -- there's the vehicle in the video -- they detained three people and brought forward in this news conference is that the three people have been arrested in connection to the shooting. one of them is a 24-year old man, elliott johnson and two other individuals were arrested. we don't have their ages or names at this point. they also said as you did hear that this was a targeted incident and appears to be gang related and the highway patrol tipping their cap to the witnesses who came forward including an off duty officer and much more on that coming up on the four on 2:00. a quick look at how we're looking at this weekend. hey mark. >> yeah, the weekend will be dry and warmer. today looks chilly out there. it's actually pretty mild. 60s and 70s out there, scattered high clouds working their way back into the bay area. here's our live camera looking at the golden gate bridge. the clouds streaming into california right now as we come in closer. the big blanket of overcast covering a good portion of the bay area. that's the case over the next few hours. green showing up as well. most of this falling in the upper levels. there's a slight chance of a sprinkle or two. clouds out there and mild temperatures. lots of 60s for dwrour friday afternoon. at 12:00 p.m. the observations are reported. you can see this area of high pressure bidding. the storm track up to the north, a dry weather pattern into early next week as well. with this high in place, temperatures today in the 60s and warmest locations approaching the mid to low 70s and we will continue to warm things back up into the weekend. lake tahoe, the weekend looking great as well. controlled traffic on 50, no change required but delays if you're taking 50 up to the sierra. 80 looks good. the weather great as well. mostly sunny skies and these are temperatures proyekted for south lake tahoe, readings in the mid up to upper 50s approaching the 60s out towards the sierra. here's our forecast model, into saturday morning, mostly sunny skies and patchy fog and into sunday, same deal. continuing to warm things up into sunday and early next week. 070s and 70s today, mild temperatures in the warmest locations approaching the mid 70s and don't forget with the time change we spring forward early sunday morning. take a look at the
