reporter: meanwhile, president-elect donald trump who questioned russia's hacking says he will discuss the issue with intelligence officials. >> and just a short time ago, we heard from the rush consult general in san francisco. sergei petrov says several russian diplomats will be packing up and moving out this holiday weekend. >> altogether, 11 people including three kids an they have to pack and leave within hours. they were not given enough time to pack all of their things and prepare to finish their financial matters here in the united states. and to leave in an ordered way. >> general petrov says he believes the u.s. sanctions are totally unjustified. now to the south bay where so far this year, there have been 47 homicides in san jose. the highest number we have seen in 25 years, janine de la vega says they are working to turn that homicide rate around. >> reporter: there has been a rise in violent crime in the city of san jose just this morning. there was a shooting on the city's east side. police say a latino man was found shot in the neck siting in his car at 1:30 this morning. it happened near valley christian high school. the shooter fled the scene. the victim was rushed to the hospital and is expected to survive. police are looking into whether it was gang related. so far this year, there's been 47 homicide ins the city which is the highest it has been in 25 years. gang violence, domestic violence, and homeless people attacking other homeless people increased this year. city leaders say their focus in the new year will be on police staffing and gang violence prevention. >> we think this is an anomaly and we hope next year, we won't go down this path and we hope these programs will kick in and get kids interested in more than gangs. >> reporter: the city has already added more than a million dollars to a dedicated gang task force. city leaders say compared to other big cities, san jose with a population of one million is considered safe. reporting from san jose, janine de la vega, ktvu fox 2 news news. >> they are investigating the 58th homicide of the year. a man was shot in tenderloin district. he was rushed to san francisco general hospital where he later died. there is no word on any arrest or any suspects. police in san francisco are looking for four men who stole $400,000 worth of jewelry from a jewelry dealer. this happened right outside a jewelry store on utah street 8:00 last night. we have video of the victim getting treated by paramedics. they punched the victim, stole a briefcase of jewelry and took off. there is no description of the suspect. investigators in palo alto are searching for the cause of an early morning firement it was first reported around 5:00 at a home on lewis road not far from the 101. it caused intense moments before the fire crews arrived on scene. >> yeah, sleeping and then i heard some explosions an then the sliding door rattled. first i thought it was fireworks then i saw flames shooting up. 20 to 30 feet in the air. >> firefighters managed tofutti out the fire. one man who lives in the home was able to escape. there were no reports of any injuries. a california couple is in big trouble. >> and get your jackets, your hats, and scarfs ready. it is about to get a lot colder. meteorologist rosemary orozco will be here in a few minute to tell us how cold it is going to be. >> preparations underway for new year's eve. we will tell you what is being done to keep everybody safe then they head out to celebrate. >> u.s. coast guard crews in ohio are searching for a small plane that disappeared shortly after takeoff from cleveland. we have video of the search here near lake erie. investigators say there were three adults and three children on board it when it vanished from the radar screen last night. the coast guard says they just left a cleveland cavaliers game. a couple is facing charges after delta airlines says the two were being disruptive and not obeying commands of the flight crew. >> police had to remove the couple from the airplane. >> reporter: it is not the way to become famous but in less than 24 hours this video has been seen around the world. these are the pair police say are the focus of it all. 35-year-old blake adam of los angeles ann and anna marie coosman. she was trying to use the bathroom five minutes after takeoff. the crew told her she had to wait. the pilot gave them repeated warnings. >> he came back on and said you guys need to sit up to and listen to the flight attendance or we are going to turn this plane around. about two minutes later, the plane just started turning around. i looked at the guy next to me and i said we are going back. >> reporter: after landing, the video shows officers trying to escort them off the plane. at first, passengers cheered and shouted. but, he says, if you look close at the video, you can see he is trying to take a swipe at a passenger. >> hey! >> reporter: both were booked into the hennepin county jail on a charge of disorderly conduct. he was released, she bailed out early this morning. passengers were irritated, missing connection and dinner dates. but he also said the pilot made the right decision. >> i think the captain made the right decision to get them off the plane. as painful as it was. and all the flight attendants did a great job. >> you're famous. >> why? for what? >> so far, the cease fire agreement between syria's government and the rebel group seem to be holding. it was brokered by russia and turkey calling for the syria government forces and the coalition of rebel fighters to lay down their weapons. this is a potential breakthrough in the six year civil war that left hundreds of thousands of people dead and triggered a refugee crisis across europe. if it holds it will be followed by peace talks. the trial of a south carolina police officer accused of killing an african-american man is now set for march 1. this month, a mistrial was declared for north charleston police officer michael slager after jurors could not agree on a verdict. he is charged in state court with the murder of walter scott. now, cell phone recording shows him being shot running away on foot from a traffic stop. slager is also charged in federal court for violating scott's civil rights. a gilroy man was charged with murder after he beat his mom to death with a baseball bat. his mother, 70-year-old claudia selusi was an active mill of the gilroy community. matthew slasuski is due back in court january 19. it will be a fridge start to new year. the northeast is expected to get a lot colder. >> reporter: a powerful winter storm could deliver up to two feet of heavy wet snow to new england and new york state. several winter storm warnings posted for much of maine, new hampshire, and vermont through midday friday. accumulations of up to a foot or more are expected inland. but a changeover to rain could reduce snowfall totals near the coast. in pennsylvania, many digging out. as snow fell heavy thursday morning into the afternoon. business owners making sure their walkways were clear with drivers taking it slow. >> like, slippery. it is bad. bad conditions. >> we do begin the cooling trend today. already, watching, storm number one move into portions of the bay area. giving you a live look over oakland. here is a look at the system over southern california and the clouds pushing as far north as, well, south bay, seeing some right overhead here in oakland as well. very thin in some areas. thicker the further south you go. as expected that rain is sticking to the south. we are not looking at that rain actually pushing into the bay area today. it is going to move east. we will be left with dry conditions. partly cloudy for today. but temperatures again beginning to cool off with the first system. the second and the third aren dog out of the north bringing us an arctic blast that is really going to drive our temperatures down. as we get into sunday, monday, tuesday, it will become really cold around here. here is is a look at the futurecast models. friday afternoon, no rain expected. partly cloudy skies. settling into the evening hours it will be a cool one. the first system dropping from the north. here it is by 6:00ings we could have a few scattered showers to start the new year's eve. as we get into the afternoon, notice it pulls out. not a lot of rain expected in the system. but, the cold air is going to be moving in. here is 5:00 if you have dinner plans, you are in good shape. as we roll into new year's eve festivities, we have dry cool weather in store. the fireworks show should be quite nice in san francisco. but it will be cool. 54 degrees now in san francisco. we have 53 in walnut creek. 54 santa rosa. to the south bay, 54 san jose. so, temperatures already beginning to trail off some. upper 50s to low 60s in the forecast for the second part of your afternoon. we will go 57 for san rafael. 59 oakland. 60 redwood city. 61 san jose. we talked about the dry weather. let's talk about the numbers for your new year's eve evening as we slide into 7:00 or so. low 50s expected and close tore midnight, temperatures continue to cool off back into the low 40s . if you will be out and about in the overnight hours, expect those temperatures to roll back into the 30s . the extended forecast here, notice the afternoon highs begin to drop off. a little cooler today. cooler on saturday. even cooler than that on sunday. but when storm number three rolls in, it brings us a chance of scattered showers and really cold weather. mid to upper 40s perhaps in the forecast for your afternoons. with overnight lows sinking back into the 20s for our inland city. so, gear up. we have some really cold perseverance from a bay area man who spent nearly half of his life out there on the streets. >> after spending 20 years on the streets, a bay area man is getting a fresh start. >> amber lee reports on how he was able to turn his life around with the hydrogen help of a nonprofit group. >> i was hoping i would get it. >> reporter: it is christopher miller's first home in two decades. a studio. >> it is overwhelming. i just can't believe it is happening actually. here is the kitchen. >> reporter: miller showed me his new apartment. >> the fridge and the stove. >> what did you cook here already? >> a big steak. >> reporter: miller is 49 years old. he says he became homeless in his 20s . he graduated from james logan high school in union city in 1986. he trained and worked as an apprentice. but an addiction caused a downward spiral into homelessness. >> i slept under overpasses. >> reporter: he became a fixture here along the median here in union city. panhandling. holing a cardboard sign asking for donations to survive. but, a year and a month ago, he says he reached a turning point. >> i didn't want to die out there. i saw a couple of my friends literally die in front of me. >> reporter: miller asked a friend for help, that led to drug rehab and a stay at a homeless shelter. then, he got a job. samaritan house, a nonprofit which offering services to the homeless, helped miller with temporary and then permanent housing. finding him this studio apartment. his case manager julia parmer posted this video of him signing the lease just days before christmas on social media. >> it was just a very human moment. a very extraordinary thing to witness. i was very moved by it. >> reporter: she describes his change as remarkable. that it is difficult to find permanent housing for the chronically homeless. >> you have to want to change. >> and you did. >> yes. it takes hard work. and it does take patience. >> reporter: miller tells me he has a long term plan. he hopes to use his own experience to help others with drug and alcohol addiction by becoming a counselor. in san mateo, amber lee, ktvu fox 2 news. let's take a peek at stocks now, trading just ahead of the three day weekend, tech companies lower on the final day of trading for 2016. the dow is down about 65 points. nasdaq is down almost a full%. does not look like mike will be hitting the dow 20,000 at least in 2016. dmc filed a lawsuit against a number of major retailers including wal-mart, amazon, and jet tom for trademark infringement. they have been selling products using their name for several years but without their permission. run dmc claims the retailers bought in more than $100 million in revenue since the group was formed in the 80s . so far, the companies have not commented on the suit. some apartment complexes are getting rid of their parking structures an in turn, are offering incentives for people to live car free. they offer residents a monthly credit to use uber. some say the program has saved them time and money since it launched back in may. one real estate analyst says over the next 30 years, he thinks parking needs nationwide will be cut in half. >> there is a real opportunity here for real estate developers and operators to get in front after what we view as an inevitable trend that will be the biggest change in real estate since the car. >> more than 1,000 people have participated in the incentive program which is a 95% participation rate. as we get ready to close out 2016. there's a long list of events around the bay area this weekend to celebrate the new year, rosemary orozco has your weekend watch. >> into the final weekend of the year. here are a few events happening around the bay area. ring in the new year on san francisco's new year's eve fireworks show. it will kick off at the stroke of midnight. they will launch from barges inside the bay. so the best viewing spots will be south of the ferry building along the embarcadero. children's discovery museum of san jose, a party will be held saturday from 10:00 to 4:00. in the east bay, the space and science museum in oakland will have three new year's eve countdowns around the world. in berkeley, the lawrence hall of science will have afternoon celebrations including a huge balloon drop. happy new year charlie brown will be held at the charles m. schultz museum. in union square, the final candle will be lit for the last night of hanukkah. the grand finale of the lighting of the menorah will be held at 7:00 p.m. on saturday. in sports, warriors and niners play at home. safety concerns for new york city. police are stepping up security for this weekend. >> they are not alone. with recrept attacks on the minds of law enforceable officials around the world. bryan yennis has more. >> reporter: terror attacks in europe weighing heavily on celebrations. suspects driving trucks into crowds in nice france and in berlin prompting law enforcement to take action. >> people will be safe this new year's eve because we are there along with our law enforcement partners. >> reporter: around a million people will pack new year's time square for the count down. they are deploying 65 trucks to serve as barriers around midtown manhattan. thousands of uniformed officers will patrol the cross roads of the world and there will be at least two security check points to enter the viewing zones. >> the rules are real simple. if you think something is happening that makes you worried, go tell an officer. there will be no lack of officers to find in time square on december 31. >> reporter: in berlin, 1700 officers armed with machine guns be deployed. a move mirrored in the u.k. where armed police will guard london's subway system. they don't know of any credible threats here in new york and they say that time square will be one of the safest place ins the world this weekend. in new york, bryan llenas, fox news. >> preparations for san francisco's celebration are underway. >> christien kafton has more on some of the security concerns and what is being done to make sure everyone has a safe new years celebration. >> reporter: an estimated 200,000 revelers are ebbing perfected to pack the waterfront here to watch the fireworks show and ring in the new year. officers say the embarcadero will close to traffic. the area has been packed with hundreds of thousands of revelers and with terror attacks over seas and france and germany, san francisco police are saying they are on high alert. they will be fully staffed on new year's eve with uniformed officers on every block. plain clothed officers in the crowd. and the bomb squad on duty. >> i know our bomb squad will be full force. going from one call to another call. we tend to normally get a higher number of calls for suspicious packages. it is audiotape just a backpack left unattended. >> reporter: we shot video of the crews getting ready for the crowds installing fencing and police are advising anyone to use public transportation. muni will be free. cool train and bart will all have extended hours. in san francisco, christien kafton, ktvu fox 2 news. well, new year's eve has become a very profitable event for bay area businesses and since new year's eve falls on a saturday, more restaurants are planning big celebrations. the at water tavern has an all- day special tomorrow. a glass of sparking wine and two oysters for 20.17. and at the lucky strike bowl in the city, the general manager says he believes the new year's eve celebration will cap a wonderful year for restaurants and nightclubs. >> we have had a great year. this will be the cherry on top. we are always busy on new year's eve. we think lit be extra special because it is a saturday night. >> a lot of events taking place across the bay area. the biggest gathering will be at the embarcadero. >> as we prepare to celebrate, here is a way to do it in a safe manner. bay area transit agencies offering free transportation. they are all offering free rides starting at 8:00 tomorrow night. now, if you are riding bart, you still have to pay, but there is extended service. they will run until 3:00 a.m. cal train is extending service until 2:15 a.m. california highway patrol officers across the state will officially begin their crack down on drunk drivers this new year's weekend. the maximum enforcement period runs through midnight monday morn. the crack down includes more officers patrolling california highway as well as an increase in drunk driving check points. officers expect more drunk drivers on the road this year because new year's eve falls on a saturday. >> with the new year comes new laws. >> some of them will go into effect for drivers here in california. starting sunday, january 1, it will be illegal to hold a cell phone or similar device when you are driving. instead, that phone or device has to be mounted on your dashboard or on the windshield in a place that does not obstruct your view. it is already illegal to talk or text on a cell phone without the use of a hands free device. children under the age of two will be required to ride in a rear facing car seat. current law requires rear facing seating for children younger than one. state law already requires all children under the age of eight to ride in the backseat in a booster or car seat. convicted drunk drivers will have breathalyzer devices installed in their vehicles. the device requires the driver to pass a breathalyzer test in order for the car to start. the device is required if they want to have their licenses reinstated. the passage of the law extends a pilot program in alameda county. for two more years. the law takes effect statewide come 2019. minimum wage in california is going up in the new year. it is jumps 50-cent to 10.50 an hour. it is part of legislation governor brown signed to increase the minimum wage to $15 by 2022. this will not affect employees in cities with higher minimum wages like la and san francisco. right now, the minimum wage in the city is 13-point an hour. it increases to $15 an hour by the year 2018. and the ground breaking parental leave law starts sunday. it will make san francisco the first city in the country no allow new parents to take time out of work without taking a pay cut. currently, california workers receive up to 55% of their salary up to six weeks to care for a newborn or newly adopted children. we are learning more about a south bay teenager who was killed christmas morning when a suspected drunk driver crashed right into his family's car. >> maureen naylor has more about the one who dried. >> reporter: one friend describes andrew nguyen is really funny, a nice guy. the 14-year-old high school freshman was killed early christmas morning after a suspected drunk driver crossed over the median of capital exprezway in san jose and hit the lexus nguyen was riding in with his parents. the san jose teenager was a student at evergreen valley high school. and, earlier this year, graduated from shavoya middle school. this is him and his middle school graduation picture. this man's son i attended both schools with nguyen. >> so, he was sought by the story also, about him. passing away. >> reporter: thursday, an online fundraiser was taken down at the request of the family. our family would like to thank you for your love and support. the family has asked that the donations be refunded. please use the refunded money and donate to a charity of your choice in honor of andrew nguyen. at the scene of the accident today, two growing memorial. personal note to andrew. the other was pink balloons. jessica zemora, the suspected drunk driver was also killed. she was supposed to appear at the palo alto courthouse on december 1. but when she didn't show up, a warrant was issued for her arrest for driving under the influence. meanwhile, several of andrew nguyen's classmates parents told us the deadly christmas day accident is a brutal lesson and why you shoulden drink and drive. >> the basis of being drunk and driving, people shouldn't do that. they should have options of calling a taxi, an uber, asking a friend to take them home. >> reporter: one friend is still trying to wrap his head around what happened and says it will be especially difficult when they return to school here on january 3. in san jose, maureen naylor, ktvu fox 2 news. a newly proposed bill. state senator jerry hill and assembly member evan lowe say they want to close a loophole in proposition 64 approved by voters back in november. it only says it is illegal to drive with an open container of marijuana in the vehicle, but hill and lowe say they want to make sure the law also bans smoking while driving. there is no official method for testing the degree of marijuana intoxication. lit be up to an officer to decide whether a driver is impaired. still to come, news from the gridiron. stanford taking on don't usually go that way. >> my sister-in-law was very scared. she is from here and says he shouldn't be out there. >> reporter: the 13-year-old walking across the ice when it gave in. >> i ice kept breaking and i wasn't able to get up. >> he found me and he yelled to me help me please. then i got on my belly and crawled to him. >> reporter: the father of two deciding to rick his own life. >> there was never a moment where i felt like this was going fine until we were off the ice. even when i started going out there, i felt fear my legs really starting to freeze up. >> i couldn't feel my can see the clouds are coming from the south. we have a storm over southern california. and this is going to be pushing east. not going to bring us any rain, but bringing us the cloud cover you see. going to knock our temperaturing back just a little bit. the cooling trend begins this friday. temperatures will get cool were each passing day. take a look friday here. partly cloudy skies. cooler. that is pretty much the take away. as we get into saturday. a second system is dropping. this one is coming from the north. a third system dropping in with air coming all the way from canada. going to really cool our temperatures back as we get into monday and tuesday. we will have an opportunity for a few scattered showers as we start the day tomorrow. but then, it clears out. you are not going to need the umbrella or have to worry about wet weather. dinner time, we will be dry. monday, we are talking about the cold weather in the low snow levels. snow levels perhaps down to a thousand feet. none of the storms has a whole lot of moisture with it. but again, we are looking at colder conditions coming in with it. giving you a view here, this is actually a futurecast model on the temperature reading. the yellow is mild. the green is cooler. the blue is even colder than that. so, here is the system right in here off the southern california coastline. as we get into saturday. there's the system dropping in from the northment it is sight over us as we get going tomorrow morning. a few scatters showers and it moves on. then saturday night, system number three coming in and you notice the shade of blue entering northern california with monday and tuesday looking to be the colder days lingering to wednesday. temperatures outside our door right now, we have 55 degrees in san francisco, 53 oakland. 50, livermore. to the north bay, 54 santa rosa. south bay locations 54 san jose. so, temperatures are already a little cooler for today. upper 50s expected for the afternoon. in san rafael. up ears in concordings oakland. 57 expected for san francisco. as we head to the south bay, we have temperature ins the low 60s for areas like los gatos, morgan hill, expect today go to 62. going to tahoe for the weekend? scattered snow showers in the forecast for saturday and sunday. overnight lows in the 20s . afternoon highs in the 30s . no advisories here. but again, just be prepared for some pretty fridge temperatures. the extended forecast, afternoon highs for today. upper 50s to near 60. rolling back into the mid 50s by saturday. low of 50s on sunday. upper 40s on monday. mid to upper 40s for some of the afternoon highs on tuesday. with the possibility of scattered showers in the forecast as well. it is going to be a very cold, cold start to january 2017. >> thanks rosemary orozco. a group of paramedics an emts in san francisco say while they are out saving lives they will be victimized by thieves. >> as tara moriarty explains, it is not only their cars they are worried about. >> reporter: every day, paramedics and emts add american medical response save lives. now, they say not enough is being done to protect their safety and belongings. >> there's glass everywhere. >> reporter: a field employee who only want to be identified as jim said his car and many others have been broken into while parked at the amr headquarters over the past six months. >> me personally, when i got my car, car broken into, they stole, you know, my go pro. >> reporter: workers say they noticed the spike in auto break- ins coincided with management's decision to force israelis should do this or that. by the way, i didn't hear much from john kerry about what the palestinians need to do. but, it is easy for us to do it. they are living in a very dangerous area. >> reporter: john mccain says "secretary kerry's speech was at best a pointless tirade in the waning days of an outgoing administration. at worst, it was another dangerous outburst that will further israel's diplomatic isolation." and u.s. foreign policy toward israel will change dramatically as the trump administration assumes power making this speech the final volley. now the state department is reacting to criticism. in particular that from chuck schumer. he said the administration's actions bold an extremist on both sides. the state department says stating uncomfortable facts doesn't
