The deadly warehouse fire is bringing more Public Awareness and pressure on similar Living Conditions. This is on 2nd street. It is the second story above the produce stands and known as the salt lick. According to many neighbors, it is a place where a lot of people live, work and play music. Today the owner of everett barbecue a few doors down called a News Conference to voice her concerns about the safety of this space. I know for a fact theres only one way in and one way out. And this fire that just recently took away so many young, bright and talented lives really touched my heart. And i had to speak out today against a potential another tragedy like that. You cant stop it as long as there are 20yearold artists out there. They will find a place for cheap. So if its not here, its going to be somewhere else. According to a 2014 civil grand jury report, inspections were done on only about a third of the citys 11,000 commercial buildings. Now, its unclear when the salt lick here in the Jack London Square area was last inspected. Opd is understaffed and cant get to all of the calls. You have to question whether or not these low priority calls kind of cumulatively added up. It added up into this horrific tragedy. He believes it came from the warehouse. He called the police. Last year a woman flagged down a sheriffs deputy about her rv that he was convicted of stealing. This man asked for a restraining order against the manager. Manager said im going to get my gun. Ktvu have requested records for the property since 2014. We have not gotten a response. It is not clear if Law Enforcement was aware of safety hazards or Code Violations there. Oakland City Council President says the tragedy raises questions about what the city could have done differently. Are we staffed appropriately to respond where there are these types of complaints . I think it is different. There are buildings that may be housing people legally that foster encourage creative underground community. There are others that are breaking the law. And we want to recap the new developments in the warehouse fire tragedy in city. Oakland police saying the search of the building is now 100 complete. 36 people were killed, making it the bay areas deadliest fire since the 1906 earthquake and fire. Investigators are focusing on a back area of the building as the probable origin of the fire. They suggest an old appliance, possibly a refrigerator may have been the source. Were waiting for the News Conference<\/a> to begin. Clearly it has not. That is the scene at 31st and international. A number of emergency recovery and rescue workers gathering as well as atf. As soon as they begin, we will bring it to you live. The massive and deadly fire has drawn concerns over safety codes and whether or not city inspections were carried out. The warehouse was being used illegally as a livework space for artists. With Space Limited<\/a> and rents high, many wonder if San Francisco<\/a> could be a breeding ground for the same potential problem. I understand that we have 800 livework units here in San Francisco<\/a> that have been permitted. Certainly theres always its always important to reevaluate. This time we feel we have good procedures in place. Reporter a 2015 civil grand jury report showed that the department of building inspection were doing a poor job of getting builders to correct safety violations. I think we need to step back and figure out how we can do better. Reporter supervisor david campos pushed for a comprehensive look at the problem in the wake of three large fires in the Mission District<\/a> about two years ago. Three people were killed, dozens displaced. Businesses closed. Leaving 11 million in damage. I got the information that mohammed and his daughter didnt make it. It was, you know its devastating. Reporter Scott Thompson<\/a> runs Mission Skateboards<\/a> across the street from a corner store and apartment. In march of 2015, it went up in flames, killing the beloved owner and daughter. It was someone that i would see almost every day. Reporter campos pushed through legislation requiring landlords to install fire alarms and bricks in buildings with more than three units undergoing under 50,000 worth of renovations. Cities across the country are moving quickly trying to prevent the tragedy in oakland happening in their cities. A Los Angeles Council<\/a> member wants the public to report unsafe buildings. In portland, oregon theres a proposal to require sprinklers in any building that hosts a special event. In monday in maryland officials responded to a citizens complaint and condemned an art space. Authorities spotted several building Code Violations<\/a> and a lack of permits. A Controversial Police<\/a> policy will be the topic of discussion at a meeting in San Francisco<\/a> later today. It has to do with whether police should be able to shoot at a moving vehicle. Janine de la vega has the story. Reporter there is a lot of tension between the San Francisco<\/a> Police Commission<\/a> and the police union. The Commission Wants<\/a> to go forward with the policy but the union is blocking it. It recently released an ad to influence the public. Suddenly a four ton truck begins plowing into the crowd. The police rush to halt the driver but are prohibited by policy from drawing their weapons against the moving vehicle. Reporter the ad shows a diagram at drama ad. The ad says that many will die or be injured if officers are not allowed to shoot at cars. The Police Commission<\/a> says that is misleading because there is language in the policy that would allow officers to shoot if their lives or lives of others were in immediate danger. They urge the poa to stop disputing the reform. The proposed changes were developed following the Fatal Shooting<\/a> of woods one year ago. It sparked a lot of public outrage. The reform policy has been stuck in negotiations for months and has to get passed by the union and department of Human Resources<\/a> before it is implemented. Today the commission will get an update from city where the negotiations stand and if an arbitrator needs to be brought in. It will be interested to see if that happens because it could delay things and thats not what the Commission Wants<\/a>. Reporting from the news room, janine de la vega, ktvu fox 2 news. San franciscos muni has released the results of a Customer Satisfaction<\/a> survey. More riders than ever are satisfied with muni. 70 of riders found the service either good or excellent. Those are the highest ratings since it began surveying the riders 15 years ago. 29 of riders rated the service as poor or fair. The areas they would like improvement is service frequency, overcrowding and on time performance. A bay area man spent 18 months in a iranian prison is writing a book. He was raised in marin county. In 2012 heswould washing for the Washington Post<\/a> in iran when he was arrested and charged. After a closed door trial, he spent more than 500 days in prison. He was released in january as part of a prisoner swap. He filed a federal lawsuit against the government saying he was psychologically tortured. Today we are revisiting an effort launched by bay area media organizations over the summer to reexamine causes and solutions for homelessness. Napa is known for tourism and wine but it has a growing homeless problem. As deborah reports, there is a new strategy to change that called the whole person approach. Reporter becky stays at the palm. Thats not a destination in downtown napa. Although she is steps from the wine train and on a busy street. Her palm is the tree she sleeps under. I got us a pillow. We have about five blankets. And we stay under the tree because it keeps the rain off us. Reporter becky admits she drinks. It is a problem staying at the shelter. She wants her own place, qualifies for aid and has money saved but needs help making it happen. And not say that were going to help you but you have to do this, this and this. Because a lot of us out here cant do this, this and this. Thats why theyre out here. Youre going to go in and hit. Reporter reverend linda powers puts the number of homeless in napa at about 700. The National Census<\/a> is about half that. Lets get you on a wait list. Reporter two permanent shelters sleep about 100 people. A temporary winter shelter holds 55 more. Whats your name. Reporter napas homeless with no freeway and mass transit are mostly people raised here. When people say they need to go someplace, where would they go . They only know napa. This is their home. Orange juice or water. Which ever you prefer. Reporter now napa with its patch work of services is launching a new effort boosted by an 11 million state grant over 5 years. Really people just need housing as a platform so they can take care of all of the other things. Reporter the idea is outreach to get people into housing. And then work on their addictions, Mental Illness<\/a> or health issues. Figuring out what each person needs, the whole person. The whole country is now looking to these pilot communities that are launching whole person care to see what happen snooze napa is not the only county. California is not the only state to develop this whole person approach. And in places where it is already done, they are finding nine out of ten chronically Homeless People<\/a> who go into housing are still there five years later. Of course the bay area has its own challenges, limited Housing Stock<\/a> and sky high prices. Theres nothing out there. And then they want your income to be three times the amount of the rent. Reporter iva and her boyfriend just bought this van. We took those two seats out. Reporter and are living in it after losing their longtime duplex. I had a place that i kept for ten years. And nothing that we did. But somebody else bought the house so we had to move out. Reporter that property is being renovated for rent or sale. Iva is priced out. Only her vehicle keeping her off the street. But it is so cold and so much work. You have to go from place to place. Reporter the whole person strategy also depends on landlords sweet especiallying their deal so they will take a chance on someone so needy. They will have a case worker to call and funds seta side. So theres money to be able to fix the unit should something happen. Reporter reducing a landlords risk and rooted in the belief that people change. Is helping us shake the idea that people are so flawed that they cant get out of where they are. There are things that bring us all to where we are in life. All right. All taken care of. Thanks so much. Reporter jenna is testament to a personal approach. Hooked on heroin, in and out of jail, eight tries in rehab. But clean now for three years. And active in homelessesh use. I have a long record. And somebody still took a chance on me. Im forever grateful for that. Reporter reunited with her children, she is capable now but remembers when it was all new. You really dont know how to live. I didnt have any idea how to show up for work on time. Reporter she is convinced a wraparound approach, one on one case workers will succeed. Youre talking to a human being who literally their whole job is to make sure that you are healthy and you have your needs met. I mean, its hard to argue with that. We need housing. Thats the back bone. Reporter rodney who returns napas shelter is another survivor of heroin and homelessness. It was way in the corner. Reporter he lived in a tent on this lot for years. Housing first he says sounds good, except barely any housing in napa. You have to think out of the box. Build something. You know, with 11 million, i think you can build something. Reporter otherwise he fears the revolving shelter door wont stop. You can promise somebody something. If you dont go through were it, what what happens after that . Theyre not going to believe anything that we say. So this is our little trail we go down. Reporter the path forward for napa and its homeless is uncharted. But everyone would agree, they can do better than a palm. This is how we live. Reporter in napa, deborah, ktvu fox 2 news. That Fremont School<\/a> district is responding to claims of ram pant student racism. The claims come from a 13year old student at thorton junior high. He says he has been the target of racist taunts and name calling on a daily basis while attending class and recently wrote a threepage letter to School Leaders<\/a> describing the insults. People call me all sorts of names, all racist things. I try to tell the office. And they just sent me out calling me the bad guy. The message the student wrote resinated with so many people and said we really need to address this and take it seriously. If one of our students is feeling this way, its something that we have to Pay Attention<\/a> to. The School Superintendent<\/a> says the offending junior high students have been disciplined but is not releasing any other details. Oakland City Council Members<\/a> are taking the first steps in tackling an Illegal Dumping<\/a> problem on city streets. A ktvu investigation showed the severity of the problem. Hidden cameras captured people in the act of Illegal Dumping<\/a>. Some children as young as 8 years old picked up trash that was illegally dumped outside of their school. The Oakland City Council<\/a> announced it has installed cameras in some of the dumping hot spots. It will be able to identify license plates so we can track down the offenders and hold them liable for big fines. A City Council Committee<\/a> also approved a plan to lease a compactor truck to help with debris removal. It will buy more trucks in the months ahead. We are still monitoring a News Conference<\/a> about to get underway in the city of oakland. This is atf agents expected to address the media about their sponsor to the warehouse fire. As president talked about the idea when he held an open office hour for fans yesterday. About 100 people showed up to talk about the future of the team and the possibility of a stadium that would sit on the edge of the bay if a floating stadium were to be built, it would be the first of its kind. Well, we had that proposal for a floating stadium which you dont see every day that would float on the bay and be moved around by tug boats. That was interesting to see that. And it was actually pretty well thought out proposal. So it was multiple powerpoint page deck. We looked at that. What was supposed to be a twohour meeting ended up lasting five and a half hours. He has promised to hold regular office hours for fans on tuesdays but from now on youre going to have to make an appointment. The raiders gear up for a critical Game Tomorrow Night<\/a> against the kansas city chiefs. The debate over their future home is also picking up. Larry reid told the chronicle that local officials will meet today to try to keep the team from moving. The city council and the board of supervisors has been reviewing a proposal by an Investment Group<\/a> that includes nfl great ronnie lott. The plan is to build a stadium on current coliseum plan. Local leaders are rushing through the plan because nfl owners may discuss a move to Las Vegas Next<\/a> week. Christian mccaffrey revealed that he is going pro. He broke the record for all purpose yards previously held by barry sanders. Lets look outside and talk about this weather that is changing. Actually before we do that, we will go ahead and go to oaklands fruitvale district. We are following the latest on the ghost ship warehouse fire that left 36 people dead. Officials do not expect the number, 36, to rise. Any minute we should be hearing from officials. I see our live camera right now with atf agents about to approach the microphones. We will try to find the name of the agent there. Lets listen in on the News Conference<\/a>. We want to give you a quick update what is going on today and where were at and where it stands and clear up misinformation out there. We will have with us today atf special agent jill snyder in charge of San Francisco<\/a> field division. We also have park payson the chief of Law Enforcement<\/a> for the governors office. We will go ahead and get started with jill snyder. Good morning, everyone. I have just completed walking through the scene with our atf subject matter experts. Those include certified fire investigators, electrical engineers, and fire engineers. At this point, im going to give you some facts as we know them. And right now, there is no evidence that a fire alarm system or Fire Suppression<\/a> was installed in the building. By all accounts, the fire started on the first floor. There were two internal stairwells from the second floor that led to the first floor. That led to the first floor and neither went to an exit. Exit. Smoke traveled up the stairwells, trapping the occupants on the second floor. There was rapid fire progression. Initial witness interviews have indicated the fire was well developed by the time the second floor occupants realized a fire was going on in the first floor. This fire is the highest number of fire fatalities in the country in the last 13 years. Prior to that was 2003. And that was the station nightclub in rhode island. Theres been a lot of misinformation lately from the media circulating regarding that the refrigerator was the cause of the fire. This is not accurate. The refrigerator is still being examined, but has not been determined to be the cause of the fire. I just want to make that clarification for all of you. Were looking at every possible source of ignition. But no conclusion has been made at this time as to what the source of ignition is. Our atf experts will be on the scene possibly several more days looking at physical evidence and walking witnesses through the scene to get better explanations of what caused the fire. There will also be several weeks after the scene examination to analyze all of the data that theyre collecting. Even when the scene is given back to the owner of the building, we will still be conducting our investigation. Atf on scene as a support role to the oakland Fire Department<\/a>. Atf is working very closely with the oakland Fire Department<\/a> to give the public the most accurate final report as to what happened here. I ask the media to please not perpetrate any false conclusions or report any origin and cause, determinations prematurely. This is nothing for our investigation, nor does it give the victims, families in the community any solace or answers as to what happened. Please let us complete our investigation thoroughly. I assure you as soon as we have determined a cause and origin of the fire, we will let you know. Thank you. Lets go ahead and have the chief come up here. Good afternoon. My name is chief mark pazin. Im the chief of Law Enforcement<\/a> for the governors office, the Emergency Services<\/a> and homeland security. Ecurity. First let me express the condolences from governor jerry brown and director mark who had a previous commitment or would have been here. Our role for oes, office of Emergency Services<\/a>, is, again, just like the agent had mentioned from atf a support role. Mass fatalities are really what our role is here and supporting not only the city of oakland, but the county of alameda, other state resources, and with our federal partners hope to have a obviously as much as we can a speedy conclusion. I have to tell you that sheriff a hern has done a great job with the rapid turn around. In reviewing the scene here, it is sobering. It is excruciating to walk through to possibly relive the last moments when persons knew there was a fire. And there was no way out. But i have to tell you this, on behalf of all of the Public Safety<\/a> partners, whether it be Law Enforcement<\/a>, first responders, red cross, Law Enforcement<\/a>, the system works. And with the proper training that occurs here in alameda such as urban shield, the former sheriff charlie plumber and now ahern have put together, it was a quick turn around. And i know that some solace for the families. Again, it is just sobering. So, again, oes is here to support. And, again, on behalf of governor brown, our thoughts are with you. Thank you very much. We have time for just a few quick questions. We have to keep this short. Go ahead. Have you been able to rule out any causes of the fire . Rule out any causes of the fire. There is no evidence at this time that the fire was arson or that it was intentionally set. It hasnt definitively ruled out but we have no evidence of that. Are you looking for the area in the rear of the building . Yes, the area of origin hasnt changed. It is the same area of origin that we have been reporting that were looking at. What are you looking at. Every possible source of ignition that can cause a fire. Can you talk about the staircases . It was reported that they were dilapidated. I dont know the original the original construction of the staircase. I didnt see it. I have just done a walkthrough and have seen where the staircases were. But i dont know what they originally looked like. Okay. [unintelligible question] correct. The staircases at either side went down into the first floor on the inside of the building. So some staircases, most staircases go and there is an exit to an exterior. There was no exit to an exterior. Came came down into the first floor inside of the building. [unintelligible question] i dont know what the codes are. I cant speak to that. We are exploring every possible source of ignition, including electrical. But it has not been determined that it is electrical. [unintelligible question] im sorry. I cant hear. [unintelligible question] i have not personally been going through the debris. The experts have been going through the debris. I cant report on that at this point. [untin unintelligible question] were talking to witnesses and using that information for our assessment. That is part of the final analysis. Is there evidence that [unintelligible] i cant peak so that. They are going through the electrical circuits plugged into each other to make that determination. It is premature to speak about that. It appears that the fire started on the first floor. And then the occupants much the building were consumed by smoke before they were able to get out of the building. The experts have not expressed that to me. If the weather will impact the scene investigation was the question. [unintelligible question] im sorry. Can you repeat the question . [untin eligible question] not necessarily. We have agents conducting interviews of witnesses. And that the interviews might shed some light as to that. But what is going on at the scene, no, we would not be doing that. Have you looked at whatever the cause, source of ignition, whether it is propane tanks or butane . They will look at they will look at all of the physical evidence that still exists on the scene that could be a source of the fire, they will be exploring. I cant personally speak to that without discussing it with the experts. Thats why we brought them in. So there is a chance of that . I dont know.
