I have also learned that the search is as a result of an Ongoing Investigation by a different fbi office and the local fbi is limited to this house. We are learning more about a triple homicide that claimed the lives of a couple and their adult last week. The suspect is scheduled to be in court. Paul has the latest on this case. Reporter dana rivers will be in court facing felony and special circumstances charges for multiple murders of an oakland couple and their teenage son. The District Attorneys Office released the charging documents an hour ago. Rivers is charged with three counts of murder for the shooting and stabbing of three people in the home friday morning. Rivers killed patricia wright, her partner, Charlotte Reed and their 19yearold son toto. Documents say when officers arrived at the scene they found the young man outside of the family home suffering from gunshot wounds. As First Responders provided aid to him, officers heard a bang coming from the garage and saw rivers walking out covered in blood. Investigators found the two inside suffering from gunshot and stab wounds. All three victims were pronounced on the scene. Once officers took rivers into custody, they found ammunition, knives and brass knuckles on her. She is accused of killing all three and setting the house on fire. Police have not released any information about a motive but it may have involved a dispute over property. Besides the three felony river charges, rivers is facing one felony count of arson and possession of brass knuckles. She was a former Award Winning school teacher. Two decades ago rivers was a man and was dismissed after telling the district she would undergo reassignment surgery. We will have more on the story later in the newscast. Police are searching for a man who tried to break into a home in los altos. This was reporting about 4 30 this morning. According to police, two men tried to break into a home in the area. When police responded, they tased and captured one man but the other suspect took off. The police searched the neighborhood for two hours but could not find the man. No suspect description has been released. If you have information about the incident, call police. Police in San Francisco are looking for three men who broke into an apartment and stole 100,000 worth of various items. It happened on october 17th. This is video from the homeowners surveillance camera. Investigators say electronics, jewelry, several high end watches also were stolen. Anyone with information about this case is asked to call San Francisco police. The San Francisco police union and members of the board of supervisors are reportedly disagreeing about proposed police reforms. Yesterday the Police Commission held a special joint meeting to reaffirm the commitment to completing reforms recommended by the u. S. Justice Department Last month. Mayor lee had asked for the report. But implementing the reforms has been delayed due to a grievance regarding the use of force policy filed by the police union. Its also important that we continue to honor the Police Officers who really put their selfs on the line to protect San Francisco residents every day and making sure we do this in the appropriate manner is tricky. I think it is critically important for the city and the police department. The police union has been negotiating with city leaders regarding new regulations. While the union agrees with most reforms, they disagree on the reform preventing officers shooting at moving cars. The deadline to submit applications for a new police chief was yesterday. They will start conducting interviews next month. They did not say who the leading candidates might be. Oakland has not had a chief since june when the chief resigned. Democrats elected New York Center Charles Schumer to be the next Senate Minority leader. Schumer was chosen by colleagues to succeed the retiring senator henry reid. Republicans reelected kentucky senator Mitch Mcconnell to be the majority leader. As for president elect Donald Trump White House staff and cabinet, were waiting to find out who else he will be nominating. There are concerns so far this crab season. Were early on in the season. There are issues with the weather im being told. The waters are rough out there. So one commercial fisherman here told me that his boats havent brought in as many crabs as he was hoping but he is expecting things will pick up here. Lets show you some of the scene this morning at albers seafood. They were unloading the haul. The crab season officially kicked off yesterday morning and just in time for the holiday season. Last year, as you remember, the season was delayed by a toxic algae bloom that led to high levels of demoic acid in the crab that made it unsafe to eat. Here is how one fisher describes the crabs thissaer. They appeared to be a little smaller. But they are full. People should have a lot of confidence. Consumer confidence should be good. Reporter fishers are selling crab for 3 a pound. Thats wholesale. By the time you see them in stores and restaurants you will pay 7 to 8 a pound. Here at Fishermans Wharf. They are selling crab and they are seeing a big rush so far. Commercial fishers are feeling optimistic about this season, especially that it started on time. Theyre hoping that the weather conditions will improve out there. Right now they do see some large swells, eight to ten foot swell. That is making it difficult for the fishing boats to stay out there for as long as they would like. Theyre expecting the weather to calm down this weekend and you can expect fresh crab in stores at your local restaurants, hopefully on your dinner table in time for thanksgiving. Tracking a few showers in northern california. Even a few snow showers out towards the sierras. We will come in closer to the bay area. Partly cloudy skies and the shower activity up to the north, closer to eureka. And out toward the sierra. You can see some of the snow showers out toward, approaching South Lake Tahoe and the west slope of the sierra back in the bay area, numbers are on the cool side. 50s to lower 60s. San jose right now 62. Santa rosa, 60. Fairfield, 62 degrees. Wind speeds, we will take a look at a sampling here. Santa rosa, that is a gust, the smaller number, to 20 miles per hour. Then as we head into the weekend, the weather system moves in. That sets up a southwesterly flow that will send in a period of rain. In fact periods of rain this weekend could be heavy at times and gusty winds. We need the rainfall. We are expecting significant rain fall for the weekend. It has been quiet stormwise. That will be changing in a few days. Thank you, mark. Okay we thought how could we ever afford to live here. Its no secret the bay area is one of the most expensive places to live in the country. After our break, we will show you where you can buy a home for about 275,000. The median price for a bay area was 700,000 this past summer. As pam cook reports, theres a neighborhood where you can buy a home for about half that much. Reporter we found a hidden gem of a neighborhood in an unlikely place it doesnt even come with a horrendous long commute. Home prices are outrageous. And just plain out of reach for many people in many areas around the bay. Bay. There are some reasonable neighborhoods. But usually theyre away from the big cities and the jobs and often make for a very long and tedious commute. So we went looking for some hidden gems and found one in richmond. We thought how could we ever afford to live here. Reporter joe and nancy raised their family in minnesota. So when their daughter settled here in california, they never thought they could afford a place to be near their grandkids. At first we werent sure. We looked for a number of years. Whenever we would come out to visit with them, we would Wander Around and we had a realtor who took us different places. We lucked out. We found someplace that would work. So we took the leap. Reporter they landed at the shores at marina bay. The homes are not big. One and two bedroom condos. But they are newly remodeled kitchens and bathrooms. And buyers can chose to put in upgrades such as wood flooring. Theyre surrounded by a park like setting. Resort style amenities like a pool and gym. And theyre on the bay. And perhaps the best part, they start at 275,000. What is the hitch . The hitch, youve got youve got to buy it and live in it. As i said, were not allowing investors. Weve you know, there really isnt one. Its youve got to get over the mystic or the negative richmond. And that is too bad. People are pigeon holding it because it is richmond. It is a vibrant community. Reporter he admits the shores are not much of a walking community. You have to drive to the grocery store. But they are close to the pavilion that offers special concerts, craft fairs and other festivals including the oakland symphony. Its also right off of 580. So an easy commute to the Richmond San Rafael bridge, bart and amtrak. But richmond is not an area known for the great schools. But the project manager says that will change as more families move in. You see it in the last couple of years in el cerrito. The schools have come up. Were the next exit. I mean, theres only so many places that families can go and still be within San Francisco. Reporter thats what michelle and her husband are hoping for. They were excited to find a nice safe place to raise their 11monthold daughter. We love the security there. Its safe for her. I felt safe. And affordable for how nice it was. He makes enough so i can be home with her. It is like living the dream here really. Reporter the property manager has a financing agreement so you only have to put 5 down which is low in the bay area. The most expensive condo they have is 567,000 but that is right on the water. Thats your money business. Im pam cook, ktvu fox 2 news. At t ballpark is worth a lot more than the giants claim it is, that according to San Franciscos independent tax auditor. He says it is worth about 175 million more than the giants claim. This is a long running dispute how much the team should play in taxes. The 2014 value was set at 407 million. The giants had said the park was worth 232 million that year. Two homeowners in the me len yum tower are taking action against the city of San Francisco and the authority. According to a are effort in the San Francisco business times, the homeowners have filed a civil claim alleging that the city and developers conspired to block reports of the building sinking and tilting. The suit says they have known about this since 2008 but did not disclose it to the buyers. The city and the joint Powers Authority have 45 days to respond to the claim. The company that owns snapchat is preparing to have the stock trade publicly. Snap has filed paperwork for an initial offering. It could be valued between 20 to 25 billion. That would make it the largest offering since commerce offered stock two years ago. Stock revenue is better than expected. But the company has never turned a profit. The ipo could come as early as march. Lets look at the numbers. The dow jones is down and has been throughout the session. At this point losing one quarter of one percent. Stories similar with s p, dropping by a quarter of one percent. But it is lower. Nasdaq continues to be the bright shiny spot if you will. Nasdaq is up by one third of one percent. United airlines is rolling out a new basic economy fare next year. It is the latest airline to announce rock bottom fares. Youre going to have to pay extra for many things including use of an overhead bin. Delta already offers basic economy fares in some cities. American has plans for a similar program. I love a bargain. Works are filing a lawsuit. What they say the university is doing that they say is illegal. 15 an hour by the year 2019. We will tell you which bay area city is raising the minimum wage. Today it workers from Ucsf Medical Center took steps to sue their employer because the jobs are being outsourced overseas. Allie rasmus has the latest. Reporter there are there are ten workers who are involved directly in this upcoming suit. They are part of the it department at ucsf ned cal center. A total of 49 people in the department who were told that they were going to be laid off. They were also asked to stick around and train the people who were coming in to replace them at the jobs. Certainly an awkward and uncomfortable position to be in. Thats not what the legal filing is about. The workers say it is about discrimination in a complaint filed with the state the it workers say they have contracted with an indian it Services Company to hire Foreign Workers to do the same jobs they are doing but for lower pay and fewer benefits. The workers believe that amounts to age discrimination because most of the people laid off were older than 40. It is an abuse of the visa program as well. The workers behind this complaint and upcoming lawsuit raised concern about patient information and valuable Research Data from ucsf being vulnerable to hacks in the hands of a foreign company. Patients should be aware, there should be full disclosure to all patients that, you know, foreigners have access to their health information. Its important that we let them know. If the university is going to change their policies and if were going to keep other universities from doing the same thing, money talks. And the only way we can proceed is to have a serious lawsuit for money damages against the university to make them pay for their wrong doing. Reporter the attorney representing the workers says if this suit fails, he believes outsourcing will spread to other campuses and hospitals. I contacted ucsf to get a response. They would not answer specific questions but sent us this statement. They move to outsource and privatize the it job wills save the university 30 million. The statement goes on to read, given the fiscal challenges facing academic medicine and outside vendors to provide it services we have concluded it was more economical and secure to partner with specialized vendors. The vendors do not require close interaction with research, patient care or education. This is in line with what other Academic Medical Centers are doing. Some of the items in that statement of course conflict with some of the claims made in that legal statement, that legal filing, that complaint filed with the state. I talked to the attorney involved in this case and he says if these workers dont get their jobs back between now and february, which is when their jobs are supposed to end, he says they will be filing a lawsuit the day after the last day of work. Back to you guys. Right new in San Francisco, the first of a twoday meeting for the uc regents is underway. On the agenda tomorrow, they will consider a proposed tuition hike. It would mean students would have to pay an extra 300 a year. University officials argue Financial Aid would cover the cost for most of the students. But students say many of them are struggling to pay for basic needs as it is. A final decision on tuition hikes is expected in january at the earliest. A new report finds when it comes to rewarding students, Bay Area School districts rank among the top in the state. The fourth highest pay in california according to the study by transparent california. Oakland Unified School District superintendent Antoine Wilson earns more than 400,000 a year. The next highest pay in the bay area is livermore joint valley superintendent kelly bowers. She is followed by San Francisco superintendent and then san joses oak grove School District superintendent. And san leandro superintendent michael mclaughlin. Teachers in San Francisco are expected to get a pay rise to help with the rising cost of housing. The School District will increase teachers salaries by 2 . The increase comes as part of an agreement reached earlier this year to increase teachers salaries by 5 . Now, the other 3 hike will be applied next year. To the south bay where the San Jose City Council Voted to raise the minimum wage to 15 an hour by january of 2019. People demonstrated outside of city hall ahead of the vote trying to send a message about the high cost of living in silicon valley. The current 10. 30 wage will go up to 10. 50 in january. And then 12 in july of next year. The wage will increase to 13. 50 in 2018 and hit 15 by the year 2019. Five cities in Santa Clara County have adopted similar wage rules. I expect at the end of this, were going to have something all to celebrate and that is the ability to lift Living Standards and help san joseians to surarrive here. City staffers acknowledge that it could slow business growth. But it will mean that the works, about 33 of the workforce, will earn a few extra thousand dollars a year. Mayor ed lee as introduced a proposal to require pot growers to obtain a confidential conditional, i should say, use permit for growing plants in industrial buildings. The mayor is concerned that an overconcentration of marijuana businesses could have a negative impact on the character of neighborhoods. The proposed interim zoning controls would give the city time it adopt permanent measures. Meanwhile the board of supervisors in San Francisco voted to approve strict new rules for people who use airbnb to rent out their homes. Hosts will only be allowed to put their home or apartment on the short term rental market for 60 days per calendar year. That would change the current city law where hosts can rent out a room for an unlimited number of days or an entire house for up to 90 days a year. The new ordinance will go to a second reading before the board. And then it goes to the mayors desk who could sign or veto it. San jose firefighters are trying to determine the cause of a fire that broke out at a duplex overnight. It was reported at 12 40 this morning. Three people escaped the flames along with one of the pets. Another pet is still missing. Firefighters were able to put out the fire by 1 30. In San Francisco, the red cross is helping nine people after a fire forced them from their homes. The fire started at about 9 30 last night. A second home that backs up against the property was also damaged by fire. Two people were treated for smoke inhalation. Investigators are looking into how the fire started. And north of the golden gate, a time lane for the debut of the sonoma marin smart train has hit delays. So far there is no date set for its opening. Just yesterday crews conducted tests on some of the trains. Ktvu looks at the progress. Reporter smart train officials hope to welcome passengers for trips between santa rosa and san rafael sometime late this coming spring. But three issues remain. The diesel engines have a design defect requiring engine changeouts which will begin in december, paid for by the engine maker. We decide today proactively replace the engines prior to the opening. That set us back a bit. Reporter then significant problems with signal and grade Protection Systems continue to be an issue requiring time to debug. So we are actually running more trains more frequently at an increased speed. That will help us figure out what we need to do to make sure that all of our crossing gates are operating at 100 efficiency. Reporter finally, they have to receive approval from the federal government because there are no whistle quiet zone. We are required by federal law to blow the horn at all of the crossings. Reporter but the biggest worry, safety. Making sure that everyone knows not to trespass on to the tracks. We are still seeing people parked on the tracks and walking on the tracks. And that is very dangerous. It also is illegal. Reporter besides helping decongest overcongested highway 101, this train has the potential to bring folks from the city all the way up to tourist locations such as hillsberg and that is good for the local economies. We would love to see more people here. We do have the small town, one block downtown with all of the dive bars and local restaurants. It is great. Reporter ktvu fox 2 news last night the Council Voted to postpone sending a 30 day warning letter. They have given the team until november 22nd to provide financial documents or they will be considered in breach of contract. A city audit turned unsigns that they are using general fund money improperly for stadium operations. The mayor has threatened to remove the 49ers as stadium managers. They say they have fully cooperated with the council. They say the mayor has no right to terminate us as managers of the stadium. The threat has unnecessarily created a fear of job loss in the many employees who work so hard to make levis stadium so successful. Colin kaepernick did not vote last week and he has actually never even registered to vote. Once again, the system of oppression is what i have an issue with. Kaepernick has received a lot of attention for refusing to stand during the National Anthem. He says he is protesting racial inequality in the united states. Some fans who supported kaepernicks National Anthem protest say hearing that he has never voted is something that they do not support. If you want to have change, you have to effect change every way that you can. Having a silent protest wont do that. It has to be more. You have the right to do what you want to do. But you have the obligation to vote. And thats your duty. Thats your american liberty. Kaepernick said he did not vote in the president ial election because he felt the candidates were flawed. But at that time, he did not reveal that he had never registered to vote. Still ahead, the story of a deadly fire in San Francisco from several decades ago is coming to the big screen. Why the creators of the film bring a unique perspective and what they say about the movie. We will check back in with meteorologist mark tamayo who is tracking some precipitation on its way to the bay area. A dark day in San Francisco history chronicled in film. Last night hundreds of people attended a private screening of ailment documentary made by firefighters which tells the story of the 1975 fire at the garland apartments in the mission. 12 people died in the fire. Many others were rescued. Ktvus amber lee talked to firefighters about why they wanted to make this film. Its the kind of fire you never forget. It is burned in my memory for the rest of my life. Reporter flames gutted the apartments at 16th. It left more than 100 homeless. Killed at least 12 residents and injured 11 firefighters, including tom mcguire. I never saw an occupied building in all of my years in the Fire Department with so much fire in it. Reporter he suffered first and Second Degree burns to his face and neck. An amazing spectacle. Reporter film makers, five firefighters say this was the work of an arsonist who has never been caught. The 60 unit building housing transients and the low income turned into what has been described as a five story torch. Theres a lot to remember. The body bags lined up in the street, you dont forget that. I happened to be there. Reporter one survivor describes memories of the fire that are as vivid at the glow of the flames that he and his family escaped. I grabbed my son and the mom and we went down the fire escape. Thanking god that were alive. Reporter the film makers say the fire is an intersection of San Franciscos history and its Fire Department. A tribute to the valor of firefighters and their relationship with the mission. There were 40 rescues made by firefighters. It was a heroic fire. And it really was something that we didnt want to let get forgotten. Reporter after the fire, what was left of the building was torn down. For years, it sat empty and was referred to as the pit. Today, another building which housing the low income is located on that same site. My thoughts go back to 1975 and every time that i pass by, i thought it was hollow ground. Thats what i thought. Reporter the firefighters tell me they submitted the film to the sun dance Film Festival and the public will get a chance to see it some time next year. In San Francisco, amber lee, ktvu fox 2 news. Plan on a rainy day if youre heading to the big game. It wont just be a light rain event with a few scattered showers which we typically have. It will be a real soaker that you would expect for november. That will happen saturday. Right now in fact we have scattered rain showers up to our north, up toward the north coast. As you can see around cape mendocino. Snow showers developing out towards the sierra. There was a chance of a shower up in the north bay. In northern portions of mendocino county. But for the most part, we are expecting at least partly cloudy skies or mostly Clear Conditions across a good portion of the bay area. It is cool out there. You probably definitely noticed the change in the air temperature over the past day or so. That cold air moving in from the north. We also had a few scattered rain showers yesterday. Right now the wind speeds are up. In a few spots. Concord, that is a gust of 22 miles per hour. Sfo winds out of the west, that is sustained at 22, gusting to 31 miles per hour. Towards the ocean today you will see a lot of white caps off shore. A lot of chop in the bay waters because the wind is picking up. We are talking about rainfall. We are still dry right on through friday. Thursday and friday, cold mornings out there. Then we will take this model into the weekend. This is blossoming, especially up to mendocino county. This is through saturday. And maybe the south bay through saturday 5 00 p. M. , about half an inch to inch and a half in santa rosa. Then we will add more to the rainfall totals through sunday. Then a chance of a few showers into monday as well. Once again the storm door opening. Were talking about three potentially three days of rainfall in the bay area beginning saturday. That is the plan for the weekend. A lot of activity out in the pacific racing toward the bay area. Not here yet for today or tomorrow. Lots of sunshine for today. A bit of a cool breeze out there. Police just told me this is a result of a stolen vehicle in the center of the frame of the picture right there. Kind of awkward greenish car. What im told is that the stolen car was coming eastbound on cinderella and ran into that silver mercedes up on the wrecker. They tried to clear the wreckage out of the way. Crashed into that car that sparked a fourcar collision. They are trying to reopen the intersection which has been closed for the better part of the past hour with debris littering the street. As a matter of fact, one of the wheels of one of the vehicles was knocked completely off the vehicle. Im told that one person was injured. Two people were in custody of the stolen car that sparked the crash. Fortunate flee no fatalities. One tire, one wheel, not just a tire but the entire wheel aseamably was knocked off one of the vehicles. I cant tell which one it belongs to. It is on the other side of this green car.
