we'll continue to follow you the story and bring you the latest. and you can expect updates as soon as we can on twitter and facebook. wet weather is moving in to the bay area. you may have some of it. in addition to the rain, cloudy and breezy for most of us. and the rain is still a little bit to the north. seeing scattered showers along the coastline and in the hills. and there's the shot at all the gray sky. for central and south bay, it's going to take most of the day before it gets here. most of the moisture is to the north of us. and it's going to move in the second part of the afternoon, tracking 70 miles north of sonoma county. and you can see areas on the coast of sonoma county and into santa rosa. and a few light sprinkles with mostly cloudy skies, and as we shift to the central and south bay, still mostly cloudy and dry and we're seeing showers over the santa cruz mountains. as we roll through your monday, by the second part of the afternoon, the rain at least the steady, heavier rain is going to arrive in the north bay and sag south into the evening commute. and we'll continue to see the light scattered showers and then as we get into tomorrow, scattered showers in the forecast with an unsettled week ahead of us. when i come back, we'll take a look at what to expect and check in on the winds, and in the extended forecast, how many rounds of rain are coming our way in the next several days. residents are keeping a close eye on the forecast, worried that a new round of storms could cause mud slides. there's crews that the coming storms could wash the ash and mud down slope and endanger homes. the open space authority says recent rain soaked the ground and any new rain is likely to run off the slope and that could cause problems. >> each successive storm as more saturation to the ground and with no vegetation, there's a large concern about large events coming down the hills. pressed for -- preps for the latest round of storms are is the deadline to register to vote in california. >> ktvu's janine de la vega tells us about several ways to get it done. >> reporter: people have been turning in ballots for early voting. you can register to vote. just come up and drop off the form. and an easier way is online. do it before midnight tonight. if you have a form at home. fill it out and make sure you get it postmarked today. in santa clara county, early voting has gotten off to a good start. overall, the registrar's office is expecting an 80 to 85% voter turn out. we found people with no desire to vote. >> there's nothing in this election that's got me excited to vote. it's terrible. >> we appreciate the frustration about the national level. but what is happening locally is so critical. affordable housing, these are important initiatives and there's not a lot of fighting over these. >> reporter: in santa clara county, 850,000 people have registered to vote and that's a higher number than four years ago. it's a matter of getting people excited about going out and voting. even though people are disgruntled about voting, there are still local races to consider. janine de la vega, ktvu, fox 2 news. 14 days until the presidential election. the candidates are out on the campaign trail along with their running mates. hillary clinton was in new hampshire an hour ago with senator elizabeth warren. tim kaine is in the battleground state of florida. donald trump is also in florida. it's a crucial, must win state for him. and despite most polls showing he needs to gain ground, he's calling for victory. >> it's a rigged, broken, corrupt system. >> all this talk about the election being rigged, trying to stir up people who are supporting him at his rallies, that is a direct threat to our democracy. >> president obama is here in california campaigning for hillary clinton. he'll speak tonight at a $100,000 per person fundraiser. tomorrow the president will attend a fundraiser round table discussion for senatorial committees. an investigation involving three men with creepy clown masks and a gun. the security guard saw the men in the emergency stairwell. two of the men were holding clown masks and one had a gun. they ran out of the mall before police could arrive. there are center officers after reports of a creepy clown on the uc davis campus. reports of someone wearing a clown costume, possibly armed with a knife. police searched the area and could not find a clown. students we heard from didn't seem to be concerned. >> honestly, i think he's a kid and did it as a prank. >> there have been creepy clown sightings in sacramento, fairfield, and marysville. a baby is missing and could be in danger. a 7-month-old is likely with his mother, hannah ashley who does not have custody of him. it's believed they are in a silver subaru forester with california license plates. a violent weekend in oakland, including one fatal shooting. the latest was near 55th and bancroft. so far no arrests have been made. the latest shooting comes after seven men were shot saturday night just before midnight. police were investigating, and officers had to take cover when more shots were fired. all of the victims are between 27 and 45 years old. and one of them has been released from the hospital. no arrests have been made. according to a study from the bay area news group. students are not always notified when there's a reported assault. >> allie rasmus explains. >> reporter: most of the students we talked to would like to know when there's a sexual assault reported on campus. in the last week, students got two alerts, letting them know about two reported sexual assaults. under federal guidelines, uc berkeley police have to alert -- but there's discrepancy when it comes to determining what is a major threat and what is not. they looked at five schools and found that stanford and uc berkeley had the biggest gap when it came to the number of offenses reported and the times the school alerted students. uc berkeley had 45 reported sexual offenses and sent out 11 alerts. >> we get them all the time because i think it's important for students to know if they are safe or not. >> a lot of us get the alerts. we don't understand the full danger until it happens to someone close to us. >> some students said too many crime alerts might make them numb to the problem. but victim advocacy say it's always best to raise awareness. new information about the effort to keep the raiders in oakland. according to reports, the fortress investment group has been identified as the potential money behind the group let by ronnie lott, trying to get a stadium deal in oakland. they have $72 billion in assets and the ceo of another planet entertainment has joined forces with lott's group. mark davis has publicly committed to moving the team to las vegas after the approval of a hotel tax to pay for the stadium in nevada. the investigation continues into one of the deadliest bus why i'm voting yes on 56. a sergeant with the los angeles county police department has died after crashing during a police chase. it happened in comton. the sergeant was responding to a call to assist with a chase when the crash happened. he was rushed to the hospital in critical condition and died later. the sergeant's name has not been released. but he was a 26-year veteran. the cause of the crash is still under investigation. police in fresno county are searching for two suspects after a police officer was shot at last night. it was all caught on the officer's dash cam. [gunshots] [yelling] this all started after the officer tried to make a traffic stop. the shots were fired by a passenger in the mazda. the bullets shattered a window in the police cruiser missing a police officer and a passenger who was on a ride along. the mazda was found abandoned a few blocks ago with an ar-15 inside. officials are trying to identify some of the people killed in the bus crash near palm springs. 31 others were injured. the bus was heading to los angeles for a casino trip when it went into the back of a big rig. the 13 people who died were in the front of the bus. >> the speed of the bug was so so significant that when it hit the trailer, the trailer itself entered about 15 feet into the bus. so you can see that it was a substantial impact. >> 10 of the victims were women. 23 were men. but the coroner's office says it may take a while to identify all of the victims. usa holiday has just one bus and one driver who died in the accident. a passenger described the scene on board the bus. >> i threw up. i hate it. i-- my jaw out of place. my face is broken. i jump out and i went around. first i seen a lady outside and then i go into the driver and i called and -- was still alive. >> the bus passed a federal inspection and it didn't appear to have seat belts or a data recorder. the crash is one of the deadliest in the state. >> cool, gray, windy, and the rain is on its way. >> yes, indeed. a difference a day makes. >> sunny skies in and out of high cloud cover. and today, we have gray skies as gasia said. it's breezy and the rain is falling in a few areas. it will become more widespread. here's a live look from san francisco looking to the east where we have clouds upon clouds. expect the gray skies today. and the breezy conditions. here's a look at the rain. the main band to the north of us right about eureka. a few sprinkles reports on the coastline from the north bay all the way to the santa cruz mountains. and as i mentioned, the santa cruz mountains have been dealing with light rain for most of the morning as well. we have a few sprinkles on highway 101. let's pick it up. there is the main band there getting into 3:00 or 4:00. it's shifting into the north bay. by 5:00 or 6:00 it begins to cross into the central bay. the highest impact is for the evening drive, depending on how fast it moves through. the north bay will be a tricky ride. as we get into the early part of the evening. it begins to shift into the south bay. and tomorrow morning, it stalls out, fizzles out and doesn't move. the scattered showers will remain in the forecast for tuesday. that's storm number one. we have more coming later in the week. rainfall amounts from a tenth of an inch to a half inch. for the santa cruz mountains, half inch and an inch and a half or so. the storm later in the week. the santa cruz and monterey areas could get more rainfall. the winds 10 to 15 miles per hour. a little bit stronger in oakland. and gusting to nearly 30 in santa rosa. and gusting to 24 in around novato and san rafael. and low to mid-70s. and as we get into the afternoon we're looking at temperatures in the 60s to low 70s. so fairly mild. and sierra snow will remain high. here's a look at the extended forecast. showers likely tomorrow. and we dry out on wednesday, and then another round of rain coming in thursday and friday. and now the models want to keep that going. saturday, sunday. maybe into halloween. we'll hope for dry weather by trick or treating evening. >> we need the rain. >> that's how it goes for now. >> now to the breaking news we brought you. in san rafael. pg&e crews are working to cap a natural gas main that ruptured. thanks to live pictures. roads in the area are closed. people who have been living and working in the area are evacuated. fire crying say that the wind is helping to blow away the glasses. that intersection is essentially closed as crews do their work. iraqi forces are getting help from the u.s. military led coalition against isis. >> reporter: iraqi forces battling for control of mosul, launching attacks near bartella, about 9 miles outside the city. the country reclaimed it last week. iraqi special forces pushing into a village 5 miles. >> local officials are leading the massive operation to oust isis from the city they've held for almost two years. >> as they get squeezed in their territory. they get more concerned about their own security and are less free to orchestrate complex attacks. >> reporter: there's growing concern for the humanitarian situation in the area. the parking garage. >> upon arriving on scene, observed a male suggest suffering from a gunshot wound. aid was rendered at that time, however, ultimately, the victim succumbed to his injuries. >> the man may have been a hotel guest. and they think that he was the target and this was not a random act. in san jose a shoot is aing in front of a home year 680 and south king road. the woman and a man were sitting or standing in a driveway and one or more shooters opened fire. the woman died at the hospital and the man is and wanted to survive. now in oakland, violent crime is on the decline and police are crediting an innovative strength that reduces -- innovative strategy that reduces gun violence. >> police warn that gang members were told to put down guns or face the consequences. >> to identify individuals at risk of being shot or engaging in violent crime. we reach out to them and offer them a way out. if they continue to engage in violence, they'll be -- by the u.s. attorneys office. >> reporter: the program has had much success since 2012. homicides are on a steady decline. >> now in 2015, we are surpassing those numbers from 2015. >> we oftentimes talk about cease fire as a way of reducing violent crime. it's much, much more. the three major tenets are reducing shootings and homicides, reducing recidivism. and our relationships with the community. >> if a carrot and stick approach. they warn violent offenders that there's only one path they should take. >> it's giving the answers to a test. it's kind of hard to fail. >> cease fail is all about saving lives. >> more importantly putting them in a position to succeed. it's about the optics. we don't want to leave a negative fingerprint on a money as we move forward. man was arrested after a hit-and-run crash in pittsburgh that killed a motorcyclist. this happened saturday night on east leyland road near piedmont way. the motorcyclist was found unresponsive and didn't survive. officers tracked the suspects down. sheriff's deputies need help finding a driver who hit a man in a crosswalk and took off. it's a silver pontiac that may have damage to the hood and windshield. the man was near broadway and andrews streets. grog watchers are being asked to take a bite out of crime. the hope is that people walking their dogs during the day will be extra eyes and ears. the south city police department is building a network of dog walkers to watch for thieves who may be breaking into homes or causing trouble in the initially. for the first time in two decades, new construction of rent controlled units in san francisco. the development will be built in the excel major. low, moderate, and middle income households. a committee is scheduled to meet for the final time before making a religious to head off the housing crisis. for the last six months, the -- rent in the city has gone up 60% over the past six years. the average rent in concord is $1700. happening now in oakland. former san francisco committee. and the ability to set that agenda does not affect the house calender or the bills in congress. it has an impact on the national conversation about policy. democratic control of the house remains a long shot but democracy are increasingly hope. >> owning the ground and money, we did very well last month and every month before that. i think we're in a good place. >> reporter: democrats are modifying to hold 47 seats. vulnerable republicans face two dilemmas. >> if you abandon trump and denounce him, supporters will view you as a traitor and may not vote for the you. the second is a fear that there'll be enough de- moralization that republicans who don't like trump are just not going to turn out and vote. >> that's let paul ryan to man the fire walls and remind gop voters of what is at stake. >> do you know who becomes the chairman of the senate budget committee. a guy named bernie sanders. that tells you what we'd be dealing with if we lose control of the senate. >> the senate is the one that both want. the influence can far outlast the administration that appoints them. as we've been reporting, today is the last day to register to vote in california. if you have not yet registered, go in person to post offices, libraries, and other government buildings, and mail in a form but the form needs to be postmarked by today. the easiest way could be to register online. national gas prices are rising. the natural average price for a gallon of regular is $2.22 a gallon, up a penny from where it was a year ago. and it's the first time in 27 months gas prices are higher than they were the year before. they should continue increasing for the next few weeks. in the bay area, the prices are a little different. they are always way higher than they should be. the price in san francisco is $2.91 in the north bay. and in the south bay, $2.78. and in the east bay, around $2.77. the prices are all down 3 cents a gallon compared to last year. muni is going to add more trains to ease overcrowding. the trains start november 7th. >> the trains are often completely full. and new trains -- the oakland raiders are atop their division after a big win on the road. and the little more widespread. >> let's take a look at storm tracker two. scattered showers along the coast, in the hills, and we continue to see it over the north bay as well. over portions of the coastline all the way to point reyes. and we've got light scattered showers. inland just a bit, light rain falling from the lake county area along 101 to sonoma county. and all the way to petaluma. and maybe farther to the east as well. just a light drizzle or light rain. in addition to the cloud cover. we have the wind. 16miles per hour and gusts to 24. santa rosa, gusts to 30. breezy as well. and winds 15 and gusts were picking up a while back. a 25 miles per hour. give getting into your afternoon, expect the rain over areas of the north bay. by 3:00 or 4:00. and then by 6:00 or 7:00. it's going to shift into the central bay. and in the evening hours, south bay. temperatures upper 50s to upper 60s. mid-60s to low 70s as we get into the afternoon. and scattered showers will remain in the forecast for tomorrow. looking at a tenth of an inch or rain over the south bay to an inch for the north bay. temperatures remain in the low to admit tonights. 60s look coast with the chance of circuit court
