We want to see those who committed crimes to be held accountable. But the higher belief for all of to us see the responsibility rightfully laid at the feet of the culpable. The first and foremost shield against injustice for an individual who has been accused for a victim who has been wronged or for society in general must be found in the integrity of the prosecutor. In a criminal prosecution it is not that the prosecutor shall win the case but that justice shall be done t is as much for done. It is for their duty to refrain from improper methods to produce a
Wrongful Conviction
as it is to use a legitimate means to bring about a just one. These are words that were stated by the
United States
Supreme Court
and they are a
Guiding Principles
of the work of this office. Now many of you know the work of my office and me personally, the alameda
District Attorney
has been leading the nation, state and certainly our county in the fight against
Human Trafficking

Sexual Exploitation
, particularly of minors. Through the efforts of the office, there are now new laws that protect victims and those committing the crimes accountable. There is a tremendous increase in resource from our government, both the federal and the state government, there is a stronger awareness of
Sexual Exploitation
and
Human Trafficking
particularly of minors. There are more prosecutions being held around the state and country and stronger support from victims of the crimes. This is the first in the nation to have a vert ful prosecution unit to take on those committing
Sexual Exploitation
or trafficking against minors. The owning land

department was the first if in providing cases to prosecute in court that alleged violations of
Human Trafficking
and
Sexual Exploitation
. They are the ones who led the country in training, other
Law Enforcement
agencies and in putting cases together. I point this out about the

department because i want to say that the actions of a few have shown a very neg shown a negative light on the hard working men and women who come to work every day as

s to protect our community. It is important for us to hold those that have committed criminal conduct and engaged in bad behavior which is critical for us to focus on the people who violated the work that we have worked to prevent. In the past decade, the office has prosecuted 518

Sexual Exploitation
cases. To our

about minor victims of
Human Trafficking
and exploitation we call it safety net. This office has worked with more than 625 minors through safety nets and hundreds more to help them get past their experiences to build a
Stronger Base
for their own future and to help them have a
Bright Future
we hope for all of the children, all of our children. Clearly this has been a focus and been necessary and is provided and expended in uncovering the truth. My office launched an investigation into the allegations of
Sexual Misconduct
by involving multiple
Police Officer
s from multiple agencies around the bay area. And those allegations involved a young woman who was 18 when they came to light who has been known to the public. I however will refer to her as miss a. Over the last three month as team of victim witness advocates, investigators assisted by the attorneys have worked full time on the investigation. Cases brought to the court by the office must be supported by evidence and it has been the task of the team to identify and look at the evidence thats available to us and that which we uncovered in looking to substantiate the allegations that have been made. Until now, the office declined to comment on any of that investigation because of the scope of the facts. Were not known to us at the time. It is our duty to conduct a fair and impartial review and thorough investigation in determining which case which crimes would be moved into the criminal justice system. The serious nature of the
Investigation Called
for nothing less than a meticulous examination of all and any evidence that came to light. To that end, the team fared and reviewed nearly 150,000 pages of data going back to january of 2015. That included 2899 pages of instagram postings, 76,472 pages of facebook communications, 59,000 text messages. And 6,069 images. We looked at 546 multimedia messages and 21 videos. Additionally the

conducted four separate interviews with miss a and interviews of multiple
Law Enforcement
officers and other witnesses. An investigation of the history and of various officers was conducted. The team interviewed several but not all of those accused of

. The investigation was labor intensive and time consuming as i said all necessary resources were expended to get to the end. We left no stone unturned in terms of the evidence. And determine what crimes if any were committed by whom and when. We have determined that the evidence supports the pros queues of the following individuals. However, as to each of the investigations, we determined that the evidence contradicts or sheds doubt on allegations of criminal conduct such a serious inconsistency in the statements taken from the witness or contradictions between the witness statements and the social media messaging. since she was 16 years old. I make a distinction between in person

And that does not appear to be the case here, at least the evidence did not reveal that.
