in las vegas. and that was the scene a short time ago in las vegas where raiders fans cheered davis as he arrived for a meeting of the southern nevada tourism infrastructure committee. this was held at the university of nestles las vegas. davis says he wants to move the raiders to vegas to play in a $1.4 billion stadium just off the trip. davis pledged to spend $500 million of his own money to build a stadium there, which could also be used for a professional soccer team as well. that's the reason soccer store david beckham was on hand today as well. the raiders owner lobbied to move the team to southern california, but in the end the owners rejected that move to the city of carson outside of l.a. so now we have this news out of vegas today. it's quite concerning for members of the grassroots group save oakland sports. >> very disconcerting. especially when you have the draft tonight. the raiders are looking like they are turning the corner. he said over and over repeatedly that he wants to stay in oakland. we had the press conference two months ago. everybody was shaking hands. we are going to try to make it happen this oakland. it's very upsetting. >> reporter: davis says there are several different stadium sites being considered in las vegas. the project, if it is approved, could take about three years. remember the raiders have two one year lease deals at the oakland coliseum. they will play through through 2018. plus the on going resist enns on the part of the -- resistance of the nfl. but the nfl commissioner roger goodell has weighed in on this. he does not seem necessarily opposed to this deal, you guys. he says the decision ultimately will be up to the owners. huge meeting happening in vegas today. the future of the raiders hanging in the balance. >> and as you said, alex, it comes down to league approval. we can debate as much as we want. it is the nfl owners who decide. >> all the owners have to green light this -- such a deal. we will have to see if the raiders can get such approval there. the commissioner, he doesn't necessarily seem opposed to the idea. >> all right. alex, thank you. a disturbing story in the south bay. two brothers are under arrest for killing their parents. >> 22-year-old haas people and his brother were taken into custody yesterday. jesse gary outside san jose police headquarters with the latest. any clues as who what may have caused the brothers to commit this act? >> reporter: i put a request to interview hasib. let's take a look at our video. officials say investigators arrested hasig golam rabbi yesterday. detectives arrested his younger brother. he is 17. he was arrested in san jose and he is now being held inside juvenile hall here in san jose, also charged with murder. police say the pair is responsible for the slaying of their parents golam rabbi and shamima. they were shot in the evergreen neighborhood. a source confirms three messages were written in ink and scrawled on the floor and walls near the bodies. one said sorry my first kill was clumsy. a second alluded to someone telling lies. it has shocked friends of the family. >> the note seeps to imply it was not a random act of violence, but probably something that was designed behind it. some purpose. >> reporter: police have not leased a motive for the crime. they are not looking for any additional suspects. we will have more both online and on air. also in san jose officers raided a home on allen rock early this morning. police say they were there to serve a search warrant but would not give out any other details. at least ten people were detained. new developments now in the santa barbara terrorist attack. three people connected to the gunmen have been arrested. syed farook's brother was arrested in southern california. brother's wife and sister were also taken into custody. they are charged with marriage fraud, conspiracy and lying to federal investigators. they are expected to appear in federal court later today. republican presidential candidates will start arriving in the bay area tomorrow. just yesterday ted cruz announced carly fiorina as his running mate despite having yet to claim his balloting. support he is -- supporters of hillary clinton will open an office downtown on 14th street. bernie sanders is focusing his attention here on california. yesterday we learned that his campaign plans to scale back as it lays off hundreds of field staffers and aides. big developments on the uc davis campus. the chancellor has been placed on leave. she was removed from her job until an independent investigator determines if she violated university policies. she reportedly used $175,000 in university money to scrub online postings about a controversial pepper-spraying of protesters five years ago. adding to the controversy, our reports she has taken high- paying outside jobs while chancellor. now to new developments in the death of music superstar prince. several news agencies are reporting prescription painkillers were found in prince's possession when he died last week. drugs were reportedly found near his body inside his home at paisley park. now, paisley park was prince's home and his recording studio. it is a massive compound. now, a judge in minnesota has appointed a corporate trust company to oversee that huge estate. the judge says this emergency appointment was necessary because the superstar musician does not appear to have a will and there are hundreds of millions of dollars at stake. he was not married, had no known living children. he has one full sibling, his sister tyka nelson. still ahead, a study about the impacts spanking could have on children. the search continues for a man accused of shooting his pregnant ex-girlfriend. and our meteorologist mark tamayo will be right here with tomorrow's forecast. you can ush we are learning new information about a pregnant woman shot in pacifica. >> ktvu fox 2's christien kafton has more about the victim's relationship with the suspect in this case. >> reporter: pacifica police still looking for the shooter in this case. fox 2 has contacted a family member of the victim and she is offering some new perspective on how the victim and suspect knew one another and new perspective perhaps on why the shooter may have targeted the victim and her unborn child. friends have identified the victim as 25-year-old marisa johnson. she is eight months pregnant. she and her baby are recovering at an area hospital. a family source tells fox 2 she is in intensive care and will remain there it until that child is delivered. she works as a receptionist at an apartment complex in pacifica. that police say is where the suspect, 25-year-old ricardo colindres tried to kidnap her. they did have a previous romantic relationship, he was abusive and johnson took out a restraining order. that order expired last month. that family member also tells fox 2 the child johnson is carrying is not his child. >> it's obviously, you know, a tragic circumstance, and we are going to have to look into their present and past relationship and put together a thorough investigation. >> reporter: johnson was rushed to the hospital where doctors considered and emergency delivery, but ultimately decided not to induce labor. the suspect took off after the shooting. he is considered armed and very dangerous. they want anyone who spots him to call 911. to the exist bay. a shooting happened about 9:30 last night. police got a 911 call about gunfire at 42nd and adaline streets and responding officers learned that a dark colored car was chasing a red car. but when the red car pulled into a driveway in an attempt to get away, people in that dark colored car began sitting. bullets hit a home. no one got hurt. police are asking for help in connection with the killing of a teenage girl. 16-year-old mariano seymour was killed. investigators recovered the gun they say he used. they have not said what the motive may have been. anyone with information is asked to call police. california easy high-speed rail board is meeting to discuss yet another revision regarding the first section of the line. the first section of track is scheduled to be finished by 2025. the original idea was to have the train first run between the central valley and southern california. the board said the san jose stop could ensure that at least part of the track will be done with the money that is now available. plan to borrow hundreds of millions of dollars from san francisco's transbay terminal project is moving forward with the board of supervisors. the cost of the project has almost doubled since 2008 to two and a quarter billion dollars. they blame it on inaccurate engineering estimates and the project's complex design. the city is considering a $260 million loan. the budget and finance committee yesterday approved the proposal. it will go before the full board of supervisors for a vote next week. people in the mid-western states are sizing up the destruction by tornados. in the past two days tornados have touched down in at least seven states in an area that stretches from texas to illinois. a 62-year-old woman died near houston when a tree fell on top of her mobile home. this extreme weather system dumped several inches of rain in new orleans. a flood warning is in effect right now in parts of louisiana. >> we have not seen this amount of damage in a long time. >> it was like a earthquake or something. >> it was terrifying. i was absolutely scared half to death. >> the national weather service predicted that up to 60 million americans living across the central u.s. were in the path of this extreme weather. take a look at this video. you can see a waterspout there degrees in fairfield and san jose right now in the lower 60s at the 62 mark. here is the headline this afternoon. mostly sunny skies. we will begin to warm back up. eventually we are talking about some low-to-mid 80s as we head into your weekend. here's what's happening in the pacific. the big purrture here. we traced in the upper level winds. can you see the jet stream and a big sharp drop. that's a trough over california responsible for the rainfall we had yesterday. as this scoots out of town of course the showers have already moved out as well, we are talking about high pressure build. big time warming for saturday and into sunday. i think sunday will be one of the warmest days of the week. with this pattern setting up, the way that the high builds in we are going to have some offshore winds. saturday night, sunday morning a wind advisory for the higher terrains. we could have gusts 40 miles per hour. typically, this would increase the fire danger. so as we actually get mother of these over the next few months, things will continue to dry out and fire danger will be on the increase. that of course is a reality here in the bay area as we head towards spring, summer and fall. temperatures this afternoon 70s in santa rosa. san francisco 64. concord 74 degrees. we are talking about some more 70s for your thursday afternoon. yesterday on the cool side. the her business the honest company. a non-profit group filed a lawsuit saying honest violates the organic food production ad by falsely claiming that its premium infant formula is organic. they say it contains 11 synthetic substances. previous lawsuits over the sunscreen and cleaning products. new evidence on the impact of spanking your child. a study from the university of texas at austin and the university of michigan shows spanking can produce negative results in children often leading to aggression, anxiety and anti-social behaviors. researchers looked at 50 years of data and more than 160,000 children. the study also shows the more frequently children were spanked, the more likely they were to show negative behavior. >> sometimes parents believe that spanking works because it may stop aggression in the house. but we also know that it increases aggression outside of the home. >> psychologists say another result. if a parent spanks their children, aggressive behavior carries on to the playground with other children. one alternative they suggest is using the old timeout method for your child. the oakland raiders have released a statement. we will have that for you. and now we are learning how much money pliny the younger has generated for sonoma county. all right. an update on the raiders and owner mark davis saying he would like to move the team now to las vegas. the raiders have officially released this statement. the raiders would like to thank the southern nevada tour infrastructure committee and the mayor for their time today as we continue to explore options for a permanent stadium solution. we appreciate the support and passion of raider fans everywhere. owner mark davis is in vegas in an effort to move the team there. >> that's right. he says he is going to spend $500 million for a stadium to get the deal done. money is one thing. you still need the approval of the nfl team owners to agree to the move to las vegas. >> even if it's not the raiders, there has always been a debate whether or not las vegas can support an nfl franchise. gambling is an issue with the nfl. las vegas is not just about gambling. families visit there. i looked at the census numbers. 600,000 people within the city limits. the metropolitan area is 2 million people. cincinnati, cleveland, not as big of a population as las vegas. so i think it could be done whether or not it's the raiders. we will have to wait and see. ultimately, it's the team owners that decide. here we go again. first los angeles. all the talk last year. now las vegas. >> we have a mediations failed to yield any results. nurses from lucille packard children's hospital and stanford hospitals and clinics are at odds with administrators over wages and benefits. the union has to issue a formal declaration and give the hospital ten days notice for almost 3,000 nurses can walk off the job. it was only available to the public for two weeks, but sales of a very rare beer brought in an impressive $5 million to sonoma county. a survey reveals that the limited release of pliny the younger attracted 16,000 people to the area in february. a majority of beer fans came from out of town, including 11 foreign countries. the brew has a reputation as one of the best beers in the world, and had people waiting for hours to taste a sample of it. all right. still to come, we are berkeley team up with fbi agents for an unusual learning experience. >> this week fbi agents visited the campus to work alongside students in a counterterrorism class. >> but as ktvu fox 2 reports, it wasn't about books but rather a real time training scenario. >> reporter: huddled next to an fbi emergency operations vehicle, the student team talked about what to do with the simulated hostage situation. >> he was convicted two years ago. >> get them to keep talking, talking, talking. >> reporter: the negotiators in this cases, u.s. berkeley students, worked side by side with real fbi counterterrorism agents and police gathering intelligence about the hypothetical takeover of a bart train by terrorists. >> anyone on board that's needs medical attention. >> reporter: inside the building a team representing the terror attackers negotiated. >> if we contact the families directly, they have more of an incentive to give us the money. >> reporter: students students played the roles of terrorists, negotiators, journalists and diplomats. police and fbi agents discussed what happens in real life crises. >> when you see an incident occurring in real life, it's always good to keep a mental note, what would i do in this situation? >> reporter: while this is a training in a classroom, the fbi says that there are some critical things that everyone in the community should know and think about if they find themselves in a crisis. >> be decisive. unfortunately, the general human response is to be paralyzed. >> reporter: professor newsom organized the simulation for his class. he and the fbi say the people should rear three words if they find themselves in a terror attack. run. try to get away from the attacker however you can. hide. preferably in a closet or room you can barricade and turn off lights or close blinds. and third is advice. >> the old advice is to comply with your hostage takers or terrorists. in the old days, old terrorists used to exchange live hostages for their demands. their new terrorists don't typically do that. so it's not -- the advice now is not to comply. the advice is to fight back. >> reporter: the three words are quick cues for your brain to help you take action. >> i definitely learned a lot. >> it speaks to the importance of training and practicing being in these scenarios. >> reporter: lessons important to remember. there is a new development in the beating of a suspected car thief by alameda county deputies in a san francisco alleyway last november. ktvu news has learned that a new video shows one of the deputies you see here twirling something shiny after the beating of stanislaw petrov. the public defender had the video in hand and there is an audio expert that says you can hear a metal clink. that's important because a homeless couple told ktvu the deputies gave them a cold chain in an alleged bribe to keep them quiet. >> my jaw dropped because it completely corroborates what the witnesses have said. and now you have more than a smoking gun. you have got the smoking chain where he is actually twirling this chain around. >> so far the two deputies have not been charged in the beating. one deputy, sean osborne, is on leave. investigators believe he is the one in the video with that chain. officials with the contra costa county health department are warning people not to buy prescription drugs from unlicensed pharmacies. the department has confirmed four people in the county have been treated for what appears to be counterfeit prescription medications laced with fentanyl. for weeks the counterfeit drugs have been turning up in the sacramento area, including several deadly overdoses. >> people are buying them on street thinking they are getting hydrocodone or norco, and they have fentanyl. it's a much, much stronger pain medicine, narcotic pain medicine. >> there have been overdoses in several other bay area counties, but no reported deaths. hour, fentanyl laced pills have been linked to 14 deaths in the bay area. today a new safe medication disposal contra costa -- kiosk will be at walgreen's. it's to dispose of unwanted and expired medications at no cost. the installation of the kiosk began in california and will expand to 39 states by the end of the year. the san jose planning commission approved a project to build an apartment complex for the homeless. the commission unanimously approved the proposal to construct a homeless village on center road in south central san jose where a church once stood. it features a four-story apartment complex that would provide permanent housing to 160 homeless people. the neighbors fear the project will increase crime in the area. >> there is a lot of kids in my neighborhood. had i known that this was going to be there, i wouldn't have bought my house. >> we know that affordable housing, when run well, actually does not decrease property values, does not increase crime. >> neighbors say they will appeal the planning commission's vote to the city council. but if the project passes, the homeless could start moving into the village as early as the fall of 2018. california highway patrol officers say drivers need a reminder it is never okay to text behind the wall. >> that also means when you are stopped at a red light. >> it's become common place to see people on their cell phones walking down the street and even in their cars. but doing that comes at a price. seven years ago california made it illegal for people to send or write text messages while operating a vehicle. >> if you are in control of the vehicle, in the driver's seat on a public roadway, you can be cited for driving while texting. >> reporter: although people know it's against the law, we caught dozens of drivers using their phones while behind the wheel.. chp is cracking down. the california don't of motor vehicles sent out this tweet reminding motorists while the engine is on, keep your devices off. >> ever? >> never. >> reporter: really? >> if i am driving, no. if i am at a spotlight i will. >> reporter: that's against the law. but he is not alone. >> i guess at a stop. >> reporter: because this guy using his phone while behind the wheel at a red light, if an officer saw him he could get a ticket, if you are not outside of the traveled roadway in a marked parking space you could be found in violation. >> reporter: talking or texting on the phone is the number one cause of drivers distraction in as many as 3,000 people are killed in crashes nationwide where drivers are distracted. we went to the experts to ask if it's ever okay to use your phone while driving. surprisingly it is, but only in extreme cases. >> there are provision for an emergency. you have to be dialing 911 in that case i. >> paul chambers reporting. officers say it's for them to see if someone is on their phone. all right. it's draft day for the nfl. >> indeed. and after break we will take a look at some of the local college athletes who could be picked. and we will check back in with meteorologist mark tamayo for details about the warm-up underway. fentanyl. today is a big day for the nation's top college football players as the first round of the nfl draft gets underway in a few hours. >> jared goff is widely expected to be the number-one pick going to the los angeles rams. and as scott reiss reports, there are a handful of other bay area prospects who could be called on as well. >> reporter: jared goff is the headliner for bay area draft prospects. and with good reason. he could be the second cal player ever to go number one overall. the first steve barkowski in 1975 to the falcons. goff is a potential franchise quarterback and the newly kristined l.a. rams should do need one. but beyond that you will likely have to wait until saturday to hear a cal players' name called. two of goffs playmakers, receiver kenny lawler and running back daniel lasko, are projected in the middle rounds. last year the bears' mvp in 2014, but missed most of 2015 with hip and ankle injuries. wide receiver trevor davis, a dynamic kick returner, could sneak into the later rounds as a potential special teams weapon. >> touchdown. >> reporter: tight end stephen anderson a mid to late round guy. stanford is fresh off a rose bowl victory and number three national ranking. accordingly, we will see an impressive cadre of cardinal selected this week, starting with a bona fide mauler. joshua garnett won the outland trophy as the best interior lineman. he is likely a second-round pick. de la salle alum austin hooper is expected to be the second tight end off the board in the second or third round. saturday will be an interesting day on the farm. as many as five cardinals could a hear their names called in rounds four through seven. kevin hogan the winningest running back in stanford history. he could be one of the steals of the draft. wouldn't it be funny if hogan and kevin kajuice were reunited? officially a big wide receiver, but potentially a tight end or h-back. leading tackler blake martinez is a sure fire draft pick as well as a middle linebacker in the middle rounds. let's not forget san jose running back tyler irvin, who had more all purpose yards this season than any player not named mccaffrey. he will likely make some team very happy in the fourth round. >> that's scott reiss reporting there. now we are joined by jason applebaum here to talk about what we can expect from the 9ers and raiders. >> we will talk about that in a second. jared goff excited. four and a half hours from now he could be the first player taken overall in the nfl draft. that's a pretty big deal. he would be the first cal quarterback taken number one overall since steve barkowski in 1985. he went to the falcons. jared played locally at mar marin catholic. he is here with his coach. passed for over 7500 yards, 93 touchdowns, and three varsity seasons. his teams were 39 and 4 in high school. at cal he started as a freshman. played three seasons. broke just about every cal record, including all of those of aaron rodgers. most everyone is projecting him to go to the rams. he would be the poster boy of that team in los angeles. it's a pretty big deal. if the rams pass on goff, he would almost certainly go to the eagles at number two. so big times around here for jared goff, and for the cal faithful. bay area residents just to see, you know, a guy like that, his fortunes will be changing in an instant. the 9ers do have a big draft. they have to focus on -- they have a lot of picks. >> they got a ton of picks. they have the most picks in the nfl. they have 12 picks. 9ers here, league high 12 picks, including number seven overall. they have needs at just about every position, including quarterback. it's anyone's guess who they will take. if there is a consensus at all, and i looked at nine different draft boards this morning to see, about four have this guy going to the 9ers. it's oregon defensive lineman deforest buckner. chip kelly loves pac-12 guys. especially if they are from oregon. according our expert, he will go along with it this time with the pick of chip kelly because this guy is a student. now, the raiders, they have the 14th pickover all. eight picks overall. and they addressed many of their needs last year and in the off-season. so could go in many different directions. if there is an area to beef it up. >> linebacker. reggie ragland out of alabama. may be a reach but the raiders have been known to go with a guy they like as opposed to where he is projected to go. 6'1" 247 pounds. he is a solid run stuffer. he was the sec defensive player of the year. i must say about the raiders, and specifically reggie mckenzie, their general manager, he has been known to trade down. they are picking at 14. who knows? >> without talking about mark davis and las vegas, david beckham, putting up his own half billion for a stadium there. >> galavanting around with david beckham vegas is a pretty picture. 500million of his own money. you know, i think it's a leverage play personally. i don't know that las vegas is could support an nfl team. i know that other people feel differently. >> maybe a bluff? >> guys may want to go to the sports book there. a lot of people come out of town every weekend. i don't know if the residents are transitioning to the weather world for friday, saturday and sunday, high pressure returns. we are talking about warmer temperatures. eventually some 80s across parts of the bay area. here you can see on live stormtracker 2 our system from yesterday heading to nevada. we have a few high clouds up to the north and up to the west. some of these high clouds could be approaching northern california over the next day or so. looks like a quiet weather pattern with the expectation of a possible wind event in the hills friday night, saturday morning. right now we are looking for some rainfall. really not happening right now and temperatures actually pretty comfortable if you are going for walk outside. san jose 62 degrees. walnut creek 70. san francisco 64. half moon bay one of the cooler spots checking in 55 degrees. with so much talk of el nino, you are hearing godzilla el nino over the past few months, you expect we have rainfall above the average. that's not the case for these locations. santa rosa just below average. san francisco basically spot on. towards san jose as well. below average for oakland and concord. so it has been a very productive show and rainier, but not a
