now. it started at 4:00 this morning in place until 6:00 p.m. sunday. exceptions for the inland east bay down to the santa clara valley as well. throughout the morning hours with the rainfall focused to the north, a flood advisories focused for parts of the north bay until 2:45. i have a good idea it will probably be extended. here is the radar loop, the greens and yellows indicating rainfall. by the way, the south bay, they are reporting partly sunny skies in san jose. here is a close he have from san francisco to richmond. this will be the problem area. the yellows and oranges correspond to heavier downpours to petaluma and sonoma. this is widespread, napa, american canyon, toward fairfield and vacaville. the heavy rain event for a good portion of the afternoon will be focused on the northern half of the bay area. we have a lot to talk about. we have another system offshore that will translate to a rainy forecast on friday. more in a few minutes. >> mark, thank you. up in the north bay, the storm is causing problems including a partial roof collapse. >> this his the k mart in santa rosa on cleveland avenue. you can see behind me what happened. a partial roof collapse of part of the store. the assistant building inspector just wrapped up his work and the assistant fire marshal says what happened, the cause of the collapse was a combination of dry rot in the roof and the heavy rain that we had this morning. now, this happened at 7:45 this morning before the store was open. so, no one was hurt. but the assistant fire marshal says it's a warning for people in the north bay since they are expecting a lot of rain over the next four days. >> be aware of power lines, trees. this is different. this isn't normal. it can happen. something that we want to make people aware of, not just trees and power lines but a reason to clear your gutters, get debris off your roof, commercial businesses, a wake-up call for a lot of people. >> the entire north bay is under a flash flood watch from now throughout the weekend. this is highway 101 up to pen grove. we had the windshield wipers going 23u8 speed. the rain started at petaluma then heavier the farther north we went. up around burnville folks are keeping an eye on the water levels there. i checked with the russian river fire protection district, he said the water levels are about 14 to 16 feet, well below flood stage but in the forecast they are expecting the river to reach about 32 feet which is flood level by saturday. so, when i checked with the captain from the russian river fire protection district, they are working on bringing in extra crews on saturday and throughout the weekend in case flooding is an issue. from the north bay we head to the east bay. a tree fell across a main access road cutting off residents on the other side from their only route out of the neighborhood. it came down around 3:30 this morning. alameda county public works estimates the tree was about 100 feet live. big changes for the san jose police department announced in the past hour. >> it comes as the city deals with low staffing issues. ktvu jesse gerry was there as the announcement was made. jesse? >> reporter: that's right. the sjpd has what they call voluntary overtime to help them meet minimum staffing levels and they hold over officers after the ten hour shift to make sure but that is a stop gap measure and it ends sunday. sunday mandatory -- mandatory overtime. it will impact every officer and impact moral. the sjpd has about 1100 police officers. that is the third largest city in the state and largest city in the bay area but attrition, retirements and impact of measure b dropped the number to 839. there are a handful of recruits at the academy and when i say a handful, literally a handful. that won't help. the chief, mayor, council members and other union members decry the efforts of two people to derail a deal that would allow voters to repeal measure b. >> when your car is broken into, your home is burglarized, drug dealers and other crime and there aren't any cops, thanks pete and charles. >> the mayor and others stressed regardless of what happened to the recently filed lawsuit it won't derail plans for $30 million in savings to the pension. the silicon valley association are trying to repeal measure b fighting for residents. speaking of residents, we will check in with them to see how it's playing with folks when it comes to learning that police will be forced to work overtime. they are working ten hours. now they have to work more than that to make sure that they meet minimum staffing levels because of measure b, a way to reduce the cost of the pensions that the city was paying and paying a lot to retired police officers. so, we will have that residents was able to get out of the house and flag down a police officerment the officer arrested one of the robbers but the other ran away from the scene. a $10,000 reward is being offered to help find the gunman in the deadly bart shooting. this is no video of the man that police say shot and killed carlos romero inside a bart train. the footage shows the man on a bart platform and leaving the west oakland station on january 9th. police have not been able to identify this man but hope someone will recognize him. police made an arrest in the case of racist graffiti on a school district building. it was found on the main door to a san leandro office on juniper street monday. in addition to words satanic symbols were on the door. it is right next to an elementary school and parents say that makes it especially disturbing. >> that is really sad, especially somewhere in an educational place for kids to see that. that is ignorant. >> investigators identified a suspect after he was brought in on unrelated charges. they say he was letter spotted less than half a mile away riding a bike freshly painted in the same colors as the graffiti. a man faces felony charges for allegedly ramming two san mateo vehicles early this morning. investigators say the deputies spotted the man and a woman in a white dodge durango after midnight. when deputies approached the male driver drove off in reverse hitting a deputy's vehicle. after a chase, the durango collided 450ed on with the other deputy. the three tried to run away but were quickly taken into custody. officers arrested alexander reyes on felony charges including assault on a deputy, hit and run and parole violation. myra and another are facing misdemeanor charges of resisting arrest. rumors involving colin kaepernick are heading up again. there are reports that the denver broncos, jets, browns may be interested in the quarterback. the 49ers have said they expect kap to stay with the team this season but his representatives requested a trade last month. he was benched part way through last season. if he is still on the 49 eroster april 1, his $11.9 million base salary becomes guaranteed. today in arizona, the oakland a's are hosting the dodgers in mesa. >> that game is about to get underway. sports director is there joining us live. what is going on, mark? >> reporter: what is going on is a the a's. 94 losses. a lot of talk about team chemist industry and -- chemistry and how it didn't work out for the a's over the course of 152 games. there was reportedly problems with that and catcher steve vote one of the leaders on the team, the all star catcher working out a little earlier today and he addressed pretty candidly the thought about what goes on in a clubhouse when the losses are stacking up and how everybody is getting on each other's nerves. here is his comment today with me earlier today in mesa. >> any time you are on a team, if it loses 94 games, you have bickering. you are sitting next to a guy on the plane and he is chewing his gum loud. when he hits 400 you are okay. 200 you knock him out. you look at things like that. that's the way it goes. for this year, you look at the leaders on this team, like myself, sonny, redick, we got a lot of guys on this team that are going to not let those things snowball like they did last year. we had a meeting with like her. it was a counter. i haven't started on her yet. >> what i see happening is republicans are consolidating around us. 65 to 70 managers of republicans recognize donald trump would be a disaster if he is the nominee, hillary wins. >> the next round of state primaries comes next week for what is called super tuesday 2. five states are in play including ohio and florida. well, here is something you don't see every day. a fight on a commercial airliner in midair. take a look. the l.a. times reporting it happened on a spirit airlines flight from lax to baltimore. according to reports, it started because two women would not turn off their boom box after passengers complained. when the plane finally landed, five women were taken into custody. no one was charged. california is one signature away from raising the legal smoking age to 21. california would be the second state to raise the age from 18 to 21 years old. state lawmakers are trying to reduce the health problems linked to smoking. the age limit would include people that use e-cigarettes. the governor's office declined to say if he would sign the measure. hawaii requires smokers to be 21. an apartment building at the edge of a crumbling cliffside is delayed because of the weather. it was supposed to be torn down today but because of the storm moving in, demolition is pushed back until either tomorrow or later until the weather gets better. the building was red tagged in 2010. when it begins, it is expected to take four or five days. depending on where you are, that storm is here. >> a moderate to heavy rainfall. a flood warning is issued for parts of the bay area. as far as right now, we have partly cloudy skies in the south bay and then moderate to heavy rainfall in the north bay. here is the golden gate bridge showing wet roadways as the windshield wipers are needed here. the radar tells the story. we have a narrow plume of moisture being directed to the bay area. as a result, the most significant rainfall up to sonoma county, parts of napa and mendocino as well. i will come in close. this is a flash flood warning for parts of the north bay. this is closer to the petaluma area. rainfall rates have been picking up for this region as you can see. this is out to -- looks like it's to the east of bodega avenue. basically the petaluma area, the flash flood warning in place. this was issued at 12:02. that is something to keep in mind with the rainfall rates picking up. flash flood watch for the areas in the green. the exception the south bay and east bay as well. flood advisories in addition. flood advisory in place on through at least 2:45 this afternoon. i think that will be extended. here is the wider look in the pacific. you will see this with the rainfall picking up across the region. a closer look, there is the stream of moisture. you will see development approaching parts of the peninsula closer to half moon bay as well, toward pacifica and in the north bay here we go with the coverage closer to helena, napa and moving the maps around, santa rosa, rainfall first thing this morning, santa rosa and there is the rainfall coverage out to petaluma with the flash flood warning. storm one moving into the area this afternoon. not as much action for the south bay. the focus will be in the north bay. today setting up another one for friday. this is cooler air, the speckled cloud cover is cold air. you will feel the temperature drop tomorrow t. today rainfall developing. a chance in the south bay. then tomorrow, more moderate to heavy rainfall in the forecast and into the weekend, we could be talking about more rain. with that, each storm will set up at least increasing chances of flooding potential. it's happening and each day for tomorrow and into the weekend, that will be a concern. 4:00 this afternoon, notice places like morgan hill and gilroy, not picking up much here but the focus to oakland, san rafael. here is the focus. not changing much. into friday, the rainfall in fact becomes more widespread across the bay area. this is friday at 10:00 a.m. in the afternoon hours, scattered showers out there. then possibly a break into saturday morning. not a big break because by saturday afternoon to saturday night we could talk about more significant rainfall. napa river, at st. helena could be cresting above flood stage for your friday and russian river continues to rise as well. russian river at againville is expected to go two to three feet above flood stage on saturday. we will keep an eye on the river levels. this is it cresting early saturday morning about 9:00 a.m. temperatures this afternoon, 60s to the lower 70s. periods of rain, especially for san francisco, oakland, up to the north bay as well. a busy five-day forecast. there is the break first thing saturday morning. then we could talk about more rain later in the day saturday and into sunday. looking at the forecast models, we may have more breaks in the action this weekend but, unfortunately, they are ramping up the totals so we could have more concerns for saturday and sunday. >> mark, thank you very much. we got to let you go. breaking news in san jose. we are getting reports of police activity in the willow glenn neighborhood. willow glenn is located south of 280 between 17 and 87. there is a hostage situation according to police going on. here is the map of that area. san jose pd s.w.a.t. team is on scene at this hour. >> sky fox is above the scene, we are getting reports this started when a father took a 3- year-old girl hostage essentially in the little girl's mother's home. this happened in san jose. police responded to a 911 call from the little girl's mom this morning saying that her 3-year- old daughter was taken hostage by the girl's father inside her home. we know there are a number of armed officers surrounding the home. the merge unit is like a s.w.a.t. unit, a term that we are perhaps more used to. streets are blocked off. a couple of schools are on lockdown as a precaution. clearly a lot of activity in the willow glenn neighborhood. the map shows you where it is happening. the pictures from sky you don't see every day. a fight on a commercial airliner in midair. take a look. the l.a. times reporting it happened on a spirit airlines flight from lax to baltimore. according to reports, it started because two women would not turn off their boom box after passengers complained. when the plane finally landed, five women were taken into custody. no one was charged. california is one signature away from raising the legal smoking age to 21. california would be the second state to raise the age from 18 to 21 years old. state lawmakers are trying to reduce the health problems linked to smoking. the age limit would include people that use e-cigarettes. the governor's office declined to say if he would sign the measure. hawaii requires smokers to be 21. an apartment building at the edge of a crumbling cliffside is delayed because of the weather. it was supposed to be torn down today but because of the storm moving in, demolition is pushed back until either tomorrow or later until the weather gets better. the building was red tagged in 2010. when it begins, it is expected to take four or five days. depending on where you are, that storm is here. >> a moderate to heavy rainfall. a flood warning is issued for parts of the bay area. as far as right now, we have partly cloudy skies in the south bay and then moderate to heavy rainfall in the north bay. here is the golden gate bridge showing wet roadways as the windshield wipers are needed here. the radar tells the story. we have a narrow plume of moisture being directed to the bay area. as a result, the most significant rainfall up to sonoma county, parts of napa and mendocino as well. i will come in close. this is a flash flood warning for parts of the north bay. this is closer to the petaluma area. rainfall rates have been picking up for this region as you can see. this is out to -- looks like it's to the east of bodega avenue. basically the petaluma area, the flash flood warning in place. this was issued at 12:02. that is something to keep in mind with the rainfall rates picking up. flash flood watch for the areas in the green. the exception the south bay and east bay as well. flood advisories in addition. flood advisory in place on through at least 2:45 this afternoon. i think that will be extended. here is the wider look in the pacific. you will see this with the rainfall picking up across the region. a closer look, there is the stream of moisture. you will see development approaching parts of the peninsula closer to half moon bay as well, toward pacifica and in the north bay here we go with the coverage closer to helena, napa and moving the maps around, santa rosa, rainfall first thing this morning, santa rosa and there is the rainfall coverage out to petaluma with the flash flood warning. storm one moving into the area this afternoon. not as much action for the south bay. the focus will be in the north bay. today setting up another one for friday. this is cooler air, the speckled cloud cover is cold air. you will feel the temperature drop tomorrow t. today rainfall developing. a chance in the south bay. then tomorrow, more moderate to heavy rainfall in the forecast and into the weekend, we could be talking about more rain. with that, each storm will set up at least increasing chances of flooding potential. it's happening and each day for tomorrow and into the weekend, that will be a concern. 4:00 this afternoon, notice places like morgan hill and gilroy, not picking up much here but the focus to oakland, san rafael. here is the focus. not changing much. into friday, the rainfall in fact becomes more widespread across the bay area. this is friday at 10:00 a.m. in the afternoon hours, scattered showers out there. then possibly a break into saturday morning. not a big break because by saturday afternoon to saturday night we could talk about more significant rainfall. napa river, at st. helena could be cresting above flood stage for your friday and russian river continues to rise as well. russian river at againville is expected to go two to three feet above flood stage on saturday. we will keep an eye on the river levels. this is it cresting early saturday morning about 9:00 a.m. temperatures this afternoon, 60s to the lower 70s. periods of rain, especially for san francisco, oakland, up to the north bay as well. a busy five-day forecast. there is the break first thing saturday morning. then we could talk about more rain later in the day saturday and into sunday. looking at the forecast models, we may have more breaks in the action this weekend but, unfortunately, they are ramping up the totals so we could have more concerns for saturday and sunday. >> mark, thank you very much. we got to let you go. breaking news in san jose. we are getting reports of police activity in the willow glenn neighborhood. willow glenn is located south of 280 between 17 and 87. there is a hostage situation according to police going on. here is the map of that area. san jose pd s.w.a.t. team is on scene at this hour. >> sky fox is above the scene, we are getting reports this started when a father took a 3- year-old girl hostage essentially in the little girl's mother's home. this happened in san jose. police responded to a 911 call from the little girl's mom this morning saying that her 3-year- old daughter was taken hostage by the girl's father inside her home. we know there are a number of armed officers surrounding the home. the merge unit is like a s.w.a.t. unit, a term that we are perhaps more used to. streets are blocked off. a couple of schools are on lockdown as a precaution. clearly a lot of activity in the willow glenn neighborhood. the map shows you where it is happening. the pictures from sky
