On the motion to brother, and they even need to pass that motion to proceed to even get to the vote. Com and our mobile app. Developing news from the sierra where a wildfire burning south of yosemite has forced evacuations in the town of mariposa. Governor brown declared a state of emergency. Cal fire says the Detwiler Fire doubled in size and has burned almost 20,000 acres. Authorities say the flames are now threatening some 300 homes and at last check the fire was only 5 contained. Today they issued evacuation orders for mariposa and several nearby communities. Here is a map that shows the Detwiler Fire. It is burning 50 miles east of modesto. It has forced the closure of highway 140 in mariposa which leads to yosemite. We were not prepared for this whatsoever. I havent seen these conditions in a long time. It is a wind driven, slope driven, fuel driven fire. So far there are no reports of any injuries. The cause of the fire is still under investigation. Chief meteorologist bill martin is here. Bill, hat got to be hot up there. We heard the fire chief say there is a wind problem. How bad is that problem and how much is it contributing . The wind was up there today. Right now the winds arent blowing that hard, but a 20,000 acre fire, you are looking at live pictures, it is going to create a its own winds. The prevailing winds always matter but in this case this thing is generating its own winds as the cooler air from the surface flows into the fire. So the center of that high is a giant heat low, and the air is rising so the air finals all around a it. It creates a lot of turbulence. You can see the plume of smoke. The temperature is 92 right now in the fire zone. 12 humidity. The winds are all over the place, 5 to 10 miles per hour. But what i wanted to note, which is always, i think, creating some of worst fires, you still have oaks, you still have the wild oat, the dried brush so were sort of in this area right in here. So what you have is that transition zone between oaks and pine trees and weeds. So youve got every fuel imaginable available to the fires. Thats how it gets to 20,000 acres. Now, the weather today did cool. The weather tomorrow will be a little bit warmer. The fire conditions are not horrible like they were a couple of days ago. But leading into this fire, remember what we had . Two, three days of big heat. Thats what were finding more and more. Its the setup heat. It doesnt matter what day the fire starts. Its the heat getting to that fire. Three days of 100 degrees, everything is dried out. We take that live picture because it is so impressive. Its kcras chopper. You see that smoke plume. Its blowing through that inversion. Thats what that cap is. It wants to press it down but the heat is so impressive that the cumulus cloud is popping through. You can see that brown. Thats dry wild oat which burns immensely quick. Then you see the oaks and the pine trees. We had a gentleman earlier saying this thing is fuel driven with all the ingredients for a hot fire. Firefighters in the south bay lowered their containment estimate of a small wildfire that burned monday in saratoga. Today they changed the figure from 75 to 50 and say crews are working to complete the fire line. However, they say the eden fire is not threatening any structures and it is not expected to spread. It turns out, though, flames werent the only thing firefighters have been battling in the saratoga foothills. Investigators say a drone forced a firefighting helicopter to land before being confiscated. The owner could face misdemeanor charges. Reporter bart stations and trains have traditionally been some of the safest places in the bay area, but a big spike in crimes and bold mass robberies has upset that calm. Compared to the first five months of last year crimes on bart this year for the same period are up. Assaults, robberies, and rapes up 41 . Auto thefts, petty thefts, burglaries and arson up 14 . Bart has highquality Surveillance Video of the crimes but will not release it to the public for fear of tainting any prosecutions. Randy and his family were victims of one of those robberies involving 47 robbers. He says the video should be released. I think it is one of many steps bart needs to take to start protecting the passengers. Reporter he says there were several times the groups misdeeds on and off the train should have been responded to by bart police, police who already were readily familiar with some of the perpetrators. The individuals who assaulted us and robbed us, there were multiple repeat offenders. The police knew who these individuals were. Reporter former police chief and now professor of criminology says he would release the video. My policy generally would be to the to err on the side of transparency, sharing information with the public. Reporter in the Bigger Picture bart current hall 40 unfilled officer spots. Thats more than one in every five budgeted positions vacant. To cure that, bart chief carlos rojas wants to offer bonuses to those who ultimately are sworn in. That is something that is very common in law enforcement. And they do vary from 5,000 up to as high as 30,000. And were looking at doing a program that would be somewhere between 10,000 to 15,000. Reporter the former chief has faith in the new bart chief. I am sure he knows what to do. I would just hope that the bart board of directors gives him the support he needs to get the job done. Reporter now, bart continues to be successful because it is frequent, accessible, affordable, and safe. But crime waves have a tendency of undermining all of that. Tom vacar, ktvu fox 2 news. Are there any reasons being given for the spike in crime . Reporter its like something happens, and then somebody else is emboldened to do it. He says this comes and goes. He says this will probably be around for awhile, then it will go as there are many other kinds of crimes that take place. But he says it is very likely that the first one worked well enough that another group of people or the same group of people decided to pull the same thing again. So folks do have to be very careful about that. They needs to have their phones at the ready to call for help from 911. Tom vacar, thank you. Tiny houses like this may be a solution for the homeless problem in the city of richmond as the Council Debates the issue. But first, 2 investigates gets a first look inside a building that was gutted by arson not once but twice. And tonight the developer has some words of warning. Reporter frank, alyana, investigators have not confirmed the four fires are connected, however, Developers Say they believe the culprit or culprits are no amateurs. My best advice to people is to be learn how to compromise. We are seeing reporter from the outside in theres literally a guard at every corner now. Reporter the developer walks us through his emeryville construction site. They were able to probably avoid a lot of the cameras, and they obviously got around the guards. Reporter the property was torched by not one but two arsons. Two of the four Major Construction fires to ravage the east bay in the last year, sparking fears of an arsonist. Right now we are in the middle of the construction site. The fire actually started over this big wall on the residential side. Embers flew over to the Commercial Area here. And as you can see, the frame is the only thing left standing is. Shortly before his second fire in may, Surveillance Video captured a dark figure scaling scaffolding. Hooded and masked, the person who atf describes as a person of interest walks off camera. These people were smart. I mean, it was a good job. Somebody is good at what they wanted to do. So its obvious somebody is well educated. Reporter do you think that person acted alone . It doesnt matter what i think. Reporter why . Why doesnt it matter . It matters what atf knows. Theyre fire investigators. Reporter what kind of builders did you have working on site . Did you ever have unions work with you . We work with Union Contractors and nonunion. The unions actually were the first to help us solve the case so i dont think hat anything to do with union issues. Reporter he says he has built 15,000 housing units. With this project he says there were no prior controversies. In fact, in his decades of building he says this was his first insurance claim, his first fire. This was going to be the main entry. Reporter he says his vision here is still strong, refusing to concede to numerous set backs hes determined to build housing, a beer garden, and a bike shop. How much do you worry about another fire . Well, i dont spend a lot of time on it to be honest. I do think that the people that are doing this need to be caught, because they will there will probably be more fires between now and when i rebuild this. Reporter he believes it is only a matter of time before someone gets hurt if these fires keep happening. He hopes the arsonist is caught soon because he says developers can only do so much by adding security. We saw the Armed Security officers. Four during the day and four at night . Reporter four during the day, and four at night. Around the clock . Around the clock. When we were there, there were security guards on all four corners, and they said around the clock in the day, and a especially at night. A lot of security cameras. He started with two. He has a dozen now. Hopefully it helps. Housing prices are rising out of reach for many californians. The median price for a home in the bay area is 908,000. A lot of money. Its almost double the state average of 555,000. Earlier on the four on 2 we asked a real estate expert what advice he would give to prospective homebuyers. My best advice to people is to learn how to compromise. Were seeing huge prices in areas where theres everything. Micro market based around transportation. Investigators say he then cut a hole tin melts door of a storage room, and thats where the inventory was kept. Well, a little bit cooler today, which was nice. 88 in fairfield, 92 in antioctober. Today is probably going to be the coolest day of the week overall when you average all the temperatures together. The last two days weve lost 20, 25 degrees in some places. Almost 30 degrees in some places from where we were on sunday. These were the highs from today. Highs tomorrow about the same, maybe a little bit warmer. I suspect some more warming tomorrow. We went through well, the last two days weve had some nice cooling because of that low i showed you earlier spinning like this, then it lifts up everything and a pushes all the moist, cool air inland. Now were going into High Pressure but not a heat advisory. Not an air quality High Pressure. It really wont help any of that, but its not a real smashy one. Its a little bit of sink air. That starts probably by tomorrow afternoon and takes us through the weekend. Not a heatwave, but theres that low Pressure Center i was talking about. In the winter that brings rain, snow, wind, all sorts of things. This time of year it brings just a cooler pattern, which is very helpful to firefighters as well. So some good news. Things are probably going to be bigger than we anticipate. Their efforts to regulate the sales of Recreational Marijuana. Stay with ktvu news for o. J. Simpsons parole hearing. Its happening this thursday. Ken wayne will have live reports plus special live coverage beginning at 10 00 a. M. Ktvus Tara Moriarty has details on the sixmonth effort to make are sure the city is ready. Reporter one expert we spoke to in the bay area said since Recreational Marijuana became legal in the state of colorado about 300 dispensaries have popped up in denver alone. While San Francisco certainly doesnt have the Square Footage that denver has, it is bracing for the pot business, and in a big way. You have heard of the gold rush of 1849. Now San Francisco is bracing for what is being called the green rush of 2018. We have kind of had to be underground for quite some time. Reporter no longer in the shadows medical marijuana dispensaries like spark are preparing to sell pot to Recreational Users come january 1st. My personal opinion is things are probably going to be bigger than we anticipate. Reporter supervisor jeff sheehy sponsored the legislation to create the First Ever Office of cannabis. Officially approved today by city leaders. What this does is set up a onestop shop so that we have a centralized place in order to regulate this to make sure that we do this safely and appropriately. Reporter in the past several departments including fire, public health, and building inspection oversaw the medical Marijuana Industry. While those agencies will remain involved in the permit process sheehy says it will be streamlined through one office consisting of three workers and a 700,000 budget. The cost of running the office is recovered by the fees that are assessed on people who are selling or growing or the whole Marijuana Industry basically supports its own regulation. Reporter there are currently 30 medical dispensaries in the city. All are expected to apply for a local Recreational Use permit which prepares them for the state permit. No one knows how many more wouldbe cannabis sellers would apply but if you look at the numbers in colorado last year there were 700 storefronts that sold marijuana. Thats more than triple the number of starbucks throughout the state. So were talking a very big money maker. In San Francisco, Tara Moriarty, ktvu fox 2 news. City leaders in richmond are debating a new way to try to help ease the lack of housing for the homeless. The mayor suggesting a Pilot Project that would put Homeless People in tiny houses on wheels. Happening now, paul claim bears is live at the Council Meeting with details. Paul, that meeting just got started a couple of moments ago. Reporter that is correct. I will tell you this is the first time the council will hear the ordinance read to them as the full council. If passed, richmond will be the only city other than fresno to put Homeless People in tiny houses on wheels. It may not look like much but this tiny house on wheels could be a game changer for richmonds homeless population. It is a very quick and relatively inexpensive to provide transitional housing for a homeless person ferlts. Reporter the mayor says at the beginning of the year there were more than 100 Homeless People living on the streets, but that number could easily grow. Thats why city leaders are looking at options like the tiny house on wheels. This was not an opportunity for someone to put one of these in there and just put anybody in it. We want to put a person who is truly homeless in it. Reporter this tiny house was built by students at uc berkeley as a part of a contest. Although this isnt the house that will be used for richmonds Pilot Program the concept of a tiny house on wheels is the same. We were aware of plans to use tiny houses as Homeless Housing and are still keyed in to that program. Reporter the Pilot Program allows six of the homes to be constructed or placed in the city of richmond. If successful that number may increase. However, one potential drawback is where the tiny houses will be placed. They could be own a residential lot, they could be own a commercial or industrial lot, as long as the utilities are there to hook into. Reporter now before that happens were a ways out. Hat to go for a first reading, then a second reading. If it passes both hurtles then the counsel if it passes both hurdles, then the council can start looking into it. The Police Union Says wants additional training for officers so they can be better equipped to deal with the mentally ill. The push comes after a cop was charged in the shooting death of a mentally ill woman. Jesse gary has this wort. Reporter pastor scott has been helping homeless on the streets of san jose for decades. He has seen the unpredictable side of Mental Health issues. People literally go crazy. Sometimes they run up and down the street without their clothes on. Sometimes they even tack the people closest sometimes they even attack the people closest to them. Reporter recently San Jose Police officers joined their brothers in blue calling for federal funding to train officers to deal with the mentally ill. The Department Requires crisis intervention training but only onethird have done so and not all of those are patrol officers. It is important for us to realize that the very first person and the last person you are going to be calling is the police when it comes to a mentally ill type of situation. And it shouldnt be that way. There should have been the front and work. There should have been care. Reporter the officer involved shooting death last october was a catalyst for this debate. The woman, who had a history of mental illness, was shot and killed by Sergeant Hugh barry. Police Officials Say while trying to diffuse her Suicide Attempt danner swung a bet at the sergeants head, and he fired, killing the woman. One of the things officers want in addition to federal funding, access to Mental Health records when an officer is responding to a service call. The belief is the more Information Officers have, the better choices they can make helping to deescalate a situation. It can absolutely change the tactics in regards to how police are responding, and when they get on scene what maybe we can do different if we had this intelligence. Reporter critics site hipaa laws protecting privacy, but police and others say there are ways to improve encounter outcomes with those there to help. As many resources we can put into Something Like that, the better the community is going to be overall. Reporter jesse gary, ktvu fox 2 news. Shes been one of the best around for a long time. Reporter but nicholson is turning 80 next week. She will be retiring in august. Sometimes i feel like im in my 50s, and sometimes the pain hits me and eight feel like im 90. I hate to go but my health is deteriorating. Im getting emotional now. Its hard. I really dont want to go, but i have to. Reporter by late next month her beloved soul Food Restaurant will have a new owner, none other than beast mode marshawn lynch. It turns out they go way back. When he was nine years old he came across the street to get a hamburger and french fries. Reporter from you. From me. 25cent french fries, and 75 cent hamburger. Reporter shes turning over her Liquor License and restaurant to marshawn. Its bittersweet, but she will still be around. Shes been like all of our mother, and her heart in her is the way that she gives back and people really dont know that she gives back. Reporter the restaurant sits on san pablo avenue at the Oakland Emeryville city line. This is one of her sons busy cooking. For customers, its all about the good food. Fried chicken, tilapia, red beans, and plenty of sides. The food is number one. You have never seen such big chicken wings. You dont get a small chicken wing. It is my first time here and i will be back here again. Probably tomorrow, but i will be here saturday for sure for the celebration. Reporter that celebration honoring nicholson will be at 7 00 p. M. This saturday. In oakland, henry lee, ktvu fox 2 news. So a big cooldown today. You noticed it. We cooled off yesterday significantly as well. Today it cooled off another five to eight degrees. Nicer, less air conditioning firing off, and just a better air quality. These are the highs, and they are way down from where we were two days ago. Sunday we had 106, 107 degrees in those inland valleys. Right now its 88 in fairfield. This is the reason why it is cooler today. Theres a low pressure that released the inversion. The next few days the inversion reestablishes itself. So heres the reason the air is rising a little bit, or the inversion expanded this low right up in here. And that will set us up, as it migrates off, with a warming environment. So once that leaves, the high fills in. Fog along the coast today. There will be fog tomorrow morning. The fog took awhile but it did show up. I slpt be back in the morning very similar i suspect it will be back in the morning. Very similar to today. 13 degrees cooler in livermore. Theres the fog right now, just as we speak. So theres sutro tower. The fog will be back. It is back, and it will final tonight. Through the micro climates will you find temperatures in the 70s. A few low 90s start to show up as we head into tomorrow afternoon, especially out towards brentwood and eastern livermore. Vacaville 93 degrees. 91 in antioch, 92 in brentwood. There you go. The forecast highs in the santa clara valley, 88 in gilroy, 81 in san jose. And there you go, along the coast mid60s. What did i just say . Tomorrow ends up a lot like today but slightly warmer. And then temperatures, lucy in the fiveday, just sort of work their way up into saturday and a sunday. So none of this is out of control, and it is nothing like last week, but we peak on sunday. So this is a classic summer fiveday forecast with no extreme heat or no you know extreme heat, if you will. All right, bill, thank you. Sports is coming up next. We will take a short break and see you in a moment. Joe fonzi joining us now in sports. I know the giants didnt look so good yesterday but they have a chance to redeem themselves tonight. The beauty of baseball is theres 162 games. No badly how badly you play there is another game the next day. Every time you think the giants have hit rock bottom they play a game that seems to be the clunker of the season. Last nights game was notable for a couple of reasons. Number one, the giants threw it away with a couple of very ugly errors. The gins began the day 24 games under. 500 and 29 and a half games behind the division leading dodgers from the n. L. West. Adding to the climate at second and king street is the fact that last nights game was the first nonsellout since the 2010 season. In fairness, the 39,000 in attendance was the biggest house in Major League Baseball last night. Support by giants fans is something that hasnt gone unnoticed. Its incredible, the support weve had. Like i said this season, it couldnt have gone worse. I dont think any of us saw it unraveling as much as it has. And its been a tough go. But the one constant has been our support, and we cant thank them enough. Theres not a place in baseball like what we have here. There isnt. With baseballs trade deadline looming for the first time in years the giants will be sellers. Unfortunately, as scott reiss tells us, its business as usual. Reporter it is that time of year again. Just when you thought it couldnt get any worse for oakland. Reporter the as out of playoff contention are building for the future. First of all i think we have to take a look at where we are. Were in last place. And the direction we are heading in and were going to continue to head in, were going to try and get younger. Reporter that process actually began in midjune when Trevor Plouffe was essential sold to tampa bay opening up third base for prospect matt chapman. A week later, steven voght gone to milwaukee. You try to get past it as quickly as you can. Obviously we will be watching them and pulling for them. The guys know this time of year and the position that were in, that potentially some things can happen. So whether other things happen, i guess theres the potential for that. Reporter it is a safe bet other things will happen. Among those who could be wearing new uniforms come august, jed lowrie enjoying a resurgent sea cont second base. Rajai davis. Hey, the wheels still work even at his age. Sonny gray, very good tonight. Reporter sonny gray remains a major talent. As such, he would fetch a major return, though would it come at a Public Relations cost. There is always disappointment when a longtime guy goes. But also it is a team in transition anyway. I mean, they werent going to contend this year. So i think people get that this is sort of a fun time with a bunch of young kids. Lets see what they can do. Reporter billy bean pointed out that the as have never really committed to a fullon rebuild because there was always the concern that the cycle of selling off players would simply repeat itself. But this time is different. The prospect of a new stadium is very real. And as bean said, theres only one way to successfully open a new stadium, and thats with a good young team.
