ryan for ay, because of dna evidence on a piece of hair on a rope. the suspect is charged in the kidnapping and murder of 15- year-old sierra lamar heading to a bus stop. investigators believe she got into his car and he then kill her. people that joined in the search attended the court proceedings and expressed disappointment at the trial's delay. >> the volunteers for sierra lamar's search team, we are with the lamar family and it bothers us that their pain continues but we are looking forward to justice being served. >> the family deserves answers and it's been four years too long and it is paul. a judge in san mateo county sentenced a man for the beating death of a gym in south san francisco. ken o sako had pleaded no contest to second-degree murder. he was sentenced to 17 years in prison. prosecutors say o sackko attacked galindo at the bally's gem. the victim had made a remark that o sako made have misinterpreted. he was using steroids at the time. shutting down its emergency room which means this city will be without e rservices. the plan is to close the acute care facility and its department by 2030. they will move three miles away to the ala bay campus in oakland. result of a senate bill, 195 p 3-that requires all hospital facilities to withstand a major earthquake by the year 2030. a major power outage left thousands of people without electricity and shut down a bart station. here is what the pg&e outage map looked like at the height of the problem. it started in el sir rita and richmond, 43 customers in all. it hit at 930 and the fire captain says cables crack down on illegal listings on short-term rental sites such as air b and b. according to a city report only one thousand air b and b hosts have registered with the city. it would require air b and b and similar companies to advertise rentals that are registered with the city. this is really about the bad actors. it is about holding air b and b and other short-term rental platforms accountable to get the 1884 units back on the market. so that people who need housing in this town can have rent controlled housing in san francisco. the legislation would require air b and b hosts to show the verified registration number in their onlinard. if no number is included the host could face a fine. the legal enforceability some say is questionable but the company will continue to work with the community to simplify the process and get hosts registered. lawmakers at the capital are asking governor brown for $1.3 billions to be spent on more affordable housing. the number of low income californians has nowout run the number of affordable homes by one-and-a-half million. under the proposal five hundred million dollars would go to subsidizing represental housing. california farmers would see more than 75 million through tax credits and homes for rental units. >> we are investing in the state, in the rural and urban and the coastal regions and in high cost areas and others that winds yesterday got up to 50 miles per hour at sfo. winds today are blowing strong as well. winds tomorrow will be a lot like today. partly sunny skies and mostly sunny with highs in the 60s for the most part. maybe low 70s. overnight lows will get down there. it will get colder, if it wasn't so windy and clouds i think we would see freezing temperatures in the napa valley. colder spots in the mid and upper 30s but that is chilly for the middle of april. as you look at the forecast tomorrow you will see no coastal fog to speak of and daytime highs in the upper 60s and 70s for the yellow. knee injury. what led to this bizarre crash involving a bay area sheriff's patrol car. a san mateo sheriff's deputy crashed into a car on purpose to stop a car from fleeing. this was the aftermath in san carlos. the deputy's car was pinned underneath the silver toyota corolla. authorities shut down all southbound lanes of el camino after the vehicles crashed on the sidewalk. the woman driving that toyota was taken into custody and treated for minor injuries. the sheriff's deputy escaped serious injuries. the driver had earlier hit a fire station and ran into the front store of a safe way in belmont. the driver has been identified as 54-year-old karen tikeman. two officers being charged with crimes off duty. as ktvu's henry lee tells us more. >> reporter: two oakland police officers have been charged with crimes while they were off the clock. rookie officer matthew santos is accused of pointing a gun at a man pointing his door in february. santos has been charged with false imprisonment and brandishing a gun, felonies. his attorney says that santos feared that the santos may have been an intruder. >> i think this case should not have been charged. emeryville police say property management had put a note on his door telling him about the painting but santos attorney says his client barred anyone from coming into his home because of his guns. >> no one was allowed to enter based upon the sensitive materials. >> santos has been left go by the department. in a second case oakland police officer cullen faith is accused of showing up drunk and scuffling with a couple that lived there. faith pleaded guilty to battery and trespassing and public intoxication. faith's attorney declined to discuss the case. >> i won't get into that. i won't deal with the facts. >> fate is on paid leave. oakland says they take all allegations seriously. civil rights attorney john burriss that represents the couple says officers should be held accountable. >> it send a good answer for the officers and the community. >> there is always a question of a double standard and whether officers should be held to the same standards others are particularly when they are off duty. >> in
