The fire chief says that trains throttle got stuck as it was coming to a stop on the tracks. The train operator was unable to slow down the train. The train struck a dirt hill side of the tracks and. For people were taken to the hospital with minor to moderate injuries, for the people were treated and released at the scene. After a large natural gas outage in Discovery Bay over the weekend, residents are slowly getting their service restored. This as temperatures dipped into the low 30s last night and temps expected to plunge again tonight. Ktvus tom vacar was in Discovery Bay to check on the progress from pg e. Reporter pg e crews are literally swarming Discovery Bay right now to reestablish service to every resident they can reach in person. Sunday morning at 1 00 a. M. , 6200 Discovery Bay Pacific Gas Electric customers lost their natural gas service. Pg e set up Warming Centers here at the timber pointe elementary school, and the Discovery Bay community center. But, there were few takers. We went and got a couple of portable heaters, so we kind of keep the rooms warm that we were in. And, it helps to some. But, we were still pretty cold last night. Reporter all day, the slow, laborious process of restoring service has been underway. Originally reported to be completed by 5 00 p. M. A lot of it has to do with when people are home. We need people to be home in order to make to restore service. So, its going to depend when people get back from work. Reporter in order to reconnect 6200 people, it takes a small army. In this case, an army of 200 pg e technicians going to each and every customer in the outage area, making sure that they are rehooked up properly. We want people to know that it is not safe to rely to their pilot flights. That is something that should be left to pg e. Reporter nonetheless, people who know how to rely their pilots did just that, providing pg e with a bit of a boost. I just turn the gas back on ourselves. That elephant seal tried to cross the highway today. Ktvus Noelle Walker is there and joins us with the latest. Reporter sometimes you get unusual assignments in this business, this is definitely one of them. There is no highway sign for this traffic hazard today, those lights behind me, that is eastbound highway 37. Around 1 00 this afternoon, and elephant seal, thats not one of those cute little seals that you might see, you know, over in San Francisco, this is a huge elephant seal. Frost over the eastbound lanes and was reported up on the median, flopped over the median of highway 37. Thats when the chp got involved. We have some video from the chopper that we were shooting earlier today, Pretty Amazing sight. The chp was out here with the Marine Mammal center, trying to corral what they estimate to be about a 500 pound elephant seal. Who was very determined, as they say, to try to cross highway 37, for what reason, we dont know. And, the experts dont know. Its easy to say she was clearly lost, because elephant seals dont generally come in this close. They like to stay out on the ocean the side of the bay. They believe it is a female, possibly a pregnant female, that might be why she is so determined to get somewhere. We talked with the chp and Marine Mammal center earlier tonight. She is very strong. If she is about to give birth, that means she is in her prime. So shes got a lot of weight and strength under her. She could actually tear the board from your hands if you dont hold the board the proper way. Very strong, very feisty animal. Which is wonderful, thats what we want. Hold the board and if she grabbed it from me, grab it, not try to fight her. Obviously our concern right now is this is a huge animal. And, shes adamant that she is going to cross this stretch of roadway. That chp officer showed us the board that he was holding trying to corral that seal away. You could see chunks of that board taken away where she not at it with her very powerful jaws. The deal is right now, they are being helped by the tides. The Marine Mammal center and chp left just about 15 minutes ago, probably, because they say the tide has come down low enough where its really kind of a mudslide where she would have to cross in order to be able to get up and cross onto highway 37. That would not be easy for her to do because its fairly steep and she has to go through mud to get to the steep part. They think they are pretty safe for now, that is not going to be able to cross highway 37, hoping that she goes out with the tide, back where she belongs. If she is still here, just in case, the chp is going to be doing the rounds around highway 37 tonight, and someone from the Marine Mammal center is coming back here at 3 00 a. M. When the tide starts to come back up, just in case she decides to make another run at it. She seems pretty determined. Its a good thing they are going to come back and check when the tide comes back in because the last thing we want is that animal on the highway, that would be a whole different problem. Noelle walker live along highway 37. Thanks. Police in alameda say a package that to be initially an explosive device turned out to be a realistic looking movie prop. Police were called after 11 00 this morning to the 700 block of lincoln avenue near webster street. Police officers found what appeared to be sticks of dynamite with a timer devised and back leaning against a tree. Officers evacuated the surrounding area and restricted traffic before it was determined that that prop was fake. The evacuations were lifted two hours later. Police are trying to figure out who put the prop there. Two people were killed early this morning when a fire broke out at an apartment complex in east oakland. The fire was reported shortly after 1 00 a. M. On eastbound street near 62nd avenue. Fire crews say flames were shooting out of the top floor and heavy smoke filled the four unit building. Firefighters say inside they found the bodies of a man and woman in one of the bat of units. Investigators say this is the third time this year a fire has broken out at that property. They say squatters may have accidentally set the fire at the complex this morning. The San Francisco corner identified a man hit and killed by a car in the Mission District earlier this month. Police are releasing more information in the case of a body found in a uhaul truck after a shootout with bart police. This happened at the hayward bart station. Christmas day when two bart Police Officers saw a man acting specifically suspiciously near a uhaul truck parked at the bart station. It had a broken window and the man, 27yearold, charles goedding was carrying a gasoline container. He was on position and were about to search and. When an officer asked to put his arms on his head he reached into his waistband and produced a weapon out of his waistband. Reporter police say the suspect fired several times at one of the officers hitting the fiveyear veteran in the arm. Hes been shot in the arm. Reporter a second officer returned fire, hitting the suspect. One in handcuffs. He is also been shot. Reporter goedding is expected to survive. The incident was captured by the officers body cameras but the investigation into the shootout then turned into a homicide probe when police returned to the uhaul truck the man had been pushing and found the body of 40yearold Jason Anderson in the bed of the truck. He had been shot and wrapped in a tarp and hidden under crash. Sources tell us investigators believe goedding was about to torch the truck and the body but was thwarted when he was stopped by police. The deadly shooting happened on a home on forced avenue around 9 15 friday night. Police say he called in a bogus report and 911 of a violent person and when officers arrived, police say he lunged at them with a knife. To officers shot him who later died at the hospital. In San Francisco City Attorney Dennis Herrera is taking action against Popstar Justin bieber for what he calls guerrilla advertising. A series of new state laws will take effect on new years day on a wide range of topics. This new law now requires all toy guns sold in california to be painted in bright colors. Another state law taking effect january 1 is considered one of the strictest vaccination laws in the country. Also, if you use a headset or talk on the phone while driving, or to listen to music while biking, riding your bike, that practice becomes illegal as of the new year. The law prohibits riders and drivers from having earbuds inserted into both ears. It does not apply to emergency vehicles or construction equipment.
