One of them is the bay bridge toll plaza but not heading in to the east bay, heading in to San Francisco. This is reverse commute but it is packed heading in to San Francisco right now. The renewed effort to stop duis on california roads. Proposed legislation would require devices similar to breathalyzers to be installed in vehicles of people convicted of dui on the first offense. Theyve been successful in arizona and new mexico by reducing the number of deaths by 30 to 40 . Prosecutors have filed murder, torture, and child abuse charges against a couple in the deaths of two Young Children whose bodies were found inside a storage locker in redding. 39yearold Tammy HuntsmanTami Huntsman was arrested. 3yearold delila and her brother shaun were in the care of them. The suspects are also facing charges of abusing a 9yearold girl. The childrens older sister. She was found starving and freezing inside an serve. Investigators say the childrens mother died two years ago. A manhunt is underway in san leandro for a gunman who opened fire outside of a nightclub. Four people were shot right in the parking lot of the Club Caliente on east 14th street just before 2 a. M. Three men and a woman were wounded but fortunately all of them are expected to survive. Police are still trying to figure out what led up to the shooting. Some sort of an altercation occurred between a single gunman and a group of four individuals. At that time the gunman pulled a pistol out and shot each of the four people. Investigators are trying to identify the suspect through witnesses and the clubs security cameras. They believe alcohol may have played a role in the shooting. A judge in Riverside County today denied bail for enrique marquez, the man accused of buying rifles used in the San Bernardino massacre. The 24yearold marquez arrived in court this morning. His attorney argued his client had voluntarily spoken with the fbi for days before his arrest and that the weapons purchased for attacks planned years ago that never happened. The judge says marquez presents a danger to the community and ordered him held. Marquez could face up to 35 years in prison if convicted of all charges. A 55yearold richmond man is facing charges tonight after posting a photo of what looked like a pipe bomb on a Facebook Page and allegedly making threats against muslims. Police say bomb technicians located that device yesterday in the home of william chelly. As a precaution officers evacuated several houses in the area and detonated that device. No one was hurt and police say the device turned out to be not dangerous. Police started investigating chelly after receiving a tip he had built an explosive device and after he allegedly made threats toward muslims at an east bay mosque. His behavior and aggression toward them couple would the photograph of this device really prompted us to be worried about what he was capable of. He was booked in to county jail in martinez where hes being held on 525,000 bail. A San FranciscoSupreme Court judge today ruled that eight Police Officers who sent racist and homophobic Text Messages will be allowed to keep their jobs. The judge found the department waited too long to take action on allegations of misconduct. The San Francisco chronicle reports the texts turned up during a federal corruption probe in 2012 but Police Officials didnt start their investigation until 2015. Police chief greg suhr said the messages made references to white supremacy. They repeatedly used the nword and they talked about burning crosses. Raymond shrimp boy chow took the stand in San Francisco today to answer federal charges of racketeering, money laundering, and murder. Cameras were not allowed inside the courtroom. 56yearold chow described his history growing up in hong kong, moving to San Francisco at the age of 16, and turning to a life of crime. At one point he loudly denied charges that he ordered the death of a reputed gang leader. He told the jury when he got out of prison in 2003 he decided to turn his life around. We want them to see hes a genuine person who is passionate about being reformed and whos stuck with that. The jury has heard prosecution testimony that chow is a career criminal and active gang member. The defense is expected to call 30 witnesses in this trial. In the south bay loved ones are mourning the deaths of a family of five killed in a plane crash over the weekend. Today investigators said the plane actually broke apart midflight on the way to las vegas. Azenith smith now with more on the victims and the investigation. I cant believe it happened, the whole family. Reporter this tight knit neighborhood in gilroy is mourning the loss of price family killed in a plane crash saturday. The neighborhood kids made this poster filled with rest in peace messages and wrote the names of the family members on rocks. Theyve identified them as father jason, mother olga, and their children, 14yearold john, 10yearold marry, and 9yearold olivia. Tricia alvarez was friends with the mother. She was always the life of the party. She was very social and very talkative, very loving. And thats how i remember the kids as well. They were just very sweet, sweet, sweet kids. Reporter saturday afternoon the family took off in their private plane, a piper fixed wing aircraft from san joses read hill view airport bound for las vegas when the pilot called air Traffic Control 10 miles south of bakersfield. 402 is saying mayday. Reporter the pilot somehow losing control, the plane descending 15,000 feet, crashing in to an Almond Orchard in bakersfield. A spokesman from the National Transportation safety board said the debris field was a halfmile long. Authorities today recovered a tablet similar to an ipad where theyll review the planes gps coordinates. At the time the weather was rainy and cloudy. Authorities warned pilots in the area about icing above 5,000 feet but its still too early to tell the cause of the crash. Jason price, the presumed pilot, worked as an engineer at Genesis Solutions based in connecticut. The company sending us this statement in part, jason was an associate of our organization and a valued and loved team member. We are mourning this tragic loss. The ntsb will continue investigating at the scene of the crash for the next few days before they take the wreckage to a nearby hangar and attempt to reassemble the plane. New at 6 00, Vallejo Police are looking for two women who turned violent inside a toys r us store. Police say this is a surveillance picture of those women who theyre looking for. Police say the women were trying to steal 150 worth of baby formula when a store manager confronted them. The incident happened saturday afternoon at the toys r us at plaza drive in vallejo. Investigators say the women punched the store employee, slammed a 15yearold girl in to a wall, then shoved an 11yearold girl who landed on her head 15 feet away. That girl suffered traumatic injuries and was rushed to a hospital. Its really expensive. If its for good reason it still doesnt justify. Investigators say the suspects jumped in to a hyundai with three other women and all got away. They say the baby formula could be linked to organized crime and the manufacturer of cocaine or heroin. Authorities need the publics help in identifying a man suspected of planting a skimming device at a safeway in walnut creek. Surveillance cameras captured pictures of the man at the score on bancroft road. Safeway says it was quickly removed before any consumer data was compromised. The grocery chain also found another device at a store on dublin boulevard in dublin. Investigators say it was installed by another suspect on the same day and they do believe that the two cases are connected. With todays storm we are beginning to see the effects of el nino and in one bay area county Officials Say they are preparing for the worst. Theres growing concern tonight about flooding in contra costa county. Ktvus tom vacar was there as officials laid out their plans for rising water levels. Reporter many recently dry creeks are now flowing and storm winds are definitely blowing. Contra costa county board of supervisors chairman john joya said el nino may soon deliver an unwanted christmas present. Too much water. Three things happening this week. King tides on top of the fact that water levels are already 9 to 12 inches higher because of the warming of the water due to el nino and then if we get storm surges due to extra rain you have this potential perfect storm. Reporter the county will be depending on residents to do both their legal obligations and some community service. Most of the creeks in contra costa county, over 95 of the creeks are the responsibility of the private homeowner. You need to get out in to your own creek. That means removing downed trees, dead vegetation. Reporter in that Community Spirit clean debris from around storm drains and inlets. If you have an inlet in front of your house, we expect you to help us out. We cant be everywhere at every time. We want you to go and clean the leaves off the inlets and that can include trash, whatever else is clogging the inlet. Reporter be prepared to resist local flooding. There are six sand bag filling stations around the county for residents to access free of charge at each station. Bring a shovel. Bring some gloves. If you need help bring somebody who can help you fill and load the sandbags on to your vehicle for you. Reporter and have a family emergency flood plan. Sit down with your families and talk about your plans and educate each other about what needs to get done. Most of the heavier stuff probably went through here in the last hour or so through the central bay. Maybe two hours or so. San jose, youve got showers down there. Most of the action is. Ill show you on the latest radar in a moment. These are the rainfall accumulations worth taking a look at again. Almost a half foot of rain showing up in some of the mountains above santa cruz and the marin county area. Theres the plume of moisture moving in. Theres the rain now. You can see that changeup. Youve got that hole all, a little bit of a break as the shower moves slowly through. For a time that plume of moisture, the rain kind of got stalled out there from marin county and thats how they logged in all that water, all that moisture. You see oakland now, generally this whole deal is working its whole way down like this. As it moves toward the south and east, well start to dry out from the north. San jose getting the most showers. Mountain view, fremont in the mountains. Winter storm warning in effect. Reports of rain falling at 6600 feet in lake tahoe. This was about two hours ago. So kind of a warm storm. And we had highs today in the upper 50s. Wind advisory in effect for the higher locations of the bay area as we head in to the evening and tomorrow morning. Theyll be gone tomorrow by 4 00 but we could see wind gusts 25, 35 miles per hour. Weve seen those today. Theres your winter storm warning that stays in effect through tomorrow. Thats what i showed you. Now were going to get this hit and miss showery drizzly, it will be wet but wont be as per sistzant. Some areas might be kind of clear while other areas will see showers. As we head in to tomorrow night, same kind of thing. I think there will be very few showers by the evening. Mountains keep going. Theyll continue to get snow up there. Theres your wednesday morning. Upper 50s or low 60s which is pretty warm for these storms but very typical for an el nino. Finally getting some real winter. Has this truly been the start of the el nino pattern . Its closer than weve seen. Thats a great question because el nino is out there. Its impacting all the weather for the last month or two. The el nino signature is pretty distinct. In the higher snow levels, thats sort of an indication. Most of the el nino impacts probably end up early january and february well notice more warm storms, things like that.
