The second man arrested for the ghost ship warehouse fire in oakland appeared in court this morning. Max harris what was the second in command at the artist workspace did not enter a plea today but he was formally charged with 36 counts of involuntary manslaughter. Thats one charge for every person who died inside the warehouse last did he december. Harris was arrested in southern last week and returned to the bay area in the last couple of days. If convicted, harris and the warehouses Master Tenant a, derrick almena, face prison time up of to 39 years. The 32acre Regional Park in south san jose was the scene of reports of a person down in the water. Officials are asking the public to keep an eye out for a man who was kayaking and hasnt been seen. Reporter julie, so far the suspect has not been charged with the shooting but i have learned the man is wellknown to police. Ktvu has learned that 34year old erik goal mullen was Erik John Mullen was arrested for allegedly firing shots outside a church. The diocese says it is keeping the statue as is pending the criminal investigation. A motive is not known. Neighbors of the suspect say theyre stunned. They say mullen has children and enjoys rebuilding cars. I dont believe that. Hes a nice kid. I dont know hes a grown man. I dont know why he would do such a thing. I dont think he did. Reporter mullen was arrested on numerous counts including vandalizing a place of worship, criminal threats, four weapons allegations, and resisting arrest for allegedly struggling with officers who found a handgun on him. He is being held in who of 2. 2 million bail. Court records show that he has prior convictions for assault with a Deadly Weapon for attacking someone with brass knuckles at a bar. He also has convictions for battery and vandalism. Alameda county prosecutors will review the case tomorrow. If they file formal charms he will be in court later that afternoon. Henry lee in the newsroom, thank you. Well, the San Mateo County Sheriffs Office released the name of a man who was arrested in connection with the stabbing of a 13yearold boy. Authorities say 44yearold nelson of South San Francisco was arrested last friday shortly after the incident which took place in the courtyard of the millbrae public library. Witnesses say the man approached a boy and stabbed him repeatedly with a fourinch folding pocketknife. The boy was hospitalized. He is expected to recover from his wounds. Reporter 911 dispatchers are supposed to respond within 10 second. How long are people being put on hold . Ive heard up to like five to eight minutes. Reporter in a job where every second counts, even one minute is simply too long. This past january the department of Emergency Management says a power outage due to human error knocked 911 offline for more than 10 minutes. Roll down your windows. Reporter unbelievably a dispatcher tells crews to roll down their windows and flag people down for help. Dispatchers say its indicative of a myriad of troubles they face on a daily basis. Were extremely short staffed. We have been for the past several years. Reporter many dispatchers say they frequently pull 16 hour shifts. My worst call has been from a parent coming home to find their child has hung themselves. Reporter but with no down time this worker says she was forced to immediately take the next call. Ive been here 15 years and this is the worst its been. Call volume went up 32 in the last two years, the same time we had an increase in attrition and people retiring. Reporter dispatchers are getting lawyered to other agencies where the pay is more and the work lessments a 911 center is supposed to answer 90 of its calls within 10 seconds or less. San francisco is only meeting that goal by 75 . Dispatchers say they are simply stretched too thin. For the kind of everytime these people are working, which is inhumane, they should not be getting time and a half, they should be getting double time. Reporter that would mean a reclassification as Public Safety workers. Currently they are considered clerks. In the meantime the agency has hired more people but training takes about a year to complete. They say the clock is literally ticking. In
