The orville spillway is back open and water managers have been releasing water for one week now. Tonight we know how much it will cost to fix the spillway. California has awarded a company from nebraska a 275 Million Contract to repair the spillways. The department of Water Resources has estimated they would only cost 230 million. All three bids that came into the spillways came in over that estimated cost. They want the work done by november 1 in time for next winters storms. There was a blistering report on why the orville dam suffered massive damage to his main spillway last february. The 78 page report was released yesterday. Analyzing failures a big steel and concrete structures worldwide. You have worked with him, what did the report find and how bad is it . I would like to see heather going to get that thing rebuilt by the end of the summer. That seems like a tall order. What they found out was that this is going to happen anyhow. Its been going on for years because of poor design and other things. When that emergency spillway first overflowed, all that did was speed up something underway anyhow. It may have been maybe five years or 15 years from now, the spillway was going to fail. This was built in the 1960s. Along with the poor design, what was that like for the construction . That they have problems in the way they built it . The design was defective in many ways given the task at hand. Thats really on the state of california. The construction was probably done by the contractor. They didnt dig deep enough to set a good foundation. They built on some shaky surfaces and that did not work out. Instead of filling voids with concrete they just let them be void. And then finally they didnt keep the drainage system under the base in the shaping condition it should be for construction in order to do that. That led to very poor construction. How does Something Like this happen quick it happens because were always underbid jet under budget. You overestimate what people can do with so much money. Look at the bay bridge. Accept the bay bridge and something people are questioning the design. Here there they are questioning the design of the orville dam. How does a poor design come out like that quick back in the 1950s and 60s, they use what they thought was the best information at the time but they didnt use it well enough. There were all kinds of failures. If that wasnt bad enough, then you go into the maintenance function which is also poor. It was poor for two reasons. What they did was, they did numerous repairs. All kinds of different repairs. They did not do them well are the did not do them in such a way that they would last and that contributed to undermining the structure even more. They allowed trees to grow alongside the spillway entries have roots. They were supposed to drain the system underneath the spillway to keep it in a stable situation. The whole thing looks as though it was a comedy of errors that was going to happen anyway. This report looks at original design, construction problems, poor maintenance, what does this mean for other dams around the state quick this is the only dam owned by the state of california. There are others owned by the federal government that were built in roughly the same period of time or even earlier. We havent had a major failure of one of those dams, but i think it is fair to say that the governing state of california should go to the bureau of Land Management and all of these other federal agencies and say we want some proof and we want proof to make sure that this stuff is not going to happen. Very quickly, someone who lives downstream from the dam, should they be worried quick i think theyve got a handle on this thing right now. What they should be worried about is the snow melt. If that comes down too quickly, you cannot believe the amount of water up there in the mountains. When it comes down it will come down especially if it gets hot. Thank you.
