The San Francisco Public Utilities commission was working nonstop unclogging the catch basin, this one was full of debris including syringes. Flooding a problem this morning at the Mission Neighborhood Health Clinic on shotwell street as the cell phone pictures show water apparently seeped in from a restroom. The clinic was opened but the pediatric unit had to close for the day. It clearly has to deal with the amount of rain this is a falling and with the problems that we have had in this area, when it rains substantially. Thats what happened in downtown oakland after two people got into an argument. One of them pulled out a gun and the next thing you know an innocent bystander was shot and wound. Reporter 13th and broadway and in oakland tuesday morning. An officer watched an argument on the sidewalk and saw the open fire on the businesses. A woman caught in the cross hairs is expected to survive. Unfortunately an innocent bystander was struck and went to the hospital and in stable condition. Today District Attorney general George Gaston and other city officials creating a plan to create more Mental Health beds rather than jail. The jails and prisons have become the default placement for mentally ill in our country. The Supervisor Malia Cohen and jane kim and George Gaston and Mental Health advocates are teaming up for a new behavior center. We are having a scenario for people that commit serious crimes are actually able to get Mental Health services where they are in custody. According to a bureau of justice statistic studies two out of every three jail inmates suffer from a Mental Health problem. There is currently a ninety day wait for a Mental Health bed when someone comes to the behavioral court. San francisco turned down one hundred Million Dollars in state funding because these leaders said San Francisco could do better by building a Mental Health facility. In are alternatives to incarceration that break up our communities and impact long Term Employment of individuals caught up in the system. No funding has been secured for the proposed trilevel facility and no location set but two spots being discussed one near San Francisco General Hospital and the old justice department. The center would be modeled after one in florida which saw populations plummet saving millions of dollars. The District Attorney general hopes it will hold true here in San Francisco. Police in danville are warning residents about an uptake in burglaries. Home burglaries. We certainly the city has supplied replacement fields and we have discussions ongoing about additional fields. So far the fields near the stadium have temporary flooring and the work continues. Parents say at least one of the three fields is now unplayable. And the kids have a game saturday. If we can prevent damage to those other fields and get a temporary place to play our games, that would be awesome. The most significant thing or one of them to me is how much rain san jose got. San jose came in with an inch of rain, more than hayward and Mountain View and redwood city. So this storm is an equal opportunity storm. It dropped a lot of rain south of San Francisco. Typically it is the other way, right . You get more rain north of San Francisco. Here is the system. That is a good looking weather system. Moving in right now and it will be here almost on the same timing as the system this morning. Four or five in the morning and thats when the heaviest rainfall will be in the morning commute will be dicey. There is no question. Mainly with heavy rain and standing water. A bunch of rain coming tomorrow morning. A lot of it will run off. Forecast from now until thursday morning, you will see rainfall, San Francisco another inch of rain. Heaviest locations in the coastal hills could easily get two inches of rain. So this system bringing up to two inches of rain. Maybe more in the mountains. Maybe three inches. And we will see gusty winds. This may be stronger than the one this morning. As you start in oakland tomorrow, six a. M. , there is the rain showers. Kind of mild, 52degree. Lunchtime, showers all the way to lunchtime and a little bit of a break, the sun comes out and as you head to the afternoon hours, a chance for more showers show up in the forecast just as a stray sprinkle goes through. Nothing atypical or out of the ordinary near and something to be aware of to have an impact on the morning. Kind of protocol. This second storm that we got today dropped a couple of inches of rain in the bay area. Those areas could get more than two inches . I think so. Right now with el nino in general, el nino storms are basically favoring the coastal hills. So places like ben loman and casa derra. Those areas could get four inches. And dangerous surf along the coast. Yes. The surf will be giant wednesday and thursday. With a high tide on thursday morning. There will be in barkaderra. High water and ocean beach issues with the great highway pacifica at the boathouse and linamar. So it goes. This is winter and not atypical. How the winter is typical. Off of the wall.
