One shop that i heard and then everything got really quiet. This woman was inside the store when according to Danville Police two men wearing mask and hoodies went straight to the jewelry counter. One suspect using a hammer to smash the jewelry case. When an employee tried to intervene the second suspect fired his gun. People were hiding behind things because we did not know what was going on. Everyone was pretty calm. Police say the two men ran through the store to a third suspect waiting in a silver toyota camry with dealer paper plates. Shoppers, employees ran to safety and rose deas was doing a demo inside the store. I saw them when they came out and they passed by the people screaming. As rose was ushered out she recalls what one shopper told her. She was driving up and saw this man with a mask on leaving and he had a gun in his hand. So this is a very quickly unfolding scenario. We are concerned, we would like to get the child back to his mother and we are asking for the publics help. The father was seen recently at a business in menlo. So we want to get that information out. We are using all of our available resources, oliver social Media Connections to be able to get the information out so the week brings child back safely to the mother. And specific reason for the delay in amber alert for something that happened a day ago . So what we have here is a father who has the child, the mother brought us information that the time child was not delivered back to the mother. We always take those very serious. But you can understand that it is not the same scenario when you have some constraints for the safety of the child. And that is what happened today, as we continued our investigation, we realized this was one of those and we need an amber alert. Which we used judiciously, and this is the case. When was he supposed to deliver the child . To the mother i wont get into any specific locations or addresses. I want to urge you all, while we need your help, we need to get this information out. The investigation is at its very early stages. So the importance of this, as you can understand is our concern for the child. We have a mother who is also very concerned. We would like to get the child back to the father as quickly as possible. But a lot of the information, a lot of the questions that you have, we still have as well. And it will always be in their memory. They are bonded to their class, and now they are coming into truly the family. In a smaller class than in previous years with just 17 graduates in, 2016 the Academy Graduate of 44 of new officers. 35 cadets graduated in 2015. Drone users will no longer have to register their devices. A federal Appeals Court struck down the road that previously required owners of recreational zones drones to register their devices with the faa. The rule was put into place in 2015 in response to drones flying your airports. But fly federal law says the faa cannot issue rules covering model aircraft. The judges said today the safety is an important goal but its up to congress to change the law. Im joined on the phone by a law expert. Thank you for joining us. Think you for having me on. I want to get your thoughts on todays ruling. I think it is a little bit of a misfire, what i think happened in this case is the judge essentially fired followed the letter of the law and miss the spirit of the law. The faa and congress would agree that we need more regulation, or we need appropriate regulations around unmanned aircraft. But what congress specifically it did and reacted or prevented the faa for making rules that have this much reach, including the part where intentionally a charge to register a drone. And the second part of it was the par saying that you have to have an identifier or license sticker on it. Those parts have already been discussed by congress and congress essentially said, no. Were not going to let you step into that territory. And the judge basically followed the congressional rule from 2012. That preceded what the faa did. I think some drone supporters might be surprised of finding the need for some sort of regulation. Another requirement was only five dollars to register. Some people called a burdensome come i dont think it was the dollar amount i think it mightve been the problem where had to be done every three years. Its my understanding that violators could of been sent to prison with his old regulation, or requirement if you will. It sounds a little harsh, how much of that acted into the ruling . I think that was a big factor. You know when youre getting a fine your monetary fine is very much within the reach of the faa alone. But when you get into potential criminal penalties, incarceration, that kind of goes beyond that. Congress very specifically set out the laws in those areas. So they kind of went beyond the scope of what their territory really is. To regulate. They should be more inclined to regulate height, system, weight, other properties that sort of describe these aircraft and conduct studies around them. As opposed to saying come here of the rules and if you break this rule you going to go to jail or be fine. Thats where they kind of overstep their territory. And a safety is still a concern for some commercial pilots said theyve had some pretty close calls with drones. What do you think can be done to avoid all that . Or to increase safety now that theres no requirement . Something has to be done very soon. I dont think there will be much of a lag in this because that is a specific concern for commercial aircraft are pilots who are in manned aircraft. These drones that can come up and we have a lot of people who are unskilled and testing out the system may have in this toy can be, very dangerous in an element or environment where we have manned eric. What i see happening very soon, i do think there will be legislation introduced i congress to say look now we have this you know and we it could take one disaster one near disaster and that creates a very real and immediate concern for things to take place. So what you will see is legislation introduced that will sort of address the specific area and say, how should we, congress, not just the faa. But congress besetting outlaws that the tape where these can be flown, how they can be flown, penalties for flying them the wrong way and being able to regulate all of those vehicles. Deathly more than just a hobby. I think many agree that some registration or some type of register regulation should be sought out for that and im sure will see that in the near future. He then apologized to the 15 yearold at the center of the case. Saying that he has a sick this, but no excuse for his actions. In addition to the plea a judge ordered that he register as a sex offender. Weiner could face up to 10 years behind bars and sentencing scheduled for september 8. Since he has had some answers issues before in this case got a lot of attention and notoriety is it going to likely sway the judge one way or another in terms of giving him a longer or shorter term . You mean the fact that he might have had something to do with Hillary Clinton not winning the presidency . I dont think that should be a jet affecting the judges decision parents were about his specific conduct with communications with this 15 yearold girl. Weiner said he would not appeal his sentence 2127 months. Is that unusual . And how do judges feel about that when they are given parameter source speak . It is not unusual. Its a decision that was made between his defense attorney and the us prosecutors. They make calls, they give judges sentencing recommendations. Thats what happened in this specific case. We are thinking were not going to go higher than 27 months. Of course the judge is not required to abide by that specific sentencing recommendation. He can go all the way up to the ceiling of this specific charge, which is 10 years. How about a judge making an example of him because hes a former member of Congress Party will that play into it at all . Its possible. But you know when he wasnt a member of con congress when he was sort of a strange from the entire american public. So i think had he been in a position of authority, not even a congressman, had he been a senator and done Something Like this, of course that could factor into the judges decision. Because here he supposed to be a public official, a person that we rely on. A person that we count on to help us with things and help pass legislation and then on the side they are doing something completely opposite of everything theyre supposed to be standing for. So i think of course in that situation. But here the fact he is absolutely a strange breed hes not part of the public world, except as part of a joke on comedy central. Sort of a sad pathetic and i dont mean to sound harsh, but thats what it is. What about life behind bars for mr. Weiner . Use a sex offender. Certainly people know who he is and hes a former member of congress. I would matt imagine it might be kind of tough is not going to get life behind bars with the specific charges. The maximum to this charges 10 years. Creating child pornography has a minimum of 15 years. His attorney worked hard on this case. He got a good deal for his client, 2127 months. Judges often abide by often go with the decision of the prosecutors. So he will probably get somewhere between 2127 months. And of that since there was a sentencing reform act was passed a few years ago he would do 85 of his time. So about two years if not a little less i guess. We will find out in september. Fact actually wednesday, when the market did tank down 12 and all the indexes if you wouldve gotten out of the market you never couldve gotten back in, you wouldve lost money. Because the market was up on thursday and it is up today. A lot of people have been talking, i mean its a good question. I mean youre talking about all the activity that has been going on relating to politics and a lot of people are wondering, why . I mean its great news that it is not. I mean even when we are hearing political analysts say we are reaching impeachment territory for the president. How is the market still doing so well . And how is it going to continue with everything weve been seeing, if this trend continues in the white house . The market works up to things fear and greed. Right now theres a fear factor. But you have to go back and look at the fundamentals. Since 2008, when the market did tank weve been building ourselves back very strongly. We have reduced our debt, with banking regulations in place. The deed gdp has increased every year. We have had 80 months of job growth. No other country on the planet can do this. We are the envy of the world in job creation. The Unemployment Rate is 4. 4 . Im scared if we need more jobs, because the Unemployment Rate is so low. Economically, we are doing really well. The Second Quarter gdp we are projecting that to be at about 4. 1 . So the fundamentals and there. So if we have some political headwinds, yeah, there could be a setback in the market. But we have the fundamentals there to keep this market rowing. And thats why its really important for people to be diversified not be all in the united states. Europe is a bargain right now, it really is. I mean we can buy low when they are experiencing growth right now. That kind of brings me to my next question. What should investors do . What are we seeing in the near future . The important thing is to make sure your portfolio is diversified so you do not have a gut reaction and get out of market like some people did on wednesday. Because you cannot make a comeback from the operating cannot have all of your eggs in this us economy that is doing pretty well. You really have to hedge your risk and be diversified. So having a position in europe and in the European Union is a good thing to do. We like japan, we think that is a good place to be. And if the us and europe does well together and thats a perfect storm. But one might do well in one might not do well, you just dont want to have all of your concentrations in one area.
