And hot tub used to stand. Last wednesday during the height of the storm drain water rushing down the slope of the Santa Cruz Mountains eroded the soil underneath the deck. The deck obviously gave way early that morning. Sliding almost into the road. Right as the sun was coming up you heard a big snap and it was all the legs going. And that was thats it for now. Reporter there were no injuries but the deck and hot tub are complete losses. Neighbors raced to the rescue helping cleared mud and debris from the road which reopened this last weekend but it has been raining actively today and more is forecast for tomorrow which has many residents worried. I think were going to see more landslides. Are you doing anything to get ready . Thats why im out here on this tractor. Clearing the culverts and trying to make sure the road is passable. Reporter we saw some county crews out also doing the same trying to make sure the roads leading up into the mountains are passable. If the deluge can weaken the soil beneath the deck what about his house . We will tackle that question coming up at 5 00. I can tell you he is spending nervous moments up there right now, guys. Can only imagine. Jesse gary, thank you. Heres a live look for you outside right now. A look over the bay bridge into downtown San Francisco. A little peek of sunshine poking through. Chief meteorologist bill martin joins us with a look at conditions. Yeah. A little bit of wet weather out there now. They wet morning. Scattered showers this afternoon. Even some hail and lightning and thunder reported. Still occurring widely scattered showers but generally today was our break day. In terms of rainfall accumulation relatively reasonable. Look at the last 24 hours. Picked up some numbers. 24 hour, winds are up fourth inches. I saw an area of an auto up on the coast here, six inches. A half foot of rain in 24 hours. So were talking basically rainfall accumulations that are a lot more than you might expect than just the regular winter storm. Today was our break. Right . That break is going to last only so long as the next weather system tees up and as you come in you can kind of see moistening the atmosphere. Very similar to the last one we had. Its going to hit overnight into tomorrow morning. And make tomorrow morning a showery day. More showers than we had today. I cant tell you how fortunate we are to be getting these breaks. Even though sprinkles out there the brakes are huge. Widely scattered showers right now. A few showers up by Mount Hamilton out in livermore. Just depends where you are. Rivers are having an opportunity to come down as we head into tomorrow, friday, theres the storm. Which kind of matches up with this one. A little stronger but i think well see generally from three quarters of an inch to three inches of rain. That will get you flood advisory. You might see flood warnings on the creeks as we saw yesterday and last night. Headline is on sundays a storm which has got even more pop than the last two. With that said notice theres a break on saturday. When i come back well talk about the forecast models. Im just showing you whats going on right now. Well show you the models and time it out into tomorrow morning wet commute. Thanks, bill. The threat of law rockslides forced a busy road to close inheights. As ktvus Leigh Martinez reports city crews are i trying to stabilize a hillside on a shaughnessy boulevard. Reporter local jogger says hes lived here for 20 years and has never seen rocks tumble down off the hillside onto oshaughnessy. But that is the threat and the reason why public works has shut down oshaughnessy from its base of the hill at malta up to potrero and public works says it wont be until friday afternoon until this road is reopened. Crews were rappelling down the hillside and were probing and pushing off loose smaller rocks. There was one huge piece that was loose and threat of coming down. So they had to force that down this afternoon with a geological hamper. If they dont do this now, more heavy rain this week could bring those rocks down on their own and they dont want the rocks falling down onto vehicles or pedestrians. January 10th, rock did come falling down and landed on the road itself. We had to close the road at the time. To clear the debris. Since then weve had geologists evaluating the slope and they determined there was some major pieces that were loose. Reporter the bus line 44 was rerouted through the mira loma neighborhood and drivers could use either Diamond Heights or monterey boulevard. To get to work. The work of these contractors will take the entire afternoon which is why oshaughnessy boulevard has to be closed all day and wont reopen until friday afternoon. To prevent future problems for either motorists or pedestrians, a permanent fence is going to be put along the hillside. In San Francisco, Leigh Martinez, ktvu fox 2 news. Dont forget to download our ktvu weather app before the next storms hit tomorrow. Track heavy rain as it hits your neighborhood, search for ktvu on the apple or google play store. 2016 was an especially dangerous year for members of Law Enforcement. Fascinations assassinations were up more than 300 according to the San Francisco police association. Joining us is Martin Halloran the president of the sf poa. Delissa, louisiana, palm springs, officers were really under fire in a different way than weve ever seen before. Its tough being a cop nowadays. Give us a sense of the last year. Last year has been very difficult throughout the country as you said. We had our own close call on october 15 of 2016 when officer kevin downs was shot in the head. Responding to a cry for help. Thank god kevin survived that and were hoping he will return to work. Sometime this year. But we have been more fortunate than other jurisdictions as you mentioned. The ambushing of Police Officers is on an alltime high. And were hoping to turn that around. And criticism of Police Officers seems to be at an all time high. We had a case this week where public defender released video and was critical of the way your officers handled an incident. A officerinvolved shooting. What is your take on what happened in that incident . We take a look at the video here. Certainly. In this video you are only seeing a portion of it that mr. A dodgy released. This video goes on for well over 15, 20 minutes and the officers applied all the de escalation techniques they are trained to do but ultimately these officers were attacked and bloodied and bruised. Youve got some photos here. Okay. Both of these officers, this is what happened. You can see on the camera these are the two officers that were bloodied and bruised and beaten and assaulted on that evening on january 6. Even though they applied the deescalation techniques they were trained to do. Pepper spray did not work. This is the result of not having less lethal options available to our members that were taken away from our own Police Commission. Like stun guns . If we had tasers, this could have turned out completely different. If we had the restraint that the commission took away from us in december, that could have turned out differently. You have a new chief starting william scott. Hell be sworn in on monday. The sfpd has a reputation of not working well with outsiders whether deserved or not. Your take on the new police chief and do you think he will be able to work with the union and his officers . I intend to work closely with the new police chief. We have worked closely with other chiefs. Unfortunately George Gascon saw the sfpd as a political steppingstone for himself and moved on to the d. A. s office. I will work with bill scott. I have met with him. I hear nothing but good thing what were your initial impressions . He has worked his way up of lapd. We are not lapd up here. We are a little bit different. San francisco is a different environment. Hes going to be behind the curve and he has to catch up quickly but we will do everything we can to make sure he succeeds because that means our department succeeds. I want to get your opinion on greg suhr. He was forced to retire after an incident in the bayview. Under political pressure. Some people thought gascon had something to do with him being forced out. He was hired by the warriors. There was a public outcry against him. They basically made this guy to be a racist. Anybody in San Francisco knows greg suhr, hes anything but and he did work for reform within the department. Your thoughts on the way that he was treated not only as chief and being pushed out but then the latest incident . Both when he was chief of police and this latest incident hes been treated very unfairly. Greg suhr was one of the best chiefs of police in San Francisco over the past 40 years. As he said he did more outreach particularly in areas of San Francisco that are neglected often and he was well respected by the community by the faith based leaders in San Francisco, and he was thrown under the bus. Now hes been thrown under the bus again. The bus is backed up on him by the warriors. Finally you have not come to an agreement but you are almost there in terms of new guidelines with use of force et cetera. Will that happen and what needs to happen to get over that last hump . I want the Police Commission to come back to the table. We can find a compromise. If we have to we will go to a thirdparty and independent independent arbitrator and we will let an arbitrator decide. All right. Marty halloran, president of the Police Officers association and sfpd, appreciate you coming in. Thanks. With just hours left before the inauguration of donald trump, see how emergency officials are preparing for massive protests. We will speak with the bay area politician who will be there. Why representative Eric Swalwell decided to attend the event. Was just a day until he takes the oath of office, president elect donald trump is taking it all in as he and his family arrive in washington. Fox news correspondent joel waldman is outside the capital now with more. Reporter theres currently a massive security effort underway with more than 28,000 Law Enforcement officials here in dc ahead of tomorrows inauguration. Theres Nothing Specific or no credible threat at this point. Reporter despite no specific threats heavily armed Police Patrolling the nations capital. Law enforcement agents saying theyre ready to respond to possible largescale protests preparing well in advance of fridays inauguration. Just this past week i went out to our facility where we had every member of secret service whos going to be involved in the parade route and up on the capital there. We went through a series of approximately 40 scenarios. Reporter the president elect arriving here in washington this morning. Preparing to take the oath of office in less than 24 hours. Vice president elect mike pence also getting ready for the historic moment. Our job is to be ready on day one. The American People can be confident. Reporter mr. Trump and his family joining the pence family for a replaying wreath laying ceremony at arlington in honor of our nations fallen veterans. Reporter mr. Trump will spend his last night as a private citizen at the blair house. The president ial guest residence across from the white house. In washington joel waldman, fox news. Joining us now is representative Eric Swalwell who is going to the inauguration. Any change of heart . Any chance that youre not going to go . Thanks for having me on, clotting. Im still going. And i certainly respect my colleagues who have chosen not to go. I think thats a personal choice. Im a member of the Democratic Leadership Team and most importantly i want to thank president obama for his service to our country but i also want to be there and make sure we hold the incoming president into account whether its on the Affordable Care act and what he wants to do to repeal it or to make sure that he knows that the questions about collaboration between his campaign and the russian government are not going away and i intend to continue to raise those questions and pursue that. So congress is a coequal branch of government and i will dissipate in that way. Are you getting a lot of pushback . Ive been watching your pages whether its facebook or twitter and people saying please dont go. Please take a stand and we had john lewis and a lot of the controversy that came between lewis and president elect trump. Tell me is what is the message when youre standing up there . Is it respecting the office . Is it to send him a message . Is it to thank president obama . Sounds like its maybe a little bit of everything. I appreciate my constituents and bay area residents who have written in on this and understand why they are so passionate. For me its thanking president obama and making sure this president elect knows that every day of his presidency i and my house leadership colleagues are going to hold him to account as well as colleagues of mine in the Democratic Caucus that we are concerned about dismantling the Affordable Care act and ending medicare. And also the possible collaboration with russia. So im going to stay on that. And i will be on stage to let him know that. You mentioned the Affordable Care act. We also have the senate confirmations. After the inauguration is over this is a lot about ceremony. And this transition. How are you feeling though going into given what weve heard from these cabinets nominees going into this are you feeling what emotions . After the ceremony im going to go back to my office. Weve got a ton of letters and emails from our constituents. Weve asked them to tell us about how they are personally affected whether its the Breast Cancer survivor whos afraid shell be denied coverage because thats a pre existing condition or so many young people who have been kicked off parents coverage. We are continuing to sort through those letters. The motion for me is get right to work. And protect the care that we have. How are you feeling about being able to protect that care . I know the best way to protect it is to them by the stories of the people who are affected by it. The Affordable Care act will stand or fall on whether we are able to do that. And i was at the rally this past weekend in San Francisco. There were 3000 people there. I was with my colleagues and those stories are being told across the country. Thats why we will be able to protect it and remain open minded to making any fixes as necessary but not taking it away from some of the americans. Can you describe before we go the mood between elected leaders both on both sides of the aisle . I approach it wanting to collaborate with my friends across the aisle. I still work closely with many of them. Im the son of two republicans. My wifes family is from indiana. Most of them are republicans. So i have spent most of my life working with republicans and im open to doing that. But with this incoming president what i want to see is somebody that will pursue what russia did to our democracy, somebody that will not take away healthcare from so Many Americans and will deliver on the promises he made to put people back to work. So i think republicans and democrats must hold him to account on that. Representative Eric Swalwell, thanks so much. We appreciate you joining us. Donald trumps inauguration has unleashed a firestorm of planned protests. In San FranciscoPolice Expect several demonstrations including one to form a human chain across the Golden Gate Bridge. Ktvus Tara Moriarty has more on the citys preparations for those protests. [ yelling ] reporter immediately after donald trump was elected, thousands of San Francisco students walked out of class. We reject our president elect reporter the city years bracing for another wave of protests rallies and marches as trump is sworn into office. I think its wonderful. I live in oakland. So ill probably participate in the oakland march. I can understand why people feel they want to make a point. Unfortunately its probably a bit too late after the horse is bolted in some respects. Reporter expect traffic jams where thousands of anti trump demonstrators will form a human chain across the span from 10 00 a. M. To noon. If successful it would be a first in the bridges history. The parking lot which is the Welcome Center parking lot will be closed to personal vehicle traffic. This is similar to the types of closures we do for major holidays. Reporter from 8 00 a. M. To 1 00 p. M. A rally in march and march is scheduled. Also at 8 00 a. M. Immigration rally in front of the Customs Enforcement office in the financial district. Police will be out in full force. Our main purpose is just to facilitate peaceful protests and demonstrations. Help people exercise freedom of speech. Make sure they are safe as well as the public is safe. Reporter with major crowds and along the embarcadero, city hall and Golden Gate Bridge officials advise taking mass transit. We do have our plans in place to ensure we have a transit available for people who need it. But we also will have field personnel across the city being our eyes and ears ready to make adjustments when we need to.
