This is not just one storm. Its a continuous flow of moisture in the pacific actually being directed toward Northern California and the bay area. So a lot of moisture to work with. We had the rain here. Look at all the snowfall reports up in the sir ray. We will sample one of these. We do have snowfall, it looks like its right about three inches. Theres my query tool. Tahoe city this morning, 6 34, reporting over three inches of snow. Back here in the bay area our live doppler sweeps showing you lots of clouds in place but not much in the way of scattered showers as you can see a few popup showers. Even if you dont have the green you still have a lot of moisture, enough to trigger that mist or some drizzle. Enough to wet the bay area roadways. Now to our continuing coverage of that deadly warehouse fire in oakland. Today artists lined up to speak at city hall. They say their work spaces are threatened as landlords fear liability in the wake of the guest ship fire. Cristina rendon live outside city hall. Its a tough situation for many people out there. Reporter yeah, and city council understands the concerns of artists and others in oakland that live in these warehouses or live work spaces. But i want to mention within the last hour the city council took action to ratify the existence of a local state of emergency. That allows oakland to start receiving state and federal funds to help recover from this tragedy. This was unanimous vote. It is something that the city council said they had to do, part of the bureaucratic tape to get through this measure. But they say that prior to this vote more than a dozen artists had lined up to speak. Some suggest that part of the funds be released to current art spaitsz. Every artist inside expressed concern that the city will have a knee jerk reaction to crack down on spaces that are unpermitted or not up to code. They want a moratorium on evictions because they say that many people are already getting eviction notices from their landlord. The Artist Community says it is not fair. They want to come up with a solution. We feel like stereotyping on the basis of a single incident is not fair to people who have been taking incredible safety precautions and whats own efforts have redoubled since this tragic incident. Reporter the city council says they do understand the concerns of those in the Artist Community. They say theyre going to be working with landlords so that oakland does not see mass evictions. They also say they want to work with landlords to make sure their properties do come up to code or in compliance without those landlords fearing any type of punishment. That, of course, will be a long road ahead, but for now we do know that a local state of emergency has been passed, though it is unclear how the funds will be divided. The city administrator says right now it depends on the source of the funding to determine where that money will go. Guys. Cristina rendon live in oakland, thank you. Today Authorities Say that they have identified all of the 36 people who died in that fire. The Alameda County Sheriffs Office says the coroner identified and contacted the family of that final victim just today. Not all of their names have been made public but today the bureau released the names of two more of those who died. They are 35yearold jennifer, a graduate student in psychology at the university of california at merced, and 36 yearold joseph matlock, an electronic music performer and teacher. All present rise for a moment of silence. The house of representatives observed a moment of silence today in honor of the victims of the oakland warehouse fire. Congresswoman barbara lee described the 36 victims as young and talented people whose lives were cut tragically short. She was jointed by east Bay Area Congress members. Both have constituents who were killed in the fire. Nearly 60 students from an Oakland Elementary School took a walk in the rain this morning to visit the scene of that warehouse disaster. The students from st. Elizabeth Catholic School came to pay tribute to the 36 people who died. Their teacher says that the fifth and sixth graders arrived in class asking a lot of questions about the fire that happened just a few blocks from their school. And the children had now spent this entire week trying to cope with the tragedy. Yesterday we had a vigil at the school. Our Student Council is collecting money to donate as well, and today we decided we were going to walk over the prayer flags as well as the butterflies with the names of the victims. The students also came to pay tribute to the firefighters and sheriffs deputies who all rushed to the scene and have been work several days now around the clock. A string of sexual batteries at San Jose State University is causing serious concern among students and staff. The reported assaults are brazen, happening during the day and in public. Ktvus janine de la vega tells us about the latest incident. Reporter we have spoken to a lot of female students. They say these incidents scare them. They dont want to have to worry about someone stopping them and groping them. Campus police have stepped up foot patrols. Officers were parked outside dunn cap hall. Thats the Science Building where the latest incident occurred. Police say just after 1 00 a female student was sexually battered in the stairwell there. After the attack the male suspect ran up the stairs. He is described as being in his 20s with black spikey hair. He was wearing a dark gray hooded sweatshirts and a navy blue backpack. Im scared to actually come on campus because you get all these alerts, and then im like, the other day, what happened in one of the buildings that actually i had a class in that day. So it was just kind of scary knowing that i could have been there when it happened, and it could have happened to me. Reporter this past monday investigators say the man zion these surveillance photos sexually assaulted another woman. He had followed her. He is described as beg an asian male in his 20s wearing a hooded sweat shairkts black and blue jacket and was last seen riding a skateboard. Last time another female was attacked, this time in sweeney hall. The suspect was a man in his 20s wearing dark clothing. Its very concerning. Being a girl here on campus, its a little unnerving to know theres all this Sexual Battery going on, and it kind of makes you wonder who is next and if this is going to keep going and what the university is going to do about it. Reporter Campus Police tell us they do not believe the same person is responsible for all of these incidents. Theyre reviewing photos and are following up on several leads. Police are advising students to walk in groups with they came and to call a Police Escort if they dont feel safe walking alone. The 12year veteran was knocked unconscious while attempting to arrest a suspect who has been identified as a 28yearold. He faces several charges including attempted murder, assault with a deadly weapon, and battery on a Police Officer. Two major earthquakes across the Pacific Ocean from one another. There were two major earthquakes within a few hours of each other this morning. The first was felt across Northern California and by many people here in the bay area. It was a 6. 5 magnitude earthquake. It was about 280 miles from the bay area off the coast of Northern California, yet social media lit up, and we heard from people around the bay area. Bonnie here said she felt it in pebble beach. Ariana was in daly city. There were a lot of people in San Francisco that claimed they felt it. Heidi says she woke up in nob hill saying her bed was shaking, claiming it was her first earthquake. The second earthquake hit three hours later in the Solomon Islands, a massive earthquake. That one triggered a tsunami warning which affect the hawaiian islands. That warning was eventually canceled. Most people around the bay area believe that possibly these two earthquakes could be related. Hard to believe that they arent but that is why we ask the experts. Were going to go to one of those. People as far south as santa cruz reported feeling the earthquake, and for a closer look at that 6. 5 we want to go to the usgs in Mountain View and talk with brad. Thanks for joining us. Tell us about the two quakes. This mornings earthquake off the coast of eureka was a magnitude 6. 5 earthquake at 6 49. It was followed by a magnitude 4. 7 after shock at 8 32 this morning. Now, the earthquake off the coast of eureka did not cause strong shaking. It was felt relatively lightly along the coast. But as you mentioned as far south as the bay area and up into southern oregon. Okay, so because they happened so close to each other, a lot of people speculated that they might be related, but what do you say . Well, both of these earthquakes, the one off the coast of california and the one in the Solomon Islands occurred on very tectonically active areas. These are areas where we have the most earthquakes, so its not that uncommon to have two earthquakes that are felt in both regions on the same day. So because the magnitude 6. 5 happened first and it was so far away, any stress changes caused tin Solomon Islands are minuscule compared to, say, local other earthquakes happening in that region. Did these quakes, though, happen on the same fault line . No, these are both occurred along the pacific rim of fire. This mornings earthquake off the coast of eureka occurred on along the san andreas an extension of the san andreas plate boundary along the mendocino transform fault shown here in red. The Solomon Islands is on a different fault on a different part of one of the plate boundaries that makes up the pacific ring of fire. Okay, have we seen any significant aftershocks . For the one off the coast slur rei could, we have seen just this magnitude 4. 7 nearby. Right at the coast, we have this magnitude 4. 3 earlier in the week and weve had a couple of aftershocks, and its more likely in terms of related earthquakes, these two up here, the magnitude 4. 3 and the magnitude 6. 5 could be related but this is really the outside of the limb of its what would you expect earthquakes of that magnitude to be related in terms of one triggering another. You mentioned both of those areas have seen quakes before, a lot of activity. In fact, back in 1992 a lot of buildings there in the ferndale area were destroyed because of a pretty significant quake. Are you surprised that we didnt see any damage from todays 6. 5 . Well, todays 6. 5 was over 100 miles off the coast. And so by the time the seismic waves reached land, they had diminished in amplitude by quite a bit. Larger events that have occurred closer in towards the coast are the ones that have tended to cause damage along the coastline up near eureka and ferndale. Okay, im going ask you to look into your crystal ball for me if you can. A lot of people wondering after what they saw earlier today, do you expect any more . Well, we do expect additional aftershocks. Many of the aftershocks are probably too small for us to detect with our sensors on land, and for any earthquake in california, generally theres about a one in 20 chance of it generating a larger earthquake in the following week.
