substation in el sir rita and it spread to richmond. 43 customers in all affected and el sir rita fire captain says a fire started when cables failed inside a new 115,000- volt transformer installed over the weekend. it set some hay on fire and tree lights went out causing traffic backups and a couple people stuck inside an elevator. and one of the biggest problems what the berkeley bart station. trains did not stop there for two hours causing a lot of frustration for bart passengers. service restored and fire across the area was completely back after one p.m. four days after the one and only new bart car car that did not stay on the path. we have new information from tom vacar. >> reporter: consider this, 770 more cars to go. 774 to be exact and they have to know at bart, they have to figure out whether or not this was a mistake on the part of them or design or manufacturing flaw. last friday the first two million dollar next generation bart car going ten miles per hour on a test track failed to stop and ran into a large sand barrier stopping it cold. >> there was no damage to the train itself. what we need to do is clean the sand out because it went in the sand but no damage to the train. that's good news. >> reporter: bart says why it overran the stopping point is under investigation by bart and car manufacturers engineers. >> there is preliminary discussions about what it might be but nothing that we want to make public just yet. >> so coming up at five, bart's critic talks about the manufacturer's ability to build the trains. >> a lot of questions. all right, tom, thank you very much. an armed man wearing a halloween mask robbed a casino in the east bay this morning and that man is still on the loose. we will take a look at still images showing the gunman brandishing a semiautomatic rifle taking chips off of the gambling table. deputies were caused to the grand casino at 4: 45 this morning. the contra costa county sheriff says the man six feet tall and weighed 200 pounds, no shots fired and no one hurt. deputies said he came in and out of the casino very quickly. a person came in a weapon and pointed it at the staff and some customers as well. it was frightening. we got out here as quickly as we can but by the time we got out here, the suspect was gone. >> deputies set up a perimeter but as you heard the robber was gone and possibly in a four door mercedes benz like the one you just saw there. what remains unconfirmed is what he took. a source close to the investigation is telling us that he got away with casino chips but the sheriff's department says they are still trying to determine what else may have been taken. in san francisco, police are investigating a homicide in the tenderloin district this morning. police were called to a bus stop at larkin street at 2:20 where a person was found dead. police have not released information on the cause of death or the person's identity. the man accused killing south bay teenager sarah lamar will have to wait another month before the trial. torrez was seeking a speedy trial but today his attorneys with drew that request. they want more time for dna testing. 15-year-old sierra lamar was last seen in march four years ago. she got in his car and killed her a short time later. torres will return to court on may 23rd. to the latest on steph curry. he underwent an mri and found out to have a train. what does this mean for the warriors? >> reporter: once you get past the shock that steph curry will be out for the next two weeks, no tear or surgery, in fact bob myers, the warriors general manager spoke about 30 minutes ago and here is what he said. >> nothing surgical needed. it is uncomfortable and a game in two days and we will focus on that and move forward the best we can. ten years ago they would have called it a knee strain and you take some aspirin and play but obviously everything is so much more sophisticated so you characterize it as a grade one. i was with him at the mri and he was pleased at the outcome and so he is focused on getting back as soon as he can. all right. earlier steph curry tweeted out and says thanks for the prayers and messages. god is great, all things considered, i'm going to be all right and he will be all right. and the warriors, this is -- i look at this as a chance for the team to show their true colors, 73 wins this year and one of them is saying this is one of the greatest teams and now they have a chance to show the world so to speak that they can win without steph. they have to win on wednesday night and beat houston and clean up the series and move onto the next series. beyond that, we shall see. >> that's a big question, jason. they proved that they can beat houston without steph but can they beat the next team, the clippers? >> that series with portland, most people think it will be the clippers but they play tonight in game four and don't overlook portland, they have a guard named damian liller that is pretty darn good. but if it is the clippers they used to be a great rivalry but lately the warriors have been dominating them, they beat them four straight this season. but if the clippers portland series goes 7 games, that's what we want. that would push it back to game an on -- seven on sunday and that would be two or three games before steph in terry can come back. we don't know how the kneel will heal. best-case scenario steph is back for game three or four. when you look at the warriors and the strength of the bench and what we saw yesterday. >> 3rd quarter. >> exploded and led by draymond green and a couple of other plays. green is the straw that stirs their drink. he is their passion and heart. he is their soul but he has been contributing defensively. clay thompson is a chance for him to show that he can be a superstar. one of the splash brothers. >> was the chance that sterve was not playing stirred up the team? >> yes. draymond said he didn't like how some of the houston fans were cheering when steph curry was on the court. >> and steph was out for a couple of games against the rockets and they still won. >> you know what, the cavs and the spurs, they are opening up a little bit. >> the heavy weights. >> he can't be 100%. >> maybe 98 and at two percent they will take advantage of him. >> a chance for the warriors to show everybody that they are the best team and they can win at least in the short-term without steph and maybe 20 or 30 minutes of steph in the western quarterfinals. let's win wednesday. thanks, jason. coming up at 4:30. we will speak to one of the leading surgeons in the bay about curry injuries. how long will it take for you to heal? will he be able to shoot around? we will talk to him live coming up at 4:30. a cool breezy day over the bay area. coming up, how much longer the winds are going to last and in the extended forecast, the next possibility of rain coming up. head to our facebook page because right now we have an important recall about vegetables and listeria. we have a list of the upc codes, go to our facebook page. interstate 80 in berkeley. heavy traffic in vacaville. we have breaking news in south san francisco, live pictures from sky fox over the scene of orange park in south city. the park is right off el camino between highway 101 and interstate 280. we have reports two people shot and we lost the signal. they were taken to the hospital. we do not know their conditions right now. we are gathering more information on this double shooting in south san francisco and we will pass it along as soon as we get it. >> most of us could not last a day without mobile devices but did you know, the electronics are emitting a very dangerous blue light. >> maybe some of us not even an hour and affecting our vision and eye doctors concerned. given the new numbers. it is estimated that by the time american youths reach the age of 17 they would have spent the equivalent of 6 years, 6 years looking at the digital devices. >> one in a series of findings by vsp, a nationwide company that provides vision care and joined by heidi murphy who is an optometrist to tell us more about this. we aren't going to go blind looking at devices but for young people especially children spending so much time on their devices, what are the long term health risks. >> we conducted a survey of over 1100 parents and found those stat on the season but as adults we spend half of our waking hours on digital devices. >> i was wondering about blue light. what is that? >> that's a wonderful question. if you look at the light spectrum, right next to blue light is uv and we know what that does to our skin and the ramifications and we smother our children because they are affected by uv and the eyes are more affected by blue light because they are less keritinizeed as well. >> toddlers looking at games and they continue that through the rest of their lives. what kind of effect will that have? >> we are at the beginning. the devices have been around for less than ten years so we don't know the extent of the ramifications, we have some information on the major three amongst them is eyestrain and fatigue and the headache and the next ache and sore back and corner after days at the computer, definitely we are looking at macular health so that light is high energy light that can cause damage to the retinal tissue in the back of our eyes and long term studies are not there because the devices have not been around that long and the other thing is blue light suppresses melatonin. that's the hormone that simulates the sleep, wake cycle and they emit the blue light that suppresses that hormone in our bodies. >> so we are all so tied to these devices. when i got my eyes checked the optometrist mentioned the 20/20 rule. >> the 20/20 rule talks about taking breaks, for every 20 minutes at a device take 20 seconds out and look 20 feet away. go talk to your eye doctor. we are guilty of it too. there are lens products and materials that are designed to decrease the amount of blue light that penetrates our eyes and really to look at the brightness of the device. decrease the brightness and the intensity is more as it is brighter and hold things further out. the further away, the less intense, when you think about the children, they have shorter arms and they hold things close and the eyes are observing more and they have so much more intensity. >> sometimes when i put my 5- year-old down and my wife will catch her and allow him to play on the phone and then a half hour later she goes to bed and on her phone and i'm like you are doing exactly what you are told not to do. this is advice for adults air adults well. >> when the children go to bed we read the emails and do whatever so the last one is two or three hours before bedtime is to get off of the electronics and let the hormones kick in. >> shut it down. >> for sure. >> and take the devices away from the kids when it is bedtime. >> two or three hours prior to bedtime. take it away. thank you for helping us out. thank you very much. we are now going to check in with meteorologist rosemary orozco and a pretty nice day, rosemary. i was surprised at the temperature. it seemed a little bit cool. >> it was. and breezy where you were at it was a bit blustery, a good- looking day and here is an example of san francisco and you can see as we look towards the west, plenty of sunshine to go around and you still needed your jacket especially in some areas where the winds were gusting to 30 miles, even 35 miles per hour and that will continue as we get in the evening. the winds are sticking around and one section actually with the wind advisory until 5 clock. let's check in on the wind. napa 21 miles per hour and 29 miles per hour gusts. and sustained onshore 23 and oakland and fairfield 18 miles per hour gusts and fairfield is one of the spots that we have the wind advisory. here is a look. fairly widespread in the valley issued by the national weather service off of sacramento but as i shift in a little bit closer it also includes the areas right there along the stretch of the cartinnas where we have cardahlia and this area of i-80 windy and the advisory until 5:00 this afternoon. outside of that, the mostly clear skies and cool weather and here is a look at the system that continues to bring rain and snow to the sierra and continues to bring us those strong winds. they will take awhile to finally die down for the evening hours. let me show you what i mean. as we get into the evening and overnight hours. we are looking pretty good and we start out and the winds are lighter and breezy at half-moon bay and as we pick up not as strong as today or yesterday when we had the widespread advisory for the bay or coast and definitely going to continue with this breezy weather and by tuesday night into wednesday, we transition to talking about wet weather. we will have more on the extended forecast. if you are going to the games, giants 7:15 and 56 degrees at northwest breeze to 25 miles per hour. it is going to be blustery. make sure you bring a long a jacket and blanket. tomorrow 47 in concord, upper 40s in fremont and mid-40s redwood city and 51 in san francisco and i barely bulged these numbers from this morning so it will feel how we walked out of door this morning. low 60s at the coast. for the inner east bay upper 60s to near 70s. relatively mild but fit is cool and you have the wind it will definitely feel a bit brisk. here is a look at the extended forecast. increasing clouds. for wednesday morning, scattered showers and look to be in the forecast for the morning drive. may stick around for the evening drive and doesn't look like a whole lot of rain. partly cloudy on thursday. drying out and take a look at your bay area week. mostly sunny skies and upper 70s in the forecast on sunday for our bay side community. 70s along the coast. mid-80s for the inland community. we will see it all over the next several days. when i come back i will have a better detailed look at that wet weather on wednesday. well you probably did your tacks. tax day is over but what do you do with the paperwork that you used and one thing for sure you don't want to throw it in the trash. our expert is here to explain how how to get rid of the critical documents and what to keep and what to throw away. the four on 2 will be right back. in los gatos. firefighters trying to figure out what started a fire at a sports bar. >> it looks okay from the outside but the damage is noticeable inside. you will find the debris. the firefighters were able to save some of the sports memorabilia inside the bar. the owners had spent years collecting items from the 49ers and the sharks and warriors as well as other teams. many autographed items. employees are shocked. >> i'm extremely sad. i have been here a little less than a year and i love coming to work and the atmosphere and it is fun and i'm sad it is going to be closed for a while. >> that fire was spotted at midnight when somebody passing by saw the flames and called 911. >> a dramatic scene. >> take a look at these pictures. the deputy's car was pinned underneath the silver toyota corolla. the 54-year-old woman would pull over and it hit a fire station and a safe way but she was finally stopped. no one was seriously hurt though. the sergeant is okay. he was taken to the hospital to be checked out. for the most part superficial cuts. >> the driver has been identified as 54-year-old karen tikeman of san carlos. authorities are investigating whether drugs or alcohol played a role in the crash. well, from the very good evening it didn't look good and we know that steph curry is out for a few weeks. we are asking one of top sports specialists in the bay area about the recovery and how long it could take him to heal. beyonce does it again. the explosive debut of her new album and the very personal message that someone says she shares. the four on 2 will be right back. today the city of cleveland agreed to pay the family of tamir rice 6 million-dollars to settle a wrongful death claim. the african-american boy shot to death by a white officer while playing with an air soft gun outside the recreational center. the city does not admit wrongdoing. the resolution says nothing to celebrate because a 12-year-old child needlessly lost his life so it is not to celebrate. the mayor is looking into whether the officer shot tamir rice should face discipline. >> more troops are heading to syria. president obama made the announcement saying u.s. forces will help in the fight against isis. >> this comes after the obama administration said 217 troops will assist in iraq. >> world leaders discussed their strategy. >> reporter: the u.s. ramping up the fight against isis. president obama announcing more american troops will be joining special operation force on the ground in syria. >> the expertise has been critical as local forces have driven isis out of key areas. the deployment of 250 u.s. additional personnel in syria including special forces to keep it up. any special forces will be combat equipped troops and the mission is to help train and assist local fighters. >> they will be able to defend themselves if they come under fire but that is not the intent of the deployment. it is to enforce the ties to the local forces to isil and to enhance their efforts. >> the president meeting germany, italy and great britain and france in europe and encouraging them to increase the anti isis efforts. >> in syria and iraq, we need more nations contributing to the campaign and more nations contributing trainers to build up local forces in iraq. >> the allies focusing on syria's 5-year-old civil war. a peace fire brokered by russia in place and violations reported often. a latest run of indirect negotiations between the factions is under way. even though the main opposition group walked out of the talks. the president's decision brings to 300 the battle of the forces in syria. kevin cork, fox news. you saw it and maybe felt it sitting on your catch. steph curry taking the painful tumble during the warriors against against houston and he got the news. a grade one sprain of his mcl. a painful and relatively mild strain. >> the bad news is that he will be out for two weeks leaving the team to tackle opponents without the star player. >> in the 4x4 we are taking four minutes during the four to learn more about the athletic injuries and we are joined by the chief of sports medicine at ucsf, before benjamin amad how are you doing. >> good. >> great. does this mean the warriors will not win the nba title? >> put him on the spot. >> absolutely not true. i think fans will be happy that he should recover soon. >> let's talk about that. what do you expect steph curry to do with this strain in the next two weeks, they said they will evaluate him two weeks in. will it be sitting on a catch. what do you recommend to your patients that have a similar sprain? >> i think from mcl injury the most important thing is to work our range of mowing and decrease the amount of inflammation and step curry has the best training and equipment so they will be working him close in terms of getting his condition back and he will be back to tip top shape. >> i am sure that mcl was probably the most searched item online. i have heard of acl but i was not familiar with it. can you tell folks what this is and can you tell us if this is typical? >> absolutely. and as you get a model we will show you about the different ligaments. this is a model of a right knee and this is a kneecap over here and you bring it down and you see the different ligaments. mc lis the mead deal collateral ligament on the inside part of the leg to go from the thigh to the shin and the lateral is the outside ligament. acl is the most commonly talked about ligament, the most commonly injured ligament inside the knee. basketball and soccer players get this. if you look at the incidents of injury, mcl is the most common ligament to get injured. known as simple knee strain. when the people get hit from the outside on the leg and basically opens up the inside and that's when you tear the ligament and that's the ligament to mostly happen when it is folded over. >> doctor, when we talked by the phone earlier you mentioned that steph curry may have to change his nature on the court. he cuts a lot and you said that might have to change and he may have to adjust his playing tactics, is that right? >> well, i probably you know may have not understood. i don't think he will change what he does on the court but it does limit him in doing side to side movement with an mcl injury. it makes it more vulnerable when you go side to side for a basketball to do cutting and going through screens. i think that is more difficult task. >> a common injury. doctor, curious about recovery time, could he come back sooner. >> a good effort over the weekend. so we have to see how the athlete recovers during this time and once they recover, they be we have to see how well they can perform in game type situations. so two weeks is a good estimate. he may come back sooner. he may take more time depending on his recovery. >> i think worse case scenario in the current series against the rockets going 7 games and less than two weeks, if he gets back on the court and his trainers allow it, what is the risk of doing that? what is the next injury to tear his mcl? >> well, there is always a concern about when the athletes can go back to playing safe. i think as a sports physician that there is a way to determine what is reasonable. there is always a risk of more injuries had the athlete is not ready but he has to wonder what is best thing from his medical staff. i have no concern about that. >> will he have to wear a brace in that two-week period or when he gets back on the ball court? >> it depends what his recovery is like. most of the time people with mcl injuries there is side bars to give you some stability. it doesn't limit you that much range of motion so people could play high level sports wit. but it depends on how the athletes field. some people don't like to wear it. some are used to it. there are players that play now that you may see wear a knee support. and that's to protect the mcl. >> thanks, doctor, thanks for joining us. really interesting insight. we appreciate your time. thanks, doctor. we hear about high tech hackers getting hold of the personal data and one of the most common ways identity thefts happen and one way is when information is tossed in the trash. we will explain what you need to keep and what you need to shred. a pretty day outdoors but tough to take. very breezy and cool. how much longer the wind is going to last and in the extended forecast we have rain to talk about coming up. a live look on interstate 680, the sanol grade from san jose and towards walnut creek. money and we are joined by sue ellen smith with block advisors and we are talking about people stealing your tax information. we want to ask you about the obama paperwork that people are getting in the mail and asking what do i do with this, i have health insurance what do i do with this paperwork? >> it is happening. they are important tax documents and you need to keep them. >> okay. >> even though you didn't need to use that form for taxes, only the 1095a was required this year. people are also seeing 1095b forms and cs. be kept with your taxes so put them together with your tax return and store it away. protect that. >> so don't throw it away, keep that. >> keep that. >> you may not have to actually do anything with it, just save it. >> that's right. >> because at some point down the road the irs will say what about this form? >> that's right. the irs gets a copy of those forms and in case there is any issue about were you receiving or did you have health coverage, you will be able to prove that and this is your way to prove that you had health coverage. >> three million americans report tax identity theft. three million and estimated billion dollars is paid out by the government by mistake because of the thefts so why cyber attacks are part of the problem many people go through trash cans and recycling bins. don't toss out your receipts. >> don't do that. this is a big no, no. there is social security numbers. your date of birthth and if you want to get rid of documents, shred them first. don't think you are doing the green thing by recycling and make sure you shred it first and recycling. >> and people are told that we should keep our documents for 7 years. is that the minimum from the irs? >> we are seeing two types of categories and there are items that you should keep indefinitely and others that you should keep for three years. >> okay. >> so the things that you want to hold onto indefinitely are for example, business expenses that result in net operating losses or capital losses. >> right. >> you will need to prove that and the other thing that is so critical for people to hold onto, when they are making home improvements, keep the receipts because you are adding to your basis and you will not only have a tax write off but down the line when it comes time to sell the home, you can prove a higher basis and, therefore, exclude some income to you that you would pay capital gains on. >> keep all of that in a safe place. >> very important. >> and if you get rid of documents shred them. the other thing, a lot of people during tax time, we are maybe past that now. they will get mails from the irs that are not legitimate. >> true. >> as parts of a scam or fraud technique. the irs does not typically send you an email, do they? >> no, we have been hearing from people just now receiving phone calls, they say the irs is calling me. our offices are open year round and we will deal with this. people will say i got a phone call or email, they are fishing scams or looking for someone on the phone to get scared and give out information. don't do it. the irs will send you a letter. >> that's the only way you will get an official notification from the irs? >> right. >> good to know sue allen smith and that wraps up our money money. let's send it to rosemary orozco for a peek of forecast. >> hello. we have the winds blowing, tomorrow better with the winds and by wednesday we are talking about rain. let's step outside and take a look. at&t park. if you are going to see the giants game, it will be cool and blustery and make sure you have the jacket and i would bring along a blanket. san francisco at 60s degrees and miles per hour breeze but the gusts are at 24. we talked about it in the last half hour, the car sinna area from vallejo with wind gusts along i-80. for today, mostly sunny and breezy and temperatures on the cooler side and this system will push off to the east and as it does, the winds will continue to die down. for tomorrow we will have a bit of a breeze in the afternoon and it will be less than what we experienced today. as today was less than what we had for tomorrow. here is a future cast model for the next couple of days i want to show you that possibility of rain coming our way on wednesday. by the way notice with this system, the sierra continues to see rain and snow this afternoon that will taper off for the evening hours. tuesday, will come and mostly sunny skies to start the day and by late tuesday night an increase in the cloud cover and there's the rain. expected on our doorstep as we get into the morning hours and then into the afternoon, scattered showers in the forecast. it looks like we could have the possibility of scattered showers and by wednesday night it begins to taper off and move out of the area and by thursday, we are drying out. as far as rainfall amounts, doesn't look like a whole lot. quarter inch or less for most of us and the futurecast model wants to give us a few .100s out of this. 660s at lunchtime tomorrow arrange breezy with partly you know the saying, life gives you lemons, you do what? >> you make lemonade. >> here is what beyonce did. >> an hour long special a tease for weeks with guest appearances by jz and serena williams and she offered the album online and the lyrics have sparked controversy with saying that something is going on there. >> and lemonade is in reference to her new album, the 6th album and a lot of people thought after listening to the songs that there was going to be a separation announcement, didn't go that far. >> jz's hands are tied into this. they manufactured to increase album sales so you released. talking about hundreds of songs that can be out there making more money. >> i wonder how quickly we will hear new music. as you mention the streaming services not seeing that same sort of
