simply that was just waiting to happen. traffic on the freeway is moving freely right now, north and southbound underneath this 23rd avenue overpass. what occurred is what several tons of the steel guardrail topped with the fence gave way and fell on to the busy freeway below. joe bravo saw them out of their front window as they quickly approached and saw them forward. >> they are heading south. out of nowhere you see the plume of smoke that will rise in the air and all of a sudden you see a bunch of vehicle debris, scattered through both sides of 880. and as we get a little bit closer, we realize that it is what it was and that there was a guardrail draped over quite a few cars on the south side and on the north side, where there is a vehicle that appeared to be on fire. >> reporter: get this the overpass was expected last february by their maintenance engineers. that's the same division up there inspecting it, apparently that it will be noteworthy, the same that will be responsible. they say that they will be waiting at least two months ago. we'll hear from them at 5:00 as they tell me that the path is scheduled. >> i still cannot get what happened. now if you say that it seems like it is an accident waiting to happen, couldn't there be other accidents that are waiting to happen in their overpasses in the bay area? >> of course that is the important question if you go over to the other side of the bridge that you'll notice that it was hit by that car in july, also leaning for those bridges with the situation. but you've got to remember that there is a recession and that for years that they were forced to the local state and federal that they would defer a lot of maintenance. now we're starting to pay that bill with a ton of deferred payments up there. what happens if there is a big earthquake, let alone that it falls down, a very important question that you can bet that we will be on it as we guarantee you that you'll see that report with a good idea about what will be going on throughout their system. >> and have you heard from them about the other five there? is it leaning because of that accident? and now after what happened last night that it has to be a priority, not just consider their may not in the morning correct? >> reporter: there is no question that the two engineers were clearly looking at this. they've got to make that determination about their overpass in general and how to make it safe and secure to replace it. that may be replaced over there to move that part of it, definitely leaning as well, a problem because this is not unusual. the bridges in the 40s, having this kind of a situation that we have deferred their maintenance for so long trying to save them from running. now we're paying their bill. >> so tom on one side of the overpass that they would drop. the other side they are leaning. i mean that seems to be pretty scary that one of them just fell. have they done anything to sure up the other side? that it would not fall in any time? >> the action that occurred in the summertime that they did fetch some bolts, to keep it up there that they would do some inspections. probably the real thing is needing that reinspection to assess the entire structure. you can bet that it will happen now and the kind of publicity that will cause it to happen. >> all right, live in oakland, thank you, tom. the american cancer society has said that they will start getting mammograms every year at the age of 40. women should get yearly mammograms at age 45 and continue until age 55. after age 55, they could dial back until every two years, because they tend to grow more slowly and that they are no longer necessary. that the society says that it will be changing their guidelines after carefully weighing the benefits with the drawbacks, for the younger women that it will be lower. >> you can understand the changes with the years that it will be so confusing when you get to the point where you don't know when you should and shouldn't and how often. >> yeah about an hour ago. i asked her so why the change? >> reporter: well let me start first with why that change here. >> they had not updated their cancer screening guidelines for a decade and that they felt like it will be time to do so again, in the evidence. and that they were previously done with their equipment and now digital. to pick up the smaller ones. so they wanted to look at the current data. and the early cancers, to look at the potential benefits and the risk for the age groups. >> what would you tell someone that says i'm a little confused here? first 40 and then 50 and now 45. what would you tell that person? >> that i'm a breast cancer surgeon and what i will tell my patients is that they still have recommended that they be able to have their mammogram every year, if she wishes to do so. it is a discussion about her preference for a mammogram with early possible detection verses the risk of having a false positive and having the biopsy and, you know, those risks in terms of anxiety and their procedures. as they get older that the risk of cancer will go up and so do the benefits that will outweigh their risk occurring at age 45. >> and so it sounds like to talk to your doctor first, but i wonder when they will come out and their insurance companies, they will hear these guidelines. were they paying for your mammograms at 40 or 41? >> that is a great question as i did get the other side here from their radiologist. here is what they told me. >> reporter: dr. brenner, what is your opinion on the guidelines and the fact that they have changed again? >> well as you know that this whole issue that they have been the political football for at least ten years now, with the health service task force associationing their recommendations, that they did not seem to jive with the known data. following that report, they would suggest certain guidelines for issuing their reports by similar committees and that they would help them select not to follow their guidelines. and now the american cancer society, which is a different entity and that it has been a vanguard in terms of advocating for women and men have looked at that data with many specialty colleges. so the real issue becomes people looking at their same data have come to different conclusions. a part of it would have to do with the earliest detection of breast cancer and the most number of those women. the second issue is sort of a cost effective analysis, which is really a social policy matter. and i think that the cancer society, they feel some obligation to respond to both these influences, coming to the compromised recommendation that straddles the line between their former position, the position supported by the medical association and their college of empathy and that those positions, the preventive task force and their preliminary reports would suggest. there is still an emphasis to screen, but the recommendations have been tapered, again perhaps in the cost effective analysis towards finding the most cancers for the least number of resources in a ratio that will make sense to the american cancer society. that is why you'll find them begin that recommendation at age 45, certainly that they will have a higher prevalence of their breast cancer in women 45 to 50 than in 40 to 45. over the age of 55, the two majors that i have are the following with the fewer cancers, screening women from 40 to 45. evidence that they tend to grow faster. so the fewer number of the tumors, perhaps more damaging tumors is the focus of the recommendations for the american college of radiology that will begin at age 40. some concerns that they may grow slower so that perhaps we could screen it every two years as some european countries have followed a schedule that does not screen every year and a study that was done on the mission many years that if you screen every two years, that you will find the portion of their tumors. now we know in general with several exceptions. the earlier that you find the tumor the more likely that it will be relatively curable. so it has been a calculation in a way that weighing the equities that they have come out with in most recent recommendations, not the most aggressive about finding cancer that they may or may not be cost effective. but certainly reflect their fewer locations for the screening of breast cancer. >> it comes at a very odd time when mammagraphy is going under a real paradigm change and their 3-d mammograms that we will be doing even better than what we have in the successful past. >> so those were two very long and detailed answers. but what i took from this is to talk to whereby doctor that these are guidelines. talk to your doctor and find out what they recommend. >> and also to make sure they're in line with what you recommend to be in for a rude awakening when you get that bill. coming up after the break,news travels on the internet, especially if things get shared on social media. today is tech tuesday. we're giving you the tools that you'll need to determine whether that vital story is the truth or a lie. outside our doors this afternoon, sunny and warmer even slightly warmer for tomorrow. how long the warming trend is going to last coming up. there are powerful pictures of the mother that has given birth to nursing her newborn son, getting a lot of attention online as we have shared it on their facebook page as they were battling stage three breast cancer, diagnosed five months in to a pregnancy that she will get to nurse her son for two weeks before undergoing chemo therapy. you can log on to the facebook page to find out how the mother of three is facing cancer with her family. and what could that commute be right now? tuesday right now. ryan aldridge with us from nerds on call. you are sharing your story that's not real and what is the harm in it? that it is silly. >> yes, we get a lot of likes and a lot of popularity, but something really exciting. that there is just one that will be a few weeks ago. and mark zuckerburg had to stand up to say that they were starting to charge with their privacy on facebook. and what happens is that a lot of these viral stories that they will get out as they are virus writers, with the link in their stories. that story about privacy in 2009 and a lincoln there that would say to click here to protest to link it to start affecting your computer. you'll be spreading it all over the place. >> i see the harm. what can you do that you're on the internet and you run across something that will be interesting and a little bizarre. but how can you tell? >> my first thought is their notes. it's a great place to post that headline right there or some of the facts of the story. what they will do, they will give you all their information about where that story will start. and that it will backtrack all their facts for you to see how it got online in the first place. what you don't see it on there to submit that rumor. they'll get back to you and tell you whether or not that it will be true or not. >> there is a place that will be just the facts. they pull different photos online to determine whether or not that they are real or not. that they would want that viral videos or their photos. that most holidays are fake with no such thing as national tequila day that will stink. that is their facts. >> okay. >> and it is election season. so when it comes to their politics, you might see this great story about donald trump. how do you know if it is true? >> you go to a great place what they do is that they will take everything that the political figure or their national celebrity will fact check it. it's a test by the times and that they won that prize for journalism. and they have a great meter there that you'll see on their screen there to rate their truthfulness from truth all the way to pants on fire. and so they might say something really exciting and then you'll find out that it wasn't real. >> pants on fire or as in liar, liar. >> when they come to just their stories out there. what about their photo? have they gone viral there or a beautiful scary image? how can we check? >> they have a wonderful tool. just type their images. find the photo anywhere on the internet and trace it back by their date. so if you've got the photo and the url to put it in there or to drop it on in there and they will tell you or the other one that they will show you on their screen there is their forensics. that this is just great. what they will do, they will look on their photo on that level and like the code level. and that they will determine if anything has been modified in that photo and if they haven't, they will highlight that for you and if it is just a fake or two separate incidents of it. >> and so they came out with a great one. you can get that on their evidence and here that you can upload their video or a link. they will also send you back through the dates, when it was posted. they download it to their computer and upload it to say hey, the cat video or something to determine where it came from. >> reporter: all the video and their websites for us to go to. why is it important not to share the stories to get yourself in trouble. >> you are just spreading those rumors that aren't true as you can look silly if it turns out that they are not right and sometimes there are codes in there to get you affected. >> yeah. >> that will be pretty scary or, you know, that it will be something that we want to have a political form. >> did you wipe those down? we know you do a lot of postings. >> that is a great advice. just something that i got from facebook. the woman was upset with me saying please do not refer to their weather as beautiful that it means no rain, which means that the sunshine and their vegetation and their water sources will dry up in addition to human suffering, the beautiful day a day with rain and snow and that i know it is hard because yeah we need that rain and that water. but at the same time it is hard and beautiful. >> yeah. >> you feel my pain now because i get that all the time. somebody will say that's not a good day to me, but yes if you like that sunny or warm, today will be your day. >> yeah, all right. givingout live look outside. and across the bay, the bridge will in the distance as you can see a little bit of the fog there hanging off their distance with the blue skies from the coast around the bay. by 12 napa. and as well as concord and around the bay as we would share in this. that it will be warmer in san jose and mostly sunny skies, warmer as expected. the winds will be gusty in our hills, increasing the fire danger over the last 24 hours to stick with us. take a look at their winds in just a moment. half moon bay and 76 in oakland. the lower 80s in livermore. santa rosa is checking in at 89 degrees, the airport. hopefully that it will be widespread, mid to upper 80s. the south bay, 79 degrees out in san jose with tomorrow being even slightly warmer with the ridge that will continue to strengthen over the area. and that the flow, they have moved in to the bay area and if i move in just a little bit closer, i'll put them here for you to see how they would push their clouds down towards their south. tonight and tomorrow morning, they will stay away. we'll have mostly clear skies with a little bit of fog perhaps just around them for tomorrow morning. we'll check in on that future cast model in a moment. take a look at their winds a little breezy for some. gusting to 18 miles per hour. reporting the sustained wind at 18. 14 in novado and the breeze and coming in from the northeast with the dry air moving through. oakland is one of the only spots, showing you a bit of their breeze and right along the coast just inside that bay, the nice cruel push from their pacific. but the rest of us, again their dry north flow will continue as you get in to their bay area on wednesday. temperatures are even slightly warmer than what we've had for today. the rest of us will be mostly clear and they will remain mostly clear. 56 i should say 58 in pacifica and livermore, over portions of the north bay. you're looking at some nice 50s to start the day and 83 in san jose with the mid to upper 80s for santa rosa and their extended call here, always in view to remain with mostly sunny skies, dry weather through wednesday and thursday and friday and in to your weekend. a little change in their forecast, dry weather and temperatures above the seasonal average, by five or ten degrees. >> it will be nice, but even nicer. >> some rain on their extended forecast. >> yeah, we have though and it is pleasant as they do need that rain. thank you. >> you're welcome. the hiring season has arrived. thousands of jobs are up for grabs. the world's largest retailers says that they will be hiring here in california. more on that when the four on 2 returns. however he opened the possibility that he may still run. that they said that many of their issues, not compatible. that the power structure and the money that will finance both of their parties, they are threatening the nature of the country's democratic system. that he would spend their weeks ahead considering the possible bid. >> i'm stepping aside from their democratic primary process. but i will never abandon my loyalties to the people that do their hard loyal work, keeping it at home. >> he's been trailing far behind, only raising about $700,000 for their campaign compared with the millions of dollars that will be raised by hillary clinton and their senator bernie sanders. after months of speculations, new word that he will be very close. in fact several sources, they tell fox news that he is expected to announce his candidacy. long speculations that they will make it their third run for their white house. some say if they do enter that race they will face a challenging road ahead with the late start that he's getting and with hillary clinton's solid well-funded campaign machine. >> the bloodshed between israeli and palestinians is not letting up with more violence today as leaders hold talks on ending the most recent uptake intentions. that he is in jerusalem with the latest. >> reporter: he's meeting with israeli and palestinian leaders, saying it's not too late to avoid the larger crisis. >> that they should have to live in fear. and that their penalties, they could not report to see. that if we do not act fast for the dynamics of the worst. >> violence clearing last month at the compound as their fear is that israel wants to take over their site, sacred to jews. but that they say that there will be no changes to their status. >> and they are asking the agency to eject that proposal to add the western wall. one of their most holy sites for the mosque. >> all of its institutions. to have a responsibility to work with any of the conflict. >> on the continued classic in the west bank. the president says that palestinians are frustrated that a separate state will remain out of reach. living side by side in peace. >> reporter: they will be voting on whether or not to include that western wall as a part of their mosque on wednesday. fox news. amazon today they would announce the retiring of 100,000 seasonal workers in california and all across the country as they would gear up for a very busy holiday shopping season. this year they're hiring about 25% more seasonal workers in the 80,000 workers that were hired just last year. with their sporting facilities. hoping to find talented associates, who are hiring seasonally and to replace many regular full-time positions. meanwhile amazon is suing more than 1,100 people for posting the phony review websites, that these people, they have been paid and hired to write their positive repairs on amazon that some of them have been advertising their services on their websites. getting paid as little as $5 to influence their shoppers, while hiding behind their screenings. as they say that will violate their term of use doctors determine their customers contracted shigella. 11 of those who got sick were admitted in to intensive care. the disease could be transmitted by eating food prepared by the infected food preparedness. anyone that ate at mariscos san juan with those symptoms should immediately see a doctor. seismologists have recorded well over 200 earthquakes over the city of san ramon. all part of the swarm of quakes that began a week ago in the east bay. one of the largest was a magnitude 3.6 happening during our newscast yesterday at exactly 4:21. seismologists say that the swarm will most likely continue for another couple of weeks and then decrease. while the frequency of thequakes may unnerve some people, particularly alistening the pleasanton falls. two bay area police chiefs are among the finalists for the tucson, arizona police department. announcing that the police chief chris madness is being considered for the police chief position and accredited with improving relations with the richmond community and reducing prime since he joined that forest nine years ago that the police chief is also a finalist. he announced that he is retiring from their pd in january. the other tucson finalist will interview with the committee during their public meeting set for next week. today, the senate democrat, they would block that bill to crack down on their so-called sanctuary cities. that they would have withheld their funding to the localgovernments that don't hand over people due to their immigration status. and that it will be after that shoot death finally. that he was shot and killed along their san francisco water front just back on july. and that the suspect in the case, he had a felony record, deported five times. just a few months before their shooting. >> the secretary of state will be released tomorrow, the peace process coming just a day after russia and the united states signed a deal to minimize their risk of incidents and the air space as each country, they would launch their own air strikes. jennifer griffin has some details. >> russia and their u.s. air force have come within visual contact of one another. launching air strikes with the against me. i don't take it personally as i realized that it is everyone, but my ex-boyfriend had been calling me. for some reason i kept missing his calls. what i had written was hey for some reason that i keep missing your call and they called it for some reason i keep missing that part of your anatomy that rhymes with calls. >> and so it went out. that's not what i want to say to you and to start slamming my fingers and of course that didn't work, so then i did an app store search to see if there is an app to let me take my message back that there wasn't and that there is nothing there either and i started asking my friends, hey have you ever sent a message that you want to take back and all of them said yes, what do you have in mind and to invest in that whatever it is. >> okay, tell me about on second thought. how does it work? >> it is cheaper and simple to use after downloading your app that you'll go in to their settings and that you can set your grace period or the amount of time that you have to swipe to get your message back. >> five minutes, two minutes. >> up to 60 seconds. i'm a little inpatient as i have eight seconds, which means after hitting send that i have eight seconds to get my message back to edit it or delete it altogether and then for those times that you'll need more time pause you might have a bit too much liquid courage with the curfew. and with that you'll set your curfew with embargo until the next morning. >> okay, wait? i type a message, i hit send, and that i have up to 60 seconds before basically before it sends. >> yes. >> it is a on shore breeze, moving through along the coast. and just inside that bay. and that's about it. that's about where it stops. most of us with the northeasterly breeze. santa rosa 89 degrees out at the airport checking in at 70. oakland 76. mid-80s in livermore and san jose at 79. yes, running warm for this time of the year. by several degrees. than what we were yesterday afternoon. this is a system that brought us a few scattered showers, even flash flood advisories, building never the area. it will intensify as temperatures will continue to climb. so we will be slightly warmer in most areas. we would start out monday, very pleasant, very mild. tuesday a big jump. wednesday an even warmer day and things will level off with the second part of the week, backing off here as well. temperatures under mostly clear skies. it's not coming back. i see a little bit forming along the coastline, just inside the bay. 58 degrees tomorrow morning and san francisco and upper 50s and the lower 60s outside your door. to the north bay temperatures will be cool in santa rosa to start your morning in to san jose expected for your wednesday morning. the temperatures a -- are a lot like today looking at 85 for tomorrow and expected for san rafael. warm weather coming our way the east bay in the upper 80s, 83 san jose and expected for the hills. the extended forecast again starting with tomorrow and perhaps one of the warmer days. but notice there is not a lot of change. the mid-80s in the forecast, upper 60s to the 70s for the coast. the on shore breeze will return with a change in the several companies have tried to create the hover board. but they are trying to make the hover board. >> some bay area workers are facing more challenges than others. there is new research outlining the disparity -- despairty, calling for them to level the paying field. a new study finds the workers in the restaurant industry facing increased gender and racial discriminations, compared to other lines of their work. their restaurant workers, who are minorities face their hiring practices. we spoke to them about this study saying that they need to be given better opportunities. >> they reveal that segregation, that they are really getting hit in to the lowest-wage jobs, the back of the house jobs. where they are having trouble getting access to the higher- wage jobs. according to the bureau, despite their growth that they are occupying seven of their ten lowest paid occupations in the u.s. that she has partnered up with their mayor to campaign for a statewide initiative. the goal is to raise wages to $11 an hour by 2017 and to $15 per hour by 2020. turning over to julie and frank with a whole lot of questions. yeah it was a real square. >> we are live at the scene as they are
