San mateo county sheriffs deputies say the victim who has not been identified was walking on the shoulder of san carlos boulevard in san carlos about 10 30 last night. Beaumont police helped them locate and arrest the suspected driver, 51yearold Randall Rubingh of san carlos. He is facing charges including driving under the influence and vehicular manslaughter. A transient out of redwood city is behind bars in a disturbing case, 30yearold Orlando Rodriguez was taken into custody early this morning , a 17yearold girl called 911 and told authorities that rodriguez had raped her and then left with their eight monthold baby. Around 3 30 am, an officer spotted rodriguez without the infant. After a short chase, rodriguez was arrested. He told police he left a baby girl in a nearby yard, and after a twohour search, the baby was located in the side yard of a residence on arguello street. Police say a female kidnapping victim was rescued but only after a chase that took police through several east bay cities. Contra costa should county sheriff says it started when it up you noticed the driver driving erratically and tried to pull him over. The driver refused to stop and thats when the deputy noticed the female passenger was apparently upset and waving her arms out the window. The chase continued with the driver attempting at least two carjackings. Eventually stopped in albany and took off on foot. A police dog found him and he was taken into custody.
