"living in iowa we have just an amazing opportunity that other country, in fact across the world just don't have," said former chairman of the woodbury county democratic party, rick mullin. caucus-goers will be gathering at 13 different locations...10 of those being in sioux city on february 1st. " and something to keep in mind is your precinct because that determines where you'll be caucusing. for example if you're precinct 18 or 19 you'll be caucusing here at cavalry lutheran church." first... "you'll have a chance to sign the nominating papers for candidates who are running for office. you'll be able to pick up some literature and information about different campaigns. by 7pm we want everyone to be there and be signed in so we can start the caucus," said former chairman woodbury county democratic party, rick mullin. at that point announcement s will be made and democrats will group together depending on the candidate of their choice. if a group doesn't have enough people, they have to join another group... "or they can go to the largest group. for instance if bernie sanders had the most people you'd say hey bernie hillary's group and give them all our delegates or you can give us one or two and make us viable said former chairman woodbury county democratic party, rick mullin. there is a final hard count, and then it's reported to des moines. caucus-goers can stick around afterward for platform proposals and party committee elections...or they head home knowing their voice was heard and their vote was counted. >> the entire caucusing process usually lasts less than two hours. to find your precinct, visit inside the story. as we get closer to caucus steam. ktiv's tiffany lane spoke to a siouxland professor about platforms candidates have established over the last few months. saying hey, this is a guy that you know, isn't necessarily a puppet to the political system," said briar cliff university freshman stone conley. "and then the other person would be donald trump who has his own money. he doesn't listen. he doesn't take money from big corporations." but how are presidential candidates' platforms interpreted? we take a look into the affordable care act with a siouxland professor. "hillary clinton has said we shouldn't scrap obamacare even if there's problems with obamacare, we can work on solutions to fix those kind of things," "on the republican side what you see from trump, cruz and rubio is more of an approach that says again, let's scrap obamacare. but they're not calling obviously for replacing it with a single payer federal health care system." bernie sanders, who calls himself a "socialist" is calling for that single payer health care system to replace obamacare. but what does socialism mean? we asked some students what they think? "being social like even through media and stuff," said nelly ruiz, a briar cliff university junior. "like i know even on snapchat he has his own filter now so that's like kind of what i would assume that to be." "it's where you share land, everything's kind of government owned, but it's socially shared so that everybody gets an equal part of the pie," said nisha hull, a briar cliff university professor kyle irvin breaks down sanders' interpretation of socialism. "a populist kind of looks at things and says we're going to use government to kind of redistribute things in a more fair and equitable manner as he sees it," said irvin. "right, so if you're going to do that you're going to have a fairly strong governmental system to take in more money because the taxes are higher and redistribute that money." when tying sanders philosophy of socialism into education, he has proposed the idea of free college tuition. "if everybody's able to have access to college we'd have a more educated population which isn't a bad thing," said briar cliff university junior nicholas harris. "i just would be interested in seeing how he plans on funding that." irvin says with free college comes bigger bills in the future. "most people who have looked at that have said, you know taxes are going to have to go up," said irvin. "and i think bernie has said the way to raise those taxes would be primarily on the upper income folks in the country." when it comes to higher education, hillary clinton is proposing lower interest rates on college loans. "the proportion of your budget that has to go to student loans, if that's a large portion of your budget, based on kind of your initial salary, that's less you know goods and services that you the economy," said irvin. both parties have talked about making college more affordable. but multiple republican candidates take a different approach. "donald trump talks a lot about reducing regulations on business to free business up and create more jobs for students as they come out from college," said irvin. the differences in platforms leave people with many choices. in sioux city, tiffany lane, the head of the iowa national guard told lawmakers yesterday his soldiers are pouring more money into the state of iowa than they are taking out. major general timothy orr delivered the state of the national guard yesterday in des moines. he says the guard is stronger, better and more cost effective. "this year, the iowa national guard brought in more than $353 the state, which is more than 97 percent of our department's budget." said major general timothy orr, iowa national guard. the guard currently has 15 soldiers and airmen deployed around the world. major general timothy orr also spoke about the increase of women serving in any position in the iowa national guard. nearly 1,700 positions have been opened up to women this year following a federal policy change. the spots became available after defense secretary ash carter announced position, including combat roles. up next in healthbeat 4... new technology is opening the lines of communication for family members while their loved ones are in surgery. ben: and i'll have your complete forecast next! the time has come to make a choice... about which candidate can actually make a difference for you. we need a president as experienced as hillary. in the situation room... at the negotiating table... and always on your side... fighting for children and families. with a real plan to get incomes rising... ...reduce drug prices... ...win equal pay for women... ...and protect social security and medicare for seniors. she'll build on obamacare, not start over. break through the gridlock, not add to it. defend planned parenthood, not attack it. stand up to the gun lobby, not otect it. lead on foreign policy, not ignore it. we need a president with the experience and determination to get the job done. i'm running to make a difference. a real difference for you and your families across our country. i'm hillary clinton and i approve this message. hmm hmm hmm hmm hmm-hmm all come to look for america all come to look for america > the difference of that here in sioux city as winds diminish out of the northwest. with some melting today and calmer winds tonight, fog will jump back into the realm of possibilities for friday morning's commute. another system will pass us by to the north on friday too which might produce a few sprinkles on an otherwise mild day, and those days will continue into the weekend with a slight chance of a light mix saturday night/sunday morning with yet another passing frontal boundary. the biggest of our concerns though is with a low pressure system moving out of the southwest early next week. its associated snow chances appear to be on track next monday night and tuesday along with strong winds and a shot of cold air moving in behind it, so be sure to enjoy the mild weather while we have it! the stress of the unknown while a loved one is undergoing surgery can be nerve wracking. a new software system aims to open the lines of communicatio n and give peace of mi. christie mclarty has more from a florida hospital using "surgitrak" in healthbeat 4. at least with this technology they can be notified and feel a little more assured of what's going on and not as anxious." "i just would be interested in seeing how he plans on funding that." irvin says with free college comes bigger bills in the future. "and i think bernie has said the way to raise those taxes would be primarily on the per income folks in n e country." education, hillary clinton is proposinlower interest rates on college loans. "the proportion of your budget that has to go to student loans, if that's a large portion of your budget, based on kind of your initial salary, that's less you know goods and services that you can purchase in the economy," said irvin. both parties have talked about making college more affordable. but multiple republican candidates take a different approach.
