with paid sick leave. it is a tax package designed. to bring back the democratic faithful. this is my last two years. we will do a tax package. that addresses the issue of ineke al quit in the country. jobs are being created and the question is. our wage is going up as well. >> this is trying to get middle class wages back up there and the big part of it is the tripling of the dependent child credit to 3,000 per child. he wants to expand the earned income tax credit. for two earner families. and then to do so. he wants to tax the wealthiest. and raise the capital gains. and dividend tax. and the trust fund loophole. it is a few. >> these are numbers i can't gun to comprehend. >> if you have a 10 billion-dollar trust fund through the market grows. you get to inshirt it without any capital gains. >> they want to try to bury that. and take it into the treasure. >> it is tax increases to pay for 235 billion-dollars. worth of out lays. >> and including the 60 billion-dollars for a free community college. >> so the 10 billion-dollar question is how does it get through the congress. which is all gop. >> it is actually the 320 billion-dollar question. >> it is entitle mentd reform. >> how do you do that. >> you can do the democrats. and said you can put tax increases for the wealthy on the table. in this proposal. there is $90 million. 90 billion-dollars worth of play. it is foggy. >> one of the big stories we have been following most of the week as the heavy fog around the bay area. >> here is a like look at the golden gate bridge that it is foggy. visibility less to a quarter of a mile and tracking the fog is erica. good morning. good morning. i have been keeping a close eye on the golden gate bridge and the fog not as bay as the east bay spots but still a couple of days ago the fog was not that bad coming over the golden gate bridge. we don't have an advisory issued by the national weather service but drive carefully. as we take a look at the visibility charts we have seen minor improvements. visibility at two miles in fairfield and we started off seeing .3 of a mile. half-mile visibility in napa and seeing two miles at sfo this morning. already hearing of reports on delays of arriving flights. certainly call ahead and check with your carrier. into the afternoon look for partly cloudy to mostly cloudy conditions and it looks like we will continue for mild temperatures. looking ahead. we have a big ridge of high pressure building in and we will see a big warmup talking about 70s for next weekend. we are talking about the potential for beach weather in the middle of january. i will have the details coming up in 15 minutes. marty. >> thank you. we are following a developing story. rallies on both sides of the bay in this mlk holiday week. demonstrators are spreading the message of dr. king and others are protesting the recent deaths of unarmed black men. one group was demonstrating in the castro district queers of color blocked the streets until the police were able to move them off the streets. a peaceful demonstration in the substation but police did arrest four people for various crimes. a crowd of protestors gathered outside the station around 3:00 in the afternoon saturday. they wanted to bring attention to police shootings and brutalities. speakers and performers encouraging people to take over the streets of that three day holiday weekend. we can actually make real the new movement, take up where the old moment that dr. king left behind and pick up where he left off and reclaim that spirit of ferguson and king that we are prepared to confront racism and standup for equality for our freedom. as for the rally, protestors marched through east oakland. in rich land, a family of a man shot last year brought attention to what they believe what he his wrongful death. they announced that they are filing a civil case against the richmond police department. in september, richard petty perez was killed by police when they say he tried to grab an officer's gun. the family's attorney john burr wrist claims the unarmed 24- year-old had his arms up and said don't shoot before the fatal shots were fired. this is not an appropriate forum because dr. king talked about police brutality and it is entirely appropriate that this day, this period of time that we are also talking about this issue. we have a lot of -- there has been a lot of conversation about black lives matter. i will have to tell you that all lives matter. the family hopes that the tragedy can result in better community police practices and relations and the incident was the first use of deadly force by richmond police since 2007. new information on friday's fatal officer-involved shooting in fremont. take a look at video from our helicopter partnership with abc 7 news. the alameda county coroner's office has yet to release the name of the sole suspect kill. but police are uncovering some of the details of the moments that led up to the deadly uncounter. >> two contractors, a 54-year- old and a 20-year-old business partner pulled up to this house to fix it up. ten minutes later a 48-year-old man walked up shouting at them and eventually tried to stab them both. police say the workers didn't know the suspect and why he was upset is unclear. police say the men hid behind a tree and parked car to avoid the assault and eventually the suspect got tired and police say he walked off to harvey park about a block away. moments later, he was confronted by police who opened fire and killed them. joanne allison says she saw the suspect arguing with the workers before driving off. but didn't know it turned deadly until she came back home. were you surprised. >> i was not surprised because he looked really mad but the man with the knife, he looked like he was upset, mad, he had like a glassy look to his eyes. so it was kind of sad that kind of thing happened with the kids that play around here. >> as for what led officers to fire a gun and a taser at the suspect, investigators say those details should be released next week. at fremont police headquarters kron4 news. this just into the newsroom. the secret service says multiple shots were fired by a car near vice president joe biden's home last night. unfortunately they were not home at the time. it happened before 8:30 p.m. on a road outside the secure perimeter. secret service agents heard the shots and saw a car speeding away from the scene. the shooting is under investigation. coming up on kron4 newsweek. a modern day bonnie and clyde arrested in suffer from gallstones. >> gallstones are a combination of things actually. they form because there is a -- they form from bilian bile contains several things including cholesterol and calcium and also pigment. >> they form in the gallbladder and it stalls the bile we need to break down food. >> if there is an excess cholesterol it can become saturated and form stone. >> reporter: christy says the majority of the stones pass through our system and never cause problems but when there is a bigger one to block a bile duct it can be painful. >> we know people overweight have a higher prevalence of gallstones but to lower your risk of developing gallstones, obviously you want to eat a diet high in vegetable proteins and nuts. also maintaining a healthy weight is important as well and exercise. treatment for symptoms means removing the gallbladder and sometimes with small uninvasive scopes. most people do fine without the gallbladder. >> coming up our political analyst michael morning. you can see the heavy fog and tracking the fog we got marty and erica with visibility, good morning, guys. >> we have been looking out here and it looks about the same and it has not lifted the last half hour. >> we will have to wait an hour until we see improved visibility. we will be expecting high cloud cover and a lot of us won't see a lot of the sunshine and south bay and east bay the chances are greater but expect cloudy conditions north of the golden gate bridge because of the light rain in the north. we won't see rain but the cloud cover will stick around. for temperatures right now, very mild start to your sunday morning. san francisco, good morning at 55 and no one near freezing thanks to the cloud cover but look at the visibility chart. no improvement in concord, visibility at .3 of a mile and slight improvement in fairfield, two-and-a-half miles. even though the national weather service did not issue an official dense fog advisory you will want to drive cautionly because the fog is widespread. sfo reporting two miles of visibility. the worse of the week. we are seeing delayed flights averaging 30 minutes. not a lot of sunshine but we will reach mild temperatures. okay land 66 and 59 in vallejo and low 60s for the delta and half moon bay with a high of 64. temperatures above average. i don't think we will see rain but a few weak impulses to the north and best drizzle and closer to pet a louma and santa rosa but that's the extent of it. most of us will maintain dry conditions. a big ridge of high pressure and it will bump up the temperatures for next week and temperatures soar beginning thursday and stretching to the week. by saturday, i think we will see widespread 70s around the bay and we're not going to stop there. we can move in closer to 80s and we will see 80s for santa cruz and monterey which is probably unheard of for this time of year and the next best shot for rain around january 28th. marty. all right. thanks erica. senator barbara boxer's announcement that she will not run for reelection have candidates lining up for that big seat. >> and here to sort it out is our political analyst michael yocky and connal harris says she wanted to run. >> i thought gaffvin wanted to be in the governor's seat but whenever there is an opening and this is not opened up in over 23 years. i remember being on stage during the year of the woman campaign in 1991 with barbara boxer and diane feinstein but it is one of those things that how can you pass it up? i think gavin decided to make an early statement, he wanted to be in the governor's seat and by doing that and in effect saying this is where i wanted to go, he is daring comla to decide are you going against me or do you want to take an easier race to the u.s. senate. some other names that might be putting their name in the hat is former l amayor antonio delarosa. >> and john twang is interested as well. it is not often that you get a place where you have an open united states state senate seat and it is a very exclusive club. only two in the entire country and it will cost you a ton of money and harris has the money, she has a lot of recognition and tom stire has a good history of activism and no one can accuse him of being a dill la ton like others where candidates tried to run and he could inject a lot of money in the race and change the entire nature of it. i think that veragossa if you look at it, if you want to be statewide in california as a latino, i think the presidential year is the year you want to run because turnout will be very high and the party machine will be out there getting latinos out there and a lot of latino's recruitment. in terms of that population turning out, it will be good. depending on whether or not the republicans can bring anyone out that has enough money and standing to crack the top two, you could very likely have a scenario where two democrats face each other in november and it could be any one of those people mentioned above because you can't say anyone is going to win. you can't handicap a race right now. you can handicap it but you can predict who is going to win this far out. >> right. what role does governor brown play in all of this? >> he can play a little bit of a king maker and decide his endorsement would make a big difference but you know when you have so many people close to you and friends of yours that are important parts of your political constituency, you will probably say i love them all, god bless them. >> and let them duke it out. >> and have the voters decide. >> and who do you think the clintons would support because quite a few names are mentioned are big clinton supporters. >> tom sire is close and veragossa is close and coma harisis identified with obama. clinton may be on the ballot in 2016 in california, the fact is that it is going to be a preordained conclusion right now that she is going to win so it is all going to be about turnouts for the candidates that may or may not be declaring everything and the only one is camma and you saw elizabeth warren came out in favor of her and raising money. these are all things that can make people take pause and a woman against a multi candidate men's race is very good odds for her. >> that makes sense. let's go to the gubernatorial race upcoming in four years. obviously jerry brown is saying enough. i have had it. four terms is enough and who do you see as an early candidate for the gubernatorial. >> newsome is a person that everyone is talking about. after that it is -- there are a lot of people out there that might have interest but they won't declare themselves for another two years. i think that some people might see that senate race will be a preclude to whoever loses there will look at the governor's race or the other senate race, possibly diane feinstein and decide not to run in 2018 as the second way of getting on the ballot. like varagossa folk that has not been a state wise elected office and this could be a way to get him out there and if he could maintain latino turnout in 2018, he is a formidable candidate against newsome. >> has varagossa cleared up the personal issues. >> i think he has, the affair issue but with all of the candidates, everyone, for example, that would be negated by some of the issues that gavin had in the past as well. so far in the past now, people in california have short memories as terms of behavior as long as it did not impair their ability to do good jobs and they can look at their records and the voters can look at them and i erica has the latest. >> good morning, marty, that cloud cover will lift between ten and 11 and we will see kind of the biggest improvements but the golden gate bridge shot, you can't see the north tower there. in fact this is probably the worse visibility in this spot for the past week. so definitely allow yourself extra time. visibility worse in the east bay and take a look at fairfield. you will see a mile-and-a-half in concord. and livermore dropped to zero and very dense fog around the east bay. for the afternoon, look for partly cloudy to mostly cloudy skies and temperatures in the most parts in the 60s and looking ahead we will continue with mild weather and a big warmup for next week. i will have full details on that and talk about the 70s expected in the forecast. that coming up in 15 minutes. marty. thanks a lot. erica. national news an arizona father is overjoyed this morning and heart broken at the same time. it is because his wife died after delivering quadruplets. they were born prematurely and their mother never got to hold them. the couple wanted children for years and she had them but died after delivery. the mother's wish was granted before her death and asked if the mother had somehow given a choice to keep living without children or have children then pass away. the outcome would be the same. there was nothing she was more determined in life was to give life. that was her determination. that's all she wanted. so far the hospital is not reviewing how the mother died but friends of the couple had set up a fund, a go fund me account to help raise money for the family and hope to raise $75,000. as of this morning, more than $45,000 has been donated. new this morning an 18-year- old and 13-year-old dubbed by some a modern bonnie and clyde. they have been on the run for the past two weeks following an alleged multi state crime spree. 18-year-old dalton harris and 13-year-old cheyenne phillips were arrested in panama beach this morning. they were found a sleep in the toyota stolen tundra truck. you are looking at pictures from a walmart store where the couple was spotted last week and suspected of stealing three cars, two with guns inside. and in the south bay, a man breaks into a south bay school stealing thousands of dollars in personal items and all caught on a surveillance camera. kron4 alyssa reed spoke to the teacher whose classroom was burglarized. >> he left the classroom open and he walked away and when he got back his bag and belongings were gone. >> it is outrageous to think that someone comes in the school campus and does that. >> in this surveillance footage of the classroom you can see the suspect stroll in on the left of your screen. look around the desk and open the drawer. there was nothing in there except a few remote controls. he walks towards the door that leads to the hallway and then back to the desk. he eventually spots noono's coach bag and takes off with it. >> there was an ipad and a leather wallet with a number of gift cards. i have countless gift cards that i got for christmas from the students. and most of them were starbucks. i get starbucks left and right. i had all of my credit cards. my identification. platinum ring that i got years ago that i don't wear and i keep in the bag and $400 in cash that i had just gotten reimbursed from a friend. police came to the school and filed the report. they look for fingerprints and there weren't any to be found. >> noono says the thief was parked in the school's lot for more than 40 minutes before making his way inside the school. even walking by students that were playing outside the classroom. the get-away car was caught on camera. >> i really want this guy to get caught. obviously it is not so much about the belongings, i feel like my privacy was totally invaded. >> noono says he had his credit cards blocked and reissued. he says he had $6000 worth of valuables in his bag. reporting in san jose, alycia reed. kron4 now. new this morning, san francisco firefighters put out a one alarm fire in a garage that broke out at 3:30 this morning. it took about a half hour to extinguish the flames on the 2100 block of 40th avenue on rivera street. no one was hurt in the blaze. still ahead on kron4 news weekend. a police chase ends in front of a tv station and all caught on camera. we will show you more. coming up in ten minutes, we will be joined by grant cohen to talk about the changes on the football team. in sacramento a chp chase ended up in front of a tv station. the suspect eventually got out of his car and was taken down. all of it was caught on camera. put your hands up in the air. stop right there. get down on the ground. we don't want you hurt. get down on the ground. >> police say that before this intense moment the suspect known as corey took off when officers tried to pull him over. unclear what prompted police to make the traffic stop in the first place. they used spike strips to make him stop the car. police say he was sitting in his car for a while with a gun to his head drinking and smoking. his family arrived at the scene and they say that corey suffers from mental health issues. he suffered dog bite wounds as you can see and he was treated at the scene. after years of financial hardship a fire station that once closed its doors in costa county is back open. fire station 11 in clayton reopened after closing two years ago. it was one of five stations shut down in contra costa county due to the poor economy and increasing property tax revenues and not being able to pay for staffing. fire officials say it will help response times in clayton by cutting them in half. >> the next closest fire station are about four and five miles away and how you can see is mount diablo and this area when you have a wild land threat like mouth diablo it is important to have firefighters respond soon er. >> foggy but it should be mixing up here. >> yes, bad compared to other days but the worse of the fog actually to the east of the shot. over in fairfield, concord dealing with pretty poor visibility. fairfield reporting two miles. take a look at livermore visibility zero and seeing less than a mile in the napa area and it looks like visibility under the mid peninsula. the fog will start to mix out as we head to ten to 11:00 this morning. we do have delays on arriving flights at sfo averaging 33 minutes due to the low cloud cover. check with your carrier if you are picking up someone from the airport and their flight could be delays. as we head to the afternoon partly cloudy to mostly cloudy skies and not a lot of sunshine for the north bay. we will see more sunshine develop in the east bay and the south bay and temperatures warmer there. and san jose 67 and 64 in livermore. take a look at oakland hitting a high of 66. low 60s north of the golden gate bridge. we do have some weak impulses to the north and most of the rain disappearing. i don't think we will see wet rain in the bay area just a sprinkle or two but the cutoff is probably santa rosa. i don't think we will see any rain further south than that. beyond the system, we do have high pressure in play. pretty big ridge headed in our direction and we will maintain dry conditions and see a gradual warmup. take a look at next weekend. 70s in the forecast and talking about widespread 70s could be the time to head to the beach. that's right in the middle of january. i don't think we are done quite yet. we could see additional warming sunday to monday. and then it looks like in terms of rain, well, we are going to hold onto dry conditions until the 28th or 29th of the month. marty. all right. thank you. erica. it has been a huge week for bay area talking to mike dressman to be the coordinator and the defensive coordinator could be a former head coach. it is really experienced serious effort as opposed to to the 9ers, a bunch of novices and first timers. >> with the raiders, with jack del rio, an east coast guy, he said i love the raiders, i have always loved them and i am so happy to be back here but he is on a relatively short lease because the fans have been dealing with losing teams for a decade now. >> if he has a four and twelve season he could be out but i don't expect that. he was five hundred in jacksonville. i think -- >> took them to the playoffs a couple times. >> absolutely. i would be surprised if the raiders weren't 8 and 8 or 9 of 7. i think the raiders will be better than the 9ers. >> one of the big reasons that 9ers could be done is the performance of kyle kaepernick. a lot of fans have been saying he has regressed. what do you think he needs to do this off season and what does tom suela have to do. >> i don't think there is anything he can do. what kaepernick should have done, he should have hired jeff garcia as his -- the great 49er. he is a serious coach and he does this every day. if kaepernick is serious he would have hired garcia but he hired kirk warner and a good quarterback but just because you can do something doesn't mean you can teach it. he will be working with kaepernick three or four days a week and he is working with someone else. he is 33-year-old and his most famous client is tim tebow. >> doesn't say a lot. let's talk about the upcoming playoff games. green bay in seattle and everybody expecting the seahawks to go back to the superbowl. >> i am picking the seahawks. they like to press receivers at the line of scrimmage and quarterback needs time for those receivers to get
