life due to gun violence is a tragedy for the family and friends of gene ransom and our entire community. the mayor will be relentless in her pursuit of state resources to install cameras with privacy create change that will result in a safer stadium environment. these are highly charged environments. we know that security is he. the lawyer also tells me that the family is grateful for all the paramedics and doctors who have been working this case. they say they also want to thank the police officers and law enforcement agencies. >> they are working on this as well. and harry kron, 4 several federal agencies are joining law enforcement to increase security around sofi stadium ahead of the super bowl, which is next sunday. >> the inglewood police department is ultimately in charge of security. but the department is getting help from the u.s. secret service and the faa along with u.s. customs and border protection agents. so if i stadium has also received carso scanning trucks that are usually used at the port of long beach to x-ray incoming supplies and vehicles entering the site. >> back here at home tonight in the east bay, 2 teens now behind bars for a carjacking in pittsburgh. it happened yesterday. you can see from that video as police start chasing a great car. officers say they rest of the teens after the car that they took crashed. police say the 2 teams beat the victim then took off in the car. an officer saw that car and started chasing it. we are told the teens did suffer some minor injuries but are expected to be okay. >> new tonight at 8 o'clock, we have a tragic story out of texas where a man killed 4 members of his own family, including a child before killing himself. when shooting happened in the city. of course, the kind of that's about 50 miles south of dallas in total. the gunman is accused of killing 8 people. pope skews me of shooting 8 people. police say they tracked the suspect's vehicle using gps and the monitoring service shut off its engine. officers found the man inside of the vehicle with parent self-inflicted gunshot wound. no names or ages of any of the victims have been released. >> all right. let's take a break from warm as we get into next week. so yes, it's going to feel more like we're getting closer to summertime. but yet we're only in the first week of february and no rain in sight, unfortunately, until about the middle of the month outside. right now, another nice shot overlooking much of san francisco. this are why camera here. and you can see all the way to the right of your screen. there is the bay bridge, but you have mostly clear skies. that's what we're seeing. those high clouds death in clearing out of the bay area. like what we saw earlier today, overnight lows expecting it in the 30's and 40's. and then tomorrow the warm up starts. that high pressure really going to start to strengthen across the entire state of california, bringing us a lot of sunshine and warmer temperatures. we're going to see a get up into the mid to even upper 60's in some spots in the next week. 70's are on the board with a whole lot of sunshine. so it's going to feel more like spring. that is for sure. overnight lows. here's a quick peek for you. 38 degrees in livermore tonight. 37 in concord, a chilly 38 napa. 37 also in santa rosa. we're looking at mostly low 40's the immediate bay. 41 in hayward tonight, 41 degrees in redwood city. futurecast for showing us that stubborn ridge of high pressure that's keeping the storm systems away from the bay area, keeping it to the far north of us, washington, oregon. they're going to get a couple rounds of rain. we're going to remain quite dry. and like i was mentioning till about the middle of the month, right around valentine's day. so far. high temperatures. look at upper 60's that we're seeing 65 in concord tomorrow. 67 in downtown oakland, 69 degrees in san jose. and i'll let you know exactly how warm it's going to get in your neighborhood. i'll break it all down neighborhood by neighborhood. coming up and just a bit back to the news. justine, thank you so much. in the south bay, san jose's, new covid vaccine requirements for people attending events. >> at city owned buildings like this ap center. he's now in effect. you do need to be fully vaccinated and have your booster shot. if you want to attend any indoor events with 50 or more people council member doug davis says people can nhow proof of a negative covid test. instead of their up to date vaccine card for events at s i p center. the test must be taken the day within the event. if it is an antigen test or 2 days, if it is a pcr test. davis says this flexibility allows people to still enjoy their events. >> and that's why that a greater flexibility of allowing a negative test. >> allows for greater freedom for people to be able to. go out and do fun things like catching sharks game. but it also makes it makes it more likely that we're able to slow the spread of the virus. >> the city of san jose is the first city in california to implement such a mandate. the sep center is providing free covid testing for people attending an event. this provides people a chance to get tested at the center instead of searching for a testing site. meanwhile, sonoma county is set to in some of its covid restrictions in just a few days. >> this coming thursday, the county's restrictions on large gatherings will expire. you may remember the measure went into effect last month and required folks to limit outdoor gatherings to 100 people and indoor gatherings to just 50 folks. county health leaders say they are dropping the restrictions because of a decline in covid cases. >> now to the east bay where you no longer have to prove you're vaccinated against covid to restaurants and gyms in contra costa county, the county's health officials are saying they have an 80% vaccination rate. also, 48% of eligible people in contra costa county have received their booster shots. the officials are saying the omicron surge has also likely peaked and hospitalizations have begun to decline health care workers in places like nursing homes or mega events of 500 or more people. we'll still have to follow vaccine verification. >> a new jobs report shows that there are millions of jobs available right here in the united states. but employers, everyone. president joe biden says he wants construction workers to be able to build roads, bridges and other federal projects better faster and cheaper washington, dc correspondent jessi tenure reports now on the president's new executive order. good evening. president biden said this helps fulfill a promise he made when working to pass the bipartisan infrastructure law. >> to create good union jobs. >> and you go. a maryland union hall cheered on president biden friday as he signed an executive order that aims to support construction workers and streamline federal projects. help ensure that we build a better america. we build it right and we build it on time. we build a cheaper than it would have been otherwise. the order requires project labor agreements between unions and contractors for any federal construction project about 35 million dollars. this comes as the biden administration starts to roll out funds from the 1 trillion dollar infrastructure law. saving taxpayers money clearing construction zone quickly to ensure that everything the federal government signs the contract to build is built last. the white house estimates the order will impact up to 200,000 workers and about 200, 60 billion dollars in federal construction projects while also preventing disruptions on sites like strikes help defuse problems before they arise. administration officials joining the president at the union hall say the agreements are also about building a better workforce. by the time these union workers. >> finished their training. they are the best in the rifle, also a gun along with ammunition inside of the home. those 3 suspects are behind bars tonight. >> in the east bay, the alameda fire department responded to a fire at a business on verna court in san leandro. fire officials say they were able to keep the fire from spreading to any of the nearby buildings. but we can see the smoke coming out there. no one was injured. no word yet on what may have started. this fire. and communities destroyed by the dixie and caldor fire's are starting the steps now to rebuild 6 months later. coming up tonight here during kron, 4 news at 9. the debate on whether they should be left as is many homeowners are committed to staying where they are in the places that they love and others believe that building in such fire-prone areas is just too risky. >> wasn't windy. it was warm. it. >> feels like spring except that should be osr rainy season. so it's kind of. >> i feel a little guilty enjoying it. but i'm rebecca strom is here now with a look at the forecast for this coming week. that also looks even warmer than today. yeah, guys, it's really going to warm up. you're going to feel it out there. that's for sure. as we get into next week because i'm tracking 70's around much of the bay area. so, yes, definitely feel more like spring versus of the winter time that we're currently supposed to be in outside right now. yes, a nice, a clear shot. the golden gate bridge. a lot of the high clouds have cleared out of the bay area and we're mostly clear skies tonight. tomorrow, though, that's when our warm-up really kicks off because high pressure is going to start to strengthen around the entire state and you're really going to see it and feel it tomorrow with sunshine. 65 downtown, san francisco tomorrow. 62 in the sunset district. it's going to be gorgeous at the coast. lots of sunshine and 66 at half moon bay. if you're going to be in pacifica, high of 62 tomorrow and then those low to mid 60's continue along the peninsula. san bruno high of 63 65 in burlingame. tomorrow. and then a little bit of a bump up. 67 in palo alto, those upper 60's in mountain view expected tomorrow. and then the south bay really going to feel i'm very warm there. close to 70 degrees for downtown san jose and campbell, both coming in with a high of 69 mid 60's throughout pleasanton and livermore and son. all we're getting into those upper 60's along the east bay shoreline hayward and union city, both at 67 tomorrow. if you're going to be downtown oakland, nice and warm and 67, there are in a 64 walnut creek, a high of 65 and then near 70 degrees in vacaville. john feal 68 tomorrow as well as a nap. if you're going to be heading over wine country. 68 in santa rosa tomorrow in petaluma. really point raise with a lot of sunshine to enjoy with a high of 65 looking ahead over the next couple of days. you can see just a slight change in temperatures. we're going to continue to rise as we get into monday and tuesday, really mild to warm, demonstrators demanding police accountability and transparency in the investigation of the shooting death of a near lock. a black man gunned down early wednesday morning during a no knock raid carried taking action in the skies will let you know what delta airlines is now urging the justice department to do in order to deal with unruly passengers. >> and parents, students and teachers in oakland are pushing to keep schools open. why the mayor is saying unnecessary spending is the reason the schools might have to shut down. >> parents and teachers in oakland are teaming up to keep school district leaders from shutting down certain schools. that decision will ultimately be made during a meeting coming up on tuesday when the district will vote on whether or not to keep the schools open or closed as parents, students and teachers push to keep school doors open. >> oakland mayor libby schaff says the decision comes town to the district's unnecessary spending. >> i want to see more investment in students and not structures. the idea that money is being spent on building maintenance and potentially duplicative administrative structures is something that i think we all need to look into. >> kron 4 s camila barco has more. >> teachers, parents and students continue to fight for the future of the schools in oakland. they argue that closing the buildings could impact the communities they serve is just not there. stephanie parent lives near prescott elementary school person has a 3rd grader. there. but next week, oakland school board members will decide whether prescott elementary along with up to 15 other schools, a close or merge over the next 2 years. these things really matter for our families. parent rally with other parents, students and teachers saturday morning at prescott to prevent a shutdown from happening. >> they are all he said they feel attacked because the list of possible school closures up for debate. >> predominantly surf, black and brown communities and say i was altogether surprised because the district is regularly. >> attacking our small schools and particularly the schools that serve black and brown kids in oakland school district leaders claim a decline in enrollment and attendance. >> has led to a more than 12 million dollar deficit because funding is normally given to schools based on how many kids show up to class every day. they say the pandemic has impacted school attendance records. that is the same argument. they that they consistently used. but the administration is part of the problem. oakland city council member carol fines and other city leaders are asking for the state to help. >> they are requesting the district's debt erased and they want to change how attendance is calculated. so that >> schools are not penalize for children being out during covid. i think they're number things that can be done right now. the school board is set to vote on this issue on tuesday. >> even though a board member broke the news via social media about the potential closures less than 2 weeks ago had director mike not alerted the community that these things were happening. no one would know to make a decision like this with no community input in 10 days is really appalling. pair excessive prescott closes its doors. >> it will be a burden for her and others. you know, adding an hour. >> to walk your child to a farther away. school is a devastating impact for many of our families. for now, she's fighting to keep prescott and the other schools open in oakland, camila barco kron. 4 news. >> in response to today's demonstrations and the others that we saw during this past week. oakland, vice mayor rebecca kaplan tweeted out this statement saying, quote, years ago the state took over control of ust and ran debts. not fair to make students, families and community suffered by closing schools to pay the debt that the state created while the state has record-breaking surplus. >> a new study from the california department of public health found that always wear their mask inside, cut their chances of catching covid-19 in half. the study also found that people who wear n 95 mask or 80% less likely to test positive for covid than those who never mask indoors. that number dropped to 60% for folks who wear surgical masks while inside. the centers for disease control and prevention has unveiled a new system that lets communities track when covid-19 infections pop up in their areas, water samples in an area typically turn positive for covid-19 anywhere from 4 to 6 days before cases ahead. >> yeah, guys, i mean, we're in the beginning of february and we're going to see temperatures in the 70's. so well, above seasonal averages were normally supposed to see a lot of rainfall, but it looks like it's pretty much going to be quite dry as we're looking at dry weather stretch to about the middle of the month outside. right now, they're nice and clear. this is a san francisco international airport. i'm not tracking any fog or clouds. we did see some haze earlier today. air quality levels and make sure between good to moderate. they are improving. but as we get into tomorrow, we're going to see much of the same as well. temperatures overnight dropping down to chilly 30's and 40's once again. 38 in livermore tonight. 37 in concord, 40 degrees in fremont overnight low in san francisco. 45 39 in nevado visibility relatively nice. so we're going to see some patchy fog in some spots, especially in our valley areas. but otherwise it's going to open up to a lot of sunshine as we get into tomorrow. but some of the low-lying clouds and fog. we will see throughout the early morning hours until things start to really clear out. we're going to some nice warm temperatures. a lot warmer than what fell today. we're looking at upper 60's and a lot of spots. 69 in san jose, 67 and hayward tomorrow and as well as oakland 65 for the afternoon. high in san francisco and near 70 degrees in napa and santa rosa. both coming in at 68 degrees. looking ahead, it's going to get even warmer as you start your new work week and then we're going to see those 70's really get through the entire next 7 days or so even into next weekend. i'll have all those details coming up in a bit in my seven-day around the lawmakers on capitol hill say we need more great to go outside. so let's just try to enjoy it and stay positive outside. rigtt now, a nice clear shot overlooking san francisco international airport. we're going to see a clear skies pretty much throughout the entire night. there might be some fog that drifts son early tomorrow morning, but not too bad lows overnight. getting chilly once again, 30's and 40's 30's, mostly in our interior valleys, like livermore, a low of 38 tonight. 37. and that conquered. 45 in san francisco. 40 degrees in valais home. your south, his own 38 in downtown san jose, 40 degrees in mountain view. yes, the visibility. it's going to be pretty good. for the most part. we're going to see some low lying clouds and a little bit of fog, especially in our valley areas tomorrow. but so it's going to open up to mostly a whole lot of sunshine. and we're really going to feel that it's going to warm up those temperatures as high pressure. we'll start to strengthen across the entire state and this is what it's going to give us so far. a bump up upper 60's that we're seeing in some spots. 68 in that the 65 in novato. 67 in hayward, 69 degrees. if you're going to be in downtown san jose. so it's going to feel a lot warmer than what we felt over the last couple weeks. and look at this next 7 days. it is going to remain quite warm up through your entire work week all the way into next weekend. we're looking
