badly flooded this week. but first we go to kron-4's lydia pantazes is live in one of the hardest hit areas...the rock springs neighborhood.. .where people were temporarily allowed to return home. if you take a look behind me you can see crews working.... they are expected to be out here several more hours. here's a look at the muddy mess left behind by the flooding. here's what crews have been doing... earlier today they pumped the remainder of the water from this neighborhood. then they started to pressure washing the streets. one of the reasons it's so important to wash down the street is because all the contamination. we talked to people allowed to go back in their homes... they told me they're not getting enough info about when they can return... if that's even possible. henry nguyen/lives in flooded area "i'm just trying to go inside and grab as much as i can right now because i don't know when they're going to let us go back in and grab the rest of our belongings." long nguyen/lives in flooded area "i wish they would let us know more, like a timetable when or how long we have to wait or what are the steps being taken, they're not letting us know too much about what's going on." also, during the flooding a sewage pumping station failed. officials with the san jose fire department tell me before people can come back this area needs to be clean. also, pge has to turn the gas well, as the flood waters recede along coyote creek, thousands of people are left with the tough task of cleaning up and putting their lives back together. earlier today .. kron 4's charles clifford returned to one of the hardest hit neighborhoods to see how things are going. he joins us live now with that story. charles . . . natsjust be careful when you step down here. there's a lot of debris.thursday afternoon, bryan rodriguez showed kron 4 the flood damage to his home here along 16th street in san jose. this is what the house looked like on tuesday when coyote creek flooded the backyard and the downstairs of their househe's still trying to wrap his head around it all sotyou just don't expect to see a lake in your back yard. especially when coyote creek is a stagnant pool for 6 or seven months.and this is what it looks like now . at first glance, the most obvious problem is mud.sotmud everywhere. . mud!when the house finally drained, they found muddy floors, water damage to the walls, and ruined furniture. there's also a clear line showing just how high the water reached.sotand all of this was stagninat water and this will all need to be decontaminated.brain says that they have flood insurance and should be able to fix the damage. he does however have a lot of question for the people who manage the water flow upstream from his home and the homes of his neighbors who also were flooded out.sotit's unimaginable that someone wasn't watching the situation better. i don't know if it was the city or the water district or both with mother nature thrown in, which you can't control . there needs to be some lessons learned for the next 20 or 50 year flood that comes up. some san jose residents have a long road to recovery from the floods.their homes steeped in water..kron 4's hermela aregawi spoke to some of those most affected. water got to just about every inch of this home.the owners have lived here for decades. their basement was completely submerged.it will be months before they can put this flood behind them.sot joani've been in this house since 1977, raised 2 children here, lot of memories, lot of family coming in, lost a lot of there are still areas under flood watches tongiht kron-4's chief meteorologist is here to tell us where and tracking the next round of rain drier and cooler conditions are forecast through friday with chilly overnight temperatures. unsettled weather conditions return by the weekend with another storm system approaching the coast. a longer stretch of dry weather returns starting the middle of next week. many people who were evacuated from their homes were not allowed to bring their pets along with them... so that's when the volunteers from the san jose animal service center stepped in to help. they're able to house the pets... give them food and a good warm place to sleep.. right now they have about 12 animals... 10 dogs and two cats. most all of the pets are from people who are at the evacuation centers... and although volunteers say they don't expect to be getting anymore people bringing in their pets.. but if they do... they say they will gladly take them in. if you have a pet alameda county sheriff's department is mourning one of its own tonight. deputy mike foley was hit by an inmate bus, while on the job at the santa rita jail .. he later died from his injuries in what is being described an accident.kron 4's ella sogomonian is there live in dublin on the investigation. the flag at santa rita jail is a half staff tonight in honor of deputy mike foley who was said to be a leader and an example to younger law enforcement members. he began his career in the late 70s as a police cadet with the concord police department where he climbed the ranks for almost 30 years finally retiring in 2007 as a master police officer. after he retired he came back to work at with the alameda county sheriffs office here at the santa rita jail where he unfortunately was struck by that bus and later died of his injuries. this video courtesy of our helicopter partnership with abc7 news shows where he was struck just behind the jail early this morning at around 6 am while at work - he was hit by an inmate bus.a spokespoerson with the sheriffs office says it was dark out after a week of storms and the condensation in the bus may have affected visibility. that he believes this was an accident.and the driver of the bus is now left devastated that he had anything to do with the death of a friend. sgt. ray kelly, alameda county sheriff's office "mike had that tremendous amount of experience and know-how and was a mentor, a leader, he guided a lot of our officers and trained them. made sure they were outstanding officers he always stressed them being ethical and moral and working hard and mike led by example." it seems many who worked with deputy foley had good things to say in his memory - the concord police department also released a statement today saying quote"mike was a very humble man who had an incredible work ethic and the natural ability to bring calm to chaotic situations."back out here live- an accident investigation is underway with chp as they try and pinpoint what led to this devastating end of a dedicated deputy. live in dublin ella sogomonian kron4 news. in the north bay... a large section of highway-37 in novato was reopened this morning... that's after being closed since early january because of massive flooding. caltrans crews have been working to remove all the water that covered the lanes of the highway. today they took pictures of the improvements that will hopefully make the road flood-proof. that includes a new wall separating lanes from the fields and levees. pavement has been raised in some sections... and the drainage friday, when an active shooter was eventually shot and killed by police.. but tonight, there are allegations that the man was involved in two incidents earlier in the week. dan kerman spoke with the victim who says, the man should have been arrested sooner. it was last friday the 17th when this man, seen here with a rifle in his hands, opened fire on his east oakland neighborhood eventually the suspect, identified as jesse enjaian was shot and killed by oakland police following a standoff. but now additional allegations that the same man opened fire in the neighbhood two times earlier in the week. sot john burris/attorney 28-38 he was not arrested no attempt to take him into custody to me this was terrible police conduct because this is a man who was actively involved in a shooting, allowed to stay in his neighborhood, stay in his home after having been an active shooterattorney john burris represents patrick reddic, a homeless man who sleeps in his car in the same neighborhood. he says he was victimized by the same man on the february 14th.sot patrick reddic/attacked by sniper 57- 105i was asleep in my car with my head facing the window and i was woken up to multiple gunshotsthese are shots of reddic's car. he says the suspect admitted he shot at him, but when he and other neighbors told police they did nothing, other than take reddic down to the police station and threaten to arrest himsot reddic: i tried to prevent this massacre from happening before the 17th and there were other incidents they did nothing aboutattorney burris say the other incident was on february 10th again he says no action by police. now he says it's up to the department's new chief to figure out what's going on sot burris: is this keystone cops, lousy police work, incompetency, how mean... the justice department has several options available, including filing lawsuits on the grounds that state laws regulating pot are unconstitutional because federal law takes precedence. toss working on the self- driving cars eight years ago as a secret google project.... they claim to have evidence showing that the former manager of the project, anthony levandowski, loaded 14-thousand confidential files on a laptop before leaving google... to start his own company last year... uber bought levandowski's start-up called otto, last year, for 680- million dollars. uber has not "there's a concern among mexicans, there's irritation before what has been perceived as it's not going to happen. that's what former house speak john boehner is predicting about a president trump's promise to repeal and replace "obamacare" boehner was forced out by conservative in 20-15. the ohio republican says he started laughing when he heard of the promise for swift action on repealing and replacing the health law. saying quote "republicans never ever agree on health care." he predicts in the end ...the affordable care act will stay in place. with only relatively modest changes. as speaker... boehner himself promised to repeal the act. ahead at eight.. the f-b-i tells the white house no. the request they shut down ... and why. plus. a mom's message about her tax refund goes viral. what she did with the money that has people applauding her. and next. it is the video that has triggered southern california protests. tonight what the police department is saying about an off-duty officer.. who pulled his gun around a group of teens. breaking news tonight out of the east coast. where two police officers have been shot. take a look live at the scene where investigators are right now, this is in the area of northeast d-c. right now we do not know the conditions of the officers. tonight... a violent encounter between a southern california officer... and a group of young teenagers.. is under the microscope. and we're seeing new images of vandalism from people protesting the officer's actions. grant lodes has been working this story and is here with the latest. here's some of the graffiti and damage from a protest last night. some people are upset about the lapd officer's use of his gun...while off duty tuesday. he was fighting with a group of kids...otside his house in anaheim. a video posted on you-tube shows part of the angry struggle between the officerand a 13-year-old boy...among others. police say this began over an on-going problem with the teenager walking acrossthe man's lawn... things erupted tuesday when the boy returned with other teens.... it somehow turned into a struggle during which the officer fired his gun near the group... the teenager was initially arrested after allegedly threatening the officer....telling himhe'd shoot him. the boy denies that...saying he said he'd 'sue' the officer...the boy has since been released to his parents. the union representing the officer says that cell phone video shows the officer was repeatedly assaulted by more than one of the teenagers... the union says an officer has the right to self- defense -
