Whether time now as we take a live look outside high above downtown San Francisco where it was another Beautiful Day in the bay. Yeah, cool down is coming. A cropper is the chief meteorologist Lawrence Karnow here to let us know about that. Yeah. Getting iraq over now. So now we start looking for a little making its way in the bay area. Of course we have that earlyseason rain. That was fantastic. Would like to get some more going right now. But yeah, theres a cold front off the coastline. The cold front eventually going to start to make its way in our direction and with that front moving a little bit closer. Yeah, you can see overnight tonight well see a few more clouds coming our way into tomorrow and probably some more fog along the coastline. Maybe just enough to deepen that marine layer out toward the beaches that we do see a couple of patches of fog. Now behind that front, though, heres the good news. Were going to see High Pressure building in and weve got some great weather as we head in toward friday. Lots of sunshine and warmer temperatures may be seeing some of the numbers spike at low 90s inland as we head toward friday. Another frontal system kind of swirling off the coastline. Never quite get your kind of falls apart as we get toward the middle of next week. So right now well keep it dry. Well keep watching, though. Things are changing now in the long range forecast models and well, lets see if we get some rain here very soon. Tomorrow, though, expected temperatures in the afternoon as highs. 84 in concord, about 80 in santa rosa about 68 beautiful downtown San Francisco. Guys, back to you. All right, lawrence, california, soon be in for an economic down turn. That question has come up more and more recently with Governor Newsom hinting state revenue this year could come in much lower than predicted. Our capitol correspondent Eytan Wallace shares with us. The governors message on this and what it could mean for the economy. Were talking a possible shortfall of billions of dollars. And now the governor says hes vetoing some bills to ensure the state does not spend money. It does not have that after veto it after veto. The governor sending back more than 25 bills without his signature bills on all kinds of matters from investments and Reproductive Health care, Community Clinics to Health Insurance subsidies to mandate that kindergarten and more than half of newsoms veto messages. He wrote the same exact line indicating california will not take in as much revenue this year as previously thought. Coach with our state facing lower than expected revenues over the first few months of this fiscal year. It is important to remain disciplined. What weve seen is that state tax revenues have come in. Several billion lower than what the function was. Panic as the nonpartisan legislative analysts for the state of california. As of now the legislative Analysts Office or for short says theres a 70 chance the states hes a budget shortfall of about 5 to 7 billion dollars by the end of the fiscal year. Next summer, many california would come up short of the 223 billion dollars in tax revenue originally anticipated 5 to would be a relatively small portion of that. But of course, shortfall could be substantially larger than that while exact shortfall predictions remain up in the air. The California Department of finance says what we do know is clear just in the last 3 months alone, california already has seen anticipated tax revenue come up short by more than 4 billion dollars. But why the loss in revenue . Experts say is the stock market loses ground Interest Rate increase in inflation, stays high. Californias top earners will likely rake in less money. The department of finance says those top earners who usually make at least 500,000 per year provide nearly half the income tax revenue for the state. Less money for those earners means less tax revenue for california when those high income earners are doing well. And the markets are doing well. The state does well in the flip side of that coin is when the markets go south, there are income declines in the states revenues. The decline as a result. Still, the state has a 50 plus billion dollar discretionary surplus. And more than 28 billion dollars in discretionary reserves. All crucial funds as state leaders stress the importance of spending within our means. So that is why the governor. In his veto message is recently has been focused on making sure that we maintain budget resiliency and then we dont all recommit ourselves to spending pattern that can be sustained in the next 6. 12, or 18 months. And we should have more concrete numbers this november. Thats when the legislative Analysts Office is expected to come out with the states fiscal outlook report reporting here at the California State CapitolEytan Wallace kron. 4 news. Tonight, the bay area get to experience the beautiful game, mexico and colombia. The National Soccer teams from those countries are facing off in what they call a friendly match at levi stadium kron. 4 Sports Reporter kate rooney joins us now live from santa clara. Looks like a great day to kate. Its gorgeous out here. A little bright. So i apologize if im squinting. I love how you said football, vicki, because a lot of cool traditions and pageantry here in the u. S. For our sports right. But nothing can come close to matching the frenzy and passion of interNational Soccer. As you can see from these guys behind here tonight are here for mexico versus colombia. Its part of the next to her son off the final round of friendly matches from mexico where they had to the world cup in qatar this winter. Now mexico did qualify for the world cup. Columbia i did not. But these 2 teams are considered pretty evenly matched. Mexico also known as output. He is ranked 12th in the world cup rankings. Columbia, notice the topic. Then are 17. They are both coming up wins in their most recent friendlies. And so tonights match could be a close one. Thats certainly what the fans are hoping for. Nearly 70,000 of them are expected to attend tonight. And i talked to people who came from all over the bay area as far as sacramento as far as tracy. And they all say they would never miss a chance to represent their country and enjoy the experience with loved ones. Its very special be able and that is very what are you most looking forward to about the game . Car stuck on their way and then not, its ok and is we have what have you got to see mexico claim your area before and when they come over here, whatever they play around nationalists, it could be around all these your team play this beautiful because you get enjoy as you work hard be here and you have to. Some farm sometimes. What do thinks going to that . Mexican to for so id say its about 70 to 30 mexico to colombia fans here. Percentage wise. I talked to a lot of mexico fans and theyre actually pretty realistic about their teams chances in the world cup. Theyre hoping a win tonight. Of course, theyre expecting them to win tonight. But when asked them how they thought their team would fare in the world cup, mexicos kind of a long shot. Most of the fans agreed. They said well see. But hey, they have tonight, right . Grant. Vicki, back to you. They have tonight going to be epic. No doubt. Kate rooney live for us tonight at levi stadium in santa clara. Have fun, kate. All right. Whether time now said chief meteorologist Lawrence Karnow here to talk about hurricane. Yeah, its watching. It is like watching a slowmoving disaster. You know, its coming on shore. You know, its going to be devastating. Its just where this hurricane walls doesnt care what our computer models say. So it is slow. So its going to really, this slowdown is actually tracked a little bit further to the right now. So i think its the making its way all the way up in the tampa. That was originally well, the big concerns thats where the worst places to cut. It looks like it will come in shore little further south, but its, you know, that place of the comes on shore. Its going to be just devastating. So, yeah, these storm systems as they come ashore, thats just all kinds of havoc they can wreak. And so you go through reach category, get a category one. Were talking winds 70 to 4 95 miles an hour. Well, those winds can cause some damage to trees. Power lines come down category 2 could be a bit stronger, doing some damage to the roofs, extensive damage along the coastline. Of course, your storm surge starts together stream and then you get into a category 3. And thats where were at right now with ian as a category 3 storm, devastating damage. The damage. You can have a roof completely torn off the homes. But ian is likely to become a category 4 or so. Were talking about catastrophic damage here that can cause normally roofs to be torn off your walls to collapse. Youre talking about storm surge that possibly moves as far as 5 miles inland. I mean, that is serious inundation right along the coastal area where that eye comes ashore. So thats why were concerned as this is a major hurricane now continue to make its way and looks like it will strike that here over the about 10, 12 hours or so. Probably going to become a category 4, but theyre already starting to feel those bounds making their way. A band of moisture making their way along the coastline and some heavy rain there. All right. In the bay area, completely different story. Just calm conditions. 64 degrees for a high and temperatures go. 69 degrees in oakland. 73 degrees in san jose. 82 in livermore 80 in concord and 78 degrees in santa rosa. Looking nice out there right now. Weve had a couple of patches of fog. The sea breeze blowing little bit sick of a white caps out there on the water. But then yeah, that wind but a little blustery in spots. A little windier today around the bay area. I think well find that again for tomorrow. Patchy fog start to move in along the coastline overnight tonight. But i think a little more patchy and then the temperatures a little bit cooler around the bay area tomorrow as those numbers are going to come down just a little bit outside. Still not bad temperatures generally in the 80s inland. You see 60s co side warming up some 90s in the valleys by friday and saturday looks like well cool things down the beginning of october. Well have more news when we come back. I think about this. If we dont learn from history, were doomed to repeat it. That is the message. One colorado teacher too to heart when he brought his students out of the classroom. He turned a simple field trip into a lesson on his own hispanic heritage.
