little break the wind was more of an issue for me. yeah. mean, the east bay, john, i had some pretty heavy rain just about all the way into san francisco. good morning. yeah, i know a lot of people are probably going to say the same thing, whether it's the windsor, the heavy rains. we all sine impact one way or the next. >> and that is definitely resulting in some difficult issues. as you're planning on leaving the house this morning. lot of standing water on roadways, which rain is about to tell you about. rain is falling over the east bay hills right now. can't see much of anything from that perspective right now are at this fear river has shifted a little bit so you're noticing a lot of those deep green and yellow areas now centered up from the bay area south along the central coast areas down here, looking at some flood advisories to flood warnings and look at the sierra nevada. we're going zoom in on that right there. snow level is retreated. system really high elevations. so this is honestly the biggest concern from the system right here is that we do have a lot of snow melt occurring even around lake level at lake tahoe. it's rain snow mix there right now. really only the crest of the sierra seeing that snow fall. everything below that. it is heavy, heavy rain zooming in on the bay area. we are definitely looking at an active morning. you do see a lot of spots out there. the little spots showing up on the map are indicating areas of standing water on roadways or areas that rain is actively falling. and if we zoom in on the peninsula, you do see some areas along 101 highway. 92 that do have standing water on them. so take it slow or no risk of hydroplaning. if you're going a little bit slower, at least lessen risk of hydroplaning, we are seeing some still heavy impact from this rainfall down in the santa cruz mountains. those deeper green hues right there the santa cruz mountains down in the santa clara valley being some of our heaviest of rain still lingering in the bay area. a little bit calmer right now for the north bay as well as the east bay as compared to where we had been look at how mild these temperatures are yesterday morning. remember, we were in the 30's to low 40's this morning. a lot of us are in the upper 50's conquered san mateo as well as hayward each at 57 degrees. petaluma sonoma and of our only spots falling into the upper 40's and winds still certainly a thing, although they will gradually calm through the day today, which is certainly nice to see. high wind advisories continue through today at 04:00pm. those gusts of 50 miles per hour coming through last night. now, temperatures later today remain in these mid to upper 50's off and on rainfall throughout the course of the day and at times heavy rain and we keep it going all weekend in see another atmospheric river into early next week. all of this still to come in your forecast, rain. >> and given that well, we've got some flooding out there. if you're traveling along 101, right, northbound at lucky drive. that's in corte madera. you've got some roadway flooding a little further down east bound 5.80, just west of high street in oakland. you've got flooding. he also got an accident there. so things are moving a little slow. i might just happen 8.80, because of that. also eastbound at san pablo dam road in san pablo. there is an accident there and that off-ramp is impacted. all right. the highways for the most part you're looking at green. but remember, everything's pretty slick. so you definitely want to drive slow this morning. traveling into the city right now says 8 minutes. but again, the bridge is a slick one on the eastbound side. sina reports of sitting puddles of water on the bay bridge. so be mindful of that. the san mateo bridge, you can see just how slick things are. 13 minutes there. a richmond center fell bridge about 8 minutes as you travel out of richmond this morning and the golden gate bridge. 37 to the toll is going to about 20 minutes. if you're up in the napa area highway. 29 1.21. both impacted by flooding and close down there. so be mindful of that. if you are traveling darya. james, back to you. >> ok, thank you very much. ran a 404 is the time and we want to move on to a governor. newsom is doing requesting a presidential emergency declaration to authorize federal assistance supporting the state and the local response as well to these severe storms that we're having. if approved this declaration would enable impacted counties to immediately access direct federal assistance for things like generators and road clearance equipment, potential sheltering and mass care assistance as well. on wednesday, the governor proclaimed a state of emergency in 21 counties, including several here in the bay area. >> and you can see. >> why this is what happened in sonoma county last night. 2 cars trapped in flood water. enforce ville. oh, my gosh. people being rescued. this is eastside road near trenton road. well, that car just straight over in that ditch of sorts with full of water. the driver you saw being walked away by rescuers were told that several roads in that area are starting to flood right now. so it's going to get worse. castro valley and the surrounding area pounded in this round of storms that has just moved in some of the damage throughout the area is a eye-popping crawford. dan thorn has that. >> heavy rain sweeping through castro valley and hayward as damage from previous storms. still remains homes like this one along the san lorenzo creek saw part of their backyard slip and break off the water rising several feet. i talked to the neighbors up the street. she said, yeah. >> it hasn't been this bad. 35 years. so. >> paul constantino says he put up this measuring stick to mark just how high the creek rose 2 months ago. the powerful water eroded part of a street in hayward. constantino hopes it doesn't get that way again, we survived the first one. i think a pretty safe on this one. >> thursday's rain also making for a slick commute as people try dodging raindrops on foot. >> i love it, but i'm kind of over it's rain that's needed. but this year's atmospheric rivers have come at a cost. >> troubled crow canyon road has suffered through mud slides and other storm damage this year. jeff, her gun and has been shoveling out colbert's to keep water and mud from overtaking the road and dumping it onto his property. the roads get overwhelmed pretty easily with the big downpours. so i've just been coming out here every day trying to clean the culverts. he's happy to have the rain, but the amount has presented its challenges. i mean, we've been praying for and for a long time as the saying goes. >> so got to have it. but also wish it just she found. >> very slow right now. very slowly on the reason people are coming in this to stay dry. really, brian? tom sic works at work expedition a clothing store on chestnut street in san francisco. storms like these are a double edge sword. on one hand, they so warm clothing. great for this. whether, you know, jackets, flannels like grants to the when it rains, there's less foot traffic in this normally bustling marina neighborhood. it's just kind of hectic. are now to weather. >> tom sic says it's been an intense couple of months. it's just been crazy like seeing snow and me off camera about how it slows down business and outdoor seating can be used. one doordash driver says even deliveries have slowed down. it's not that busy food delivery drivers have to endure the slick and flooded roads. all. yeah, it's very dangerous. >> that the craziest story ked - we've had in the in the storm. so the tree in front of me. >> yeah, that was crazy. and i was so afraid that i did that like turned and avoided and that it is tough for people who have to work out in the elements. but for some people who still get to work from home, it can be nice. >> it's been a while since we've had this much rain to be honest, but i actually love the rain. so i think it's it's much needed. yeah. you stay inside and snuggly. oh yeah. oh yeah. with my dog. >> as kron 4 sarah stinson reporting for us this morning with a look at san francisco. >> time now is 04:00:09am. and the south bay rain and cold temperatures may prove dangerous, especially for those who are homeless. yes, that's been a big issue. kron 4 s justin campbell take a closer look at that part of the story. >> go to 7 community center for shelter. >> san jose mayor matt mahan went to guadalupe river park afternoon, notifying house people not to ride out the storm in a tent. the city has partnered with the american red cross to open a 24 hour emergency shelter at the 7 trees community center. the mayor says individuals, families and are welcome. storms can change in an instant and we're prepared for the coming days and doing everything we can to ready the community for whatever may come our way. multiple unhoused people died during the winter storms in january. this week's atmospheric river is not anticipated to be as bad. >> but still a large store and great for the bay we are preparing for the worst. but of course, >> hoping for the best and expecting this to be a manageable storm. >> well, as kron 4 justin campbell reporting for us this morning. now, many people are in the dark and the cold this morning as the storms knocked out power to thousands of pg e customers utility has over 400 crews coming in from the states of new mexico and washington. they're here to help. we also had a number of our local crews up in the sierra helping with the outages. there. but now they're back, which is great. they're stationed out of the san carlos yard ready to roll to the various incidents of pop up. so that's good news. this is a look at pg e's live outage map and you can see it doesn't look terrible. although there are a few pockets of orange which indicate anywhere from 500 to 5,000 customers without power. so we got a few pockets in the east bay, a few pockets in the south, especially down towards the santa cruz mountains. we're obviously going to pe following that at this point. there's no estimate for when that power might get turned back on. >> hours out a day or more. that's really challenging. we understand that's incredibly inconvenient. and also a potentially becomes dangerous as those as those outages length. and so we want to do everything we can to coordinate with local agencies. >> yeah. the utilities main concern with this storm is the peninsula. they want to focus on the rural areas there along the coast, like how to half moon bay in pescadero where power went out for days during the early winter storms back in january. pg e, by the way, remind you to keep your devices charged. use flashlights, not candles and secure anything that might blow away 2 and hit a power line and never speaking of power lines, touch a downed power line. assume it's falling or >> just 2 seconds. and here's john yet we are looking at is moving a little bit further south where at least the very heaviest of that rainfall now still stretching from the bay area, the down the central coast. you see a lot of that heavy rain pushing through the central coast into the valley, eventually up into the sierra. and that's one of our biggest problem areas. your forecast ahead and we're seeing reports of highway flooding year and they are across the bay area. >> we want to definitely leave the house a lot earlier today. take your time out there. no need to s >> for 15 right now and it is a messy out if you're in bed, maybe you want to stay in bed so you can probably hear it outside the wind. the rain coming down. we've got john in the weather center. >> with more on how expect this to play out throughout the morning, john. yeah, you know what? last night, the heaviest of wind. so that's good. it's going to gradually calm down later on today. and we're also looking at still a dose of heavy rainfall. but the center of this atmospheric river >> is starting to show that set up shop a little bit further southward. that means south bay, you're still in the midst of some really heavy rains, especially up in the santa cruz mountains, san francisco right now, rain is still falling. we do have some flooded areas on roadways out there, snowfall to the north. but look at how that snow is retreated in the sierra. you are seeing just massive areas of blue in our storms the past few weeks now. it's just that narrow band of upper elevations where you are seeing snow in the sierra. it is coming down really heavy. we've got 10 feet of it in some spots expected in the next 10 days. this is unprecedented. snow pack up there. those lower elevations, though, there is a lot of melt off occurring. that's the concern for the small streams up there. as for what we have in the bay area, i'm watching this guy right here. this area of yellow, orange and red that's sitting offshore just west of marin and san francisco. this is going to push inland over the next few minutes and we will be keeping you updated on exactly what that looks like. but do expect an impact right through the golden gate, north bay on into the peninsula here in a few minutes from this area of heavy rain south bay, some of our most widespread rainfall right now, santa cruz of highway 17 on up through valleys and canyons up in the santa cruz mountains, really seeing a lot of rain in the do the central coast, too. futurecast shows a continuation of these heavy showers mostly further southward. you notice it gets a lot spotty or for thestil b g an active day. but you will have moments where you can get outside touches around noontime under cloudy skies, but dry conditions for those hours, we will see spotty showers increasing towards the evening tonight. but for the most part, the very heaviest of rain of the weekend has already been seen into tomorrow morning will still continue to see those areas of rainfall. here's around noontime tomorrow. areas of yellow indicating moderate to heavy pockets continuing off and on skies. just a great this weekend. it's not necessarily a guarantee that you'll see rain every single hour of the day. but you are going to see cloud cover each and every hour. it seems like sunday morning, some heavy rain pushes right back in going to have a big impact from that increasing into sunday night monday. yet another atmospheric river set up future cast of rainfall totals for the rest of this forecast. yet another 2 to 3 inches of rainfall as we work through the weekend early next week. and as i mentioned, we're going to continue to pile up feet up on the feet of snowfall in the sierra above 7,000 feet, especially below that, mark, it is that wintry mix and unfortunately for areas like south lake tahoe, it has been coming down is a mix of rain and snow which is made for kind of a slushy mess right there at lake level, upper 30's to low 40's at lake level for your temperatures. just a little too warm for that soft, powdery snow that you had been enjoying flooding risk does continue those areas in green indicating flood watches that's across the entire bay area. but look at those smaller stream areas that have the red. those are flood warnings where water levels are actively rising, especially in rural areas of the north bay and then down into the a central coast. we are seeing some issues as well. 50's for your daytime highs today. temperatures remain pretty warm all the way through this forecast. it's 50's to 60's all the way through. we'll continue to have showers through the weekend. gray skies this weekend. don't forget to adjust your clocks before you go to bed saturday night, especially with such active weather. you might forget that just to push them forward an hour. as for monday of next week, another atmospheric river arrives and it will come along with more heavy rain. john, thank you for that. well, we have some flooding along 5.80, right near high street and right near 35th here. >> in oakland, both sides eastbound and westbound size. they have issues there. so 8.80, is where chp say you might want to take instead of hitting that standing water. that's there. also along the bay bridge seen reports of some flooding there here in quarter. madeira lucky drive. that spot frequently gets flooded. we get a lot of water and then as you're traveling along 80 in san pablo at san pablo dam road, an accident there, that off-ramp is impacted by that. it's still pretty early. it's still friday light. you have to put that into a the forefront of your mind. remember when the speeding because, you know all these highways, although they're green, you've got a lot of sitting water long them. so definitely take your time as you're traveling out there this morning. the bay bridge slick and wet 8 minute ride into the city or san matteo bridge. about 13 a richmond sandra fell bridge about 8 minutes there. and that golden gate bridge, 19 minute commute for you. there. if you are up in napa. 29 south of kelly road that's closed because of flooding and northbound and southbound at one. 21 that's closed because of flooding as well. so again, be careful this morning, dr. james, back to you. thank you. ran a let's continue. looking at what's going on out there. san mateo county residents in san mateo residents can pick up sandbags. >> from their local public works department. you need to fill the bag yourself. so bring a and some heavy trash bags too, to the city's corporation yard, which is on p% pacific boulevard. >> well, we just got more information on what happened to that tesla thursday night in portola valley. look at chp says 2 people, a male driver and female passenger were inside this vehicle when a large tree. both are ok, although they did complain about some pain. obviously, this happened shortly before 7 o'clock along skyline boulevard. well, santa cruz county also part of governor gavin newsom, state of emergency declaration. an evacuation warning has been issued now for people living in low-lying areas. and that includes residents of felton grove river grove, paradise park, socal village and rio del mar flats. also corley dose creek, including the college lake, of area. authorities say if an area flooded in january, it's likely to flood again you're going to be careful. they also add that people should be prepared to leave at a moment's notice. >> it's 4 21 and in the east bay, one person is in critical condition after there was a crash involving multiple cars last night at the ignacio valley road in oakland boulevard, which is right off a highway 6.80, sinn fein, the walnut creek, bart station, that this big accident happened. 4 cars were involved. one was a county connection bus that was carrying 10 passengers, a total of 5 people were hurt. investigators believe this crash happened because a car that was coming off of the highway was going too fast. so 4 vehicles, including a bus coming up next on the kron 4 morning news. don't get into an accident. leave plenty of time. if you have to go somewhere. >> and if you don't that don't cause, you can see stormtracker 4 all fired up with this rain pretty >> it's 4.25. in california is making a push for more housing and taking this to court. now they are. yeah. so the state is suing the city of huntington beach after that city passed an ordinance to limit home building. attorney general rob bonta says the ordinance violates a state law known as the builder's remedy. law states that if a city or a local government defies the state issued housing goal, well, then the city has to approve any housing project if it includes at least 20% affordable housing. >> california is facing an existential housing prices. one, we should all the acting in unison to soft. instead, the huntington beach city council has chosen to stifle affordable housing projects infringe on the rights of property owners and knowingly violate state housing law. >> well, the mayor of huntington beach is arguing that the state is unfairly targeting his city. bonta says he simply trying to find solutions for california's housing crisis is for 26. and president biden is set to return to california next week. on monday, the president will 1, near whipple avenue. we've got rain. harvey with a look at the commut >> 4.29 and considering this giant storm. yeah, this never ending storm. i was happy to get a little break in the north bay. anyway, walk the dogs this morning. so let's find out from john, if there are any little pockets here and there throughout the day today as the storm starts to roll john. yeah, we'll definitely have moments where you can take the dogs out there and not have them put up so much of a fast. you just got to time it out. right? and for the most part, we are going to get those especially good conditions right around noontime and even a few spots into the afternoon that we should be pretty solid. now, skies are going to remain cloudy all day long. so you might get those dry conditions from time to time. you're not going to see really a whole lot of sunshine today. it's going to look a little like this. this is your berkeley hills camera where you can see much of nothing as you look out from the east bay hills, down into east bay right there. now we are seeing this atmospheric river gradually shifting further and further southward. that means the heavier along a rain alongside with it is going to shift into the central coast.
